Alan McClain was appointed as Arkansas's 24th Insurance Commissioner by former Governor Asa Hutchinson in April 2020, and continues to serve as Commissioner under Governor Sarah Huckabee Sanders.  Prior to his appointment, McClain served for five years as Commissioner of Arkansas Rehabilitation Services (ARS)—a sister agency of the Arkansas Insurance Department (AID) under the state Department of Commerce.Commissioner McClain began his career in state government in 1992 at AID, spending eight years in its Public Employee Claims Division. Prior to joining AID, he served as a Claims Manager for self-insured workers' compensation plans at the Little Rock offices of Sedgwick James Insurance.McClain served thirteen years with the Arkansas Workers' Compensation Commission (AWCC), where he spent almost nine years as its Chief Executive Officer.  While at the AWCC, he also served as the regulator for companies and groups seeking to self-insure workers' compensation risks. In 2013 McClain left the AWCC to join the Workers' Compensation Research Institute (WCRI) based in Cambridge, Massachusetts, where he worked alongside numerous state workers' compensation agencies as they utilized the work of WCRI in making data-driven policy decisions.McClain served as President of the Council of State Administrators of Vocational Rehabilitation between 2019-20, as well as President of the International Association of Industrial Accident Boards & Commissions (IAIABC) in 2011, where he was named Co-Chair of the National Association of Insurance Commissioners (NAIC)/IAIABC Joint Working Group. During his time as Commissioner of Arkansas Rehabilitation Services, Governor Hutchinson also appointed McClain to serve on the Arkansas Workforce Development Board, and the Governor's Council on Developmental Disabilities.In addition to membership on a number of other NAIC task forces and working groups, McClain currently serves as Chair of the NAIC Property and Casualty (C) Committee, as well as Chair of the Workers' Compensation Task Force, a subgroup of the Property and Casualty (C) Committee. He also serves on the Financial Standards and Accreditation (F) Committee, which reviews insurance department ability to analyze company solvency.McClain is a native Arkansan. He holds an undergraduate degree from Hendrix College in Conway, as well as a Master of Public Administration from the University of Arkansas at Little Rock. The Commonwealth Club is pleased to welcome Asa Hutchinson, Republican governor of the state of Arkansas, and the current chair of the National Governors Association (NGA). Governor Hutchinson will discuss the critical role he has played in workforce training, infrastructure and new economy jobs not only in his state, but also across the country, leading the bipartisan National Governors Association. The NGA works alongside governors in their efforts to restore public health and continue a robust, sustainable economic recovery. When he became chairman of the NGA last year, Hutchinson pledged “to build on the areas where Republicans and Democrats agree and work to remove the obstacles in Washington where we can.” As chairman, Hutchinson has focused on K–12 computer science education, promoting his state's best practices, in addition to engaging other governors on their strategies for success, to help increase computer science literacy needed for the jobs of the future. A dedicated public servant, Governor Hutchinson was appointed by President Ronald Reagan as U.S. attorney for the Western District of Arkansas. In 1996, he won the first of three successive terms in the U.S. House of Representatives. During his third term in Congress, President George W. Bush appointed him director of the Drug Enforcement Administration and later as an undersecretary in the newly created Department of Homeland Security. His experience has established him as a national resource for his expertise on trade, energy, national security, and education. The governor has been invited to the White House several times to join discussions about health care, Medicaid and education issues. Over the years, we have been blessed to have many alumni who have taken what they've learned from Bob Jones University and gone on to do great things. I really enjoy this podcast because it gives me an avenue to talk to some of those people and share their stories with you. Today, I had the opportunity to talk to Asa Hutchinson – a 1972 BJU grad and the current Governor of Arkansas. Governor Hutchinson has served as the Governor of Arkansas since 2015. In 1982, at the age of 31, he was appointed by Ronald Reagan as the U.S. Attorney for the United States Western District of Arkansas. He later served in the U.S. House of Representatives, was appointed as the Administrator of the Drug Enforcement Administration and led the Boarder and Transportation Security Division for the Department of Homeland Security. I'm thankful for Governor Hutchinson's testimony and I'm grateful that he took the time to join me for this episode. Please enjoy our conversation.

