Van Tilburg naar Breda reizen? Of van Oss naar Den Bosch? Je kunt het je nu bijna niet voorstellen, maar dat was ruim 100 jaar geleden echt niet makkelijk. Daar komt verandering in door de komst van de bus. In deze podcast stap je in bij buschauffeur Robin Aarts, die achter het immense stuur zit van een Zuidooster uit 1962. Robin loodst je letterlijk en figuurlijk door de geschiedenis van de bus. En hij vertelt hoe reizen in Brabant voor altijd veranderde. Want rond de vorige eeuwwisseling hangt er verandering in de lucht. Eén daarvan is op het gebied van openbaar vervoer. Absolute koploper van de nieuwe vervoermiddelen is de bus. De bus vergroot letterlijk de leefwereld van onze Brabantse (over)grootouders. Robin is in het dagelijks leven buschauffeur en één van de enthousiaste krachten achter Stichting Veteraan Autobussen; een stichting die historische autobussen bewaart, restaureert en laat rijden. En vandaag is Robin met de Zuidooster 6778 uit 1962 naar het BHIC gereden. Een prachtexemplaar: een DAF van 12 meter lang, mintgroene bovenkant, strakblauwe onderkant, en twee vriendelijke ronde lampen aan de voorkant. Stap maar in! Een wc delen met 20 huishoudens of met een groot gezin in één kamer wonen. Niet eens zo heel lang geleden wonen veel arbeiders in Brabant in erbarmelijke omstandigheden. In deze podcast nemen we je mee terug naar de vorige eeuw, en gaan we op zoek naar de woonomstandigheden van veel van onze grootouders. We nemen een kijkje in Brabantse steden waar hele wijken bestaan uit krotten of huisjes die onbewoonbaar zijn verklaard. Margot bespreekt in Vondst van de Maand een brief waarin de “Heeren Burgemeester en Wethouders van Cuijk” een gezin een woonplek toewijzen in… een lijkenhuisje op de begraafplaats in Cuijk. Voor BrabantinBeelden beschrijft Mathilde een ogenschijnlijk onopvallende foto van een klein vervallen huisje. Maar het blijkt dat nu juist deze foto over dat huisje warme herinneringen roept bij veel mensen uit Cuijk. Als de Stem uit het Verleden hoor je hoe J. van Lith, technisch ambtenaar van het Bouw Woning en Welstandstoezicht Oss, de toestand van een huis in Geffen in 1948 vastlegt. "De muren zijn slecht, de zoldervloer is totaal versleten. Dak lekt op diverse plaatsen. Het gezin dat hier woont, bestaat uit man en vrouw en tien kinderen, 7 jongens en 3 meisjes tussen 18 en 5 jaar." Daniël van den Brink van de Koningstheateracademie in Den Bosch draagt de brief voor. Jos Neomagus leidt ons Op het podium rond armzalige wijken van grotere steden waarbij we meer inzicht krijgen in de krotten en sloppen waarin massaal wordt gewoond. In Old Case, Cold Case gaan Christian en Marilou terug naar de zitting van 1902, naar het moment dat advocaat Pels Rijcken de alibi van de koster onderuit haalt. En hij stelt dat de rol van de pastoor nader zou moeten worden onderzocht. En wat blijkt? Er zijn genoeg getuigenissen die aantonen dat het blazoen van de pastoor niet geheel zuiver lijkt. Maar Pels Rijcken gebruikt deze verklaringen niet. Wat is daarmee aan de hand? Anton stapt voor zijn Blik uit het BHIC op de fiets en rijdt als het ware rond door de geschiedenis van de woningbouw, en stapt even af bij de betonwoningen in Den Bosch. Voor de allereerste vrouwelijke burgemeester van Nederland moeten we terug naar 1946, naar het Brabantse Oost-, West- en Middelbeers. Truus Smulders-Beliën volgt haar echtgenoot op die eerder in een Duits kamp overlijdt. Maar dat betekent niet dat zijn vrouw als vanzelfsprekend in zijn voetsporen treedt, integendeel zelfs. Over deze moeder der Beerzen maar Haags lastpak, de schrik op de weg in haar DAFje, praat Commissaris van de Koning Ina Adema. En deze CdK licht toe hoe het nu zit, met vrouwelijke burgemeesters in Brabant (en héél bijzonder: je hoort de stem van Truus zelf!) Margot bekijkt in Vondst van de Maand de sollicitatieprocedure van Truus Smulders en ziet hoe zij 14 mannen achter zich laat. In de nacht van zaterdag 31 januari