Algunas industrias de metales clave latinoamericanas como la del acero, sin embargo, ya vieron aumentar sus aranceles para entrar en los Estados Unidos desde el pasado 12 de marzo y en Latinoamérica, estos no hicieron más que sumar dolores de cabeza a un sector que ya venía en su tercer año consecutivo de caída.Para el acero latinoamericano, el gran problema viene desde mucho antes que Trump. En el año 2.000 China exportaba a América Latina menos de 100.000 toneladas anuales de acero y hoy se estima que la cifra ronda los 14 millones. En Chile, por ejemplo, en 2.024, las puertas de Huachipato, su mayor acería, tuvieron que cerrar debido a su incapacidad de competir con el acero barato proveniente del gigante asiático."En Latinoamérica el sector productivo del acero yo lo veo con perspectivas negativas, pero no tanto por los aranceles, sino por la competencia china", explica Jorge Berríos, director del Programa de Finanzas de la Universidad de Chile.Un costo de mano de obra imbatible "Nosotros lo vivimos en Chile en carne propia con Huachipato. Por eso, entendemos que no es un problema de aranceles, sino de la competencia del acero chino. China tiene un costo de mano de obra muy bajo. Ese costo es imposible que los países latinoamericanos, con todas las restricciones y con el costo de mano de obra que tengamos, podamos llegar a alcanzar esos niveles con los que ellos llegan, en términos de colocación de precio, a los mercados locales", explica este especialista en relaciones financieras internacionales."Hay una discusión que se está dando a nivel académico y a nivel productivo. Constatamos que muchos países de Latinoamérica estamos perdiendo las capacidades de autoproducción y estamos teniendo una auto-dependencia muy grande en ciertas áreas con países que están fuera de Latinoamérica, principalmente una auto-dependencia de China", subraya Berríos.Ahora bien, ¿cuáles son los interrogantes que suman los aranceles del 25% impuestos por Trump a esta industria para Berríos? Hoy la pelota está en la cancha de los consumidores de Estados Unidos, país que importa 25 millones de toneladas anuales del metal, principalmente de Canadá, México y Brasil."¿Hasta qué punto el consumidor norteamericano está dispuesto a comprar determinados materiales considerando esta alza de precio? ¿Y cuál va a ser el problema? Que si compran a ese precio y nosotros después compramos material fabricado con cobre, acero, aluminio o lo que sea, ¿cuál va a ser el precio con el que nos van a vender a nosotros? Porque lógicamente el peso se va a traspasar a costo. Aquí, la verdad, vamos a tener una lucha. ¿Hasta dónde los productores norteamericanos están dispuestos a comprar materias primas al valor considerando los aranceles?", se pregunta Berríos.A pesar de la incertidumbre generalizada, el especialista afirma que los efectos más concretos de los nuevos aranceles a la industria del acero se verán recién en los próximos seis meses.
