Sometime in spring, the United Kingdom is scheduled to withdraw from the European Union under the withdrawal notice it gave under Article 50 of the Treaty of Lisbon. On November 4, 2019, the United States (under the administration of Donald Trump) is set to give notice that it will withdraw from the Paris Climate Change Accord one year later. In November 2019 the dispute resolution mechanism of the WTO will terminate effectively unless the US agrees to re-appoint a judge of the Appellate Body. These events may be seen as signaling a decline in leading states’ commitment to multilateralism and a growing preference to bilateralism. The Trump administration has clearly asserted its preference for bilateral deals while dismissing international organisations as taking advantage of US generosity. China also seems to prefer alternative groupings outside existing multilateral organisations. In October 2007, during its ascent to global power, China declared FTAs to be its basic international economic strategy. America’s disengagement from multilateralism did not prompt China to fill the void by reinforcing existing multilateral bodies with global reach. Instead, its Belt and Road Initiative (BRI) and its regional security arrangements are modelled on the “hub and spokes” pattern, an architecture that allows it to tightly control its numerous partners and limit the application of existing standards and mechanisms. Famously, it ignored the UNCLOS arbitral award on the South China Sea in 2016. Perhaps to confront the risk of two superpowers busy dividing and ruling the rest, other countries have sought to preserve the minilateral institutions (eg the CPTPP) and utilise existing multilateral mechanisms (WTO reforms, UNCLOS conciliation and arbitration, OPCW attribution mechanism, etc.). In this workshop we wish to address the uncertain future of multilateralism in light of the prospective withdrawals and resurgence of bilateralism. We wish to discuss motivations, prospects, and implications for domestic and international law. This one day workshop seeks to reflect on the questions. In particular we wish to address the following questions: Panel I: The Domestic and International Legal Issues Surrounding US withdrawal from the Paris Climate Accord and Revising the WTO Since 2017, the Trump Administration has announced its withdrawal from a host of bilateral and multilateral arrangements, including the Paris Climate Agreement; the Joint Comprehensive Plan of Action (JCPOA or Iran Nuclear Deal); the U.N. Educational, Scientific, and Cultural Organization; the Global Compact on Migration; the U.N. Human Rights Council; the Trans-Pacific Partnership (TPP); the 1955 Treaty of Amity, Economic Relations and Consular Relations with Iran; the 1961 Optional Protocol to the Vienna Convention for Diplomatic Relations on Dispute Settlement; the Universal Postal Union Treaty; and the Intermediate Nuclear Forces Treaty. This panel will address the following questions, among others – Is the Trump Administration aberrational, or are we witnessing the culmination of a long-term trend of U.S. withdrawal from multilateralist institutions? To what extent has the Trump Administration applied tactics first adopted by prior administrations: e.g., blocking reappointment of members of the WTO Appellate Body? What constraints do U.S. and international law place upon blanket unilateral presidential withdrawal from all disfavored organizations? Panel II: The Domestic and International Legal Issues Surrounding China’s “Hub and Spoke” Strategy This panel will address the following questions, among others – Is China accepting the existing multilateral legal rules and mechanisms in economic and non-economic areas? Is China deviating from international standards (including with respect to ISDS) in its various legal arrangements under BRI? Is China deviating from UNCLOS in the South China Sea, including through bilateral COC negotiation? Panel III: The Future of Rule-Based Global Governance through International Institutions: Limits and Potential What are the prospects for international institutions to reclaim multilateralism through concerted action, or through insistence on multilaterally binding norms? Hi everyone, If you are interested in upper body BFR training, then this episode is jam packed full of information that has something for everyone. With gains in muscle strength and size the possibility of increasing frequency of training has merit. Therefore the study I review today looked into performing twice daily bench press at 30% of 1RM for 2 weeks. Yasuda, Tomohiro, et al. "Effects of low‐intensity bench press training with restricted arm muscle blood flow on chest muscle hypertrophy: a pilot study." Clinical physiology and functional imaging 30.5 (2010): 338-343 Two weeks of bench press training led to a significant increase in 1RM