In February 2019, three-year-old Megan Khung began missing school. A year later, she was dead, after suffering physical and emotional abuse at the hands of her mother and the woman’s boyfriend. On Oct 23, a review panel appointed by the Ministry of Social and Family Development (MSF) released a report that detailed the actions of the agencies involved in Megan’s case. It revealed that within a year, there were several lapses at various agencies – including the MSF’s Child Protective Service (CPS) and the police – that ultimately led to the tragedy. What were these lapses? Could we have done more to prevent her death? What can we learn to prevent another tragedy like this from happening again? Alors qu'un deuxième indigène est mort mercredi (15 octobre 2025) après avoir été blessé par balles lors d'une manifestation, la situation s'est paradoxalement calmée dans la province d'Imbabura, épicentre de la grève depuis 24 jours. Un accord a été trouvé entre le gouvernement et des responsables indigènes, sans que la base ne soit forcément d'accord. Chronique d'une fin de grève avec notre correspondant Éric Samson. L'accord prévoit la libération de 43 manifestants, le retrait de l'armée des territoires indigènes et l'ouverture d'une table de travail pour examiner la hausse du prix du diesel, principale cause du conflit. Si le ministre de l'Intérieur John Reimberg a salué un «retour à la normalité», les divisions demeurent : plusieurs militants accusent leurs dirigeants de trahison et refusent de reconnaître l'accord. À Quito, des manifestations sporadiques ont encore eu lieu. Le calme retrouvé dans le Nord contraste avec la violence persistante dans le Sud, où une voiture piégée a explosé à Guayaquil et deux ponts ont été détruits dans des attentats attribués par le président Daniel Noboa aux mafias liées à l'exploitation minière illégale. Les documents internes consultés par le quotidien évoquent une préférence pour des Européens conservateurs ou des Afrikaners d'Afrique du Sud, au nom d'une prétendue persécution. Cette orientation, fondée sur une vision identitaire, repose sur l'idée que «l'augmentation de la diversité» aurait affaibli la cohésion sociale américaine.   Brésil : le crime organisé gagne du terrain Les milices et factions criminelles contrôlent désormais des quartiers où vivent près de 19% des Brésiliens, soit environ 28 millions de personnes, selon une étude du Forum brésilien de la sécurité publique reprise par la Folha de São Paulo. Le phénomène touche toutes les classes sociales, mais se concentre dans les grandes villes et le Nord-Est. Les personnes noires sont plus exposées que les personnes blanches, souligne le journal. Pour Renato Sérgio de Lima, président du Forum, il devient urgent de mieux coordonner les politiques de sécurité à l'échelle nationale.   Haïti : MSF annonce la fermeture du centre d'urgence à Turgeau Selon Le Nouvelliste, la fermeture annoncée du centre d'urgences de Médecins Sans Frontières (MSF) à Turgeau, prévue pour le 1er novembre 2025, en raison de l'insécurité grandissante, continue de susciter l'inquiétude. Nous en parlons avec Frantz Duval, rédacteur en chef du journal haïtien. Les conseillers présidentiels Fritz Alphonse Jean et Frinel Joseph ont rencontré une délégation de MSF pour évoquer les solutions possibles. L'organisation humanitaire est considérée comme un pilier de la réponse médicale à Port-au-Prince. Elle envisage des missions d'évaluation afin de «planifier une reprise des activités dans une zone aussi proche que possible du centre-ville», souligne la Présidence. Avec Frantz Duval, nous abordons aussi l'hommage rendu par Le Nouvelliste, à Robert «Bobby» Denis, figure qualifiée de «monument du son» en Haïti. L'UNICEF tire la sonnette d'alarme sur une crise humanitaire qui ne cesse de s'aggraver, avec des milliers d'enfants déplacés, privés d'école et exposés aux violences des gangs. Retour sur une situation dramatique qui appelle une mobilisation urgente. En Haïti, les jours se suivent et se ressemblent : la mainmise