Le président du Conseil présidentiel de transition, Leslie Voltaire, a lancé un cri d'alarme et demandé de l'aide aux pays de la région lors du sommet de l'Alliance bolivarienne pour les Amériques (Alba). Le n°1 de l'exécutif haïtien est intervenu samedi dans un court message vidéo adressé aux membres de l'Alba, composée du Venezuela, de Cuba, de la Bolivie, du Nicaragua, ainsi que de la Dominique, d'Antigua-et-Barbuda, de Saint-Vincent-et-les Grenadines, de Saint-Kitts-et-Nevis, de Grenade et de Sainte-Lucie. « Nous demandons, a lancé Leslie Voltaire, l'aide de nos frères de l'Alliance bolivarienne pour les Amériques. Une aide pour la sécurité de notre pays, mais aussi une assistance alimentaire. Parce qu'il y a 6 millions d'Haïtiens qui meurent de faim en cette période de Noël. »La situation la plus alarmante concerne les milliers de déplacés internes contraints de fuir leurs maisons à cause de la violence des gangs. Regroupés dans des camps de fortune à Port-au-Prince, ces hommes, femmes et enfants luttent pour leur survie. Se nourrir à sa faim n'est plus un droit fondamental, mais un luxe qu'une grande partie de la population, ne peut plus s'offrir, relate notre correspondant en Haïti, Peterson Luxama. « La situation est incroyable ici, déplore Steeve Fleuranfils, l'un des responsables du camp de fortune installé dans l'ancien local du lycée Marie-Jeanne de Port-au-Prince. Les gens crèvent de faim, ils ne vivent pas. Avant-hier, un enfant fouillait dans les poubelles pour trouver de quoi manger. Quand nous sommes allés sur place, nous l'avons vu se nourrir des téguments d'haricots trouvés dans les ordures. Nous sommes allés à la rencontre de sa mère, elle nous a dit qu'elle aurait fait pareil si la honte ne l'avait pas retenue, car elle a faim aussi. »Selon le dernier rapport du Programme alimentaire mondial (PAM), près de la moitié de la population haïtienne, soit 5,4 millions de personnes, souffre de faim aiguë. Et plus de deux millions d'entre elles se trouvent en situation d'urgence alimentaire, selon la Coordination nationale de la sécurité alimentaire, qui se dit profondément préoccupée par la situation. L'agronome Harmel Cazeau, coordonnateur de cette structure, tire la sonnette d'alarme.« L'ensemble des indicateurs montre que la situation est grave, surtout pour les enfants, les femmes allaitantes et les personnes âgées, déjà en situation de malnutrition. Ils ont dépassé le seuil d'alerte de 10 % fixé par l'OMS. Dans les sites de déplacés, entre 24 % et 25 % des personnes, principalement des enfants, sont en situation de malnutrition. Il faut qu'il y ait des réponses d'urgence pour apporter un soulagement face à cette situation. Une réponse qui s'étende non seulement à court terme, mais aussi à long terme, avec des actions structurantes. Les déplacés dans les camps de fortune doivent figurer parmi les priorités absolues, car cette catégorie de personnes vit dans des conditions presque inhumaines et exécrables. On ne doit pas les négliger ni les laisser sans assistance. »Reportage de Peterson Luxama à retrouver dans son intégralité dans l'édition du jour.Drones : vent de panique aux États-UnisDepuis quelques semaines, de mystérieux drones sont apparus dans le ciel américain, en particulier sur la côte est du pays, dans le Connecticut, à New York, et surtout dans le New Jersey. Tout a commencé à proximité de bâtiments militaires : un membre du personnel a d'abord affirmé avoir aperçu un drone, puis des centaines de personnes ont assuré en avoir vu, à leur tour, dans tout l'État.Des photos, des vidéos circulent sur les réseaux sociaux, et l'affaire prend tellement d'ampleur qu'un aéroport situé au nord de la ville de New York a même dû fermer ses pistes vendredi par mesure de sécurité. Le problème, nous raconte notre correspondante à New York Carrie Nooten, c'est que depuis un mois, les autorités n'arrivent pas à localiser ou identifier ces drones, et que sans