After two days of reduced numbers of positive coronavirus cases following lower testing levels during the Fourth of July holiday, Arkansas is reporting 734 new cases of COVID-19 out of 4,567 tests. Four more people have died and there were 11 fewer people in the state's hospitals. Governor Asa Hutchinson said he's concerned about the low rate of testing in Washington County and reminded residents that they can get tested at the Washington County Health Unit, which will ramp up testing efforts starting next week. Steuart Walton, the chairman of the state's Economic Recovery Task Force, also presented the results of a recent poll regarding public attitudes toward the pandemic. The poll included questions about the use of personal protective equipment like face masks, whether people feel safe at their workplaces, if they'd like to see the resumption of large events like football games and how likely parents are to send their children back to school in the fall. This is Coronavirus 411, the latest COVID-19 info and new hotspots… Just the facts… for Tuesday May 26th, 2020. Over the weekend, The Governor of Arkansas, said the state is experiencing a second peak. A “stay at home order” was never put in place, Governor Hutchinson felt it was unnecessary due to the state’s low population. According to The New York Times, Arkansas has 6 counties experiencing faster rates of growth. Lincoln County with 7,119 cases per 100,000 has a higher percentage of infection than New York City with 2,411 per 100,000. In the Northwest corner of the state, cases in Washington and Benton counties are doubling about every week. Testing has recently increased in both counties and a number of cases can be traced to meat packing plants. The U.S. is approaching 100,000 fatalities due to COVID-19, there are more than 1.6 million confirmed cases. The 10th COVID-19 potential vaccine will begin human trials this week, it was created by Maryland based Novavax. New York State will provide death benefits to all frontline workers who died during the pandemic including hospital and transit workers. The New York Stock Exchange will partially open its floor to traders today. Social distancing requirements are in effect. The NHL, will open practice facilities and begin training in June. The World Health Organization is warning of a second peak of the virus tied to flu season. They relayed that “all countries need to be ready to rapidly detect cases”. Over 200 COVID-19 cases were reported at a Guatemalan textile plant. The Washington Post relays that officials were warned in early May that symptomatic workers continued to report to work and the company was not taking steps to protect employees. Officials in Wuhan China tested 6.5 million residents in 9 days, they are over halfway to their goal of testing all of Wuhan’s 11 million residents to prevent a second wave of the virus. Peace Above All Sunday, March 29, 2020 Philippians 4:4-8 TPT 4 Be cheerful with joyous celebration in every season of life. Let joy overflow, for you are united with the Anointed One! 5 Let gentleness be seen in every relationship, for our Lord is ever near. 6 Don’t be pulled in different directions or worried about a thing. Be saturated in prayer throughout each day, offering your faith-filled requests before God with overflowing gratitude. Tell him every detail of your life, 7 THEN God’s wonderful peace that transcends human understanding, will make the answers known to you through Jesus Christ. 8 So keep your thoughts continually fixed on all that is authentic and real, honorable and admirable, beautiful and respectful, pure and holy, merciful and kind. And fasten your thoughts on every glorious work of God, praising him always. 9 Follow the example of all that we have imparted to you and the God of peace will be with you in all things. Philippians 4:4-8 NKJV 4 Rejoice in the Lord always. Again I will say, rejoice! 5 Let your gentleness be known to all men. The Lord is at hand. 6 Be anxious for nothing, but in everything by prayer and supplication, with thanksgiving, let your requests be made known to God; 7 and the peace of God, which surpasses all understanding, will guard your hearts and minds through Christ Jesus. 8 Finally, brethren, whatever things are true, whatever things are noble, whatever things are just, whatever things are pure, whatever things are lovely, whatever things are of good report, if there is any virtue and if there is anything praiseworthy—meditate on these things. 