With their revenues and cash reserves at record highs after unprecedented federal aid to offset the impact of COVID-19, dozens of states embarked on the biggest wave of tax cuts in decades, slashing levies by at least $124 billion on everything from personal income to groceries and gasoline. Tune into this Special Briefing as the authors of the forthcoming Volcker Alliance issue paper, State Tax Cuts after the Pandemic: Strategies to Sustain Fiscal Health, and an expert panel discuss whether these reductions can be sustained as revenues have begun to weaken despite the strong US economy. Our panel of experts includes the paper's authors Can Chen, associate professor, Andrew Young School of Public Policy at Georgia State University (GSU), and Alex Hathaway, senior research associate, Center for State and Local Finance at GSU; as well as Geoffrey E. Buswick, managing director and government sector leader, S&P Global Ratings-US Public Finance; and Natalie Cohen, founder and president, National Municipal Research. Notable Quotes: “When governments use one-time budget surpluses for permanent tax cuts, they may face long term budget challenges. This is why we wanted to specifically look at the long term fiscal implications of permanent expansions of tax cuts.” - Can Chen “States that have opted for permanent tax cuts recently could face depleted safety net funds and less generous aid in the future. Our report proposes four strategies that states can consider going forward when they implement future tax reductions.” - Alex Hathaway “As the paper highlights, thanks to a stronger than projected growth across many revenue streams the past few years and the ability to build the reserves to all time levels — typically well above policy — most states passed tax cuts and relief in some form.” - Geoff Buswick “You never know when that black swan event is going to hit, whether it's climate change or some major crisis in the world, geopolitical issues can rear their heads and suddenly put a state on its back foot in terms of revenue changes.” - Natalie Cohen Be sure to subscribe to Special Briefing to stay up to date on the world of public finance. This broad-ranging conversation discusses law enforcement and empowering communities and citizens so we can all be safer.   Public safety falls under a much larger umbrella than just policing. Police officers need to be rewarded for community policing. There has been little accountability of police misconduct because of lack of transparency. Many communities have been let down systemically, so governments need to restore them systemically, too. Citizens need to arm themselves with information and be engaged in their communities.   Follow Thaddeus on Twitter:  https://twitter.com/docthadjohnson    Follow Mila on Twitter:  https://twitter.com/milaatmos    Follow Future Hindsight on Instagram:  https://www.instagram.com/futurehindsightpod/   Love Future Hindsight? On today’s show, we planned to introduce listeners to the new feminists in Congress—and we do. But, in the period since our team at Ms. curated the design and content of this episode, another shoe has dropped in American politics: the insurrection. We examine what the Jan. 6 riot and insurrection at the U.S. Capitol signify for our nation, including what we can learn from it. Why did it happen? Will the president be impeached? And what does this atmosphere mean for the new feminists in Congress? Helping us to sort out these questions and more are very special guests: Rep-Elect Carolyn Bourdeaux: Carolyn Bourdeaux is a representative-elect of the U.S. House, representing Georgia's 7th Congressional District. She is an associate professor of public management and policy at the Andrew Young School of Policy Studies at Georgia State University in Atlanta, as well as the director of the Center for State and Local Finance. From 2007-2010, Rep-Elect Bourdeaux was on leave from the university to serve as director of Georgia’s Senate Budget and Evaluation Office. Rep-Elect Teresa Leger Fernandez: Teresa Leger Fernandez is a representative-elect of the U.S. House, representing New Mexico's 3rd Congressional District. She was counsel and strategist at Leger Law & Strategy and worked for 30 years as counsel for tribes and their business entities, as well as with community leaders on affordable housing, Hispanic civil rights and community development. From 2013 to 2016, Rep-Elect Leger Fernandez was appointed by President Obama to serve as vice chair of the Council on Historic Preservation in the Obama administration. Rep-Elect Marie Newman: Marie Newman is a representative-elect of the U.S. House, representing Illinois’s 3rd Congressional District. After founding her own anti-bullying non-profit, she founded a national non-profit program