Over the course of his career leading youth and family services, Alex Briscoe has become an expert in Medicaid policy, one of the most complex but substantial corners of government funding. He recently led a multi-year initiative called the California Children's Trust, which set out to reimagine the state's approach to screening and meeting the mental health needs of children. In 1998, Prop 10 added a 50-cent tax to each pack of cigarettes, and that money went to the creation of a California Children and Families Commission - more commonly known as First 5 California, which helps children from the womb through age 5 - including parents and caregivers. News Item – On August 29, 2022, the California Senate unanimously passed the Age-Appropriate Design Act. It previously received unanimous approval in the State Assembly It is currently awaiting Gov. Gavin Newsom's signature People expect him to sign it but it could anger tech companies, who might then be less inclined to support a Newsom run for president in 2028 Earlier this summer, the legislature rejected a proposed bill called the Social Media Platform Duty to Children Act It “would have allowed the state attorney general and local prosecutors to sue social media companies for knowingly incorporating features into their products that addicted children.” The California law firm Akin Gump Strauss Hauer & Feld LLP (see resources) has an excellent summary article regarding the Age-Appropriate Design Act The California Age-Appropriate Design Code Act is modeled after the United Kingdom's Age Appropriate Design Code, which went into effect in September 2021 If signed, it will be the first piece of U.S. legislation "that imposes a number of novel restrictions and data protection obligations on businesses providing services to users under the age of 18, including: requirements to conduct a data protection impact assessment before any new services are offered, configure all default privacy settings to a high level of privacy (unless there are compelling reasons to suggest it is otherwise in the best interests of children), and provide an obvious signal to the child when they are being monitored or tracked by their parent, guardian or another consumer." The bill prohibits businesses from: profiling a child by default unless certain criteria are satisfied using the personal information of any child in a way that is materially detrimental to their well-being and using dark patterns to lead or encourage children to provide personal information beyond what is reasonably expected. Motivations Legislative and parental concern over impact of online services and products on children's wellbeing The desire to create safer online spaces for children “The Act emphasizes that the best interests of the child should be taken into consideration by all businesses that develop and provide online services, products or features (“Services”) that children are likely to access and, in the event of a conflict between the businesses' commercial interests and the best interests of children, the privacy and well-being of children must be prioritized.” Key features of the Act: It's very broad in its application. Applies to online products and services “(i) specifically directed at children and (ii) that are “likely to be accessed” by children.” Prior to any new Services being offered to the public which are likely to be accessed by children, the Act requires that the business complete a Data Protection Impact Assessment and maintain documentation of this assessment for as long as the Services are likely to be accessed by children. This episode tackles the gnarly tangle known as our public mental health funding system. So many questions I had. Why is there a chronic shortage of mental health treatment beds at every step of the continuum? Why do people get released too early from the hospital when they would benefit from long-term care? Why are mental health clinics limited in the services they can provide to their clients? Why are there no measurable outcomes applied to how funds are invested?I curated ten observations about the system from my vantage point as a concerned layperson and asked Alex Briscoe to respond. He does a masterful job of providing clarification to either refute, affirm or amplify upon these observations. Alex brings 13 years of experience working at the Health Agency in Alameda County, seven years as director; a $700M agency with over 6,000 staff members. He helps reduce to layman's terms a complicated system that is tied to very stringent requirements associated with federal Medicaid policy (known as Medi-Cal in California) and compounded by the complications associated with the two different state actions to disburse state funds to localities (referred to as “realignment” in 1991 and 2011). Added to this mix are funds authorized by voter passage of Prop 63 in 2004, otherwise known as the “millionaire's tax” which funds the Mental Health Services Act. 031 - Roderick Sewell Where does character come from? Is it born or bread? Inherited or built? Perhaps for today's guest, it was nurtured through the selfless and courageous actions of his mother. You can't tell the story of Roderick Sewell without starting with his mother, Marian Jackson. When her son was born missing both tibias, she had to make the decision to keep his legs and confine him to a wheel-chair, or amputate and reach for a chance at a more normal life with prosthetics. Faced with the insurmountable cost, however, she braved a second decision to quit her modest but stable job so that California Children's services would pay for the prosthetics and give Roderick a chance at walking, and who knows, maybe even more. The sacrifice that she made had the inseperable pair dipping in and out of homeless shelters in San Diego. Spotted at a train stop by a representative from Challenged Athletes Foundation, Roderick was introduced to a new world of athletics which would later land him on the U.S. Para-Swimming team at the 2014 Pan Pacific Para-swimming Championships, winning Gold and bronze, as well as carry him across the finish line as the first bilateral above the knee amputee to finish Kona - the Ironman World Championships. Roderick and Marian are an incredibly inspiring, amazing mother-son duo and he wouldn't mind me telling you that he owes her everything and wants the world to know it. Join Kristin as she speaks with Reed Connell, Executive Director, and Deanna Linville, Director of