Businesses are queueing up to be part of a pilot scheme allowing vaccinated travelling workers to self-isolate at home. It's part of the government's road map to relaxing border restrictions by the first quarter of next year. Te Pirimia, Jacinda Ardern says the trial will be very limited - with strict conditions and monitoring. The companies involved will be named and the travel must be essential to maintaining their business. The pilot is expected to start in October. Export NZ's executive director Catherine Beard tells Lisa Owen businesses will want it to work well, so a "high degree of caution and rigour" will be exercised.

Waikato DHB cyber attack revealed 'high degree of exposure' - GCSB Minister

Waikato DHB has admitted there's a real threat some people's personal information may have been breached, as a result of the cyber attack. The DHB is still working to get its systems back online - something it has described as "more complex" than it thought. Chief executive Kevin Snee says he understands there may be some anxiety about the fate of data and information held by the DHB. The DHB has been given the services of the Government Communications Security Bureau to sort out the problem. "There is a chance they will have taken data that was on the system, and exfiltrated the data - put it somewhere else, usually in the dark web for later use," Health Minister and GCSB Minister Andrew Little told Checkpoint. The widespread nature of the attack revealed "a high degree of exposure," Little said. A review will establish exactly what happened. "You would expect in this day and age for a sophisticated organisation like DHB running a series of health services, there would be adequate protections around those sorts of things."

The government has unveiled its plan to tackle rising gun violence among gangs, by banning 'high risk' people from having firearms. Any gang members who appear before the courts will come under the Firearms Prohibition Orders. The new tool will be at the disposal of judges who will slap the restrictions on any person found to have participated in organised crime. Ben Strang has more.

Non-New Zealand citizens trying to get back to Aotearoa from very high-risk Covid-19 countries are basically out of runway under the government's new rules. It's created a category for countries with very high numbers of Covid-19 cases among returnees. So far India, Pakistan, PNG and Brazil are on that list. In a bid to slash the number of positive Covid-19 cases arriving here from 11.59pm next Wednesday, only NZ citizens, their partners and children, and parents of children who are New Zealand citizens will be allowed to fly to home directly from countries that are in the new category. Anyone else, including permanent residents, will have to spend 14 days in another lower risk country before they can head here. So with the routes home narrowing, Lisa Owen asks Otago University law professor Andrew Geddis whether the new rules are effectively a ban for that group of people.

As schools start to reopen this spring, and federal funds begin to flow into states and municipalities, what can we do to make up for kids’ social, emotional, and academic loss? Susanna Loeb, director of the Annenberg Institute for School Reform at Brown, has some ideas. At the top of the list? Tutoring. Tourism Minister Stuart Nash is considering raising the levy overseas tourists pay to enter the country, and says he wants tourists to be spending about $300 a day.Earlier today, Nash outlined his vision for the future of the industry including how to make tourism more sustainable.He also wants to make sure New Zealanders don't have to pick up the cost of hosting international visitors, which could mean differential prices at some tourist spots.Nash told RNZ the $35 levy foreign tourists paid would have to rise, but he would not be drawn on how big an increase he was considering.He also said people who visited New Zealand and bought vans which were not self-contained and spent as little as $10 a day were "not really the sort of tourists we want"."Now it doesn't mean that we're going to close the borders of course, for those who spend $10 a day ... but those who will be targeted will be those who spend money in our communities, and what we call high value tourists," he said."There is a difference between high value and wealthy, of course. Some people for whom New Zealand is a dream destination that saved up for this their whole life, they're coming over here to have a wonderful experience and we will deliver on it. So please don't confuse high value with high net worth or high wealth."A protest had been planned for Stuart Nash's tourism event today, but the rally was cancelled in response to the prospect of a transtasman bubble starting in April. Victorians have been warned to brace for more Covid-19 infections after it was revealed the Melbourne hotel quarantine worker who has tested positive had a "high viral load" and is most likely carrying the mutant UK strain.Despite Premier Daniel Andrews' reassurance there was "no need to panic" at a late-night press conference, officials confirmed that early tests suggest the 26-year-old Noble Park man is likely to have been highly contagious for days.He is now under medical supervision at a medi hotel."Look, I think the testing of this individual indicates that he probably had a high viral load,'' Victorian CMO Professor Sutton said."That's what the test results show. For his very close contacts, I think there is a risk that they'll potentially become cases. That's why they're isolating from this moment forward and why their contacts will isolate as well so that, if a case occurs, there won't be further transmission to others."The man last worked at the hotel quarantine site on January 29, the same day he tested negative for the virus.It's a bitter blow for Victorians who endured months of lockdown last year after the second wave escaped from hotel quarantine.Genomic testing later linked 90 per cent of subsequent cases to a family of four who infected hotel quarantine workers who unwittingly spread it throughout Melbourne ultimately claiming more than 800 lives.The Premier said given that the UK strain of Covid had infected some of the guests at the hotel site it was reasonable to expect he had the highly contagious UK strain."We have to assume that this person has, in fact, infected others,'' Andrews said."I think we all have to assume that the international strain is, in effect, the UK strain. This thing is spreading so quickly – we've got the UK, Japan, South Africa – all of which have a higher infectivity level than what we were dealing with during 2020."I think the important thing to acknowledge is that people move around the state, and you can test negative, you can follow every protocol, you can be working in a system that has been copied by every other state, and still – this is such a wildly infectious virus that we could still finish up with a breach."But mystery surrounds how he became infected and how long he has been carrying Covid in the community."The exact details of that are not known to us. We've got to go through that CCTV footage and all of that work. The most important thing is that we are onto this quickly," Andrews said.The Victorian premier said there was no confirmation of a hotel quarantine breach."No, there has not been," he said."But I want to make it very clear, he has provided very detailed information and we're very grateful to him."Having said that, though, there'll be – and this does take some time – there's CCTV in all those hotels, opportunity, and we will work through and review all of that very carefully to make sure my answer remains accurate that there's no protocol problem."This is a wildly infectious virus. It is very, very challenging. We're not pursuing zero every day forever. We always knew there could be cases. We all worked together to deal with those outbreaks and I'm confident Victorians will rise to this challenge now."The man was working as a resident support officer as part of the Australian Open quarantine programme. He's now in a health hotel and his household contacts have been isolated."He had no symptoms at work, tested every day at work, as every worker goes through – which is also reassuring to us, no other worker has tested positive, including those who've gone on to different workplaces," Professor Sutton said.Premier Dan Andrews said the 26-year-old had provided detailed information about his movements."He works for us. The government has backtracked on plans to urgently test every single person who had come into the Ports of Auckland for Covid-19. Last week the Ministry of Health issued a mandatory testing order for all workers at the Auckland and Tauranga Ports as part of its border blitz. It had hoped to get all of those workers tested by midnight last night, but only managed to get about a fraction swabbed. Nita Blake-Persen reports.
