Russia's energy exports, including its significant natural gas capacity, are geopolitical currency for the country. Before Russia's invasion of Ukraine, Russia was Europe's single largest supplier of imported natural gas. But since the global fallout after the invasion, Russia is setting its sights on China as a new market for the country's gas and as an important ally. The proposed Power of Siberia 2 pipeline would transport Russian natural gas to China via Mongolia. The project is a window into Russia's energy export strategy and the evolving relationship between China and Russia. So what is the strategic importance of Chinese-Russian energy diplomacy? How significant was Russia's loss of the European gas market? And has Europe left its energy crisis behind? This week host Jason Bordoff talks with Erica Downs, Akos Losz, and Tatiana Mitrova about their recent CGEP commentary, The Future of the Power of Siberia 2 Pipeline. They discuss the geopolitical significance of the proposed pipeline and the evolving Russia-China relationship. They also cover a range of other topics including the outlook for European energy security and climate goals, China's energy demand, and the global gas market. Erica is a senior research scholar at CGEP focusing on Chinese energy markets and geopolitics. She previously worked as a senior research scientist in the China Studies program of the CNA Corporation. Akos is a former senior research associate at CGEP where he specialized in natural gas markets and the role of gas in the energy transition. He recently left CGEP and is returning to the International Energy Agency as its lead natural gas analyst. And Tatiana is a research fellow at CGEP. She's spent her career focusing on Russia and global energy markets. Tatiana previously served as the executive director of the Energy Centre of the Moscow School of Management and the head of research in the Oil and Gas Department in the Energy Research Institute of the Russian Academy of Sciences. She is also an independent director of SLB, the large energy services firm. On June 5, Boris Kagarlitsky's appeal against a five-year prison sentence was rejected by the Russian Supreme Court's Military Chamber. Kagarlitsky must now serve his sentence in a penal colony in Torzhok some 155 miles northwest of Moscow. The decision was unjust, but not unexpected.Kagarlitsky spent nearly five months in pre-trial detention, charged with "justifying terrorism" for ironic remarks he made on his social media channel after the explosion on the Crimean Bridge in 2022. He was freed after a military court handed him a fine in December. But in February 2024, there was an unexpected appeal trial at a military court of appeals where the prosecutors overturned the December verdict that freed him, citing excessive leniency.During the June 5 appeal hearing, Kagarlitsky explained that the title of the offending YouTube video, “Explosive Congratulations for Mostik the Cat” — a reference to a real cat that lived on the Crimea bridge — was “an extremely unfortunate joke.” He argued that his jail term was disproportionate to the offense. Kagarlitsky's attorney plans to appeal the verdict with Russia's Constitutional Court on the grounds that his client received “excessive” punishment.The case against Boris Kagarlitsky is indicative: He received five years not for the content of the video, but for the words of its title. The judges' cruel decision reflects the determination of the Putin regime to crush domestic opposition to its war on Ukraine. This is a state bent on suppressing all forms of criticism, jokes included. In this context, the basic democratic and legal rights of anti-war activists like Boris Kagarlitsky and thousands of others count for very little.Boris Kagarlitsky is in prison for courageously speaking out against the war in Ukraine. He is the victim of a gross but entirely deliberate miscarriage of justice and has become a symbol of the struggle for the right to freedom of expression. He is a political prisoner and prisoner of conscience.Ilya Budraitskis, another Putin critic, was dismissed from his job at the Moscow School of Social and Economic Sciences and forced to flee Russia to avoid arrest for his active critique of the war in Ukraine and consistent opposition to Putin's regime. While the immediate crisis has faded from the headlines, Europe's energy challenges remain. Electricity and natural gas prices are higher than normal. Policymakers face the challenge of turning the loss of Russian gas supplies into a long-term strategy for energy security and decarbonization. The ripple effects of this crisis have left emerging markets and developing countries struggling to afford energy. How has Europe's energy outlook evolved over the past year and a half? How are policymakers trying to secure the continent's fuel supplies? And what does all this mean for the global energy transition? This week host Jason Bordoff talks with Anne-Sophie Corbeau and Tatiana Mitrova about how Europe's energy outlook has changed since Russia invaded Ukraine. Sixty dollars. That's the per-barrel price cap G7 countries and Australia imposed on Russian crude oil last week. The measure will allow Western service providers to ship and insure Russian oil, as long as it's sold at a price below the cap. The purpose is to reduce Russia's petro-revenue, which funds its war on Ukraine, while still keeping its oil flowing to the global market. This measure breaks new ground as a tool of economic statecraft. Analysts around the world are anxiously watching to see how the oil market – and the Russians – might respond. Will the price cap achieve its objective? And what does this mean for the future of energy policy? This