The lawsuit, brought by Stephen Hughes, argues that Senate Bill 333, which authorized Mulberry's incorporation and subsequent referendum, violates the Georgia Constitution. County officials share concerns over the legality of SB 333 and its financial implications, including costs associated with upcoming city council elections and a two-year transition period to city control. The legal battle involves multiple lawsuits questioning the constitutionality of SB 333, with implications for local governance and financial responsibilities as Mulberry, anticipated to become Gwinnett's largest city by area, prepares to form. STORY 3: Norcross Man Arrested For Fatal Shooting On Jimmy Carter Blvd. Gwinnett County police have arrested Ernesto Garcia-Bailon, a 20-year-old Norcross man, for allegedly shooting and killing a man outside a gas station on Jimmy Carter Blvd. Garcia-Bailon faces charges including aggravated assault, felony murder, and malice murder and is currently held at Gwinnett County Jail. The victim's identity hasn't been disclosed pending family notification. Police responded to the incident on Sunday night following a 911 call reporting gunshots. Despite efforts to save him, the victim died from multiple gunshot wounds. Surveillance footage from the scene captured the fatal shooting, showing one suspect shooting the victim near a wooded area. Over his five-decade career, Shipp covered the civil rights movement and numerous political campaigns. He was known as the most influential political journalist in Georgia and the Southeast. Shipp began his career at WGAU radio station and The Red & Black newspaper at the University of Georgia. He faced controversy for advocating for integration and the admission of an African-American student, leading to his expulsion from UGA. Shipp later worked for the Atlanta Constitution and Atlanta Journal. He was respected for his investigative reporting, fearlessly challenging politicians with his sharp wit. The proposed rates for the general fund and fire fund in the 2024 budget are the same as last year's, but due to rising property values, homeowners would still face increased property taxes. Residents argued that higher property taxes would worsen affordability issues for homebuyers and renters. Concerns were raised about increasing rents and the lack of affordable housing options. The county's Chief Financial Officer, Bill Volckmann, compared Cobb County's rates to other major counties in the Atlanta metro area, highlighting that Cobb has the lowest millage rate and tied for the lowest sales tax rate. The county's Chairwoman, Lisa Cupid, defended the tax policy, stating that it favors homeownership but acknowledged the challenges with diminishing housing inventory and increasing rents. The hearings will continue to gather public input on the millage rate.   Story 3: mayor   The City Council of Mableton, a recently established municipality, is set to receive three days of training from the Georgia Municipal Association. The training will cover various aspects of running a city, including team building, municipal law, ethics, open meetings, municipal revenues, and more. The council will also hold a meeting to vote on an ordinance regulating hotels. The training was approved by the council, and the costs will be deferred until the following year. Additionally, the council passed several items creating the foundational elements of Mableton's code of ordinances, defined legal terms, and established rules for conducting business, policies, budgeting, and contracts. Franchise rights were granted to Austell Natural Gas System, and the council announced the establishment of a bank account for the city. The council members attended the GMA Convention, where they received support from other cities' officials. The city is in the process of setting up a website and distributing meeting agendas in advance. The series, available for streaming on Hulu, is based on the podcast of the same name by Herron's ex-wife, Jenifer Faison, who discovered his infidelity and crimes in 2018. Faison produced the podcast and collaborated on the TV series to empower other victims. The final episode features the voice of the female student who accused Herron of assault. Herron pleaded guilty to sexual assault in 2019 and was sentenced to prison and probation. The series also sheds light on Herron's extramarital affairs. He has since been released on parole but must register as a sex offender. The Cobb County School District expressed satisfaction with the justice served, emphasizing its commitment to student safety.     STORY 5: sewer   A sewer line in Cobb County, near East Cobb Park, experienced a structural failure, resulting in an overflow of sewer water into Sewell Mill Creek. The incident occurred on Friday near Pimlico Court in east Cobb. Approximately 152,750 gallons of sewer water overflowed into the creek. To address the issue, crews installed a bypass pump and stopped the overflow by early Saturday morning. Cobb County has notified the Georgia Environmental Protection Division and is following their protocols for such events. County staff is monitoring the bacteria levels in the creek, and residents are advised to avoid exposure to the creek at East Cobb Park and south of the park.   