China is the single most formidable strategic threat the United States has ever faced. It alone has the potential to replace the United States as the world's hegemon. Critical minerals are non-fuel minerals or mineral materials essential to the economic or national security of the U.S. They have no viable substitutes yet face a high risk of supply chain disruption. Over three decades ago the leadership of the Chinese Communist Party began in earnest to develop and execute a strategy to bring about what its now President Xi Jinping calls “global governance, directed and enforced from Beijing.” Determined to avoid the fate of the Soviet Union's defeat in the Cold War by the United States, then President Deng is said to have declared to the Party that “a new Cold War has now begun between the United States and China, and China will win." Thus began a comprehensive plan of “unrestricted warfare” that came to be known colloquially as the Hide and Bide strategy … “Hide your capacities, bide your time." It was designed to assure that China become so integrated with the United States' open economy and society (e.g. through “elite capture”) that the US would be strategically vulnerable. In this, the CCP has wildly succeeded, and now the United States finds itself back on its heels against an openly aggressive China and its intention to replace the United States as the preeminent power not only in Asia but around the globe. The US needs its own plan of action. My guest on this episode, Frank J. Gaffney has done just that in his recent book, an across the board plan that addresses the many fronts to be fought on against China's “unrestricted warfare”. “The Indictment: Prosecuting the Chinese Communist Party & Friends for Crimes against America, China, and the World.” The book represents the fruits of a comprehensive effort to develop and champion a vigorous response to the China challenge. It draws upon a comprehensive program of some seventy webinars conducted by the Committee on the Present Danger: China addressing: 1) the CCP's decades-long self-described “Unrestricted Warfare” against America; and 2) the role America's elites have played in helping the Chinese Communists win. “It identifies nine “criminal charges” that can be brought and prosecuted, at least in the court of public opinion, against the Chinese Communist Party and its American enablers.” “The Indictment also enumerates twenty specific actions that are intended to inspire and equip congressional investigators, patriotic executive branch officials, journalists, and the public at large to review these charges and recommended actions bring to justice and take down the Chinese Communist Party for its horrific criminal conduct—past, present, and that which is in the works—against its own people and countless others, including ours.” Frank J. “Overwhelming evidence suggests that federal agencies – led by among others, the Cybersecurity and Infrastructure Security Agency (CISA), buoyed by senior executive branch officials and lawmakers, colluding with Big Tech, and a coterie of often government-coordinated and government-funded “counter-disinformation” organizations, have imposed nothing less than a mass public-private censorship regime on the American people.” Explains Ben Weingarten, one of America's leading investigative journalists, at a recent Homeland Security Oversight hearing. How Obama's DHS Secretary Jeh Johnson expanded its mandate to protect America's infrastructure to include “election infrastructure” as critical infrastructure which then became part of CISA's charge when it was established in 2018. Current CISA director Jen Easterly has now declared that the American mind is a “cognitive infrastructure”which means they're now targeting not only what we say but what we think. “CISA's tasks are to defend our most critical infrastructures and our most critical infrastructure is cognitive infrastructure … the American mind,” she asserts. CISA's convening and coordinating meetings between national security and law enforcement agencies, and technology companies including Facebook, Meta, Google, Twitter, Reddit, Microsoft, Verizon, Pinterest, LinkedIn, Wikimedia Foundation, etc CISA's “Switchboarding” reports of purported misinformation and disinformation from state and local authorities and then forwarding reports of offending content to social media platforms for censorship. How the rosters of the censorship "trust and safety integrity” teams at Meta, Twitter and others are filled with former CIA officials, FBI officials, DOD officials, etc DHS targeted list of “inaccurate information” includes “the origins of the COVID-19 pandemic, the efficacy of COVID-19 vaccines, racial justice, U.S. withdrawal from Afghanistan, and the nature of U.S. support to Ukraine.” CISA's previous Director Christopher Krebs claimed the 2020 election was the most above board cleanest election, most secure election in American history. But at the same time worked to censor “wrong think” about mail-in balloting and changes to election rules and policies, sometimes while they were still being debated. The CISA agenda is aimed at not only what people say, but what they will refrain from saying in public, or in private. “How much speech will never be out there for people to grapple with and consider because no one wants to go through the ordeal of potentially being broken by expressing wrong things,” worries Ben. “The entire basis of our system rests on free inquiry, free speech, free thought, freedom to listen. EL PASO, Texas - The new chairman of the Texas Border Coalition has explained