week host Jason Bordoff talks with Eddie Fishman and Tatiana Mitrova. Eddie is a senior research scholar at the Center on Global Energy Policy (CGEP) at Columbia University and an adjunct professor of international and public affairs. A court in Moscow has sentenced Marxist theoretician and sociologist Boris Kagarlitsky to 10 days in jail for sharing content on social media promoting unpermitted protests by the Communist Party (KPRF) against the results of Russia's recent parliamentary elections. Police arrested Kagarlitsky on Wednesday on his way to the Moscow School of Social and Economic Sciences, where he is a lecturer. Lev Gudkov is a Russian sociologist, doctor of Philosophy and director of the analytical Levada Center, non-governmental polling and sociological research organisation. He is also the editor-in-chief of The Russian Public Opinion Herald journal. Lev studied journalism, sociology and philology at the Lomonosov Moscow State University and graduated in 1971. Lev is the author of numerous books and articles on the theory and methodology of social science, sociology of literature, ethno-national relations, social problems of the post-soviet society. Besides his work at the different institutions, Gudkov also works as a professor. In 1994 he lectured sociology at the Jewish University of Moscow. From 1996 to 2004 and in 2006, he was a lecturer in sociology at the Russian State University for the Humanities. Today's show addresses the recent events surrounding the Moscow School of Social and Economic Sciences, better known as “Shaninka,” which just lost its state accreditation, following an inspection by Russia's Federal Education and Science Supervision Agency (Rosobrnadzor). Inspectors claim that the school is in violation of several state education standards. He is Co-Director and International Ambassador for Global Ethics and Social Justice of the Paulo Freire Democratic Project, the Donna Ford Attallah College of Education, Chapman University. He is also Chair Professor, Northeast Normal University in Changchun, China, where he is Honorary Director of the Center for Critical Studies in Education. A Marxist humanist who works in the areas of Marxist humanism and liberation theology, he has lectured widely in Latin America, North America, Asia, and Europe. Professor McLaren is the author and editor of nearly 50 books and hundreds of professional publications on education and social justice. His writings have been translated into over 30 languages. He received his Ph.D. in education from the Ontario Institute for Studies in Education, University of Toronto, Canada. Professor McLaren is Fellow of the Royal Society and Commerce, England, and Fellow of the American Educational Research Association. Professor McLaren is Honorary Director of Instituto McLaren de Pedagogia Critica y Educatcion Popular in Ensenada, Mexico and received the Outstanding Educator of America Award for 2013, from the Association of Educators of Latin America and the Caribbean. Professor McLaren’s book, Life in Schools: An Introduction to Critical Pedagogy in the Foundations of Education (Allyn & Bacon), has been named one of the 12 most significant writings by foreign authors in the field of educational theory, policy and practice by the Moscow School of Social and Economic Sciences. In addition, the Higher Council of Community Government, the Council for Civil Affairs and the Education Commission of Cheran, Michoacan, presented McLaren with the Defence of the Rights of Indigenous Peoples Award commemorating the second anniversary of the defence of the forests. About a month ago I got wind of a conference called Food for Thought: Culture and Cuisine in Russia & Eastern Europe, 1800-present, at the University of Texas at Austin. In some dream world, I would have booked a flight there and then, packed my audio gear, and plunged in. Next best thing, thanks to the kind offices of Rachel Laudan, was to talk to Mary C. Neuburger, the conference organiser. It isn’t clear whether the symposium will give rise to a publication. I hope so. Substanz und Ethik in der Konservierung digitaler Medienkunst | Symposium Do, 04.11.2010 – Fr, 05.11.2010 This paper will address the development in media art in Russia from the early 1990s until today and present the activities of Laboratoria Art&Science Space, Moscow. While in the 1990s works by the likes of Sergei Shutov and Alexei Shulgin existed outside the realms of the art market, with the further development of the art market by the early 2000s multimedia art in Russia had turned into a global communicator - representing Russian art in the West and bringing Western art to Russia. However, several institutions working with multimedia emerged, but still there are no contacts between them and no ground for expertise, only some individual energy and initiative. One of healthier zones for art now is transdisplinary territory on the borders of art and something second. Laboratoria Art&Science Space was founded in 2008 on the basis of a scientific-research institute to become an environment for the development of the new type of relations between art, science and society, as well as for channeling various forms and kinds of creative energy. Laboratoria's multimedia is an environment where mediaartists and media-scientists can meet, where artwork and scientific discovery are equal, where rational and irrational blend. Daria Parkhomenko is director of LABORATORIA Art&Science Space, Moscow, Russia. She is a curator specialized in art and science interactions. In 2008 she founded an independent non-profit centre LABORATORIA Art&Science Space focused on establishing a new type of relationship between art, science and society.