Story 6: truist   Atlanta is being considered as a potential host for the 2025 All-Star Game, according to Major League Baseball (MLB) Commissioner Rob Manfred. This comes after the city lost the opportunity to host the 2021 Midsummer Classic due to controversy surrounding changes in Georgia's voting laws. Truist Park, the home stadium of the Atlanta Braves, is being considered as the potential venue for the 2025 game. Other sites under consideration include Wrigley Field in Chicago and Fenway Park in Boston. Atlanta previously hosted the All-Star Game in 1972 and 2000. While the county was praised as a national benchmark organization, the assessment identified concerns such as outdated processes, infrastructure, employee workload, lack of data tracking, and communication gaps. Specific departments, like Community Services and the Public Library system, faced challenges related to decision-making, program criticism, and inconsistent messaging. The county officials received the assessment report from Mauldin & Jenkins and plan to review and implement the recommendations for ongoing improvements. Story 3:  housing The Gwinnett Housing Corporation and Lawrenceville Housing Authority are hosting a bilingual Housing Resource Expo at Central Gwinnett High School on July 15. Over 20 housing agencies will participate in the event, which aims to provide residents facing housing challenges with information about available resources. The expo will focus on emergency housing, home ownership, rental opportunities, and home improvement programs. The Gwinnett Housing Corporation CEO, Lejla Prljaca, expressed concerns about rising housing prices and the impact on affordability for Gwinnett County residents. Holtz Municipal Training Institute Certificate of Recognition. The institute, a collaboration between GMA and the University of Georgia's Carl Vinson Institute of Government, offers a series of nationally recognized training opportunities for city officials. To earn the certificate, Graeder completed a minimum of 42 units of credit, including required classes totaling at least 18 hours. The program offers over 70 courses, and GMA CEO Larry Hanson commended Graeder for his dedication to becoming a more effective city official. The partnership between GMA and UGA aims to provide high-quality training to Georgia's municipal officials, enhancing their leadership and professional development skills.   Story 5: respiratory   Gwinnett Technical College's Respiratory Care program has gained recognition as one of the top programs in the United States. The program boasts a remarkable 10-year streak of 100 percent pass rates on the national credentialing exam for respiratory care. In acknowledgment of this achievement, the Commission on Accreditation for Respiratory Care (CoARC) will present the college with the Distinguished RRT Credentialing Success Award. This honor is awarded to institutions that demonstrate exceptional outcomes, including high credentialing success rates and meeting CoARC's established thresholds for various criteria. Gwinnett Tech's program prepares students for careers as respiratory care therapists by equipping them with the latest medical technology and training. Austell man killed in Mableton shooting In a shooting incident in Mableton, Georgia, one man was killed and another injured. The Cobb County Police Department responded to a call reporting the shooting on Whispering Pines Road. Upon arrival, officers found three men at the scene. Marquel Gammage, 35, had sustained gunshot wounds and was transported to Grady Memorial Hospital, where he later succumbed to his injuries. Mount Paran Christian School hosts forum on 'deadliest drug in America' Missy Owen, CEO of the Davis Direction Foundation, used crutches as a demonstration during a drug awareness seminar at Mount Paran Christian School. The crutches were shown to be a method of smuggling fentanyl across borders by filling the hollow poles with the drug. Fentanyl, described as the deadliest drug in America, has seen an 800% increase in overdoses among ages 10-19. The Davis Direction Foundation, founded by Missy and Michael Owen after the death of their son from a heroin overdose, partnered with organizations like the DEA and local health departments to educate the community about drug addiction. The seminar highlighted the increasing use of fentanyl and its combination with xylazine, resulting in a surge in overdoses. The speakers emphasized the importance of education and early intervention in combating addiction. MUST Ministries' President and CEO, Dr. Ike Reighard, emphasized the urgent need to help thousands of hungry children in the local community. The Summer Lunch program of MUST Ministries, which has been helping to fill the hunger gap during summer months for 28 years, aims to provide 544,450 meals in just nine weeks for children in eight counties. The program has a significant impact, particularly in the post-pandemic environment, where poverty rates have skyrocketed. Kids' Kits, containing five breakfasts and five lunches, along with drinks and snacks, will be given to children, with entrees being the most critical items. Lisa Eisenhart, a Woodstock woman, and her son Eric Munchel, of Nashville, were found guilty of conspiracy and obstruction of justice related to the January 6, 2021, riots at the U.S. Capitol. The stipulated bench trial found them guilty of charges that included disorderly conduct, disrupting the Congress certification, and carrying plastic handcuffs and a Taser in the Senate Gallery. Prosecutors stated that the defendants were aware of the unlawful nature of their actions and intended to intimidate Congress. A sentencing hearing is scheduled for September 8. Munchel was found guilty of two additional charges: disorderly conduct with a weapon and unauthorized weapon possession on Capitol grounds. The city of