his immediate goal for the organization.El Paso County Commissioner David Stout said the goal is to secure passage of immigration and border management legislation in the lame duck session of Congress. Stout said the legislative measures TBC wants Congress to pass are contained in a new white paper just published by the group.Stout said the recommendations are limited to legislation that has more than a 50 percent chance of being enacted this year. That means no immediate push for comprehensive immigration reform, even the the group supports it. The recommendations include passing the Dream Act, the Farm Workforce Modernization Act, and the Healthcare Workforce Resilience Act; legislation to recapture thousands of unissued Green Cards and allow them to be reallocated for current use; and funding the Emergency Food and Shelter program operated by the U.S. Department of Homeland Security to assure that local governments and non-governmental organizations can carry on programs to address the needs of migrants entering the U.S.As for border management proposals, TBC urges Congress to pass the Bipartisan Border Solutions Act and the Securing America's Ports of Entry Act.Stout was appointed chair of TBC at the group's annual meeting in San Antonio earlier this month. It will be China. Not because of superior design or technology, but because of their massive head start and established market power, if not utter dominance, in all aspects of the supply chain that powers these [electric] vehicles. But simply mining alone does not begin to address the fundamentals of America's mineral supply chain challenge. Where we are most lacking and where China is most dominant is in that crucial but largely hidden processing phase and midstream component production. We simply can't dig up a rock and stick it in a Tesla. You have to crush it, smelt it, and refine it into precursor material that has been sold to somebody else to turn it into battery guts, namely cathodes, anodes and electrolytes. Today, the United States has less than 4% of all minerals processing capacity and makes 0% of the world's cathodes and anodes. By contrast, China is the world's largest processor of copper, nickel, cobalt, lithium and rare earth elements, and they control 60% of anode production and 40% of global cathode production. Consider that in 2019, about 70% of the world's cobalt supply was mined in the Democratic Republic of Congo, but more than 70% of that cobalt was refined in or controlled by China. Producing hydrogen without emissions is two to six times the cost of current production methods. Also, retrofitting end-use applications to use hydrogen as a feedstock, from chemical plants to cars and trucks, will take huge investments from both public and private sectors. This is the demand that we need to develop hydrogen markets that can sustain themselves. The other big challenge is the safe and efficient transport and storage of large volumes of hydrogen, given its physical properties. There's a lot of promising work being done in this space and will allow us to leverage our vast natural gas pipeline network to transport hydrogen to market. 22:00 Sen. Joe Manchin (D-WV): That is why I made research, development, and demonstration of these technologies a central part of the Energy Infrastructure Act, which this committee reported with bipartisan support last year, and which was subsequently included in the recently enacted Bipartisan Infrastructure Law. In that bill, we fund $9.5 billion in research, development and demonstration of clean hydrogen, and we tasked the Department of Energy to develop a national strategy and a roadmap to get us to a clean hydrogen economy. 27:25 Sen. James Lankford (R-OK): I'm concerned that the conversation around green versus blue hydrogen will pit technologies against each other rather than working together to establish a robust hydrogen marketplace. The simple truth right now is that 95% of hydrogen produced in the United States is made from natural gas. 1:42:00 Sen. Lisa Murkowski (R-AK): Can you share what the administration's policy is with regards to converting natural gas to hydrogen? We recognize that there are some within the [Biden] administration, certainly some groups that may have influence on the administration, who are very firm about not using fuel sources like natural gas. So the question is, is there a role for conversion to play? And what might we anticipate with regards to support and funding that might come with it? Dr. Sunita Satyapal: Thank you again for the question. And as mentioned, with hydrogen shot, we're really looking at all of the pathways. It's really about clean hydrogen. So whether it's natural gas, carbon feedstocks, nuclear renewables, you know, any pathway to get to the low carbon intensity, we're really pivoting away from the colors. There's a lot of complexity: green, blue, purple, turquoise….Pyrolysis is another approach. In fact, our loan program office just announced financing of $1 billion solid carbon, which is another value added product, no need for the CCS portion. So definitely an all-of-the-above strategy needed to meet all of our goals. It means that reduction of co2 emissions and removal of co2 emissions are complementary but distinct actions and that both are necessary. The National Academies and the IPCC find that this must be done at enormous scale exceeding the size of the global oil and gas industry today. We are not where we need to be to make this real. 48:35 Shannon Angielski: In addition, the International Energy Agency modelled the contributions of different technologies to meet that mid-century 2 degree scenario. And it shows that CCUS accounts for approximately 100 Giga tons of needed global co2 emissions reductions by 2060. To put this into perspective, this would be achieved by the operation of 1100 carbon capture systems on the equivalent of 500 megawatt coal fired units, or 3200 natural gas combined cycle units, which would need to be operating for the next 30 years. 