Thierry Burkhard, le chef d'état-major des armées, a tenu une conférence de presse sans filtre ce vendredi. Il a pointé la menace "durable" que constitue la Russie. Des propos qui corroborent ceux du directeur général de la DGSE, Nicolas Lerner, qui a affirmé cette semaine que « la Russie pose une menace existentielle à moyen et long terme ».Ces déclarations interviennent dans un contexte de rapprochement des deux puissances nucléaires européennes : la France et le Royaume-Uni. Macron et Starmer ont affirmé hier vouloir coordonner leur pouvoir de dissuasion nucléaire pour protéger le vieux continent. La menace russe est dans les esprits tandis que la guerre en Ukraine continue, plus violente que jamais. Trump, lui, perd ses nerfs. Il a accusé le chef du Kremlin de dire « beaucoup de conneries ». Dans un document audio révélé par CNN, il aurait aussi affirmé l'an dernier à Poutine qu'il n'hésiterait pas à « bombarder Moscou » si la guerre continue.La France serait en tout cas « une cible prioritaire » de Moscou selon Burkhard. Depuis quelques semaines, les ingérences russes se multiplient s'ailleurs sur le territoire, entre espionnage, tentatives de déstabilisation et guerre informationnelle. Des avions de reconnaissance russes s'approchent de surcroît des côtes de certains pays européens, fortifiant ce climat de menace.Pendant ce temps, à Gaza, l'horreur continue. Et là-dessus aussi, Donald Trump s'impatiente. Il souhaite parvenir à un accord « d'ici la fin de la semaine » mais Netanyahu pose ses conditions, comme la démilitarisation de Gaza. Après un récent échange téléphonique avec Vladimir Poutine, Donald Trump semble buter sur la réalité de la guerre en Ukraine, reconnaissant n'avoir obtenu “aucun progrès” sur le front diplomatique. Dans la foulée, Washington a annoncé, à la surprise générale, la suspension temporaire de plusieurs livraisons d'armes à Kiev. Officiellement, il s'agit de “préserver les intérêts américains”, selon la Maison Blanche, alors que les stocks de l'armée s'amenuisent. That dream has echoed down through the ages and given rise to a famous term, one that Plato himself didn't actually use: philosopher-king. As Romm reveals, Plato's time in Syracuse helped shape Republic—and also had disastrous results for Plato himself and for all of Greek Sicily. The younger Dionysius, emotionally unstable but intellectually curious, welcomed Plato with open arms, but soon the relationship soured. Plato's close friendship with Dionysius's uncle, Dion—possibly a bond of romantic love—created a rift in the ruling family that led to a chaotic civil war. Combining thrilling political drama with explorations of Plato's most cherished ideas, Romm takes us into the heart of Greece's late classical age, a time when many believed that democracy had failed. Plato's search for solutions led him to write his fervent plea for a new political order, and also led him to a place where he believed his theories might be put into practice. Après un rendez-vous avec les Ukrainiens hier, une délégation américaine reçoit cette fois les Russes, à Ryad, pour tenter de négocier un cessez-le-feu. Le porte-parole du Kremlin, Dmitri Peskov, a déclaré que la sécurité de la navigation en mer Noire serait au cœur des négociations. Côté États-Unis, on se veut très optimiste sur l'issue des discussions. L'émissaire de Trump en Russie Steve Witkoff dit s'attendre "à de vrais progrès" et considère même que Vladimir Poutine "veut la paix". De leur côté, les Russes tempèrent : "Il s'agit d'un sujet très complexe et il y a beaucoup à faire". Pendant ce temps, l'Ukraine et la Russie continuent de se bombarder mutuellement. La Russie accuse l'Ukraine d'avoir envoyé un drone sur une station de pompage de pétrole de Kropotkinskaïa, mettant en péril le cessez-le-feu accepté par Poutine sur les infrastructures énergétiques. Les Russes ont répliqué, dans la nuit de dimanche à lundi, par l'envoi d'une centaine de drones sur les oblasts de Kiev, Kharkiv, Soumy, Kirovohrad et Zaporijia.Aux États-Unis, le président