information, forcément, les rumeurs les plus folles se font entendre.Il est très difficile pour les Américains de concevoir que l'armée américaine puisse ne pas être au courant. Ça les angoisse, forcément, et ça rend les élus locaux nerveux – le golf de Donald Trump dans le New Jersey est ainsi désormais zone interdite de survol. Et parfois, ce phénomène fait échafauder aux élus des hypothèses sans preuves, comme celle du représentant républicain du New Jersey, Jeff van Drew. « L'Iran, assure-t-il sans avancer le moindre élément à l'appui de son affirmation, a lancé un vaisseau-mère qui contenait ces drones, il y a un mois probablement. »Ce qui n'arrange rien, c'est que l'administration Biden affirme que ces drones ne représentent pas de danger, mais se montre incapable d'en dire plus, à l'image du porte-parole à la Sécurité nationale, John Kirby, pour qui la Maison Blanche « n'a aucune preuve pour le moment que les observations de drones signalées constituent une menace pour la sécurité nationale ou la sécurité publique, ou ont un lien avec l'étranger. »À lire aussiÉtats-Unis : des drones non identifiés créent l'inquiétude, les autorités tentent de rassurerLe département de la Sécurité intérieure et le FBI enquêtent sur ces observations et travaillent en étroite collaboration avec l'État et les forces de l'ordre locales pour fournir des ressources, en utilisant de nombreuses méthodes de détection pour mieux comprendre leur origine, grâce à des technologies de détection électronique très sophistiquées fournies par les autorités fédérales.Les informations sont diverses, mais décrivent pourtant des engins de la taille d'une voiture qui volent pendant plus d'une heure et sont capables de passer en mode furtif, dans le noir total.Le FBI a reçu plus de 5 000 appels de personnes qui en auraient vu – mais seulement une centaine semble crédible. Les autorités fédérales analysent les images partagées ou reçues. Elles les ont croisées aussi avec les plans de vol des avions des environs. Et John Kirby explique que, pour l'instant, il est impossible de confirmer les observations visuelles.« Après examen des images disponibles, il apparaît que bon nombre des observations sont en fait des avions pilotés et exploités légalement. Les garde-côtes américains ont patrouillé le long de l'État du New Jersey et ont confirmé qu'il n'existe aucune preuve d'une quelconque implication de navires côtiers basés à l'étranger. »Ce que révèle surtout toute cette histoire, conclut Carrie Nooten, c'est un décalage de partage de compétences : les autorités locales n'ont pas les moyens technologiques ni les autorisations pour enquêter, et les autorités fédérales manquent de réactivité pour des évènements si locaux et ponctuels.Un phénomène qui dépasse le stade de l'anecdote« On serait tenté d'ignorer tout ça, sauf que plein de théories se baladent et que des millions de personnes pourraient y croire, tacle le Wall Street Journal. C'est le monde dans lequel on vit, nous dit le grand quotidien économique de New York. Et désolé d'insister, mais ça ne vient pas seulement, je cite, des cinglés et des adeptes de la théorie du complot : l'administration Biden a laminé sa crédibilité au point qu'il devient rationnel de ne pas croire ce qu'elle raconte. Souvenez-vous, poursuit le WSJ, du ballon-espion chinois, au début ce n'était rien du tout. Et puis, on a fini par le faire exploser au-dessus de l'Atlantique. Sans parler de cette Maison Blanche qui, pendant des mois, a dissimulé la vérité au sujet de la santé mentale et physique déclinante de Joe Biden. Ou bien du gouvernement pendant la période Covid qui a tenté de censurer les hypothèses alternatives au confinement. Bref, conclut le journal, moins les Américains font confiance aux autorités, plus la panique et les manifestations deviennent possibles. Le gouvernement fédéral devrait préciser avec bien plus de détails au Congrès et à la population ce qu'il se passe vraiment.