1:59:00 Steven Winberg: The rest of the world is going to continue using fossil energy, whether it's coal or oil or natural gas. And that's why we have moved forward quickly on the coal first program, because it offers the opportunity for what I think of as 21st century coal. Right now the Chinese own the space in power generation — coal fired power generation. We have an opportunity to take technology and springboard over what the Chinese are building, which is basically 1970s vintage technology that we built, and they now have improved slightly, but they're selling it around the world, to countries that have coal under their feet, and they're going to continue using that coal. But with the coal first program, we can move into power generation, and we can move into hydrogen production, because these countries also, as they build out their transport sector, may not do it the same way that developed countries, they may move more swiftly into hydrogen. And so there's an opportunity there to take our technology using their natural resources that are under their feet, and produce zero emitting power generation and zero emitting hydrogen and perhaps even net negative hydrogen and net negative electricity and they can use that hydrogen in the transportation sector as well as the industrial sector. Venture capitalists are pouring money into the mobility sector. In 2021, mobility startups have raised $97.7 billion. It is important to note that venture capital firms are investing in a variety of mobility technologies such as autonomous vehicles, on-demand, e-scooters, electric vehicles, battery technologies, cybersecurity, data management, fleet subscription, urban logistics, urban air mobility, and many others. Innovation is happening all around the world. However, Israel will play an important role in the future mobility industry, with more than 600 mobility startups founded over the last decade here in Israel. Furthermore, many venture capital firms are focusing on investing in mobility and logistics startups. We invited one of the first investors in the mobile technology sector to share his knowledge.Michael Granoff is the founder and Managing Director of Maniv Mobility, a Tel Aviv-based venture capital firm that invests in startups that aim at revolutionizing the mobility and technology industries. Maniv Mobility has raised around $160 million so far and has invested in more than 37 startups. Some of the notable investments include Otonomo, bipi, Aurora labs, Revel, Turo, Upstream Security, Ridecell etc. Mike is also a founding board member of Securing America's Future Energy (SAFE), a Washington, DC-based policy and advocacy organization. The Federal Retirement Thrift Investment Board is once again planning to allow federal employees' to invest their retirement savings into companies controlled by the Chinese Communist Party. The FRTIB has decided to ignore directives by both President Trump - and President Biden - as well as strong opposition on Capitol Hill, to open a ‘Mutual Fund Window' in June which would make available to Thrift Savings Plan (TSP) participants the opportunity to invest up to 25% of their savings in some 5,000 mutual funds. The problem? These funds would include businesses involved in the Chinese government's military, espionage, human rights abuses, and its aggressive industrial policy designed to undermine U.S. industry. Why, after all we've learned about China's extensive aims at global domination, does the FRTIB plan to proceed with this? China is no longer simply an economic competitor, but rather an aggressive adversary. The FRTIB public statements say it's “too much work” to winnow out CCP controlled or influenced companies. But are there deeper purposes at work? China is now the largest global supplier. Last week, a British jihadist entered a synagogue in Colleyville, Texas and held four of its members hostage. In mid-October of last year, a woman emptied a container of gasoline and set it on fire in front of the Yeshiva of Flatbush in Brooklyn while shouting anti-Semitic obscenities. That followed an attack on Shlomo Noginsky, a rabbi in Boston who this past July was stabbed eight times outside of a Jewish day school. Roughly five weeks before that, someone emptied a bag of feces in front of the Chabad of South Broward in Florida while shouting “Jews should die.” Whether individuals or institutions are being targeted, whether they're in New York or Texas, anti-Semitism is on the rise in America, and Jews are called to be more vigilant than in years past. In a rare press conference yesterday, Joe Biden demonstrated the dangerous convergence of radical ideology and policy incoherence that is likely to characterize an administration he and/or Kamala Harris might lead. The former Vice President reaffirmed his commitment to undo President Trump’s initiatives that have greatly reduced illegal immigration across the nation’s southern border – including by dismantling “the Wall,” but warned that the timing of this wrecking operation had to take into account the predictable result: namely, “two million people” trying to get into our country. That prospect should be called “the Biden effect,” one exacerbated by his promise to give amnesty and citizenship to illegal aliens, among other benefits. Rep. Mo Brooks observed on “Securing America” yesterday, that millions of such aliens voted illegally for Biden. The cost to the rest of us of his payback would be incalculable. This is Frank Gaffney.

