On Oct. 6, President Biden announced an official pardon of anyone incarcerated on federal charges of simple possession of marijuana. Biden framed his pardon in terms of correcting the historic injustices meted out against people of color by the War on Drugs, but is it enough? The pardon itself affects about 6,500 people, but does not necessarily guarantee that every one will have their records expunged. Furthermore, countless other people remain incarcerated, on probation or parole, or with criminal records for cannabis-related charges. To talk more about what else should be done, Rattling the Bars speaks with Taya Graham and Stephen Janis, co-hosts of the The Real News program Police Accountability Report. Medical marijuana is legal in North Dakota, having been approved by voters by way of a ballot measure. Recreational marijuana, however, has taken a rockier road. Multiple ballot measure campaigns have failed in the past. House Bill 1420, considered during the last legislative session, and which would have also implemented legalization of non-medical use of marijuana, also failed. But the proponents of legalization are giving it another shot, and this time they're perhaps more organized than they have been before. On this episode of Plain Talk, state Rep. Matt Ruby (R-Minot) as well as Fargo-based attorney Mark Friese of the Vogel Law Firm, join to talk about their proposed measure. Their campaign is called New Approach North Dakota, and they have until July to get the requisite number of signatures to put it on the ballot. A bill to legalize cannabis at the federal level passed in the U.S. House late last year. Now, legislation backed by Oregon Sen. Ron Wyden and Senate Majority Leader Chuck Schumer is making big waves. Though widely believed to be unlikely to draw the 60 votes needed in the Senate to pass, those closest to the industry say it's significant. Public opinion polling suggests support for legalization is close to 70%. The legislation would decriminalize use, allow for research, expunge marijuana convictions and fund restorative justice programs. Alex Tinker is a lawyer and the co-chair of the Cannabis Industry Practice Group. He joins us to talk through what legalization would mean for the U.S. economy, and specifically how it would grow Oregon's cannabis business and the larger state economy.
