Heute schaut der Ruhrpott Podcast etwas über die Grenzen des Ruhrgebiets hinaus, und zwar Richtung Brüssel. Dort gab es Mitte Mai 2023 eine große Konferenz zum Thema „Beyond Growth“. Dabei geht es um die Frage, wie wir unsere Wirtschaft so umbauen können, dass sie klimaverträglich wird. Und da das Ruhrgebiet eines der wichtigsten Industrie- und Wirtschaftsregionen Europas ist, denke ich, dass es sinnvoll ist, auch hier auf dem Ruhrpott Podcast über diese Konferenz zu sprechen. Die rasant ansteigende Klimaerwärmung ist das drängendste und größte Problem, vor dem wir gegenwärtig stehen. Um einen weiteren Anstieg der Temperatur zu stoppen oder zumindest deutlich zu verringern, ist ein Umbau unserer Wirtschaft unumgänglich. Denn die Klimaerwärmung ist nach dem, was Klimawissenschaftlerinnen und Klimawissenschaftler derzeit sagen können, eindeutig eine Folge unserer auf fossilen Energieträgeren basierenden Wirtschaft. Welche Möglichkeiten derzeit denkbar sind, um unsere Wirtschaft umzubauen, darüber diskutierten rund 2.500 Menschen aus ganz Europa vom 15. bis 17. Mai 2023 im Europäischen Parlament in Brüssel unter dem Titel „Beyond Growth“. Zwanzig Abgeordnete des Europäischen Parlaments aus fünf Fraktionen (The Left, Greens/EFA, Socialists & Democrats, Renew Europe, European People's Party) haben diese Konferenz vorbereitet und durchgeführt. In dieser Ausgabe des Ruhrpott Podcast spreche ich mit Helmut Scholz, einem der 20 MitorganisatorInnen und einer der SprecherInnen, über Ziele und Inhalte dieser Konferenz. Helmut Scholz (DIE LINKE) ist seit 2009 Mitglied des Europäischen Parlaments. Sein langjähriger Arbeitsschwerpunkt im Parlament sind die Handelspolitik und die internationalen Beziehungen der Europäischen Union. "Schuld" an dieser Folge von She Drives Mobility ist Markus, der sich per Mail gemeldet hat, weil er nirgendwo mit seinem Anliegen Gehör fand, dass er Angst hat, durch die Autobefreiung von Städten weniger Mobilität zu haben. Wir haben telefoniert und uns ausgetauscht. Denn ich finde sein Anliegen wichtig! Aber es birgt die Gefahr, dass statusquoliebende Kräfte es ähnlich wie die Krankenpflegerin, die zur Arbeit kommen muss, und der ländliche Raum, der vom Auto abhängig bleiben soll, als Ausrede nutzen, gar nichts zu tun. Denn Markus - das wird er euch in der Folge noch genauer erklären - hat eine Erkrankung, aufgrund derer er nicht mehr als 50 Meter laufen kann. Er ist auf das Auto angewiesen und hat berechtigtes Interesse daran, dass es weiterhin Parkplätze vor z. B. Arztpraxen für ihn gibt. Denn irritierenderweise hat er bisher noch keinen Parkausweis für Behinderte erhalten, weil diese ziemlich kompliziert in der Bewertung von Berechtigungen sind. Deswegen ist seine Sprachspur auch etwas verzerrt, er schaltete sich per Telefon dazu, weil er liegen muss. Und damit kommen wir auch schon direkt hinein ins Thema: Nicht alle Behinderungen sind sichtbar, nicht alle wollen ihre Bedürfnisse an Mobilität immer "outen" müssen. Der Wunsch, einfach selbstbestimmt unterwegs zu sein, ist damit viel zu vielen nicht erfüllt. Gerade auch, wenn sie öffentlich mobil sein wollen. Zweiter Gast in der Folge ist Katrin Langensiepen. Seit 2019 vertritt sie Niedersachsen und Bremen im Europaparlament als Sozialpolitische Sprecherin für Greens/EFA und eine der wenigen Europaabgeordneten mit sichtbarer Behinderung. Die Europäische Kommission hat eine EU-Strategie zugunsten von Menschen mit Behinderungen für die Zeit von 2021 bis 2030. Besonders interessant ist hier das Vorhaben, bis 2023 einen EU-Behindertenausweis auf den Weg zu bringen, der in allen EU-Mitgliedstaaten gelten soll. Unfassbar, dass es diesen noch nicht gibt, denn so gelten für behinderte EU-Bürger:innen verschiedene Rechte und Teilhabemöglichkeiten. Katrin sagt: "Barrierefreiheit ist die Basis für Teilhabe." Und spricht hier auch über das neue EU-Zentrum für Barrierefreiheit, das diese Missstände umfänglich aufarbeiten soll. Was auch viel darüber aussagt, dass die "eigentlich" gesetzlich europaweit verbindliche Barrierefreiheit ein Papiertiger und nicht einklagbar ist. Und damit kommen wir zum dritten Gesprächspartner: Kay Macquarrie. Er ist seit 20 Jahren mit dem Rollstuhl unterwegs und steigt direkt ein: Warum wird 2023 noch Zugmaterial gekauft, das erneut Stufen hat? Er hat das Gefühl, dass das umfängliche System, das geschaffen wurde, um Rollstuhlfahrenden das Reisen zu ermöglichen, künstlich am Leben gehalten wird, anstatt mehr Barrierefreiheit zu wagen. Defekte Aufzüge, Hublifte fehlen, kein Personal für die Lifte, obwohl es zugesagt wurde, kaputte Toiletten, die eine Mitfahrt für Rollstuhlfahrende unmöglich machen – im Rollstuhl unterwegs zu sein, bedeutet in Deutschland vor allem, von den Systemen öffentlicher Mobilität behindert und eingeschränkt zu werden. Pro Fernzug gibt es normalerweise nur einen Waggon mit barrierefreier Toilette, wenn diese kaputt ist, ist Mitfahrt untersagt, und genau zwei Plätze für Roll­stuhl­fah­re­r:in­nen. Und ihr alle wisst, wie lang so ein ICE ist. Kay muss zudem seine Fahrt am besten zwei Tage vorher anmelden. Spontanes Reisen ist für ihn damit unmöglich, weil das System ihn seit Jahrzehnten