called “Team Up To Stop Bullying” with her partner, Sears, to address the problem—ultimately expanding it to a coalition of 70 anti-bullying groups working nationwide. Rep-Elect Newman become a partner in one of the largest ad agencies in the U.S. before leaving to start her own successful consulting business, Marie Newman & Associates. Jennifer Steinhauer: Jennifer Steinhauer has been a New York Times journalist for more than 30 years, covering Congress, the West Coast, politics, business and health care. She has worked on the Metro, Business and National desk, and served as City Hall bureau chief and Los Angeles bureau chief before moving to Washington in 2010. She is the author of a novel, two cookbooks, and her most recent book, The Firsts: The Inside Story of the Women Reshaping Congress—the story of the women of the 116th Congress who changed Congress and Washington. ITSPmagazine Conversations At the Intersection of Technology, Cybersecurity, and Society. The Academy Podcast There is a large gap in the cybersecurity workforce that must be addressed. The ultimate goal is to bring more diverse professionals into the InfoSec community, as early and often as possible. Sure, we have all heard this before, but what are we going to do about it? If we expect different results doing the same things over and over, we are setting ourselves up for failure. In The Academy, we invite experts to discuss unique and innovative ideas, concrete visions, and long-lasting solutions to attracting, hiring, and retaining InfoSec talent. ____________________ Georgia State University’s Evidence-Based Cybersecurity Research Group Program To Match Students With Chief Information Security Officers (CISOs) Guests: - Sally Wallace: Dean of the Andrew Young School of Policy Studies at Georgia State University - David Maimon, Director of Center for Evidence-Based Cybersecurity - Flavio Villanustre, VP of Technology and CISO for LexisNexis Risk Solutions Hosts: Sean Martin | Marco Ciappelli Far too often organizations and their hiring managers seeking to find, hire and retain the talent needed to fill their information security roles look outward and wonder why there aren't enough qualified people, forgetting that they have an active role to play in the process. That's where the program discussed in today's podcast comes in. It is organized through a strong partnership between industry cybersecurity leaders and a research-driven university department -- which happens to NOT reside in the computer science department, mind you; but in the school of policy studies. What makes this program powerful? It's the combination of policy studies + test-based research + the connection to the real-world through the eyes of the CISO. The icing on this thoughtfully-baked cake, if you will, is the focus on critical thinking and problem-solving that takes the student out of the textbooks and theoretical studies and into a world of solutions exploration and threat elimination that perhaps has yet to be discovered. Here's an excerpt from the department website: [An evidence-based cybersecurity approach provides an ideal framework for conceptualizing an interdisciplinary problem like cyber-dependent crime because it stresses moving beyond decision makers’ political, financial, social backgrounds, and personal experiences to a model in which policy decisions are made based on scientific research findings. Moreover, this approach draws on the assumption that solutions to human behaviors may be affected by the interconnected behavior of victims, offenders, and law enforcement agencies operating within the cyber realm, and that the effectiveness of the different interventions in achieving its goals should be assessed through rigorous scientific research methods. The evidence-based cybersecurity approach encourages its followers to think of the situational environments that provide the structural resources and social opportunities for cyber-dependent crimes to emerge. As a result, advocates of this approach suggest that effective protection of computer environments should be the product of empirically proven “nudges” that push legitimate users of the environment to comply with organizational cybersecurity policies while driving illegitimate users of the system to behave in predictable ways on an attacked system.] From students to hiring managers, this conversation will certainly get you thinking about things differently. If you're ready to think critically, open your mind and press play. __________________________________ Learn more about this channel's sponsors: - Bugcrowd: https://itspm.ag/itspbgcweb - Devo: https://itspm.ag/itspdvweb For more from The Academy: https://www.itspmagazine.com/the-academy Are you interested in sponsoring an ITSPmagazine Channel?
