Richard Allen Davis is an ex-con out on parole after serving 8 years of a 16-year sentence for kidnapping. Paroled to a halfway house for convicts with alcohol and drug addiction, he gets an overnight pass and drives his ford pinto 60 miles up the California coast to Petaluma.  Davis goes to a park, smokes a joint and drinks beer, 2 blocks from the home of 12-year-old Polly Klaas, having a slumber party with two friends. Davis sneaks into the home, grabs a knife from the kitchen, and goes to the room where the girls are setting up sleeping bags. He threatens the girls with the knife, ties 2 of them up, gags them, and kidnaps Polly Klaas. It takes the girls 20 minutes to free themselves and they run to Polly's mother, Eve Nichols. who calls the police. The search for Polly Klaas begins.  90-minutes after kidnapping Polly Klaas, Richard Allen Davis gets his pinto stuck in a ditch. The owner of the secluded property, Dana Jaffe, gets spooked and calls the police. Police talk to Davis, help get his car out of the ditch, and send him on his way. Two months after Polly's disappearance, Jaffe calls the police again after finding a sweatshirt, girls' clothing, and other items on her property. Jaffe says she thought it looked like a crime scene and tells officers about the stranger from 2 months earlier. The search for Polly Klaas has been international news for the last two months and Investigators quickly pull up their records from the incident and find the name, Richard Allen Davis, and ex-con with a long rap sheet who most recently served time in prison for kidnapping.    Joining Nancy Grace Today: Marc Klaas – Polly's father  Eddie Freyer – Lead FBI Agent in Polly Klaas Case Sam Dordulian - Sexual Assault Attorney, Former Los Angeles County Sex Crimes Prosecutor, Founder of Dordulian Law group, www.dlawgroup.com, Twitter: @DordulianLaw   Dr. Sara G West - Forensic Psychiatrist, Specializing in Sexually Deviant Behavior, Clinical Associate Professor of Psychiatry, Case Western Reserve University School of Medicine forensicpsychiatryMD.com John Woolfolk, Reporter, San Jose Mercury News  @JohnWoolfolk1   See omnystudio.com/listener for privacy information.

Cop Killer Paroled, The Hearing for Them and Others. Insight into crucial parole proceedings as an Alternate Parole Board member for the New Jersey State Parole Board, Dr. Paitakes brings to bear his extensive 50-year background, which includes stints as a probation officer, esteemed professor at Seton Hall University, and author. Recalling a grim chapter in New Jersey's annals, Dr. Paitakes revisits a fateful summer night in 1963 when two police officers were gunned down in a local bar, leaving one assailant incarcerated for a lifetime, an incarceration that spanned decades until an unexpected parole release. The grisly incident serves as a stark reminder of the perils faced by law enforcement. Cop Killer Paroled, The Hearing for Them and Others. Central to Dr. John Paitakes' narrative are the parole hearings he has participated in, notably one concerning a convicted cop killer. Despite the inmate's apparent lack of remorse and antagonistic demeanor toward the parole board, parole was ultimately granted upon appeal, underscoring the delicate balance between rehabilitation and public safety. Cop Killer Paroled, The Hearing for Them and Others. Dr. Paitakes also explores the peculiar case of an inmate vehemently opposed to parole, shedding light on the deep-seated effects of institutionalization on those ensnared within the system. These reflections illuminate the manifold challenges inherent in parole decision-making. Noteworthy is the New Jersey State Parole Board's emphasis on involving crime victims in the parole process, offering avenues for their voices to be heard. Encouraging active engagement from victims and their families ensures thorough consideration of their concerns, with provisions for confidential testimony and dedicated victim services exemplifying the board's commitment to safeguarding their privacy and well-being. Dr. Paitakes' extensive expertise and unwavering commitment to justice advocacy continue to shape discussions on criminal justice reform. As an educator, consultant, and advocate, he remains a steadfast champion in the ongoing quest for a fair and equitable justice system. He documents much of that in the book he wrote, "50 Years Working in Criminal Justice". Cop Killer Paroled, The Hearing for Them and Others. Leslie Van Houten was 19 at the time of the crime that she committed under the coercive control of arguably the most infamous cult leader of all time, Charles Manson. She has spent 54 years in prison for stabbing a dead or dying woman. Cedar Rapids Police Chief Wayne German is retiring. This comes after his police officer