In contrast to 4 council members standing with the Mayor at the announcement, Coun. Brian Mayes of St. Vital argued that Gillingham is ignoring not only the 2018 plebiscite result, but possible alternatives, and is being divisive. 12.15 - Coun. Russ Wyatt took to the podium on Friday after the Mayor was done- and you'll hear a brief comment the Transcona representative made before staff shut down the microphone. Wyatt also flagged that the report was written by a city planner, not an engineer. The numbers seem to prove there's little to no difference in the costs to repair the corner - $73M - compared to opening it up, which would entail a big price tag to mothball the Circus concourse underground. GRADUALLY, THEN SUDDENLY: THE BANKRUPTCY OF DETROIT, 93min., USA, Documentary Once heralded as the spirit of American manufacturing, music and democracy, Detroit descended into disrepair and insolvency over five decades culminating in the largest municipal bankruptcy in U.S. history in 2013. Gradually, Then Suddenly is the story of one city's climb into and out of bankruptcy toward a future of possibilities. http://www.bankruptcyofdetroit.com/ Sam Katz - Director Statement I have spent my entire professional life engaged in cities: as an undergraduate student in urban affairs; a graduate student in urban policy analysis: a staffer for the Lindsay Administration in New York; as a program analyst for a Philadelphia civic organization; as a political campaign manager; as a municipal financial advisor; as a candidate for mayor of Philadelphia; as a CEO for a business leadership civic organization; and now as a documentary filmmaker. The opportunity to tell the story of Detroit's descent into fiscal and service insolvency and through its historic and unprecedented bankruptcy struck me as a filmmaker's dream comes true. While serving as Chair of the Board of the Pennsylvania Intergovernmental Cooperation Authority, a state-created body with responsibility for oversight of Philadelphia's finances, I began monitoring the fiscal distress that was making bankruptcy a real possibility in Detroit. I had spent 25 years of my professional career as a financial advisor to state and local governments across the country while serving as CEO of Public Financial Management (now The PFM Group). I had assisted numerous cities that were undergoing fiscal distress but never one that was a bona fide candidate for bankruptcy. When bankruptcy emerged as a serious option in Detroit, I began thinking that a documentary on a major municipal bankruptcy could make for fascinating and entertaining film. After seeing THE BIG SHORT, which made subprime mortgages and collateralized debt obligations an entertaining and engaging story, I felt confident that the Detroit bankruptcy would be a terrific subject for a documentary. Commencing in late January 2016, I reached out to many of the people who had played a significant role in the bankruptcy proceedings and spent time researching the story. After numerous trips to Detroit, I knew we needed the participation of the professionals who participated in the bankruptcy case as well as Detroiters who had lived through the city's decline and eventual bankruptcy. That process took about a year. I was fortunate to assemble a terrific team of experts and production professionals. Detroit has long been America's city. It was one of the nation's most significant centers of industrial production, marketing, design and engineering. It's music music and culture gave America its soul. Important developments in organized labor, the rise of black political power, racial segregation and the creation of middle class, suburbanization, deindustrialization and ultimately municipal decline were Detroit exports. Bankruptcy and the extraordinary changes occurring in the city are but another in a series of events that make Detroit a bellwether community for the best and worst of America. In this bankruptcy, the state of Michigan assumed control of the city's finances and operations through the appointment of an emergency manager. Then it borrowed the powers of the federal government to impair contracts and restructure the city's finances and operations. One participant described the bankruptcy as “asset-less,” but in fact Detroit owed at least one very valuable asset: the Detroit Institute of the Arts and its priceless collection. Through an ingenious and audacious plan to infuse the city with fresh cash from philanthropy, the DIA and the state of Michigan, Detroit was able to save its museum and art while nearly fully honoring its pension obligation to first responders and dramatically reducing the impact for civilian retirees. The exit from bankruptcy occurred in just 16 months, ending in December 2014. Democracy was suspended. And the process of “kicking the can down the road” finally ended. Complex negotiations involving thousands of creditors required a collaboration of unlikely heroes willing to make previously impossible choices and to do so in a political environment made possible only in bankruptcy. Today Detroit is alive and aspiring. That is happening precisely as a reflection of the heart and determination of its people and some courageous compromise between major stakeholders. The outcome—the survival of Detroit and an ever-widening sense of possibility for the city's future—was indeed a grand bargain. And as we predicted - crime, policing and public safety continue to get big attention from the Mayoral hopefuls. 