Woodstock in Georgia will celebrate Georgia Cities Week from April 23 to 29. The week is sponsored by the Georgia Municipal Association to recognize the work of city governments around the state. Woodstock will host several local events, including a Greenstock Day recycling event, City-Wide Yard Sale, Touch-A-Truck event, and Downtown Walking Tours. On April 28, Woodstock will host a community networking event, Morning INfluence, to discuss agriculture in Cherokee County. The Woodstock Farm Fresh Market will remain open every Saturday until December 30 this year. The celebrations aim to educate residents about their city government's contributions to the state's economical health, history, and culture. In a boys' soccer playoff game between River Ridge and Sprayberry, River Ridge emerged victorious in the second round of the playoffs with a score of 3-1. River Ridge scored their first goal after a tie of 1-1 at halftime, with Matthew Dean scoring on an assist from Anthony Ruiz. Ruiz then scored the second goal at 38:55 in the second half, and Rezin Samstag scored the final goal with 13:27 remaining. The River Ridge girls' soccer team lost 2-0 at home to Roswell in the second round of the playoffs. August 19, 2021 Yesterday the Special Investigations Unit of the Glynn County Police Department executed a search warrant for illegal narcotics at Room #118 of the Super 8 Motel on Palisade Drive near I-95 Exit 29 in south Glynn. Police arrested 36 year old Chaz Trammell and 39 year old Alfred Smith and charged them both with felony possession of narcotics. A search of the room and their vehicle turned up approximately 24 grams of Fentanyl, approximately 17 grams of marijuana, a 9mm firearm and approximately $3,500 in cash. Frat Beach, the Friday afternoon beach party that precedes the annual Georgia / Florida game at the Coast Guard Station on St. Simons, may be coming to an end this year. The County Commission discussed the event during Tuesday's work session and the tone of the conversation was not in favor of allowing it to proceed this year. In recent years the county has provided on-site safety and medical personnel but that may be over. Several years ago the University of Georgia administration made it clear that they did not want the college's name associated with the beach party. Commissioner Bill Brunson said one of the issues this year was the spike in COVID cases could cause problems. He was concerned about sending county staff to work in those conditions. He added that the Ahmaud Arbery trial would be in progress, so many of the county's police officers, along with the Sheriff's officers would be tied up providing security for that. In addition, Brunson noted that both the police department and Sheriff's office are already shorthanded. Sheriff Neal Jump spoke to theh commission agreeing with Brunson. Jump said the Arbery trial would proceed as scheduled, adding that if necessary he would contact sheriffs in surrounding counties for assistance with manpower. Convention and Visitor's Bureau Director Scott McQuade said it was a big weekend for the local hospitality industry but the owners he had spoken to understood the difficult position the commission was in this regarding Frat Beach. Since Island Commissioner Cap Fendig was absent from the work session, the commission agreed to add it to the agenda for tonight's meeting for more discussion. Also during Tuesday's county work session the county commission got an update on a Community Development Block Grant for the local Second Harvest Food Bank project. According to the Chief Executive of America's Second Harvest of Coastal Georgia, Mary Jane Crouch, the organization received a $2 million federal Block grant for the expansion of their Brunswick facility. They have outgrown their current 5,000 sq. ft. space on Indigo Dr. and, with assistance from the Golden Isles Development Authority, have located a new 53,000 sq. ft. building on Sidney Lanier Dr. The current tenant in the larger building is also looking to relocate with help from the Development Authority. Crouch, said Second Harvest was required to raise $1 in matching funds and have a pledge of $500,000 from Sea Island and The Anschutz Foundation. They will raise the other $500,000 from the community. Expanding the Brunswick facility will allow Second Harvest to build capacity and provide food assistance to even more of those in need in Glynn County. Crouch said there are 19,054 children in Glynn County and 64% of students enrolled in local schools are eligible for free or reduced meals. Last night the Brunswick City Commission agreed to ask the Glynn County Board of Commissioners to sign a joint resolution to strongly encourage the community to get the Covid vaccination. Also for the first time the city will participate in Georgia Cities Week sponsored by the Georgia Municipal Association. The celebration is planned for October 3 through the 9th. Planned activities include art and essay contests, a scavenger hunt, a walking tour of downtown and a city wide cleanup. The County Commission meets at 6:00 tonight in the historic courthouse. Among other things they will consider enacting a moratorium barring the acceptance and / or receipt of applications for sign permits and building permits for signs for unzoned railroad right-of-way until February 3, 2022. Deke Copenhaver currently serves as Principal of Copenhaver Consulting, LLC, a niche consulting firm in Augusta, Georgia serving the needs of businesses, nonprofits and local governments. In May of 2019 he published his first book “The Changemaker: the Art of Building Better Leaders.”Deke served as Mayor of Augusta, Georgia from 2005 through 2014.  