des gangs s'accentue Ce mardi (14 octobre 2025), Médecins sans frontières annonce la fermeture définitive de l'un de ses centres d'urgence. Ce centre, situé en plein cœur de Port-au-Prince, était à l'arrêt depuis plusieurs mois, après une attaque contre un convoi de l'organisation humanitaire. Mais cette fois, le couperet tombe : il ne rouvrira pas. Malgré cela, MSF assure qu'elle poursuit ses actions sur le terrain, auprès des populations les plus vulnérables, et parmi elles : les enfants. Beaucoup ont fui avec leur famille, trouvant refuge dans des abris de fortune, totalement inadaptés à la vie quotidienne. Certains sont privés d'école, d'autres directement ciblés par les violences. Geeta Narayan représente Unicef en Haïti et elle se désole de voir la situation s'aggraver encore. Surtout, les déplacements de population accentuent les autres crises : ainsi, plus de 33% des sites ne disposent pas d'infrastructures de protection de base, ce qui expose les enfants et les femmes à un risque accru de violence, d'exploitation et d'abus. Les écoles servent souvent de refuges, ce qui perturbe l'éducation de près d'un demi-million d'élèves. Plus de 3,3 millions d'enfants ont besoin d'une aide humanitaire ; tandis que plus d'un million d'entre eux se trouvent dans une situation d'insécurité alimentaire critique. Selon les projections, environ 288 544 enfants de moins de cinq ans souffriront de malnutrition aiguë cette année. Les gangs armés contrôlent plus de 85% du territoire de Port-au-Prince et des routes principales, privant les familles d'accès à la nourriture, aux soins de santé et aux services de protection, tandis que les acteurs humanitaires s'exposent à de graves dangers pour venir en aide aux plus démunis. «Les enfants d'Haïti ne peuvent pas attendre. Comme tous les enfants, ils méritent de vivre en sécurité, en bonne santé et en paix. Il nous revient d'agir dès maintenant pour ces enfants.»   Donald Trump recevait hier Javier Milei à la Maison Blanche La rencontre était faite pour sceller la bonne entente entre Washington et Buenos Aires, et le soutien financier américain à l'économie. Toute la presse en parle, mais cette rencontre est surtout critiquée dans les journaux argentins. Pour la Nacion, quotidien plutôt conservateur en Argentine, Donald Trump est intervenu dans la politique intérieure argentine «sans demander la permission», notamment en exhortant Javier Milei à remporter les prochaines élections législatives dans dix jours. «Trump, un président comme on en a jamais vu», titre le journal qui rappelle dans le même temps ce contexte : le président argentin est le seul dirigeant latino-américain issu d'un pays d'envergure «à être idéologiquement proche du locataire de la Maison Blanche». Pour l'auteur, cette rencontre était un spectacle extravaguant : «le président argentin s'est montré à la fois théoricien de l'économie, homme politique en campagne électorale et chanteur désaccordé», comme si Milei ne semblait pas percevoir la réalité qui l'entoure. En d'autres termes, la crise économique et financière. Pagina 12, un quotidien plus à gauche, poursuit cette idée et décrit Milei «désireux de plaire avant de lever le pouce». Signe du désintérêt américain, estime le quotidien, lors de la conférence de presse «le discours de l'Argentin n'a même pas été traduit en anglais» et l'annonce publique concernant l'Argentine s'est limitée aux résultats des élections. «La promesse d'aide s'est surtout transformée en menace, et la contribution américaine à la stabilité financière est devenue une extorsion pure et simple», résume un éditorialiste économique dans le même journal.   