Our education system is in a code red emergency.We are failing our students, parents and educators yet we are unwilling to have constructive debate on the root cause. Hot topics like the structured literacy versus balanced literacy debate results in sensationalist biased headlines that deepen the ideological divide.According to New Zealand's Auditor General, the Ministry of Education does not know why we have worsening disparities in educational outcomes for our richest and poorest neighbourhoods.When we send our children to state schools to be educated by teachers who trained in taxpayer-funded tertiary institutions, we should expect that the training received by teachers and the education provided in state schools are following the evidence in the science of learning.But when you speak to parents, educators and students, something is going terribly wrong.To talk more on where, how and why we have gotten education wrong, I bring on Dr Nina Hood, a secondary school teacher who founded The Education Hub, an organisation that creates learning opportunities for teachers that bridges the gap between scientific research and everyday practice.Dr Nina is also the academic director of The Teacher's Institute, a new education program for new teachers that puts the science of learning and in-classroom practical experience at the heart of teacher training.
NCEA achievement levels have dropped since the Covid-19 pandemic. More students are leaving school with Level 3 pre-pandemic – but now achievement levels have dropped to where they were a decade ago. The number leaving before their 17th birthday without Level 3 or university entrance is a major factor. There have been steeper drops in Levels 1 and 2. Education Hub founder Dr Nina Hood told Mike Hosking during Covid, children missed out on a lot of schooling and didn't have as much teaching. “The result of that is that they didn't build all of the foundational knowledge and skills that they needed. An education expert says the Government's targeted maths trial will help catch a lot of the students currently slipping through the cracks. The Government's announced a trial programme to accelerate the skills of about 2000 Year 7 and 8 students who are behind in maths. It will run in the first two terms of next year, with small-group tutoring and supervised online tuition up to four times a week. Education Hub Founder Nina Hood told Mike Hosking everyone can get maths, it's just about being taught in a way that builds skills. She says when people don't get those basic skills, it prevents them from doing more advanced maths. Hood says the tutoring pairs well with the new incoming curriculum, and if it's done right, there'll need to be less intervention over time. It's prompted the government to fast-track plans for a new maths curriculum for intermediate students, and it's tackling the teacher shortage by allowing those who were previously registered to be relievers. But can these solutions turn around a sector that is understaffed, under-resourced, and feeling burnt out? Neurodivergent students make up 15 to 20 percent of the education systems population, but with many of these students showing signs of an “Invisible disability” such as ADHD, autism and dyslexia, they are left receiving little to no help by the school and government. Following the release of the “The Illusion of Inclusion” report by the Education Hub, I speak to Senior Lecturer of Critical Studies in Education, at the University of Auckland, Dr Jude MacArthur, about the funding disparity for neurodivergent students which places them at a considerable disadvantage.

With all the issues stemming from online learning, research has found a benefit. Charles Darwin University has found that online learning can increase a student's short and long-term memory by improving their cognitive capability. They surveyed 482 students studying an accountancy degree between 2020 and 2021, and found students faced difficulties learning, overwhelming students and increasing their cognitive load. Dr Nina Hood, founder of the Education Hub, told Mike Hosking that the situation isn't cut and dry, and there are a few reasons to be sceptical about this study. She said that while there definitely are benefits to online learning, it doesn't necessarily mean it'll be the same quality as in person learning, and it also depends on the subject being taught. Despite a record number of children leaving home schooling, numbers are still higher than pre-pandemic levels. Education Ministry figures show 2,286 children exited home schooling last year. More than half of those leaving had been learning from home for less than a year. Total homeschool numbers remain above 10,000. The new government's making an hour each of reading, writing and maths compulsory at years zero to eight. Next term schools will be required to have cellphone policies in place -- but it's expected most schools will implement them this term. Education Hub founder Nina Hood told Tim Dower it's important students spend time every day on those subjects -- but it's more about the quality of instruction happening in that time. Reading Recovery support is becoming less common in schools. The number of children receiving the intensive one-on-one literacy assistance has dropped by a third over the past three years. Less than half the country's primary schools now offer the programme. Labour's new education policy is being described as a Band-Aid for a deeper problem. The party is promising two million hours of free literacy and maths tutoring for intermediate and high school students and a training fund to help teachers. An education researcher says teaching is becoming a political football, as the election draws nearer. Labour says if it wins, teachers will be required by law to use government-approved approaches for teaching reading, writing and maths. It says these subjects are already compulsory - but the way in which they're taught varies between schools. National says Labour has just pinched its "teach the basics, brilliantly" policy, which mandates primary and intermediate children to spend an hour per day on reading, writing and maths, and be tested on these twice a year. National also intends to ban cellphones in schools and Labour will introduce compulsory Financial Literacy. Meanwhile, school attendance has been falling since 2015, as has New Zealand's performance in international education rankings. As children's numeracy continues to decline, there's an argument to introduce traditional teaching methods earlier, like lining up numbers in columns. One maths consultant has been critical of the way maths is taught in schools, highlighting that a cohort of Kiwi 10-year-olds who tried to answer a simple multiple choice question in a Trends in International Mathematics and Science Study (TIMSS) test would have been better off guessing. The Government has instigated a maths action plan and a common practice model for literacy and numeracy. It's also giving schools a temporary alternative to new online literacy and numeracy tests that many teenagers have found too hard. The devil will be in the detail of how National's plan to overhaul the curriculum would be enacted. The party's policy includes requiring schools to do at least an hour a day of reading, writing and maths and standardised tests twice a year from years three to eight. Are our children failing, or is the education system failing them? National's revealed it will rewrite the school cirriculum if it gets into government. It follows recent pilot NCEA tests of year 10 students where pass rates were as low as 34 percent in writing and 56 percent in maths. New Zealand students have also been slipping in international test rankings. Meanwhile the government is already reviewing the curriculum, with a literacy and maths strategy being developed over the next couple years. Former teacher, Dr Nina Hood, is the founder of Education Hub. She talks to Lisa Owen.
Schools are concerned over the results of a trial of new NCEA literacy and numeracy tests. In June, year-10 students trialled the tests, which are due to become compulsory from 2024. Principals spoken to by RNZ say pass rates for the writing test were as low as zero, while in numeracy, some schools had pass rates below or about 50-percent. Overall results from the June trial of the online tests are expected to be published later this month, but a smaller trial last year saw failure rates of two-thirds for writing and one third for both reading and numeracy.