Since leaving office, Deke hosted “There it is With Deke Copenhaver,” a daily call-in radio show on WGAC New Talk Radio.  In addition, Deke has served as Managing Consultant for the Augusta Economic Development Authority.Deke has spoken at many national conferences on topics including city design, economic development, healthcare, veteran's issues, and the non-profit industry. In 2017, Deke was recognized by Leadership Augusta with their Ruth Crawford Community Leadership Award. Johnson, Ph.D. Former Scholar in Residence Savannah State University Former Mayor, City of Savannah, Georgia Dr. Otis Samuel Johnson served as Scholar in Residence at Savannah State University from February 2012 to May 2019 after serving eight years as the 64th Mayor of the city of Savannah, Georgia. He was elected to Mayor in 2003 and reelected in 2007. He ended his second term on December 31, 2011. Dr. Johnson was prohibited from running for a third four-year term because of a term limit law. While mayor, Dr. Johnson provided leadership for the creation of Step Up Savannah, Inc., a poverty reduction initiative, and Healthy Savannah, an initiative that promotes healthy lifestyles. Dr. Johnson has devoted his professional career to making conditions better for low wealth families in Savannah and the South. He worked for the Economic Opportunity Authority and the Model Cities Program before he began teaching at Savannah State University in 1971. He organized the undergraduate program in social work at Savannah State University. Dr. Johnson was elected to the Savannah City Council in 1982 and reelected in 1986. He resigned from the City Council and a tenured faculty position at Savannah State University in 1988 to become Executive Director of the Annie E. Casey Foundation supported Chatham Savannah Youth Futures Authority. The Youth Futures Authority was a collaborative of organizations that worked with children and families that needed help. Dr. Johnson returned to Savannah State University in 1998 as Dean of the College of Liberal Arts and was elected, without opposition, to a four-year term on the Savannah Chatham County Board of Public Education. Dr. Johnson retired from Savannah State University in 2002 and did not run for reelection to the Board of Education in order to prepare for his campaign for mayor. Dr. Johnson was a founding member of the Aspen Institute Roundtable on Comprehensive Community Initiatives in 1992 and the National Community Building Network in 1993. He was a member of the founding board of directors of the Georgia Campaign for Adolescent Pregnancy Prevention (G-CAPP) in 1995. He founded the Neighborhood Improvement Association (NIA), a local community development corporation, in Savannah in 1996. Dr. Johnson was a member of the National League of Cities Council on Youth, Education and Families during his eight years as mayor, chairing the Council in 2009. He served on the boards of the Mary Reynolds Babcock Foundation, the Georgia Municipal Association, MDC, Inc. in Durham, NC, the Harris Neck Land Trust in McIntosh County, GA, Step Up Savannah, Inc. and Healthy Savannah. He is currently on the board of the Georgia Foundation for Public Education. Dr. Johnson earned his doctorate degree from the Heller School in 1980.

Craft breweries and distilleries thrive in downtown developments Georgia's craft beer and spirits industries are booming.  Thanks to recent legislation, breweries and distilleries can now offer sales direct to the consumer from their location.  Cities such as Woodstock, Roswell, Athens, and LaGrange thrive with breweries as part of their downtown areas.  Nationwide craft beer and spirits continue to grow in popularity across with craft beer sales up 8% in 2017 and craft spirits seeing an impressive 23.7% growth rate. On this episode of APRHF's Let's Talk Trains, we visit with Doug Alexander, whom was selected to ride last month's Amtrak's Inspection Train from New Orleans, Louisiana to Jacksonville, Florida. We started out by asking him describe his passion for trains and passenger railroading. Then we asked about heavy passenger rail in his area of the country. We then moved on to have him revisit his trip on board the inspection train. A litte background... Doug Alexander is a fourth-generation native of Atlanta, Georgia where he grew up and still lives with his family. Doug has been an active proponent of rail transportation literally since childhood. His first effort, at age six, was to design a tram system for his summer day camp. The bulk of Alexander’s career has been spent in marketing and market communications, though he spent six years as Rail Program Manager for the nowdefunct Georgia Rail Passenger Authority, and five years in various positions at the Georgia Department of Transportation. Alexander also served eight years as a city-wide elected member of the Atlanta City Council, from 1994 until 2002. He was vice-chairman of the Council’s Transportation Committee and served on Georgia Municipal Association’s Transportation & Community Development Committee, ultimately chairing that committee for two years.Alexander earned a bachelor’s degree in political science from Boston University with additional studies in journalism at the Univ. of Georgia and architecture at Harvard University. His hobbies include sailing, model railroading and photography. He lives in Atlanta with his wife, Anne, and their sons, Wilson and Julian and their dog, a beaglebasset mix named Rainey
