Earlier in the year, I travelled into the hills, following lines of smoke drifting down the glens. It's muirburn season, where gamekeepers like Will Curr burn old heather to encourage new growth. In his term as Chief Censor, David Shanks has overseen a time of vast change and challenges – the livestream of the March 15 terror attack, ever-evolving new technologies, online hate and misinformation. He's seen things that no one should be exposed to. David's five-year term at the Classifications Office ended on Friday and joined Francesca Rudkin to discuss his time in the role. LISTEN ABOVE 

New Zealand's chief censor, David Shanks, is stepping down from the job today after five years. It's a confronting job for anyone, and he's likely to be remembered as the man who banned the video of the Christchurch mosque attacks in 2019, shot by the killer. Shanks spoke to Susie Ferguson.

Moses Johnson, a promising Black high school athlete, gets swept up in the Chicago criminal justice system when he is arrested as a supposed gang member after an officer dies during a drug bust gone wrong. Franklin Roberts, who has promised his wife that he will retire as a public defender, takes on Johnson's case because he recognizes its potential to upend the entire Chicago judicial system, challenging the institutional racism and endemic corruption at its heart. The series was informed by deep research into the city's history, as well as the personal experiences of executive producer-writer J. David Shanks, who grew up as a young Black man on the South Side and later became a Chicago police officer before entering the world of film and TV.

On this week's episode of the podcast, we're looking at terrorist designation. We analyse different countries' designation systems and discuss how they can be improved. We consider the role designation plays in the fight against terrorism and how it can be used as a tool to tackle terrorist content online. Anne Craanen is joined by two experts on designation, firstly Dr. Anna Meier who is an Assistant Professor of political science and international relations at the University of Nottingham. Anna studies counterterrorism in Germany and the United States, with a particular interest in white supremacist violence and proscription policy. Anne also speaks to Jason Blazakis, Professor at the Middlebury Institute of International Studies (MIIS) and former Director of the Counterterrorism Finance and Designations Office, Bureau of Counterterrorism, U.S. Department of State. Jason is also a Senior Advisor at The Soufan Group.Our other guest this week is David Shanks who is the Chief Censor of the New Zealand Classification Office. David's role as part of this media regulator includes making determinations about the legality of the most extreme and violent terrorist content. He gives us a fascinating insight into some of the dilemmas this responsibility entails and on what can be done to better tackle terrorist content online. A new nationwide survey has shone a light on the rise of misinformation and the concern New Zealanders have about it. The research commissioned by the Classification Office has found exposure to false or misleading information is common. Around half of respondents believed in at least one false idea among a range presented in the survey, such as "Covid 19 is caused by 5G", "vaccines are ineffective and unsafe" and "climate change is not caused by human activity". The chief censor, David Shanks, says we're living in the age of the infodemic, and misinformation is undermining trust in traditional sources of information.

SELWYN JONES BIO Born in 1966 to sharecroppers in the Jim Crow South, Selwyn Miles Jones was the youngest of seventeen children. In the small town of Goldsboro, North Carolina, Selwyn, and his siblings toiled alongside their parents in the tobacco fields and endured the most desolate and harsh conditions imaginable. The poverty, disrespect, hatred and disenfranchisement Selwyn and his family experienced was unimaginable to most, yet commonplace for many Black farming families.Selwyn realized early on that sharecropping was yet another version of enslavement. His mother made sure to show her children that there was a better life out there for them and encouraged Selwyn to dream big. Selwyn was determined to leave through any means necessary. His athletic prowess provided him with his ticket out. Through a short but intense arena football career he was able to find financial solvency and fulfilled a childhood desire to purchase a home for his mother. Though life continued to be filled with challenges (Selwyn lost three close family members tragically, including both his parents) he went on to become a successful salesman, hotel owner and father with his dynamic wife Jodie. Then on May 25, 2020 Selwyn's life was forever changed. While watching the news, along with the rest of the world, he witnessed the unmerciful murder of his 46-year-old nephew, George Floyd. “It was the most horrific thing that I ever witnessed in my life.” As George Floyd's murder ignited the largest civil rights protest in US history, Selwyn Jones became an activist. Every day Selwyn commits to ending police brutality and systemic racism and bringing justice to his nephew's senseless and cruel murder. Known affectionately as Uncle Selwyn Jones he promised “I will not let his death be in vain. I do not want my sons or anyone else to go through what my nephew endured for that 8 minutes 46 seconds. An increased age rating and a warning have been placed on a new Netflix documentary showing brief clips of the Christchurch mosque terror attacks. The imagery comes from the mass murderer's own livestreaming of the killings. The documentary, The Social Media Dilemma, started screening in this country late last week with a seven years-plus rating. Complaints to the chief censor prompted him to contact Netflix on Saturday, but they refused to remove the clips. The streaming service did agree to raise the age-rating and add a warning saying it contained scenes from the shootings. Chief censor David Shanks described the offending scenes to RNZ's Conan Young.

David Shanks is the Chief Censor for New Zealand. As his title implies he is responsible for determining what is and what is not fit for public consumption, what ratings should be applied to various media, as well as other less obvious details that highlight the elusive line between protected speech and speech that constitutes a danger to public safety. We first reached out to David’s office after the BBC highlighted a series of videos from the government of New Zealand encouraging parents to discuss online porn consumption and cyber bullying with their kids. One of the defining moments of David’s tenure as censor came when a terrorist live streamed the mass murder of 51 people during Friday prayers at a mosque and an Islamic center in Christchurch on March 15, 2019.

The world is in unprecedented times with the pandemic still looming and massive protests and reaction to the police killing of George Floyd. Dave and Mickey first check-in on each other's mental health and wellbeing and then discuss the magnitude of the moment and steps to heal and reform our country.

Mickey asks Dave to look back at what got him into rap as a kid growing up in East Flatbush, Brooklyn in the 80s and 90s. Dave begins with the early influences like his brother, "J Fresh", and Run DMC, then recounts the stories of his learning, growth and ultimately contributions to the art form. He and Mickey then flow into a discussion of how changes in social and cultural norms have affected the language and expression of hip-hop over the years.

The conversation on hip-hop as property continues, and David and Mickey also take some time to discuss their current listening preferences and favorite artists of the moment.

A "controversial" remark from rapper Jay Electronica on his latest release sparks a conversation between the fellas on what is considered offensive in hip-hop and who has the authority to make those determinations.

Mickey digs deep into his past as Dave asks him to describe what drew him to hip-hop music in the 80s and 90s as a young white kid in rural Kentucky.

Mickey and Dave discuss the rapper and poet Noname's proclamation that she will no longer perform for a predominantly White crowd because “I don't want to dance on a stage for white people” who are more dedicated to enjoying Black art than they are to standing up for Black people. Plus, Lil Wayne's assertion that the number of White kids at his concerts serves as evidence that “there is no such thing as racism,” and the legacy of the minstrel show.