The Director of National Intelligence revealed yesterday that Iranian operatives have sent threatening emails aimed at influencing voters’ choice for president. DNI John Ratcliffe offered reassurances that our government is “on top of this.” Hopefully, that’s the case. Confidence would be higher, however, if he and other senior officials were acting to prevent what appears to be a far more serious electronic threat to our elections. Dallas-based Allied Special Operations Group has been warning for many months that twenty-eight U.S. states rely on servers in Spain to process electoral returns. Amitai Bin-Nun is the Vice President at Securing America's Future Energy (SAFE). There, it's his job to assist with developing and establishing regulations on autonomous vehicles. His goal is to find a balance between ensuring the safety of people, promoting innovation, and maximizing the potential of the technology used in self-driving vehicles. These types of vehicles are transforming the way we travel; Amitai also shares how beneficial this technology might be for those living with disabilities.Time Stamped Notes[0:48] Amitai Bin-Nun has had an interesting ride so far throughout his career. When he first started out, self-driving vehicles were not on many people's radar. He always had a passionate interest in technology and its role in society. For Amitai, it all started because he didn't know what to do next after finishing up graduate school. He had an interest in policy and politics and the ways in which science and technology are used and innovated to improve people's lives.He started out his career with a fellowship at the Department of Energy and then moved to Capitol Hill from there. At Capitol Hill, he looked at different aspects of science and technology: it's all governed by rules and regulations, and what spaces there are to innovate and maximize the impact of technology on society. While exploring this innovative side to technology, he eventually became interested in self-driving cars and general innovation in transportation.Now, Amitai works at Securing America's Future Energy (SAFE), where it's his job to help governments regulate self-driving cars in a way that still promotes innovation and maximizes the potential of this technology. Another significant part of his job is to articulate why society should care and want self-driving vehicles.[3:13] As a physicist, Amitai is accustomed to looking and working with complicated systems. Amitai focuses on cutting through all of those complexities to find the key drivers of the system. He looks to find the most important variables that the innovation needs to impact, and how change can spark from there.The approach to regulating, legislating, and thinking about the role of technology in society is very similar. You have to cut through all the complexities to figure out what needs to happen to ensure that the technology is successful. Without this laser-light focus on the success of technology and a deep understanding of the broader system, you could just be running around and chasing trends. But, if you do have that deep understanding of the system, it helps you understand what the key drivers are and how to act accordingly.[4:40] Innovation is an incredibly valuable part to global society. This is where economic growth comes from and improves our standard of living over time. With that, any time something new emerges, there are always risks involved. This is why regulation is so important: rather than stifling innovation, regulation is about how to manage those risks to ensure that they don't get in the way of the benefits that innovation offers.If the regulation around self-driving cars is done right, it signals to the public that the technology is safe and will improve life. It also gives a signal to companies that their technology is ready for development. The regulation around autonomous vehicles should both allow the innovation and also encourage it.[6:52] Establishing the right regulations on innovation is all about the balance between ensuring public safety and encouragement of innovation. To achieve this balance, you need to get the process right. Right now, there aren't many regulations around autonomous vehicles because the technology is so new. Technology usually needs to be in use for a long time before the language and standardization of approaches in an industry emerges, which is what ultimately allows for effective regulation.Early on in the process, the best approach to implementing regulations is to observe closely to how the technology develops. Instead of over-regulating, governments put relatively light boundaries in place to ensure that technology continues to progress in a safe way. Over time, more effective guidelines can be established[9:00] To speed up the process of developing and implementing regulations on autonomous vehicles, there needs to be a dialogue between vehicle manufacturers, customers, and the government. Of course, most companies won't freely share their training data to help out anyone interested in developing autonomous vehicles. There is, however, still a fair amount of cooperation that happens organically, particularly with the movement of employees from company to company, the use of open-source tools, and much more.When the Department of Transportation signals that they would like to standardize autonomous vehicles, it triggers a process. Once this process is triggered, everyone in the industry wants to be a part of it. The government can specifically accelerate this cooperation by providing more clarity regarding the future of establishing regulations and engaging in collaborative research.