Donald Trump continue de faire la guerre aux grandes universités américaines, accusées de pervertir l'enseignement avec l'idéologie "wokiste", et d'encourager les manifestations pro-palestiniennes. Symbole de ce bras de fer, l'arrestation le 8 mars dernier du Syrien Mahmoud Khalil, l'un des leaders de la contestation propalestinienne sur le campus de l'université Columbia. La veille, l'administration avait annoncé couper 400 millions de dollars de subvention à cette institution new-yorkaise : "Aujourd'hui, nous démontrons à Columbia et aux autres universités que nous ne tolérerons plus leur inaction déplorable", a ainsi déclaré la ministre de l'éducation, Linda McMahon. L'offensive trumpiste contre le monde académique n'est pas nouvelle : cet été, les ultra-conservateurs avaient déjà obtenu la fermeture de l'observatoire de Stanford sur la désinformation. Et Donald Trump ne compte pas s'arrêter là. La semaine dernière, il a acté le démantèlement du ministère de l'Éducation, faute de pouvoir le supprimer purement et simplement.En Europe, on observe avec inquiétude les gesticulations de Trump. Face au possible retrait des États-Unis de l'Otan, la commission européenne a acté la semaine dernière un plan de financement de 800 milliards d'euros pour réarmer l'Europe d'ici 2030. Pour le ministre français de l'Europe, Benjamin Haddad, l'UE doit créer une préférence européenne concernant l'armement. Si "vous avez le savoir-faire technologique, vous avez le contrôle de son utilisation", a-t-il ainsi déclaré lors d'une interview à Euronews. L'heure est donc à l'autonomie : "450 millions d'Européens ne devraient pas dépendre de 340 millions d'Américains pour les défendre", affirmait la semaine dernière le commissaire européen à la défense, Andrius Kubilius.Sur quels points se concentrent les négociations à Riyad ? Après la rencontre de vendredi à la Maison-Blanche, qui a tourné en affrontement verbal, devant les caméras du monde entier, entre Volodymyr Zelensky, Donald Trump et JD Vance, les États-Unis ont décidé de resserrer encore l'étau sur le dirigeant ukrainien, en décidant cette nuit de la suspension de l'aide militaire cruciale à Kiev. "Ce gars ne veut pas de paix tant qu'il a le soutien des États-Unis", a écrit hier Donald Trump sur son réseau social. Le président américain a ordonné une "pause" dans les livraisons d'armes et de munitions, accordées par son prédécesseur aux Ukrainiens en guerre contre la Russie.Le vice-président américain JD Vance a, de son côté, estimé sur Fox News que le président ukrainien avait "montré un refus clair de s'engager dans le processus de paix". "Il n'y était pas encore, et je pense, franchement, qu'il n'y est toujours pas, mais je pense que nous finirons par y arriver. Il le faut", a-t-il dit.Avec ce gel de l'aide militaire, l'administration Trump entend contraindre le dirigeant ukrainien à accepter un cessez-le-feu sans conditions. Obtenir des garanties de sécurité américaines est "d'une importance existentielle" pour Kiev, mais aussi pour l'Union européenne, a martelé ce mardi le Premier ministre ukrainien Denys Chmygal, lors d'une conférence de presse. L'Ukraine s'est dit "déterminée à poursuivre sa coopération" avec Washington et prête à signer "à tout moment" l'accord-cadre sur l'exploitation de ses ressources naturelles par les États-Unis, mais elle ne fera pas de concessions territoriales. Kiev a également indiqué "discuter" avec les Européens de la possibilité de remplacer l'aide militaire américaine.L'UE, par la voix de la présidente de la Commission européenne Ursula von der Leyen, a dans la matinée dévoilé un plan pour "réarmer l'Europe" qui doit lui permettre de mobiliser près de 800 milliards d'euros pour sa défense, et fournir une aide immédiate à l'Ukraine, alors que la décision américaine se fait déjà ressentir dans le principal centre logistique en Pologne. Depuis ce matin, les produits canadiens et mexicains qui entrent sur le sol américain sont taxés à 25 %, et les droits de douane sur les produits chinois sont passés à 20 %.