certification expired after turning 66 earlier this year. Jerman will retire once Cedar Rapids City Council signs off on his severance agreement. Jerman has been on paid administrative leave since March 9 after Iowa Law Enforcement Academy inquired about Jerman staying with Cedar Rapids as a civilian employee. For more details read the story by Marissa Payne: https://www.thegazette.com/local-government/cedar-rapids-police-chief-to-retire-after-he-aged-out-of-certification-and-reached-severance-agreeme/Iowa City Schools will cut teaching staff over the next two years. Reductions will include 18 elementary teachers and 9 junior high and high school teachers. These cuts will save almost $2.5 million and were prompted by the expiration of pandemic funding. Three district-level administrator positions will be reduced to save $2.3 million. Meanwhile, the fiscal year 2024 budget will increase to accommodate planned facility projects. Read about those in Grace King's story "Iowa City schools reduce staff as pandemic funding expires" on thegazette.com. https://www.thegazette.com/k/iowa-city-schools-reduce-staff-as-pandemic-funding-expires/Finally, some Eastern Iowa officials are concerned Iowa offenders are being released from prison too soon--either before their sentence allows or before inmates received treatment in prison. The Gazette's Erin Jordan reports that there have been at least two Eastern Iowa cases in which mistakes were caught by someone outside of the prison system. This story includes a detailed look at the work of the Iowa Board of Parole and changes coming as a result of the massive government reorganization bill signed Tuesday by Governor Kim Reynolds. This bill puts all decision-making authority with the state Corrections Department. For the full story, read "Paroled too soon?" by Erin Jordan. https://www.thegazette.com/state-government/iowa-paroles-dangerous-offenders-too-often-officials-say/And now a look at today's weather. Time Magazine: The Many Lives of H. Rap Brown https://time.com/6111614/h-rap-brown-jamil-al-amin/ JAMIL AL-AMIN, IMAM (1943– ) A gifted rhetorician and civil rights activist, the American Muslim leader Jamil al-Amin (formerly H. Rap Brown, born in 1943) came to national prominence in the 1960s as an outspoken advocate of black power. In 1967, Brown succeeded Stokely Carmichael as leader of the Student Non-Violent Coordinating Committee (SNCC), a prominent African-American civil rights organization. Brown also became known for his advocacy of black self-defense and his saying that "violence is as American as cherry pie." In 1969, he published his most famous work, Die Nigger Die, a blistering critique of American racism. Because of Brown's radical rhetoric, he became a target of the FBI's Counter Intelligence Program (COINTELPRO), which harassed many black leaders during this period. In 1972, Brown was apprehended on federal weapons charges, tried, convicted, and sentenced to four years in prison. During his prison term, he converted to Islam under the auspices of Darul Islam, a predominately African-American Islamic group organized in the 1960s. He also adopted a new name, Jamil Abdullah al-Amin. Paroled in 1976, al-Amin moved to Atlanta, Georgia, where he became the owner of a community store and an imam (leader) at a local mosque. Over the next two decades, he emerged as a Sunni Muslim leader with followers throughout the United States. Over thirty mosques recognized Imam Jamil as leader of a group called the National Islamic Community. Focusing on economic and social, as well as religious, empowerment, he also became known for his role in attempting to revitalize the West End of Atlanta. In March 2000, Imam al-Jamil was accused of murder in connection with the death of a police officer. But many American Muslims of diverse racial and ethnic backgrounds defended Imam al-Jamil's innocence and offered him financial and moral support as he prepared for his trial. In March, 2002, he was convicted of murder and was sentenced to life in prison without parole despite the fact that another individual has admitted to committing the crime. The trial ultimately lasts for just three weeks, and despite contradictory factual and circumstantial evidence, the jury took less than 10 hours to reach a guilty verdict on all 13 counts. District Attorney Paul Howard calls for the death penalty. In Depth Biography:https://www.imamjamilactionnetwork.org/biography/chronology_of_life_and_work

This past week, a parole board recommended parole for a convicted murderer. How could a teenager who appeared to have a close and loving relationship with his mother...kill her...and in such a brutal way? It's a question everyone has-the family, friends of the family, even the detectives who investigated the case.