[12:57] Even though autonomous vehicles are 50 years into development, it's still in its early stages, the industry's leaders need to take time to define what “safety” means in relation to autonomous vehicles. Even though a company's autonomous vehicle may be safer than a human driver, they're never going to be perfect and will always be scrutinized for it. The more we have a common language and agreement in the industry about what it means to have a “safe” vehicle, the easier it will be to establish when a vehicle is technically and sociologically ready for deployment.[17:36] Today, each licensed driver needs to meet a specific performance standard in order to operate a vehicle—but, we don't expect them to be completely perfect. Yet, we expect more from autonomous vehicles. Even though they are safer than human drivers, they still make mistakes. If companies refuse to deploy an autonomous vehicle before it's perfect, no self-driving cars would ever make it on the road.[19:19] Though the safety of autonomous vehicles is critical, the value extends way beyond just the safety of people. SAFE recently performed a study on autonomous vehicles for people with disability. They found that there are about 4 million people who are unemployed or underemployed due to the barrier of accessible transportation. Self-driving cars can't fix everything, but they are a great tool to bring accessible transportation to a broad range of the population that doesn't have it today.[22:53] Currently, paratransit services are one of the best ways for those with disabilities to have access to transportation. These services, however, are non-inclusive and incredibly expensive for cities to offer and for the riders; yet, their services are not very reliable. Autonomous vehicles would transform this type of service, allow for a caretaker within the vehicle, and ultimately be cheaper for the city and rider to use. When you combine automation and the ability to summon a vehicle on-demand, there's almost no limit to where our imagination could take us with the progression of this technology and vehicles.[31:23] The culture around transportation is already changing rapidly. People are starting to realize that a standard car is not the ideal way to travel short distances, in busy downtown areas, or on long trips up into the mountains. The idea of micro-mobility, renting scooters downtown, and other innovative types of transportation may be early manifestations of the realization that cars are not always the right vehicle for every type of trip.[37:00] With this shift in culture around transportation within cities, sometimes the negative narratives win over the positive ones. Scooters, Uber, and Lyft, as a result, are not fully appreciated. In a lot of cities, the policies and regulations put in place seem to discourage their use or treat them solely as potential problems. What Amitai would like to see is a shift in that mindset: view scooters, ride-sharing services, and micro-mobility as tools to be engaged as a solution to improve transportation and equities in cities.[40:33] In Amitai's opinion, companies like Uber and Lyft are adding value to the public by presenting transit as an option within their vision of transportation. If Uber and Lyft share specific data with cities, there may be a middle ground that allows cities to make ends meet. If we are able to formulate this middle ground, then everybody wins. The challenge right now is defining what information is needed, and how that data should be tailored to these conversations. The more tailored this conversation becomes, the easier it becomes to meet everyone's goals.[44:18] Within the autonomous vehicle world, companies are shifting their testing to areas that do not require reporting. This creates an adversary relationship between the technical talent and cities. Cities and technical talent should work together to formulate policies and regulations that prioritize making transportation better for everyone, rather than who wins and who owns the data.[46:06] Amitai has his own visions for what would make an ideal autonomous vehicle. Within his own vehicle, he imagines having a separate screen or TV for each member of his family, a smooth ride that would be ideal for reading, and so much more. The OPEC cartel has been the key actor in world crude oil markets for four decades and counting. Even so, there is a surprising amount of disagreement about the nature of OPEC’s influence on oil markets.In a new study published by Securing America’s Future Energy (SAFE), authors Andrew Morriss and Roger Meiners survey the academic literature and conclude that OPEC is an unstable cartel that has, at times, been effective in significantly increasing the price of oil. When the cartel has failed in this exercise, however, the price of oil has collapsed, possibly lower than would have been the case were the market not subject to cartelization. Morriss and Meiners believe that much of the volatility that characterizes world crude oil markets can be laid at the cartel’s doorstep and, as a consequence, “the international market for oil is not a free market.” Fred Smith will discuss the policy implications of Morriss and Meiners’ findings.