nicht mitdenkt. Zudem: Die Bahn kann eine Beförderung im gewünschten Zug auch ablehnen. Hört euch bitte diese Folge an und "schlaut euch auf", wie sehr die gesunde Gesellschaft die Behinderten behindert. Und denkt immer mit: Das Auto ist hier nicht die Lösung, weil sich das nicht alle leisten können und wollen. Barrierefreiheit "global" - also nicht nur in Bezug auf Rollstuhl - kommt zudem allen zugute, spätestens dann, wenn wir alt, hochschwanger, mit Kinderwagen oder viel Gepäck unterwegs sind. Air travel, cement or steelmaking are often portrayed as the most challenging sectors when it comes to decarbonisation. But with the EU's building sector responsible for 40% of energy consumption and 36% of greenhouse gas emissions, it is a sleeping giant. To reach net-zero, 75% of EU buildings may have to be renovated by 2050, according to EU estimates. However, only 1% of the housing stock each year currently undergoes so-called deep renovation, where buildings are comprehensively upgraded to become almost carbon neutral. The European Commission has long sought to tackle the issue. In 2020, it launched a Renovation Wave, an initiative presented as one of the flagship measures of the European Green Deal. Almost one year ago, the EU executive doubled down with a proposal to revise the bloc's Energy Performance of Buildings Directive (EPBD), which was first introduced ten years ago and last revised in 2018. The cornerstone of the latest EPBD revision proposal is to make renovation mandatory, with targets to renovate the 15% worst-performing commercial and residential buildings by 2027 and 2030 respectively. But in the face of resistance from EU countries, these bold measures now appear in jeopardy. In the Council of the EU, a 17-country “flexibility” coalition led by Italy and Poland is pushing for residential houses to be effectively removed from the law – a move that would effectively neutralise the proposal. Ciarán Cuffe, an Irish EU parliamentarian sitting with the Greens/EFA group, is leading the counter-attack. An architect by trade, Cuffe is the chief negotiator on the EPBD for the European Parliament. And even though he faces resistance within the EU Assembly itself, the Irishman can count on backing from a group of six EU countries led by France and Germany – the so-called “ambition coalition”. “The ambition of the minimum energy performance standards [MEPS] still need to be substantially increased in the further steps to come,” reads a statement by the six coalition members – Belgium, France, Germany, Ireland, Luxembourg and the Netherlands. Austria would have probably joined as well, but buildings are not a federal competence, and Vienna had to stay out. The Spring 2021 trainees of the European Committee of the Regions could not conclude their Y-Factor project on the European Year of Rail without a special episode on the Connecting Europe Express in Brussels, and the European Youth Event in Strasbourg.  When the Connecting Europe Express train arrived in Brussels after crossing multiple European countries and dozens of cities, we were joined by Mr Josef Doppelbauer, the Executive Director of the European Union Agency for Railways, to reflect on the challenges and potentials of the railway sector in the near future. We were also pleased to be joined by CoR member Mr Pascal Smet, serving as Secretary of State of the Brussels-Capital Region, who reflected with us on sustainable urban mobility with specific examples from the city of Brussels.  After the Connecting Europe Express, we headed to Strasbourg to give a workshop, Getting on (train-)track, at the European Youth Event, where we were joined by Erasmus by Train, and virtually by the European Year of Rail Rapporteur, MEP Anna Deparnay Grunenberg (DE, Greens/EFA), MEP Mr Javi Lopez Fernandez (ES, S&D), and CoR member Mr Kieran McCarthy (IE, EA).  Hear all about it in this special episode!  See you in the many stops and stations around Europe!

Rebecca Harms – a short but deeply personal interview on the reasons behind her fight against nuclear energy. This year marks the 30th anniversary of the Chernobyl catastrophe, one of the worst accidents of modern history. On 26th April 1986, technicians conducting a test inadvertently caused reactor number four to explode. Hundreds of staff and firefighters then tried to stop a fire that burned for 10 days and sent a cloud of radiation around the world. Many people lost their lives. Authorities evacuated 120,000 people from the area, but the effects - both on local inhabitants and people all across Europe - have been disastrous. And despite all the years that have passed, the problems are still a long way from being solved... It was this horrible accident that changed the career path that Rebecca Harms, now Co-president of the Greens/EFA group in the European Parliament, decided to embrace. In this personal podcast, she discusses how she became an anti-nuclear activist and her decision to enter the political arena. She also explains why and how she is still managing to find such incredible energy to fight against what is certainly one the most dangerous and expensive energy sources of our time.