9 The things which you learned and received and heard and saw in me, these do, and the God of peace will be with you. Begin with reading Governor Hutchinson proclamation for Special Day of Prayer and pray. We are in uncharted territory. Leading though this time has been difficult to say the least. My concern from the beginning was not the virus itself, but the fear that is driving the narrative. I see very little difference between the response of the church and the response of the world. Test or trials are great revealers of truth. They reveal WHAT I really believe and WHO I really believe in. The presence of a trial is not an indicator of the absence of God. Faith is not the absence of trials, its the presence of peace in the storm. Peace doesn’t come when the storm is over, peace is their/available when the storm is raging. Peace is not just a state of being, peace is a fruit of the Spirit. Peace is not just a fruit of the Spirit, peace is a person! Jesus! Every test or trial we have gone through revealed to us exactly where we were spiritually. What or who we had put our trust in. We had to answer some hard questions very quickly and those answered would determine how this trial affected the rest of our life. John 14:26-27 NKJV [26] But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you. [27] Peace I leave with you, My peace I give to you; not as the world gives do I give to you. Let not your heart be troubled, neither let it be afraid. Peace is available and peace is a choice. Isaiah 26:3-4 NKJV [3] You will keep him in perfect peace, Whose mind is stayed on You, Because he trusts in You. [4] Trust in the LORD forever, For in YAH, the LORD, is everlasting strength. Philippians 4:4,6-9 NKJV [4] Rejoice in the Lord always. Again I will say, rejoice!... James 1:2-8 The Passion Translation (TPT) 2 My fellow believers, when it seems as though you are facing nothing but difficulties see it as an invaluable opportunity to experience the greatest joy that you can! 3 For you know that when your faith is tested it stirs up power within you to endure all things. 4 And then as your endurance grows even stronger it will release perfection into every part of your being until there is nothing missing and nothing lacking. 5 And if anyone longs to be wise, ask God for wisdom and he will give it! He won’t see your lack of wisdom as an opportunity to scold you over your failures but he will overwhelm your failures with his generous grace. 6 Just make sure you ask empowered by confident faith without doubting that you will receive. For the ambivalent person believes one minute and doubts the next. Being undecided makes you become like the rough seas driven and tossed by the wind. You’re up one minute and tossed down the next. 7–8 When you are half-hearted and wavering it leaves you unstable. Can you really expect to receive anything from the Lord when you’re in that condition? The presence of a test or trial is not an indicator of the absence of God. Its the exact opposite! What influences you from the inside will determine your atmosphere on the outside. Peace is not the absence of SOMETHING it is the presence of SOMEONE! JESUS! Are you being influenced by the presence of fear of the presence of God.

On the 5th interview of the PBM Reform Podcast Series we talk with Scott Pace, Pharm.D., J.D. pharmacy owner and advocate for PBM Change.  Scott is a Partner at Impact Management Group where he focuses on the Government Relations and Public Affairs practice areas.   Scott joined IMG following more than 12 years with the Arkansas Pharmacists Association, most recently serving as the organization's Executive Vice President and CEO.While at the APA, Pace successfully worked with the legislature to pass scope of practice legislation for pharmacists, legislation to amend the Arkansas Constitution to require a pharmacist consultant be a part of the Arkansas medical marijuana dispensaries, and most recently he worked with Governor Hutchinson and the legislature to pass legislation to license and oversee pharmacy benefits managers (PBMs) in Arkansas. Scott is a licensed pharmacist and attorney.  He holds a bachelor's degree in biology from Arkansas State University, a Doctor of Pharmacy from the University of Arkansas for Medical Sciences and a Juris Doctorate with High Honors from the University of Arkansas at Little Rock William H. Bowen School of Law. He served as the consumer representative on the Arkansas State Medical Board from 2012-2015 and he serves on the Arkansas Prescription Drug Monitoring Program (PDMP) Advisory Panel.   With officials in Boston unable to control the people and enforce the law, Secretary of State Hillsborough decides enough is enough and orders four regiments of British regulars to occupy the town.  Radical colonists debate resisting the troops by force of arms, but decide in the end to back down.  Instead, they simply send protests to London.  Locals harass the soldiers at every opportunity, and make the occupation as difficult as possible.  The Navy attempts to impress (force) local sailors into the fleet, leading to the death of a British officer from those resisting impressment. Gov. Bernard is recalled to London and will never return, leaving Lt. Governor Hutchinson in charge.  Leading radical James Otis suffers an attack that leads to mental instability and his eventual withdrawal from politics. A controversial Ten Commandments monument was put on display this week at the Arkansas State Capitol, but less than 24 hours later it was destroyed. We'll have an in-depth discussion about what happened to the monument. Also this week we talk about Governor Hutchinson calling for changes to the healthcare bill that for now is stalled in the U.S. Senate. Lately there hasn't been much comment on the topic from Arkansas’s two senators. And we'll look at the U.S. Supreme Court's ruling siding with same-sex couples from Arkansas who wanted the names of both spouses included on the birth certificates of children born through in vitro fertilization.