op zondag 1 februari 1953 veroorzaakt een zware storm in combinatie met springtij een watersnoodramp die grote delen van het zuidwesten van ons land onder water zet. Het water overspoelt ook uitgestrekte stukken van West-Brabant. Van de ruim 1800 slachtoffers vielen er zo'n 254 in onze provincie. In deze podcast belichten we de Brabantse kant van de grootste Nederlandse natuurramp sinds tijden. Margot heeft als Vondst van de Maand een speciale oorkonde die het personeel van Jansen de Wit uit Schijndel kreeg vanwege het grote bedrag dat zij bijeenbrachten voor de slachtoffers van de ramp. These stories were initially told and propagated orally, with evidence of Minoan and Mycenean bards singing songs of Gods and heroes way back in the 18th century BC. Pictorial depictions of these tales were popular too, featuring prominently in vase paintings and decorations.The first story we recount today is that of Pygmalion, which is a tale of a prominent King and sculptor of Cyprus. La unicameralidad ganó con el 83% de los votos. Entonces, ¿por qué seguimos teniendo un Senado y una Cámara de Representantes? La historia es compleja, pero en este episodio intentamos resumirla. Uno baja el cristal y se goza el viento en la cara. Primero, huele a “hamburger'' y después a salitre. Es todo nostalgia de la buena, hasta que empieza a asomarse el Capitolio. Y seguramente, no es una sensación nueva, pero en estos últimos años, el descontento con todo lo que se asocie a la legislatura se ha sentido con mayor intensidad. No es para menos. Hemos tenido guerras de poder, salarios exorbitantes, empleados fantasmas y esquemas de corrupción, con arrestos federales incluidos. Tenemos un sistema bicameral: un Senado y una Cámara de Representantes. Un presidente en cada cuerpo. Y un andamiaje con directores ejecutivos, asesores, ayudantes especiales, secretarias confidenciales, trabajadores de campo, coordinadores intergubernamentales, oficiales de protocolo, supervisores de café, choferes, fotógrafos, oficinas de base de fe, oficinas de distrito, oficinas de enlace, oficinas en Washington.Y podríamos seguir. Para algunos, tenemos un sistema efectivo de doble examen. Para otros, un monstruo de dos cabezas. INTRO Cuando se habla de unicameralidad en Puerto Rico, lo que muchas personas recuerdan es que, hace unos años, hubo un referéndum donde el pueblo favoreció esa alternativa, pero después no se hizo nada al respecto. Hay algo de eso, pero la historia no es tan simple y el debate se viene arrastrando desde mucho antes. En el 1917, la Ley Jones organizó el poder legislativo de Puerto Rico en dos cámaras: El Senado y la Cámara de Representantes. Cuando la Asamblea Constituyente estaba redactando la nueva constitución del Estado Libre Asociado a principios de la década del ‘50, una de las cuestiones más controversiales fue la de determinar si el poder legislativo se organizaría en una o dos cámaras. Así consta en los documentos históricos. Esa asamblea recibió un informe de la Escuela de Administración Pública de la UPR que recomendó el sistema legislativo unicameral. Hubo tres proposiciones distintas para organizar la Asamblea Legislativa en una sola cámara. Pero al final, prevaleció la voluntad de Luis Muñoz Marín y se adoptó el sistema bicameral. El tema de la unicameralidad se ponía de moda cada cierto tiempo. En el 1995, el gobernador Pedro Rosselló decidió crear una comisión especial para estudiar la conveniencia de una legislatura unicameral. Norma Burgos era la secretaria de Estado en ese momento y presidió los trabajos. Norma Burgos: “La comisión especial recomienda la transformación de la Asamblea Legislativa de Puerto Rico de bicameral a unicameral”. Los miembros de la comisión avalaron la unicameralidad de manera unánime. Ahí quedó estampada la firma del entonces secretario de Justicia, Pedro Pierluisi, en favor de una sola cámara. Rosselló recibió el informe. Norma Burgos: “Él aceptó todo lo que