Earl Blumenauer is one of the longest-serving elected officials in Oregon history – if not the longest. He first won election to the Oregon House of Representatives in his early 20s, and over the course of five decades went on to serve on the Multnomah County Commission, Portland City Council and, most famously, for nearly 30 years representing Portland in Oregon’s 3rd Congressional District.In that time, Blumenauer has stood out for any number of reasons: his bow tie, his enthusiasm for bicycles, and his passion for cannabis legalization to name a few. But now he’s saying goodbye to public office, and looking forward to a role helping his hometown find its feet.Blumenauer came into OPB on December 13 to chat with reporter Dirk VanderHart. On Monday, U.S. Rep. Earl Blumenauer announced he will not seek reelection next year after serving nearly 30 years in Congress. In a statement released by his office, he pledged to continue “championing livable communities starting right here in Portland and being a resource and a partner for the next generation.” The Democratic lawmaker from Portland was first elected to Congress in 1996, the same year he founded the Congressional Bike Caucus which has grown to include 130 members. In 2017, he helped launch the Congressional Cannabis Caucus which successfully lobbied recently to end the prohibition on using federal funds for cannabis research. Rep. Blumenauer joins us to talk about his legislative priorities and his decision to retire amid the recent election of a new House speaker and the threat of a government shutdown next month.

One of those bills would also help recruit and train poll workers, and provide financial support for administering elections.Last week, U.S. Senator Ron Wyden and U.S. Representative Earl Blumenauer, both from universal vote-by-mail state Oregon, introduced the Vote at Home Act. Oregon has conducted every election by mail since 2000. The legislation automatically registers citizens to vote when they obtain or renew driver's licenses, makes mail-in options available to all voters, and requires pre-paid envelopes to return ballots. Voting by mail reached 50% during the pandemic-impacted 2020 election, up from 25% in 2018. In last fall's midterms, despite a massive disinformation campaign to discredit it, mail-in voting was still 35% of the ballots cast, an indicator that voters liked the convenience of “kitchen table” voting. Reintroduced by U.S. Senator Amy Klobuchar last week was the Sustaining Our Democracy Act, which would increase access to mail-in voting AND early voting. It also provides funding for recruiting, training and protecting poll workers, modernizing election equipment, and improving cyber security. The legislation will encourage research on marijuana and its potential benefits by streamlining the application process for researchers and removing FDA barriers according to Congressman Blumenauer. The letter opens stating that, This one-page technical assistance, which took your agency nearly four months to provide in response to our request, is simply a reformatting of a document provided to Congress over two years ago. Reps. Kathleen Rice (D-NY), Morgan Griffith (R-VA), Angie Craig (D-MN) and Dan Crenshaw (R-TX) were the congress members behind the writing of the letter. Rep. Earl Blumenauer (D-OR) has proposed that the drug testing standards for the workforce undergo changes. Noting the recent rail strikes that have been averted, he notes that the job has a requirement of specialized skills, but a job pool shrunk by drug testing requirements. These are requirements that place qualified candidates out of the running for job positions over items they ingested up to six weeks prior to a test. This also gets qualified workers disqualified from continuing with a job by drug test, when they were not intoxicated or consuming on the job. “A lot of these shortcomings in terms of the supply chain are that people do not qualify for the jobs because they've used marijuana sometime in the last six weeks, which doesn't affect their ability to do their job, but it throws them out of the consideration,” Blumenauer said. On Thursday, House members introduced legislation that would set a nationwide goal of achieving a 100 percent clean energy economy by 2050. The congressman says diving into the issue of cannabis in the 1970’s was fascinating. He didn’t and doesn’t understand the notion of criminalizing something not harmful. He describes it as lunacy. He was there when Oregon was the very first state to decriminalize cannabis and he continues to fight for complete legalization through the newly formed Cannabis Caucus. The congressman discusses banking for cannabis, cannabis taxation through 280E and the fact that we ought to stop the roadblocks to cannabis research. The cannabis caucus is working on all of these issues and more.
