With $192M in Trudough on the line, Mayor Scott Gillingham announced he wants Winnipeg to change zoning regulations for housing. These changes would allow housing of up to 4 stories within 800 meters of transit corridors and up to 4 units on a single lot.   CTV reported: “Gillingham said all would happen without the need for a public hearing or zoning application approved by city council.” Not so fast, said St. Vital Coun. Brian Mayes. But the Mayor retorted, "It's going to be very gradual, I don't think we should expect to see, you know, four plexes popping up all over the city immediately." What isn't gradual is the timeline of the new bylaw. As property owners realized it's only 3 weeks, they spoke out. In Part 1 of Episode 23 we review an email sent to councillors, that used St. James as an example: Scope: “Would Ness Avenue be considered a frequent transit corridor? If so, almost all of St. James-Assiniboia would be eligible for four-storey complexes.” Public Consultation: “There is no time prior to vote for councillors to present this issue to their ward residents and obtain their feedback and concerns in a series of community forums. This would be a major change in practice with significant neighbourhood impacts. Less than three weeks from beginning to end.” Process: “Councillors voiced frustration with infill being built outside the spirit of the guidelines at the last council meeting. What could happen with future developments without the existing processes? Would there still be an appeal process?” Noting potential impacts to sewer and water or overland flooding, the key question was, “Would the mayor and councillors want a 4plex built on either side of their homes?” 8:17 - Hear from Bev Pike, coordinator of the South Osborne Residents Group. She was on TGCTS during the 2022 civic election: South Osborne Rep: Next Mayor Must “Be Brave” And Fire City Planners Her message is that City planners and Councilors ignore fair consultation already to favour developers, and even more corruption will result from Gillingham's proposals. "He's implying all sorts of things without evidence... we smell a rat." From 1935 to 1943 the Federal Art Project -- a project of the Works Progress Administration, or WPA-- employed some 10,000 artists and craft workers, helping them survive the Great Depression. The artists created hundreds of thousands of visual arts: paintings, murals, prints, posters, and renderings. Many of them survive to this day, but you have to know where to look for them. That's why LHT host Chris Garlock found himself on Telegraph Hill yesterday, during a visit to San Francisco, meeting up with Harvey Smith, who leads tours of local WPA sites. Arkane Studios, best known for creating the acclaimed stealth series Dishonored, has made a name for itself by realizing game worlds with rich lore, environmental storytelling, and curious, interweaving levels. Its specialty is developing immersive sims, a niche it's helped cultivate since 1999. On May 2, Arkane releases its next project, Redfall, an open-world first-person shooter. I've been a fan of Arkane Studios' rich single-player worlds for years. Naturally, I had questions about Redfall's position in the developer's portfolio. However, after interviewing Studio Head Harvey Smith and playing the game for 90 minutes, I have the answers I was looking for – and I'm excited to share it all in this week's episode of The Game Informer Show. President Roosevelt’s decision to invest in arts and infrastructure as a response to the Great Depression is one of the greatest success stories in the history of American politics. The tree is in the attic, there isn’t a scrap of chocolate left in the house, and those that took annual leave at the start of the year — the people we were all jealous of — are now back. 2021 is well and truly underway. Well... sort of.   Video game news is still warming up, so Headlines and Hot Takes isn’t packed with massive stories or anything, but we do have a few things to talk about. Deus Ex lead designer Harvey Smith is working on a new game, so we discuss whether that could be a new Dishonored or something entirely different. Also, it may be nothing, but there’s a rumour floating around that Ubisoft Plus is coming to Xbox Game Pass. And we were obviously going to give that a mention.   In Show and Tell, Matthew comes with opinions on Hitman 3 after getting his hands on a preview build. He hasn’t been able to play the whole thing yet, but the first two levels have given him a hankering for more murderings. Meanwhile, Colm’s been playing Super Meat Boy Forever, and now he just wants Super Meat Boy 2.   Agent 47 is arguably the greatest bald protagonist in all of video games, but there are a few others. So, for this week’s Mystery Steam Reviews, we’re looking at games that have hairless, playable characters. And we round out the show by opening The Weekspot mailbag and answering your Burning Questions.