recomendó el estudio. Cogió un tiempo para leerlo, nos citó y nos notificó que aceptaba todas las recomendaciones”. Se presentaron varios proyectos de ley, pero todo se colgaba en la legislatura. Norma Burgos: “Muchos de ellos era el temor a que si esto se implantaba, como es menos miembros, en esta unicameralidad van a ser menos miembros, en la propuesta básicamente eran como 51 por todo en la legislatura unicameral. Perdían su silla”. No fue hasta el 2004, cuando el cuatrienio de Sila Calderón estaba a punto de terminar, que se aprobó una ley para celebrar un referéndum sobre la unicameralidad. En las elecciones de ese año, Aníbal Acevedo Vilá ganó la gobernación para el PPD, pero el PNP dominó la legislatura. Teníamos un gobierno compartido. Hubo intentos de cancelar el referéndum, pero Acevedo Vilá insistió. El movimiento popular a favor de la unicameralidad cobraba fuerza. Adolfo Krans fue portavoz de una de las campañas. Adolfo Krans: “Hubo un respaldo de todos los sectores. Personas activas del PNP. (...) El mejor eslogan de la unicameralidad lo acuñó el Partido Independentista: A menos perros, menos pulgas”. El 10 de julio de 2005, los puertorriqueños salieron a votar. Si ganaba la unicameralidad, se interpretaría como un mandato a la Asamblea Legislativa para celebrar un segundo referéndum de enmienda constitucional el 9 de julio de 2007. 456,267 electores votaron a favor de un cambio. La unicameralidad ganó con el 83% de los votos. Pero la participación fue sumamente baja. Solo el 22% de los electores inscritos participaron del referéndum. El hecho de que no se haya celebrado junto a elecciones generales, probablemente, tuvo que ver. Kenneth McClintock: “Pero en este caso fue menor todavía porque sabían que no tendría absolutamente ningún efecto. Si ganaba la unicameralidad, se quedaba la bicameralidad. Si ganaba la bicameralidad, se quedaba la bicameralidad”. Kenneth McClintock era el presidente del Senado en ese momento y todavía hoy se refiere a ese referéndum como una “encuesta glorificada”. El entonces presidente de la Cámara, José Aponte, sostiene lo mismo. José Aponte: “¿Prefiere un sistema unicameral sí o no? Y sin embargo, no se le explicaba al pueblo cuál iba a ser la forma, la composición”. La pregunta era vaga, no había detalles. Tanto Aponte, como McClintock, señalaron que lo que sucedía tras bastidores con los políticos del PPD era muy distinto a lo que estos decían ante el pueblo. José Aponte: “Privadamente, decían que no estaban de acuerdo. Pero eso era una posición del partido y ‘yo no me voy a echar en contra en este momento al Gobernador'”. Kenneth McClintock: “Nadie se sentó conmigo para que lo apoyáramos o para que dejáramos libres a los miembros de la delegación para que el que quisiera votar a favor, pudiera votar a favor”. Fue así desde el principio, no hubo un esfuerzo para conseguir los votos del PNP. Era como si los mismos populares, que decían apoyar la unicameralidad, quisieran que la consulta fracasara. Y quizás esto explica por qué Aníbal Acevedo Vilá no quiso hablar con nosotras sobre este tema. Gastaron $3.6 millones de dólares en un referéndum a medias y, para colmo, a pesar de estas palabras… Archivo Aníbal Acevedo Vilá: “Tienen que respetar la voluntad del pueblo. Por eso yo he dicho que voy a estar ahí, impulsando de la forma que pueda que esta votación sea respetada por la Asamblea Legislativa”. No se defendió el mandato del pueblo. La legislatura arrastró los pies con el asunto. Decían que no había tal mandato, debido a la baja participación en el evento. Los partidarios de la unicameralidad hicieron campaña pidiendo que se respetara el voto. Eventualmente, el Senado aprobó un proyecto de ley de unicameralidad, pero este fue rechazado por la Cámara. El pleito fue a tribunales. Adolfo Krans: “Y llegó el momento en que no nos aceptaron el mandato y después de concluida la gestión con el Tribunal Supremo, se desbandó. Frustrada la gente, todavía