That's because French Prime Minister François Bayrou used Article 49.3 – a special executive power - to push the budget through. The Parliament does not take kindly to Article 49.3, because the executive branch can use it to bypass their votes.After it went through, a no-confidence motion was immediately brought forward by the hard-left France Unbowed party. At that time, it was not thought the no-confidence motion would pass, because the Socialists said they would vote against it. My question to you was: Why did France's Socialist party say they would vote against the no-confidence motion brought by the France Unbowed party? The answer is, to quote our article: “The Socialist Party said in a press release that it did not want to see France in an extended period of financial limbo and would therefore, ‘in a spirit of responsibility', not back the no-confidence vote.”They held to their word: The Socialist party did not back the no-confidence vote - France has a budget now, and the same prime minister, François Bayrou. In addition to the quiz question, there was the bonus question: “Is the favorite child the worst child?”Do you have a bonus question idea? President Emmanuel Macron had just dissolved the Assembly after his party was rather severely trounced in the European Parliament elections by the far-right National Rally party.The first round of voting was on 30 June, and the candidates were, as I noted then, promising the moon to voters … you were to listen to Sarah Elzas' report on her Spotlight on France podcast, and send in the answer to this question: What did the National Rally party say they would do in July to decide what they can or cannot do, as far as their economic promises to the voters?The answer is: As Romeric Godin told Sarah on the podcast: “Many of the spending proposals put forward by Bardella and the RN are predicated on an audit of the country's finances, planned as of July, which would determine what can (and cannot) be done.“That's a traditional way to say ‘We can't implement some promises we made before, because public finances are not in order',” says Godin, skeptical that the RN will be able to deliver.For Godin, the economic audit offers a way out: “They can say that if the report on France's public finances is very bad, they will not do it in the autumn, or at all.”The fiscal information is all there, no audit is necessary.  France's Cour des Comptes, the country's independent and supreme audit institution, publishes a monthly report on the country's finances. It's not a secret document. That week, RFI English journalist Jessica Phelan joined Alison Hird and Sarah Elzas on their excellent podcast, Spotlight on France, to tell us how Champollion, in 1822, came closer than any other scholar of the day to de-coding Ancient Egyptian hieroglyphics. He already knew an Egyptian language that was spoken during Rome's occupation of Egypt, and Champollion used that language to work backward, teasing out some of the meanings in hieroglyphics. You were to tell me the name of the language he knew that helped him with his discovery.The answer is: Coptic. Coptic was the primary spoken language in Egypt from the 3rd century AD in Roman Egypt; it was supplanted by Arabic following the Muslim Conquest of Egypt in 639 AD. Murali reported on an investment meeting in New Delhi that brought together several African leaders to discuss boosting commercial ties between India and African countries. Krishnan quoted India's Foreign minister – Subrahmanyam Jaishankar – who said that India was among the leading countries that have invested on the African continent. As you are surely aware, China also invests heavily on the African continent. However, the investment policies are quite different – and that was your question: what exactly is the difference between China's investment policy on the continent, and India's? The answer is: As Murali wrote: “Unlike China which has concentrated on creating infrastructure and extracting natural resources, India through its investments, has focused on its core competencies of human resources development, information technology, maritime security, education and health care … A senior diplomat from Nigeria told RFI: ‘Indian project construction and financing in Africa is aimed at facilitating local participation and development.
