Med fara för sitt eget liv utfärdade han svenska skyddspass och inrättade skyddade bostäder för judar som skulle skickas till utrotningslägret Auschwitz.Han greps av Sovjetunionens armé i januari 1945, som troligen uppfattade honom som en tysk spion, och försvann spårlöst. Den svenska regeringen kom att agera svagt för att få Raoul Wallenberg frigiven. Han kom att resa regelbundet till Ungern.I juli 1944, efter att nazistiska Tyskland ockuperat Ungern och deporteringarna av ungerska judar till förintelseläger inletts, var behovet akut av någon som kunde agera snabbt med skydd från neutralt land. Tillsammans med amerikanska och judiska organisationer identifierades Wallenberg som rätt person att ta på sig uppdraget.Den 9 juli 1944 anlände Wallenberg till Budapest, nu som tredje sekreterare vid den svenska legationen, trots att han saknade formell diplomatisk erfarenhet. Hans mandat från den svenska regeringen var tydligt: att skydda så många judar som möjligt från deportation och utplåning.Med stöd av volontärer och medarbetare utfärdade han så kallade skyddspass, vilka angav att innehavaren var svensk undersåte och därmed under diplomatiskt beskydd — vilket i praktiken kunde hindra deportation. Till en början producerades omkring 1 000 pass, men snart ökade antalet till cirka 4 500.Utöver passen organiserade han ett omfattande skyddsnät: fler än 30 byggnader utsågs till så kallade “svenskhus” — där judar kunde söka skydd.