Aux États-Unis, des milliers de messages privés échangés par des responsables du parti républicain : des plaisanteries choquantes sur les chambres à gaz, l'esclavage ou encore le viol Des échanges pendant 7 mois révélés en exclusivité par le site Politico après la fuite d'un fichier Telegram de 2 900 pages entre des jeunes dirigeants républicains de New York, du Kansas, de l'Arizona et du Vermont. Les propos sont choquants : «Ils qualifiaient les Noirs de singes et envisageaient de mettre leurs adversaires politiques dans des chambres à gaz», écrivent les journalistes. Depuis le début de l'enquête, apprend-on dans un autre article de Politico, un membre du groupe de discussion a perdu son travail, un autre a vu son offre d'emploi annulée. Mais c'est surtout, rapporte le site d'information, «un aperçu sans filtre de la façon dont une nouvelle génération de militants républicains s'exprime lorsqu'elle pense que personne ne l'écoute». Au fond, analysent les journalistes, «c'est aussi l'assouplissement des normes politiques sous l'ère Trump qui a rendu ce genre de discours moins tabou chez ceux qui s'identifient comme les futurs dirigeants du parti républicain».   Au Pérou, la Génération Z dans la rue face au pouvoir politique  Ce sont les personnes nées entre 1995 et 2010, une génération souvent décrite comme plus engagée socialement et prête à basculer les pouvoirs en place. Au Pérou, ces jeunes - qui représentent un électeur sur 4 - appellent à une grève nationale et à une mobilisation ce jour avec plusieurs organisations de la société civile. Le site de la radio péruvienne, RPP, revient sur leurs réclamations : «si à l'origine, ils réclamaient l'abrogation de la loi de modernisation du système de retraite, les groupes de la Génération Z réaffirment leur appel à des élections, ils veulent le départ de José Jeri - le nouveau président - et demandent l'arrivée au pouvoir d'un député qui ne fait pas partie des factions qui soutenaient la présidence précédente». Le quotidien La Repubblica rapporte de son côté les mots acerbes du nouveau Premier ministre quant à la mobilisation sociale : «une tentative subversive visant à mettre fin à la démocratie». Ce n'est pas tout : il qualifie la Génération Z au Pérou de «bande héritière du MRTA», un groupe armé maoïste responsable d'actions violentes dans les années 80-90.   En Amérique centrale, des pluies torrentielles sur plusieurs pays et des bilans qui s'alourdissent Au Mexique, au moins 64 personnes ont perdu la vie. 65 autres sont toujours portées disparues. Des quartiers entiers sont menacés d'effondrement, et l'aide humanitaire peine à parvenir, certaines zones étant pratiquement isolées. Sur le terrain, des soldats creusent à la pelle pour tenter de rouvrir des routes. Les intempéries ont également frappé le Salvador, le Guatemala, et surtout le Honduras, placé en alerte rouge depuis dimanche (12 octobre 2025). Par mesure de sécurité, écoles et universités ont fermé leurs portes. Et aujourd'hui, plus de 12 000 personnes se retrouvent sans abri, après la destruction de leur logement. Les bidonvilles, déjà fragiles, comptent parmi les zones les plus durement touchées. «C'est un désastre total. On ramasse ce qu'on peut pour voir si on peut ensuite reconstruire dans un autre endroit Ici plus rien n'est possible, parce que le sol va continuer à s'effondrer et on ne sait pas jusqu'où», témoigne Adolfo, debout dans sa maison détruite, tentant de récupérer un ventilateur cassé et une paire de pantoufles. Après la catastrophe, il faut désormais trouver un nouveau logement : un défi pour ces familles pauvres. «Le loyer est cher ici, ça coûte 130 euros, c'est beaucoup et il faut beaucoup travailler pour pouvoir payer ça», poursuit-il.    Brésil : alerte au méthanol dans l'alcool fort, plusieurs décès signalés Depuis quelques jours, les autorités brésiliennes recommandent de ne plus consommer d'alcools forts, suite à une série de cas d'intoxication au méthanol. Ce produit chimique industriel, hautement toxique même à faible dose, a été retrouvé dans plusieurs boissons alcoolisées, mélangé à d'autres types d'alcools. Il pourrait s'agir de falsifications ou de productions illégales. Le bilan est déjà lourd : au moins cinq personnes sont décédées, et des dizaines d'autres ont été hospitalisées après avoir consommé ces produits contaminés. L'affaire suscite une vive inquiétude dans le pays, alors que les enquêtes se poursuivent pour identifier les circuits de distribution et retirer les lots suspects du marché.