me sacan el tema”. Adolfo Krans se refiere a la determinación del Supremo de que no podía forzar a la Asamblea Legislativa a iniciar un proceso de enmienda constitucional para establecer un sistema unicameral. Eso, obviamente, le quitó fuerza al movimiento. El profesor de Derecho, Julio Fontanet, era en ese entonces el portavoz de la campaña “Unidos por una sola cámara”. Julio Fontanet: “Cuando hubo las elecciones del 2008, Luis Fortuño descartó la unicameralidad. Fue el único candidato que apoyaba la bicameralidad y ganó abrumadoramente, por lo que eso realmente tuvo un efecto bastante desmotivador para todos aquellos grupos que favorecían la unicameralidad”. Otro intento había quedado en nada. Luis Fortuño era ahora el gobernador y tenía sus razones para no actuar sobre el referéndum que se había celebrado tres años antes. Luis Fortuño: “Número uno, que la votación de 2005 no había sido lo que debió haber sido una enmienda constitucional. Había sido realmente una votación como hicieron la del puente de Vieques, ¿cómo te sientes?” Fortuño llegó con otra idea. Luis Fortuño: “En realidad lo que la gente quería era reducir el tamaño de la legislatura. Y de ahí surgió un compromiso en el programa de gobierno de que íbamos a reducir significativamente el tamaño de la legislatura”. En el 2012, se llevó a cabo una votación para reducir el número de escaños en la legislatura. Ganó el “no”con 54%, los electores rechazaron el cambio. Otra vez, lo que sucedía tras bastidores, era muy distinto a lo que veíamos en público. Luis Fortuño: “Había personas en los dos partidos principales, PNP y PPD, que aunque quizás decían en los medios que estaban a favor, yo sé que hicieron campaña en contra cuando iban a su pueblo. (...) Pues esa es la política, ¿verdad? ¿Qué vamos a hacer?” Fortuño dice que era como el juego de las sillitas musicales. Era inevitable que algunos de los legisladores se quedaran de pie… o sea, sin silla. Pero si Fortuño, y otros, estaban dispuestos a reducir considerablemente el número de legisladores, ¿por qué se oponían a la unicameralidad? Pues porque no es lo mismo. Además, pesaba la misma razón por la que Muñoz Marín se había opuesto en el ‘52. El temor a un presidente legislativo con demasiado poder. Así lo ve Aponte. José Aponte: “A mí me encantaría ser el presidente en un sistema unicameral. El poder que tiene ese presidente de ese parlamento es extraordinario y casi podría estar gobernando desde la legislatura”. Fortuño describió a esa figura. Para algunos, ese legislador podría parecerse al presidente del Senado, Thomas Rivera Schatz. Luis Fortuño: “Si tú tienes una sola cámara y de momento el presidente o la presidenta de esa cámara quiere retar al gobernador o la gobernadora, es enemigo político del gobernador o la gobernadora, tendría un poder político extraordinario para parar cosas y exigir cosas”. Contra la unicameralidad, también se han levantado argumentos de baja representatividad. Es decir, menos legisladores se traduciría a menos sectores de la población que van a ser representados. En el sistema bicameral actual, las mujeres seguimos subrepresentadas. Natalie Caraballo, directora de Proyecto 85, una organización que promueve la representación equitativa de las mujeres en puestos electivos, cree que hay que prestarle atención a esto antes de pensar en un cambio. Natalie Caraballo: “Por ejemplo, en el Senado, solamente hay cinco senadoras de 30 escaños. En la Cámara de Representantes solamente hay siete representantes de 51 escaños. (...) A la luz de contemplar una unicameralidad o un solo cuerpo legislativo, verdaderamente me preocupa si una reducción de legisladores y legisladoras también se vaya a ver impactado en términos de representación. (...) Necesitamos representatividad a base de género, representatividad racial, cómo luce la representatividad para la comunidad con diversidad funcional, para las comunidades LGBTIQA+”. La mayor virtud del sistema