Sergeant First Class Paul Ray Smith was among the first group of Americans to invade Iraq in 2003, serving as a combat engineer. On April 4th, 2003, American forces were attempting to seize Saddam Hussein International Airport. SFC Smith was leading two platoons of about three dozen men with the goal of setting up a holding area for prisoners of war, but they were attacked by over 100 members of the Iraqi Republican Guard. Smith quickly organized their defense, but the overwhelming enemy force began to swarm the area. Then, an RPG explosion sent shrapnel into three of Smith's men. Smith organized their evac, but they were still vulnerable during their retreat. Seeing that a nearby carrier was unmanned, Smith exposed himself to enemy fire in order to man the .50 caliber machine gun on top of the vehicle. He engaged, covering his allies and killing as many as 50 enemies before being hit in the head by an enemy round. He was pulled to safety, but died a few minutes later in a hospital. Smith's leadership and quick thinking saved the lives of over 100 allied soldiers who were in vulnerable positions just a few hundred meters back. Thanks in part to Smith's heroism, American forces eventually repelled the Iraqi attack and were able to successfully take control of the airport. On April 4th, 2005, Sergeant First Class Paul Ray Smith was posthumously awarded the Medal of Honor for his role in protecting his men and fending off the Iraqi attack.

In March 2022, the Securities and Exchange Commission proposed a new rule that would establish climate-risk disclosure requirements for public companies. The 490-page proposal includes requirements for disclosing direct greenhouse gas emissions (scope 1) and indirect emissions related to use of electricity or other forms of energy (scope 2). While supporters hailed the proposed rule's effort to standardize the disclosures many ESG-focused funds have been making, others zeroed in on a requirement that would obligate larger companies to disclose GHG emissions from upstream suppliers and downstream customers (scope 3).After receiving thousands of comments favoring and opposing the proposal, the SEC postponed its target date for finalizing the rule to spring 2023. Much of the debate centers on the scope of the SEC's authority to mandate climate risk disclosure, an issue that took on additional dimensions after the Supreme Court's June 2022 decision in West Virginia v. EPA, which struck down an EPA rule regulating GHG emissions under the Clean Air Act as contrary to the “major questions doctrine.” Many predict that the final ESG rule will be litigated regardless of what changes the SEC may make to address issues that commenters raised. With the SEC ESG final rule expected soon, this program brings together distinguished speakers who will outline the arguments for and against the SEC's effort to regulate in this area.Paul Ray leads The Heritage Foundation's work on regulatory and economic policy as Director of the Thomas A. Paul Ray Smith (24 September 1969 – 4 April 2003) was a United States Army Sergeant First Class who posthumously received the Medal of Honor for his actions in Operation Iraqi Freedom. While serving in Baghdad, Iraq, his team was attacked by a group of Iraqi fighters and after a short firefight, he was killed. For his actions during this battle, he was recommended and approved for the Medal of Honor. And outside of the court, the debate drove one woman in the UK to take on the U.S. death penalty system from Europe. This morning as my sweet 2 year-old continued to sleep next to me, I closed my eyes and images of performing my own composition Bob and Dave with the Creative Opportunity Orchestra appreared. Was that really almost a 1/4 century ago. I immediately thought, why couldn't I do things like that now?This CO2 show of the past was filmed in the old Austin City Limits studio at UT and was never released as far as I know. The Creative Opportunity Orchestra, led by the late Tina Marsh, performed concerts of original jazz music by its members starting way back in 1980. I was at their first show at the Paramount Theater that year. Later, I would return to the Austin City Limits studio to perform on the very last ACL filming there with Pearl Jam. In that band we're too early musical mentors of mine: Martin Banks and Alex Coke. Martin and Alex we're key figures in my jazz past. A past that started when my dad opened a used bookstore at 4th and Lavaca called PaperBacks Plus in 1979.Hear are some memories from those days: my poet dad would take me to Piggies on Congress (which later became what is now Manuels), jazz jams and poetry readings would be held inside the bookstore, Michelle Shocked would play songs on the walkway at midnight, members of Passenger including the late Mambo Trainer would perform regularly at the upstairs jazz club Piggies. Later an underground punk club opened up in the basement of the bookstore on weekend's called Voltaries Basement. On other nights, we'd take a long walk over to Symphony Square to hear the Mitch Watkins Group playing original burning jazz fusion with Paul Ostermeyer, Stephen Zirkel, and James Fenner. Lucky for me I got to have Mitch Watkins perform with us a few times and Zirkel naturally came on board later. This was the Austin music scene before SXSW or ACL was even an idea. Downtown was the epicenter of the music scene. The warehouse district was filled with aging warehouses some on the edge of being condemded.There was Armadillo World Headquarters, Soap Creek Saloon, El Arroyo, Chances, The Cacus Club, and too many more I can't recall...And of course the great blues clubs...Antones and The Rome Inn...In In the late 70's my parents divorced and my mom, brother and I moved into a gorgeous home on Pearl Street just down the street from the Rome Inn. We became members of the first edition Wheatsville Coop down the street as "turnups" (in the what is now a cycle shop).Just a few years later my dad's bookstore moved into the Rome Inn building and we lived upstairs a few nights a week and caught the bus at the corner to Austin High School.Larry Monroe, Paul Ray, and John Aielli ruled the radio on KUT in the small studio. Those we're the days of an easy laid back Austin. Oh and Antones was just around the corner too a few years later.... Good times.I wonder what the rent would be at that home on Pearl Street now.As we get older its so easy to be seduced into longs sessions of thinking about the past...and I'm generally one who wants to focus on the now. But the fact remains, we are in a different place than our early 20's. At that point, what did you have to look back to...? Your years as a child that we all so wanted to get over so we could get on to the freedoms of adulthood? I say, lets open our eyes, get up and make the best of what is now, be present and make more great memories.What do you remember about Austin music venues of the past and what new Austin venues should I visit now?

This week, Matt focused on SGT 1st Class Paul Ray Smith, the only soldier to win the Congressional Medal of Honor in the war in Iraq so far, For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty: Sergeant First Class Paul R. Smith distinguished himself by acts of gallantry and intrepidity above and beyond the call of duty in action with an armed enemy near Baghdad International Airport, Baghdad, Iraq on 4 April 2003. On that day, Sergeant First Class Smith was engaged in the construction of a prisoner of war holding area when his Task Force was violently attacked by a company-sized enemy force. Realizing the vulnerability of over 100 fellow soldiers, Sergeant First Class Smith quickly organized a hasty defense consisting of two platoons of soldiers, one Bradley Fighting Vehicle and three armored personnel carriers. As the fight developed, Sergeant First Class Smith braved hostile enemy fire to personally engage the enemy with hand grenades and anti-tank weapons, and organized the evacuation of three wounded soldiers from an armored personnel carrier struck by a rocket propelled grenade and a 60mm mortar round. Fearing the enemy would overrun their defenses, Sergeant First Class Smith moved under withering enemy fire to man a .50 caliber machine gun mounted on a damaged armored personnel carrier. In total disregard for his own life, he maintained his exposed position in order to engage the attacking enemy force. During this action, he was mortally wounded. His courageous actions helped defeat the enemy attack, and resulted in as many as 50 enemy soldiers killed, while allowing the safe withdrawal of numerous wounded soldiers. Sergeant First Class Smith’s extraordinary heroism and uncommon valor are in keeping with the highest traditions of the military service and reflect great credit upon himself, the Third Infantry Division “Rock of the Marne,” and the United States Army.
