Debata towarzysząca XX Festiwalowi Nauki w Warszawie [27 września 2016 r.] https://wszechnica.org.pl/wyklad/meandry-redystrybucji-czym-sie-kierowac-tworzac-system-ulg-i-swiadczen/ Czy nierówności społeczne należy wyrównywać czy powinno się je raczej uznać za niezbędny czynnik motywujący ludzi do pracy? Etycznym i praktycznym aspektom redystrybucji dochodu została poświęcona debata, która odbyła się podczas XX Festiwalu Nauki w Warszawie. Red. Tajchman rozpoczął debatę od przywołania autorów prognoz takich jak Jeremy Rifkin czy Martin Ford, którzy przewidują, że miejsca pracy zajmowane obecnie przez ludzi zostaną wkrótce przejęte przez maszyny. Przypomniał też postulat Guya Standinga, który jako receptę na postępującą prekaryzację rynku pracy wskazuje wprowadzenie dochodu gwarantowanego, czyli stałego świadczenia wypłacanego wszystkim, niezależnie od zatrudnienia i wysokości dochodu, które pokryje elementarne potrzeby jego beneficjentów. Wśród polskich ekonomistów wskazujących ten kierunek polityki społecznej red. Tajchman wymienił prof. Marka Belkę. Według dr Ratajczak-Tuchołki „koniec pracy” nie jest perspektywą krótkoterminową, co nie wyklucza zasadności stawiania hipotez. Za sprawę kluczową wskazała natomiast odpowiedź na pytanie, czy należy wyrównywać nierówności, a jeśli tak – to przy zastosowaniu jakich instrumentów. Odpowiedź na to pytanie zdaniem panelistki dotyka poczucia fundamentalnej sprawiedliwości. Sprowadza się do zdefiniowania, komu zabrać i komu przekazać, w jakim wymiarze i na jakich warunkach. Wymaga także zastanowienia, co chcemy dzielić, np. dochód czy szanse. Dr. hab. Brzeziński stwierdził, że nie istnieją prognozy ekonomiczne, które pozwoliłyby z pewnością przewidzieć, czy perspektywa „świata bez pracy” jest możliwa do spełnienia w bliskim odcinku czasu. Jednak zdaniem prelegenta, jeśli istnieje ryzyko spełnienia mówiących o tym prognoz, zasadna jet rozmowa o wprowadzeniu dochodu podstawowego. Odwołał się do dyskusji na ten temat toczącej się Unii Europejskiej. Zastrzegł jednocześnie, że z uwagi na olbrzymie koszta realizacja tej koncepcji nie jest ona możliwa do spełnienia w najbliższej przyszłości. Kolejną część dyskusji poświęcono sposobom dzielenia dochodu. Prowadzący debatę red. Tajchman poddał pod dyskusję, czy niedługo za sprawiedliwy model podziału nie zostanie uznana socjalistyczna zasada „każdemu według potrzeb”. Dr Ratajczak-Tuchołka stwierdziła, że jeśli powstanie koszyk potrzeb, dziś rozumiany jako minimum egzystencji lub minimum socjalne, to mielibyśmy do czynienia ze „sprawiedliwością według równości sytuacji”. Prelegentka zauważyła, że oznaczałoby to zmianę wykładni zawartej w polskiej konstytucji. Nazwana w ustawie zasadniczej „społeczna gospodarka rynkowa” realizuje się bowiem w zasadzie „sprawiedliwości według wkładu” – czyli „ile włożysz, tyle dostaniesz”. Jako przykład dr Ratajczak-Tuchołka wskazała system emerytalny, gdzie wysokość świadczenia jest uzależniona od wysokości wpłaconych składek. Prelegentka zwróciła uwagę, że według prognoz przewidujących wysokość przyszłych emerytur będziemy mieli do czynienia w rzeczywistości z „płaskim świadczeniem”. W dyskusji wzięli udział: - dr Joanna Ratajczak-Tuchołka z Katedry Pracy i Polityki Społecznej Uniwersytetu Ekonomicznego w Poznaniu - dr hab. Since the start of the industrial revolution, there have been threats that new machines – from mechanized looms to microchips – would usurp human jobs. For the most part, the humans have prevailed. But there's some security in other kinds of creativity, says Ford: “in science, and medicine and law … people whose job is coming up with a new legal strategy or business strategy. In many cases, more educated workers are going to be more threatened than then even the least educated workers. As many as two million Irish people relocated to North America during the Great Hunger in the mid-19th Century. Even after the famine had ended, Irish families continued to send their teenaged and 20-something children to the United States to earn money to mail back to Ireland. In many immigrant groups, it was single men who immigrated to the US in search of work, but single Irish women, especially young women, came to the US in huge numbers. Between 1851 and 1910 the ratio of men to women arriving in New York from Ireland was roughly equal. Irish women often took jobs in domestic service, drawn by the provided housing, food, and clothing, which allowed them to send the bulk of their earnings back home to Ireland.   Joining me to discuss Irish immigrant women in the late 19th Century is Irish poet Vona Groarke, author of Hereafter: The Telling Life of Ellen O'Hara. Artificial intelligence is already well on its way to making “good jobs” obsolete: many paralegals, journalists, office workers, and even computer programmers are poised to be replaced by robots and smart software.