bench press strength in BFR. Triceps and pectoralis major muscle size increased 8% and 16% respectively. A control group who performed the same routine but with no BFR showed no change in strength or size. The group of males studied weren't well strength trained. Therefore protocols that work well for recreationally trained people may not be as effective in well-trained athletes. Typically in athletes, they need higher-load lifting in their strength routines. So as a comparison I thought I'd give this a go with a few major alterations. I also use my results and experiences as a comparison through the article review. In "how you do BFR" I interview Jordan Desbrow who is an S&C coach at the Qld Academy of Sport. Jordan recently has a shoulder reconstruction and used BFR in conjunction with an upper body stregthening program prior to his operation. The results he got in 8 weeks were fantastic with quite a simple program. There were other benefits that he experienced during the training program so make sure you listen in. Tomohiro Hagiwara from the Tokyo based Aquabit Spirals company talks about their new product Smart Plate, an IoT connected card which delivers digital content to smartphones, directly. The actual plates connect, through an application, to the mobile which means the user can change the content on the fly. He explains how retailers in Japan -where real estate is very expensive and inventories are costly- prefer to create product showrooms, with a visual display or a single number of the item for customers to touch and feel, use Smart Plates for consumers to scan and buy. Ana's birthday has come and gone - a more festive time out than she'd thought it would be (still I was hoping for more but as these things go I am always more optimistic than is reasonable). The night began with a re-visit to the Tea Lounge in Park Slope, a gathering and launch off point for the various parties who I had hoped would congregate there before setting off to trip the light retrotastic at the Culture Club. Such was not to be the case - as ominously a Fleetwood Mac CD (Greatest Hits, I do believe) had gotten stuck in an infinite loop and everyone was subjected to two hours of breathless early 80's pap. Due to time constraints Fleetwood Mac will not be represented in this podcast. When complaints were lodged with the staff the music quickly got shuffled around to the likes of Modest Mouse - here freely intrepreted in a nice piece by World Famous Audio Hacker. The highlight of the first phase of the night was the presentation of the video compilation done by our friends back in Portland. A lot of good memories and sad nostalgia got built up and released by this singularly awesome reminiscence. This kernal of solid awesome is represented here by our friends doing a birthday ballad to Ana, a fine little track that is a bit more coherent than anything I've ever done. The fun continued with a surprise visit from super-student Tomohiro. Luckily enough he is a conspicous character, and was quickly besieged by the family of English teachers and their various lessons of puppy and "hanging in there". Tomo is here represented by Hifana a not to be missed breakbeat group that I have featured before. It was due to Tomo that I myself was introduced to their fiery tempo of heavy breaks. Be sure to check out their incredible video over here. When we finally did set out it, wasn't to any high-falutin' Manhattan culture hole, but a half-block down to the Union Hall! A Brooklyn Birthday entirely contained in the space of a football field. Upon entry to the Home of the Park Slope Famous Bocci Ball Courts, we got a the first taste of the retro back pedalling that is a bar playing the Clash's Rock the Casbah. Here to keep the feeling alive I've replaced the original with the mildly modified Rythm Scholars version. The downstairs dance floor was awash with the solid dance tracks of the obscure, which unfortunately I could not find representatives for, such as a track from the Mo'Wax label I couldn't place but know I've heard before, a track from Hot Butter, and many more. Great Fun was had by all and is here represented Blondie's "Heart of Glass", The Beastie Boys "So Whatcha Want", a clip from Grant Stetski, and Belle and Sebastian's "We are the Sleepyheads". Incredibley of those four songs - three were played on the dance floor but the one that was not is actually the most dance dance song of them all. To clarify, yes I shook it like I made it to the intermitentment beats of Belle and Sebastian. Rounding this all out is a bit of primal scream therapy from Aa the tribal electro punk outfit from (drum roll) Brooklyn. Nothing like a soul shattering mournful yelp to express the rightful existential quagmire that are birthdays. Thanks for having another year on Earth with me Babe - we'll try our best to keep this all together.