The August report by MSF, or Doctors Without Borders, finds the changes have left many immigrants trapped in a cycle of physical, emotional, and institutional violence.

La organización humanitaria Médicos Sin Fronteras ha anunciado que cesa su actividad en Ciudad de Gaza ante el deterioro de la situación de seguridad en el contexto de la actual ofensiva israelí. El coordinador regional de Médicos Sin Fronteras en Palestina, Joan Tubau, ha asegurado que "las estructuras sanitarias están rodeadas por las fuerzas terrestres del Ejército israelí a lo que se suman los constantes bombardeos". Unos ataques que se han incentivado en las últimas dos semanas, según cuenta: "El nivel de riesgo es, desgraciadamente, inasumible y no podemos garantizar la seguridad de nuestros equipos y de los pacientes". El coordinador regional de MSF ha asegurado que "las necesidades que quedan descubiertas son todas". "Incluso en estas circunstancias, esta última semana hemos hecho 3.600 consultas de todo tipo y hemos atendido a 1.700 personas que padecen desnutrición", cuenta Tubau. Hay quienes no tienen otra opción que quedarse, no pueden desplazarse hasta el sur como exige Israel: "Calculamos que quedan entre 200.000 y 300.000 personas que se van a ver privadas de todos esos servicios". In 1971, 13 men sat down in a Paris office to launch what would become one of the world's best known humanitarian organisations: Médecins Sans Frontières, or Doctors without Borders.The men were among hundreds of volunteers responding to an appeal by the French medical journal, Tonus, after a major cyclone devastated East Pakistan.The campaign sparked the idea for the charity. The 13 founders – two journalists and 11 doctors – drew up a charter aiming to provide medical care regardless of race, religion or politics. MSF's first missions included helping victims of a Nicaraguan earthquake and a hurricane in Honduras. And in 1999, the charity won the Nobel Peace Prize in recognition of their work. Un informe de Médicos Sin Fronteras (MSF) documenta los horrores padecidos por más de 1.300 palestinos, entre ellos 71 niños, atendidos en dos clínicas de la ONG en el sur de Gaza. El documento revela una violencia precisa y con un patrón claro de parte del ejército israelí y contratistas estadounidenses contra los civiles que buscan alimentos en los centros de la llamada Fundación Humanitaria de Gaza (GHF). Son “trampas mortales” asegura la organización humanitaria. Esto no es ayuda. Es una masacre orquestada, se titula el informe de Médicos Sin Fronteras (MSF) hecho con base en los testimonios y documentación clínica de más de mil palestinos hambrientos heridos a bala en los lugares de distribución de alimentos de ña Fundación Humanitaria de Gaza, la polémica institución privada apoyada por Israel y EE. UU.         En entrevista con Radio Francia Internacional (RFI), José Mas, responsable en MSF de la Unidad de Emergencias en Gaza, explica por qué "en esos lugares la ayuda humanitaria no es cierta, no es digna y no es segura".  RFI: Médicos Sin fronteras califica a estos centros de distribución de ayuda apoyados por Israel y Estados Unidos de ‘trampas mortales'. ¿Por qué? José Mas: "Nosotros no estamos presentes en los puntos de distribución de la Fundación Humanitaria de Gaza, como se hace llamar. Pero hemos recogido datos e informaciones a través de los testimonios de los  1.380 pacientes que llegaron entre el 7 de junio y el 24 de julio y también los datos médicos y en la observación directa de nuestros médicos y enfermeros en las dos clínicas o centros de salud que apoyamos tanto en Almawasi como en Al Atar. Lo que nuestros equipos han recogido de los testimonios y han podido ver muestra que hay una violencia inusitada en estos puntos de distribución que no hemos visto en ningún otro país del mundo en los 54 años que llevamos operando como Médicos sin Fronteras cuando se trata de civiles desarmados que van a buscar comida o ayuda humanitaria. Los análisis médicos han mostrado que esa violencia, en ocasiones, es intencional. En el 11% de los heridos de bala que recibimos en el centro de salud de Almawasi, las heridas de bala se produjeron en torno a la cabeza y al cuello. 