The Russians believed that UFOs were real and were both extraterrestrial in origin and also a product of Soviet research and experimentation. The Russians were working on a number of flying saucer programs including the infamous disk from the movie “Stargate”. The Russian flying saucer program was a highly classified program, even more so than the American program and very little is known about it. The documents below were obtained by researcher Pavel Popov and translated into English. They are not intended to be definitive and are provided for information purposes. The first is a more general document on the subject of flying saucers and the second is a more technical document that provides diagrams and schematics. He holds his B.S. in Physics from Queens College, and did graduate work in physics at Columbia University. Targ has received two National Aeronautics and Space Administration awards for inventions and contributions in lasers and laser communications, and has published over one hundred scientific papers on lasers, plasma physics and ESP research. In the 1970s and 1980s, Targ co-founded and worked for the CIA-sponsored Stanford Research Institute's investigation into psychic abilities. His work in this new area, called remote viewing, was published in Nature, The Proceedings of the Institute of Electrical and Electronics Engineers and in Proceedings of the American Association for the Advancement of Science. In 1983 and 1984, he accepted invitations to present remote viewing demonstrations and address the USSR Academy of Sciences on this research. Andrey Kortunov graduated from the Moscow State Institute of International Relations (MGIMO) in 1979 and completed his postgraduate studies at the Institute for U.S. and Canada Studies of the USSR Academy of Sciences in 1982. He holds a PhD in History. Dr Kortunov completed internships at the Soviet embassies in London and Washington, and at the Permanent Delegation of the USSR to the UN. In 1982–1995, Dr Kortunov held various positions in the Institute for U.S. and Canada Studies, including Deputy Director. He taught at universities around the world, including the University of California, Berkeley. In addition, he led several public organizations involved in higher education, social sciences and social development. Since 2011, Andrey Kortunov has been the Director General of RIAC. He is a member of expert and supervisory committees and boards of trustees of several Russian and international organizations. Today on the podcast our guest is Andrei Anatolyevich Kovalev. During his distinguished career, he has been a member of the Institute of the US and Canada of the USSR Academy of Sciences and then of the Diplomatic Academy. He worked for the USSR Ministry of Foreign Affairs, was a member of the secretariat of the Soviet President Mikhail Gorbachev, worked on the staff of the Security Council of the Russian Federation, and also on the staff of the Office of the Federal Human Rights Ombudsman, Vladimir Lukin. While working for the Ministry of Foreign Affairs of the USSR, Andrei Kovalev was engaged in many matters of vital importance for human rights: abolishing the repressive use of psychiatry, releasing political prisoners, drafting a number of laws that paved the way to liberalising foreign travel and freedom of religion. Andrei Kovalev is the author of several important publications, including 'France at the Crossroads of World Politics' (International Relations, Moscow, 1983), 'Behind the Scenes of Russian Politics' (Ibid. - Verlag, Stuttgart, 2012) and a number of articles in the journals International Life, World Economy and International Relations, USA: Economics, Politics, Ideology, The Observer, as well as the newspapers Izvestia, Novaya Gazeta and Komsomolskaya Pravda. Kovalev spent a significant part of his diplomatic career working on democratic reforms and human rights in the USSR and Russia. His diplomatic service continued until 2004, when he became an advisor to the Federal Human Rights Ombudsman, Vladimir Lukin, at the invitation of Lukin himself. Russell Targ is a physicist and author, a pioneer in the development of the laser and laser applications, and a cofounder of the Stanford Research Institute (SRI) investigation of psychic abilities in the 1970s and 1980s. She then came back to NY and worked as a freelance conference interpreter based out of New York and Washington, DC until 2013, when she moved back to Paris with her family. Since 2012 Yuliya has been teaching conference interpretation at the MCI – Master in Conference Interpretation program at Glendon College, York University in Toronto, Canada. Recently she also started teaching conference interpretation at ISIT, one of Paris’s two interpretation schools. Russell Targ is a physicist and author, a pioneer in the development of the laser and laser applications, and a cofounder of the Stanford Research Institute (SRI) investigation of psychic abilities in the 1970s and 1980s. SRI is a research and development think tank in Menlo Park, California. Called remote viewing, his work in the psychic area has been published in Nature, The Proceedings of the Institute of Electronic and Electrical Engineers (IEEE), and the Proceedings of the American Association the Advancement of Science (AAAS).Targ has a bachelor's degree in physics from Queens College and did graduate work in physics at Columbia University. He has received two National Aeronautics and Space- Administration awards for inventions and contributions to lasers and laser communications. In 1983 and 1984 he accepted invitations to present remote-viewing demonstrations and to address the USSR Academy of Science on this research.He is author or co-author of nine books dealing with the scientific investigation of psychic abilities and Buddhist approaches to the transformation of consciousness, including Mind Reach: Scientists Look at Psychic Ability (with E. Harold Puthoff, 1977, 2005); Miracles of Mind: Exploring Nonlocal Consciousness and Spiritual Healing (with Jane Katra, 1998); and Limitless Mind: A Guide to Remote Viewing and Transformation of Consciousness (2004). He also wrote an autobiography, Do You See What I See: Memoirs of a Blind Biker, in 2008. His current book is The Reality of ESP: A Physicist's Proof of Psychic Abilities.As a senior staff scientist at Lockheed Missiles and Space Company, Targ developed airborne laser systems for the detection of windshear and air turbulence.