bicameral, de acuerdo a sus defensores, es el contrapeso que produce y la posibilidad de que haya doble examen o cotejo. A veces, una medida polémica se aprueba en el Senado, pero luego se derrota en la Cámara. Y viceversa. Supuestamente, eso promueve el debate y fomenta mejor legislación. Pero el representante del PIP, Denis Márquez, sabe lo que hay dentro de la olla. Denis Márquez: “Un ejemplo patético de la bicameralidad: los comités de conferencia. Eso es un soberano fantasma. Eso no existe. Eso de que ambos cuerpos se unen para discutir sus diferencias… eso es básicamente en una oficina, los asesores discuten las enmiendas, o en todo caso, los presidentes de las comisiones”. Norma Burgos asegura lo mismo. Norma Burgos: “En Puerto Rico es totalmente falso. Yo estuve en la legislatura y te lo puedo probar, que no existía tal doble cotejo. (...) Mira, es falso. Yo tenía que citar, y estaba yo nada más y si acaso el presidente del otro lado de la cámara de la comisión de allá. No van. Ni van, ni te leen las diferencias”. Abordado por la prensa durante la votación del referéndum en el 2005, el exalcalde de San Juan, Jorge Santini, trajo otra teoría. Archivo Jorge Santini: “Eso es un movimiento por separar a Puerto Rico cada día más de lo que es la nación americana”. No era la primera vez que un estadista decía que la unicameralidad alejaría a Puerto Rico de la estadidad. Norma Burgos ya había escuchado esto en los años noventa. Para refutarlo, hizo la maleta y viajó a Nebraska, el único estado de los Estados Unidos que tiene una legislatura unicameral. Norma Burgos: “Las oficinas, yo vi las oficinas y me quedé en ‘shock', son oficinas bien pequeñitas. Tenían un ayudante cada uno, ni siquiera tenían insignia de sus partidos”. ¿Cómo funciona la legislatura unicameral de Nebraska? Federico Vicente trabaja en Nebraska Appleseed, una organización sin fines de lucro dedicada a la justicia social. Vive en Lincoln, Nebraska y, para nuestra sorpresa, es boricua. Federico Vicente: “Algo que hace que esa legislatura sea más efectiva que un sistema bicameral es que no hay representación de algún partido específico. Es una legislatura sin partido. (...) En este sistema, vemos gente de diferentes ideologías, que piensan totalmente diferente, trabajando juntos para pasar legislación”. Es difícil imaginar un Capitolio lleno de legisladores con convicciones, pero sin partidos. Haciendo alianzas, votando por lo que creen razonable. En Nebraska, el tener una sola cámara, no ha resultado en un Thomás Rivera Schatz todopoderoso. Federico Vicente: “El presidente tiene una función más administrativa que una función política. Él no representa una mayoría como sería en el sistema bicameral, que representaría la mayoría del partido político que está en poder”. Nebraska tiene 1.9 millones de habitantes. En su única cámara legislativa, las oficinas son pequeñas, hay pocas comisiones y poco personal. Federico Vicente: “Es un sistema donde los senadores tienen un salario anual de $12,000, donde las sesiones son cortas, una sesión dura máximo 90 días, le salva mucho dinero al gobierno. (...) El discurso de ir a un sistema bicameral, eliminar el sistema unicameral, no existe en Nebraska. Los ciudadanos del estado están contentos con este sistema”. ¿Hace falta que los legisladores estén proponiendo medidas todo el tiempo? ¿Cómo hubiera sido el Capitolio si la unicameralidad no hubiera quedado en nada? Con una competencia más cerrada por menos escaños, quién sabe, tal vez no hubiéramos tenido a María Milagros “Tata” Charbonier, acusada a nivel federal por un esquema de fraude. Y claro, también puede ser más costo-efectivo. Julio Fontanet: “Los estudios que hicimos en aquel momento hablaban de un ahorro entre $50 a $75 millones”. Aunque aún hay salarios exorbitantes y contratos cuestionables, el presupuesto de la Asamblea Legislativa ha sufrido recortes en años recientes. Este año, el presupuesto que certificó la Junta