19% en el tórax, que incluye espalda, pecho, cintura. En el centro de salud de Al Atar vimos una prevalencia de heridas de bala en las extremidades inferiores. Esto muestra que hay patrones en los diferentes sitios de distribución. Y lo que no podemos dejar de ver es que hay una precisión anatómica tal que difícilmente hace pensar en que sea al azar, en que sean disparos al aire. Tal precisión anatómica nos hace pensar que es más bien intencional".  RFI: ¿Qué relatan los heridos que llegan a sus clínicas? ¿Quiénes les disparan y por qué razón? José Mas: "La mayoría de pacientes o sus cuidadores, porque en ocasiones venían acompañados, es que les disparaban las tropas israelíes. Estos puntos de distribución se encuentran en zonas militarizadas bajo control de las tropas israelíes, lo que hace muy improbable que hubiese otros grupos armados en la zona, sin que estos fueran neutralizados por las tropas israelíes. Por esa razón, por los patrones que hemos visto en cuanto a las extremidades inferiores o en la zona alta del cuerpo, y también por otro tipo de heridas que estamos viendo, como, por ejemplo, el uso de gas pimienta a muy poca distancia de los individuos palestinos que iban buscando comida, pensamos que las medidas de control de multitudes no son apropiadas y que esconden cierta trampa mortal donde civiles desarmados son disparados cuando van a buscar ayuda".  RFI Es decir, que allí puede haber heridos civiles de todas las edades.  José Mas: "Efectivamente, dentro de los 1.380 pacientes que hemos visto en ese periodo, contamos con 71 niños heridos de bala. Entre ellos tenemos cinco niñas. Y hay un caso emblemático de un niño de 12 años que fue solo al punto de distribución para intentar conseguir algo de comida para su familia. Esto es perturbador porque vemos cómo las familias tienen que desarrollar mecanismos de supervivencia enviando a los componentes de la familia que todavía están vivos y que son los más aptos para luchar en esa jungla que se arma en estos puntos de distribución. La desesperación hace mella, evidentemente, y hay pacientes que relatan haber tenido que recorrer distancias de muchos kilómetros armados con cuchillos o con otras armas blancas, para acceder o poder defender lo poco que han conseguido arramblar en esos puntos de distribución. Vemos también estampidas. El pánico provoca que haya asfixia en las multitudes. Son lugares donde la ayuda humanitaria no es cierta, no es digna y no es segura".  RFI: ¿Qué pide Médicos Sin Fronteras, una de las pocas ONG que quedan en Gaza y ha sido receptáculo de las víctimas de estas violencias?  José Mas: “Hemos sido el receptáculo, efectivamente, junto con otras organizaciones organizaciones compañeras como el Comité Internacional de la Cruz Roja, que tiene un hospital de campaña también en la zona de Almawuasi, o el Ministerio de Salud, que también ha recibido heridos en sus hospitales. Desde Médicos Sin Fronteras pedimos que esto pare ya. Los puntos de distribución de la Fundación Humanitaria de Gaza tienen que ser cerrados y desmantelados inmediatamente. Los estados que los apoyan, como Estados Unidos, deberían detener todo respaldo diplomático y financiero a esta entidad, dado que además hay serias alegaciones respecto a los llamados american contractors o contratistas que pueden haber cometido crímenes de guerra. Pedimos que todos los Estados, todos los gobiernos, utilicen todos los medios diplomáticos y políticos para presionar a Israel para que se permita la entrada de ayuda humanitaria sin ningún tipo de bloqueo ni restricción, cosa que no está ocurriendo hoy en día. Solo este julio, 68 personas han muerto en Gaza por causas relacionadas a la desnutrición, según el Ministerio de Salud local. Veintiséis eran bebés y niños. Por su edad y complexión, los más pequeños están