2:45 - We get a couple of small corrections on the record from Episode 13 (Attn: S. Dobson and E. Duncan) 4:08 - An email from Rick Shone, running for Mayor and making a good impression along the way, is Part 1. He was responding to Spirited Kenny's remarks about police shifts in supermarkets and Shone clarifies who's paying. Kenny makes an important point about WPS officer burnout and whether taking extra special duty shifts might be adding risk instead of rest. Shone also describes his views as a small retailer of the shoplifting problem in Winnipeg which he says was made worse by lax big box stores, slams the Manitoba Liquor store "solution", and explains how he handles it at Wilderness Supply. We talk about his email and note how candidates like him and Don Woodstock have first-hand experience at street level with crime- and their ideas are worth looking at. 18:45 - Part 2 starts with a fast review of Kevin Klein's announcement this week. He would try to coordinate all the groups working on homelessness issues and try to ensure we get the best results from the grants City Council gives to them. Kenny and Marty assess that idea given the rivalries between the competing groups, and also Klein's proposal to have BIZ organizations (and the City) give entry-level jobs to recovering homeless folks. 25:38 - Robert-Falcon Ouellette took to the progressive line of "re-defining policing". His goal is to find ways to improve crime response and prevention. RFO also wants Winnipeg police training to be revised, based on ideas from the failed former police chief of the 1990s David Cassels, who walked away from the job after barely 2 years. Hear what we think of their idea for the federal government to create national training standards. We discuss how the feds are responsible for the rise in brazen criminal violence by eliminating deterrence and trial delays, and we tie it back to Shone's comments about the LCs. 34:20 - An in-progress robbery at a St. James business got no police response on Friday afternoon. Fred Burton, one of the world's foremost authorities on security and terrorism, tells the harrowing story of the hunt for William Buckley - CIA station chief abducted by Hezbollah in Beirut on March 16th, 1984. Mr. Burton was deputy chief of counterterrorism at the Diplomatic Security Service, where he was in charge of preventing and investigating attacks against diplomatic personnel and facilities. Du Bois, the polymath founder of the NAACP and a principal shaper of the Civil Rights Movement. His other books include God's Crucible, Race to Fashoda, and 1970's King, notable for being the first scholarly biography of Dr. Martin Luther King, Jr. His many honors include the Bancroft Prize, the Francis Parkman Prize, and the National Humanities Medal. Sam Katz Mael P.3 US History II May 2, 2017 Background on the March on Washington; The March On Washington was a giant gathered march to help protest for civil rights for African Americans. The leaders of the civil rights movement and also religious groups organized the march. More than 200.000 Americans were apart of the March on Washington D.C. This march was a huge eye opener to American citizens about the social and political damage that America was inflicting on the African American culture. This march also led to one of the most famous American speeches of all time, delivered by Martin Luther King Jr. The I Have A Dream Speech, is something that will forever be famous in American history, however what many people don’t know is that Martin Luther King Jr. was given the worst speech time slot. He delivered the final speech and it was assumed that most reporters would be gone at that point and that not many people would ever even hear the speech. Surprisingly many people heard the beautifully spoken MLK speech and it would forever be engraved into American history. There is a very famous photo from this I Have A Dream speech, showing just how many people cared about MLK and were still there to listen to him. This speech alone was enough to push many American citizens into social change. It also was enough to sway the government into making political changes involving civil rights. One act that was most likely passed because of this march was Civil Rights Act of 1964, an act that outlaws discrimination based on race or religion. This shows how much of a giant impact this march truly had on America.