de Control Fiscal para la Legislatura fue de $95.9 millones: $24.9 millones para el Senado y $29 millones a la Cámara de Representantes. Es solo el 1% del presupuesto del gobierno. Así que, aunque indigna la manera en que es despilfarrado, el factor económico no carga el peso mayor. El representante Denis Márquez está convencido de que, simplemente, es un mejor sistema. Denis Márquez: “Una medida de unicameralidad con proporcionalidad, en donde haya realmente un debate en la legislatura, en donde todos los partidos políticos, tres, cuatro, cinco partidos políticos, tengan una participación en el proceso, eso sí crea contrapeso contra el Poder Ejecutivo”. Tocamos base con los partidos políticos para saber cuál es su postura en torno a la unicameralidad de cara a las próximas elecciones. La plataforma del PNP no incluye el tema. Y aunque dio su firma en un informe que recomendaba la unicameralidad para Puerto Rico en el 1995, Pedro Pierluisi, ahora candidato a la gobernación, ahora está a favor de que haya dos cuerpos legislativos separados para un mejor balance de poderes. En el plan de gobierno del Movimiento Victoria Ciudadana no se habla sobre la unicameralidad. Su candidata a la gobernación, Alexandra Lúgaro hizo expresiones a favor de este cambio durante su campaña como candidata independiente en el 2016. En Victoria Ciudadana, dialogaron sobre el tema, pero optaron por darle la libertad a los candidatos para decidir sobre ello una vez sean electos. En la plataforma del PPD tampoco se habla de unicameralidad y no nos dieron más detalles. Patria Nueva, el plan de gobierno del PIP, es el único que avala explícitamente la transición a un sistema unicameral. El 11 de junio de 2017 se llevó a cabo el plebiscito para la descolonización inmediata de Puerto Rico, promovido por Ricardo Rosselló. La participación fue igualmente baja que con la unicameralidad, con un 23% de los electores inscritos. No se logró la descolonización inmediata, pero ese resultado electoral se ha utilizado para exigir la estadidad para Puerto Rico. Sí, se podría argumentar que fueron consultas distintas, pero los une una campaña intensiva, una falta de entusiasmo electoral y un cuestionamiento sobre cuándo son válidos los votos. ###

American Adventure (Derbyshire, UK) Built on the site of a failed former amusement park that itself was built on a former coal mine with roots as old as the Domesday Book, the American Adventure Theme Park operated in Derbyshire, England. American Adventure Theme Park failed due to a series of poor management choices, and the site sat abandoned for a decade. The horror genre of fiction is extremely popular in today's world. Some of the horror stories that are being pushed in library reading programs today are many times gory or outright satanic. Question: is there a place for scary works of literature in a Catholic's library? Well many ghost stories are probably already there, like a Christmas Carol. In Charles Dickens' time, every big fictional author had to write at least one ghost story in order to be popular. Grimms Fairy tales are full of terrifying stories. Every time people get around a campfire, they talk about creepy things that may or may not have happened to them. Personally, I don't think there's anything wrong with a grizzly story, so long as the moral of it is clear, it uplifts you and doesn't bring to mind devilish things or despair. Again the story has to be uplifting and ideally adventurous. This is how you can captivate a young reader's imagination, especially young boy readers, who are totally misunderstood by modern people. Particularly liberal modern people. I'm going to read a story for you today that I think is a fantastic addition to any young Gentleman's library, written by the great Sir Arthur Conan Doyle: the perfect author replacement for Stephen King. This tale is more grounded in reality and when you finish it, you'll feel like it was time well spent.