sufriendo aún más la hambruna inducida por el bloqueo de Israel que, presionado por esta alarma internacional, estableció este domingo treguas diarias en tres zonas de la franja para una entrega "mínima" de ayuda Cada día, al hospital Al-Shifa de ciudad de Gaza llegan más personas con desnutrición. Musab, de 14 años, yace en una de sus camas. En mayo, una bomba israelí lo hirió en el cráneo y lo dejó paralizado. Solo puede alimentarse por sonda, pero la falta de nutrientes, debido al cerco alimentario de Israel, lo ha dejado en los huesos… Ali Musab Al-Dibs, padre de Musab, cuenta: “Musab sufre fiebre alta, convulsiones, problemas para respirar y ahora una grave pérdida de peso debido a la falta de comida, agua, leche y de todo en Gaza. Musab pesaba 35 kilos, y ahora no supera los 15”. Los niños de mi familia están desnutridos. Por culpa del bloqueo no hay comida saludable para ellos. Solo comemos una vez al día. No hay muchos productos en Gaza y los precios son muy caros” Shaza, desplazada de la Franja de Gaza Su padre, Ali, describe una hambruna que se está extendiendo. Las muertes ligadas a la desnutrición superan el centenar desde octubre de 2023, y la mitad ocurrieron este julio. De la cifra total de fallecidos, un 70 % eran bebés y niños. Ali teme por su pequeño y ruega, impotente, que lo evacúen de la franja: “Lloro mucho porque no puedo hacer nada por Musab. No puedo ofrecerle nada. Apelo a la comunidad internacional para que le ayude a recibir tratamiento en el exterior”. "Incluso si los alimentos llegaran ahora, ya sería demasiado tarde" En la capital gazatí también está Shaza. Desplazada del norte por la fuerza, se refugia con su hijo, su marido y otros 12 familiares. Está desesperada, porque conseguir comida es casi imposible: “Los niños de mi familia están desnutridos. Por culpa del bloqueo no hay comida saludable para ellos. Solo comemos una vez al día. No hay muchos productos en Gaza y los precios son muy caros”. Daniela de Oliveira Mota, responsable de enfermería de Médicos sin Fronteras, explica que están desbordados, y que el suplemento nutricional que dan a los niños no solo no es efectivo sin una alimentación adecuada, sino que para la mayoría hoy sirve de única comida. “Los niños que atendemos, en muchos casos, llegan con un aspecto esquelético, casi cadavérico. Con frecuencia esos bebés son hijos de madres que ya sufrían desnutrición durante el embarazo”, explica Daniela. AFP, alongside BBC, AP, and Reuters, issued a statement noting that Gaza's journalists face dire hunger. •  Doctors in Gaza, such as those at Nasser Hospital and Al-Aqsa Martyrs Hospital, are fainting from hunger while treating malnourished patients, with the UN reporting a massive spike in severe malnutrition cases in children under five. Images of skeletal Gazan children are going viral. •  France's foreign ministry stated that the famine in Gaza is Israel's fault, joining the UK and Germany in demanding an immediate end to the “humanitarian catastrophe.” •  Over 100 aid organizations, including MSF and Oxfam, reported that their staff, including doctors and aid workers, are “wasting away” due to starvation, with 900,000 children facing hunger. •  Ceasefire negotiations between Israel and Hamas remain stalled. •  Israeli Prime Minister Netanyahu called its bombing of an iconic Catholic church a “mistake.”Scott and Ted are best friends who pride themselves on finding common ground despite the fact that they're on opposite sides of the political divide. But agreement has been elusive on Gaza. More than 100 international aid organisations and human rights groups are warning of mass starvation in Gaza and pressing for governments to take action. Médecins Sans Frontières (MSF), Save the Children and Oxfam are among the signatories of a joint statement that says their colleagues and the people they serve are "wasting away". Israel, which controls the entry of all supplies into the territory, rejected the organisations' statement and accused them of "serving the propaganda of Hamas".