Clinical Programs, at A Home Within, which helps provide free therapy for current and previous foster youth. As Reed Connell states, A Home Within's therapists are all part of a 'community of hundreds of therapists nationwide who volunteer to provide one on one therapy to current and former foster youth for as long as necessary.' In this podcast, they explain their organization and discuss how they are personally and professionally navigating the use of their passion for helping foster youth receive stable and undisrupted therapy, therapy that they will not 'age-out' of. They explain how the organization also helps support the community of their therapists nationwide.Reed Connell, Executive Director of A Home Within, has spent nearly 20 years working in foster care, mental health, housing, and special education settings and has developed a sophisticated knowledge of childrenʼs programs and policy development. Reed has worked with statewide and national coalitions to design, pass, and implement a range of important children's legislation, and has worked with a range of nonprofit organizations and government agencies on resource, program, and capacity development. In 2014, Reed co-founded Social Change Partners, LLC to support nonprofits and government agencies in meeting the needs of children and families. Reed also works with a range of mental health systems change efforts, including Breaking Barriers and The California Children's Trust. Reed holds an MSW degree from UC Berkeley with a concentration in Management and Planning. Deanna Linville, currently Director of Clinical Programs at A Home Within, is a licensed Marriage and Family Therapist in the state of Oregon and an AAMFT approved supervisor. She has two decades of experience providing direct mental health care, clinical supervision, and training as well as conducting clinical research. Linville joined A Home Within in June 2020 to work as the program clinical director offering her clinical and research consultation services to clinical directors, volunteers, and staff. Her professional experiences to date inspire and inform her clinical research and allow her to stay on the cutting edge of best practices for training mental health professionals to provide ethical and culturally responsive care. Linville earned her MS and Ph.D. degrees at Virginia Tech in Marriage and Family Therapy as well as completed a 12-month doctoral fellowship at the Chicago Center for Family Health, where she gained specialized training and experience working in collaborative family healthcare settings. She has published over forty manuscripts as well as developed and tested numerous clinical interventions aimed to reduce health disparities, prevent eating disorders, and promote family wellness. Rhea Boyd, MD, MPH, FAAP works clinically at the Palo Alto Medical Foundation and teaches nationally on the relationship between structural racism, inequity and health, and has a decade of experience advancing community-based advocacy. She leads efforts to characterize and address the child and public health impacts of harmful policing practices and policies. She serves as the Chief Medical Officer of San Diego 211, working with navigators to address social needs of San Diegans impacted by chronic illness and poverty. And she is the Director of Equity and Justice for The California Children's Trust, an initiative to advance mental health access to children and youth across California. Aresha Martinez-Cardoso, PhD is a public health researcher and Provost's Postdoctoral Fellow at the University of Chicago. Her research integrates theoretical perspectives from the social sciences with epidemiological methods in public health to examine how social inequality in the US shapes population health, with a particular focus on the health of racial/ethnic groups and immigrants. The majority of her work focuses on how race, migration, and class intersect to shape the the health of US-born and immigrant Latinxs across the life-course. Brandi Summers, PhD is an Assistant Professor of Geography and Global Metropolitan Studies (GMS) at the University of California, Berkeley. Her research examines urban cultural landscapes and the political and economic dynamics by which race and space are reimagined and reordered. She is also the author of Black in Place: The Spatial Aesthetics of Race in a Post-Chocolate City, which explores how aesthetics and race converge to locate or map blackness in Washington, D.C. In 2015, Paul Viviano ’76 accepted his current role as President and CEO of Children’s Hospital Los Angeles (CHLA). Prior to this position, he served as the CEO of UC San Diego Health System and Vice-Chancellor of UCSD Health Sciences. Before UCSD, he was board chairman and CEO of Alliance HealthCare Services, and President and CEO of USC University Hospital and USC/Norris Cancer Hospital. Viviano now serves in leadership capacities on various community boards and health care organizations. He is chairman of the Board of Directors for the California Children’s Hospital Association (CCHA) and a member of the Children’s Hospital Association, where he serves on the Public Policy Committee and as chair of CEO National Advisory Committee. Paul also serves as chairman of the Board of Trustees at Loyola Marymount University. He was named a 2016 Leader of Today Honoree by the Health Policy and Management Alumni Association of the UCLA Fielding School of Public Health; and one of the LA500, LA's Most-Influential in 2018 and 2017 by the Los Angeles Business Journal. Additionally, he’s the incoming President of the UCLA Health Policy and Management Alumni Association Board of Directors. Paul holds a Bachelor’s degree from UC Santa Barbara and a Master's degree in Public Administration and Public Health from UCLA. Help Me Grow is a now-national program that got its start being funding by the Proposition 10 Tobacco Tax. Yvette is a Child Development Community Liaison with Help Me Grow, and has a passion for building relationships with providers and families in the community. She strives to connect families with intervention services that help promote optimal development, she encourages developmental screenings at an early age, and advocates and empowers families so that they understand what resources are available to them. Help Me Grow follows the recommendations of the AAP (the American Academy of Pediatrics). With so much information in so many different places, it’s easy to get overwhelmed!
