The DC Snipers Serial Killers Documentary Beltway Snipers At 3:19 in the morning on October 24, 2002, the FBI closed in on the snipers and their 1990 Chevy Caprice. During the month, 10 people had been randomly gunned down and three critically injured while going about their everyday lives—mowing the lawn, pumping gas, shopping, reading a book. Among the victims was one of our own—FBI intelligence analyst Linda Franklin, who was felled by a single bullet while leaving a home improvement store in Virginia with her husband. But now, the attacks—which had terrorized the Washington, D.C., metropolitan area—had finally come to an end. How It Began The murders that shocked the nation's capital and the nation itself had started three weeks earlier. On October 2, 2002, a sniper's bullet struck down a 55-year-old man in a parking lot in Wheaton, Maryland. By 10 o'clock the next morning, four more people within a few miles of each other had been similarly murdered. The attacks were soon linked, and a massive multi-agency investigation was launched. The case was led by the Montgomery County (Maryland) Police Department, headed by Chief Charles Moose, with the FBI and many other law enforcement agencies playing a supporting role. Chief Moose had specifically requested our help through a federal law on serial killings. Within days, the FBI alone had some 400 agents around the country working the case. We had set up a toll-free number to collect tips from the public, with teams of new agents in training helping to work the hotline. Our evidence experts were asked to digitally map many of the evolving crime scenes, and our behavioral analysts helped prepare a profile of the shooter for investigators. We had also set up a Joint Operations Center to help Montgomery County investigators run the case. The Beginning of the End The big break in the case came, ironically, from the snipers themselves. On October 17, a caller claiming to be the sniper phoned in to say, in a bit of an investigative tease, that he was responsible for the murder of two women (actually, only one was killed) during the robbery of a liquor store in Montgomery, Alabama, a month earlier. That set in motion a chain of events that led to the capture of a pair of snipers. Here's how the investigation played out: Investigators soon learned that a crime similar to the one described in the call had indeed taken place—and that fingerprint and ballistic evidence were available from the case. An agent from our office in Mobile gathered that evidence and quickly flew to Washington, D.C., arriving Monday evening, October 21. While ATF handled the ballistic evidence, we took the fingerprint evidence to the FBI Laboratory (then located at our Headquarters). The following morning, our fingerprint database produced a match—a magazine dropped at the crime scene bore the fingerprints of Lee Boyd Malvo from a previous arrest in Washington State. We now had a suspect. The arrest record provided another important lead, mentioning a man named John Allen Muhammad. One of our agents from Tacoma recognized the name from a tip called into that office on the case. A second suspect. Our work with ATF agents revealed that Muhammad had a Bushmaster .223 rifle in his possession, a federal violation since he had been served with a restraining order to stay away from his ex-wife. That enabled us to charge him with federal weapons violations. And with Malvo clearly connected, the FBI and ATF jointly obtained a federal material witness warrant for him. The legal papers were now in our hands. Meanwhile, on October 22, we searched our criminal records database and found that Muhammad had registered a blue Chevy Caprice with the license plate of NDA-21Z in New Jersey. That description was given to the news media and shared far and wide.

In October of 2002, the DC Snipers terrorized residents of Washington DC, Virginia, and Maryland for three weeks. During that time, people lived in constant fear that they'd be killed - shot down - while in the midst of doing normally safe and benign daily activities like pumping gas, waiting for the bus, or even just walking across a parking lot to do some shopping. In total, ten people would be murdered, three people were critically injured, and others would be randomly shot at. Hundreds of FBI agents and local police officers would work this case before it was over. They were desperate to catch the man who was dubbed the DC Sniper or Beltway Sniper by the media. Except it wasn't one man.  Investigators were looking for a lone, white, male gunman. They had no idea how wrong their profile was. When it was all over, 41-year-old John Muhammad and 17-year-old Lee Boyd Malvo - both black - would be arrested. And now the authorities had to unravel the strange father-son relationship between the two, and uncover their motive for their shootings. And that is a lot of what we look into today. Between February and October 2002, random shootings occurred in Washington D.C. , Virginia, Maryland, Washington, Alabama, and Louisiana. Many victims were shot at gas stations and in large parking lots of stores. Fear spread through communities and the shootings were at random. Many witnesses claimed they saw a white box truck speeding away from the crime scenes, which then got out to the media. Of course, this information caused suspicion of anyone with a white van or truck. As many law enforcement agencies (both local and federal) investigated the shootings, they notice that some of the evidence was the same. It was determined that two men were responsible, John Allen Muhammad, 41, and Lee Boyd Malvo, 17. Authorities closed in on them, after a man spotted two men sleeping in a 1990s dark blue Chevy Caprice. The two men were arrested and eventually tried for their crimes. In total 17 people died and 10 were wounded as a result of these attaks 65

For three weeks in October 2002, the Washington DC area was terrorized by a series of sniper attacks. Someone was randomly shooting and killing people throughout the district, and the Maryland and Virginia suburbs. Piecing together scant eyewitness Clues, police began searching for the gunman, and ultimately found, and arrested, 41 year old John Allen Muhammad and 17 year old Lee Boyd Malvo. Both were eventually convicted, and John Allen Muhammad was sentenced to death. In the fall of 2009, I met Muhammad's wife, Mildred. Muhammad had planned to kill her, in a custody dispute over their children, and make her death appear to be one of the series of random sniper killings.

In October 2002, a little over a year after the September 11th terrorist attacks, the entire East Coast was gripped in fear by a series of random shootings and murders that occurred in and around our nation's capital. The Panic... These were innocent people, doing everyday things, from pumping gas, to reading a book on a park bench, mowing their lawn or just walking down the street. Most were gunned down in broad daylight, seemingly without any rhyme or reason. The shooters left no evidence other than a loud bang and a single bullet casing in their wake. The only connection between all of the victims was that there was no connection at all. The panic that began with the first murder on the evening of October 2nd had spiraled out of control by October 22nd. 10 people were dead and at least 3 others were critically injured. Buses lined the front of schools to protect children as they entered and exited. Families were held captive in their own homes. Law enforcement had no real leads or answers and could not offer anything to calm the public's growing concerns. Nobody was safe. The Capture... Then 2 days later, in the early morning hours of October 24th, the D.C. Snipers were apprehended at a rest stop in Myersville, Maryland. They were caught as they slept in their dark blue 1990 Chevrolet Caprice. The Other Story... Now, a decade later, Lee Boyd Malvo provides intimate personal details through a diary that was written 2 years after the shootings. The diary was brought out of the darkness through a relationship that was established by Anthony Meoli over 7 years of wanting to know the real story behind Lee's motivation for committing these crimes. At first this relationship was initiated by letters, it was later fostered through personal phone calls which were taken on a weekly basis. On October 16, 2019, the Supreme Court heard oral argument in Mathena v. Malvo, a case which concerns the scope of a new constitutional rule when applied retroactively on collateral review.In 2004, respondent Lee Boyd Malvo was convicted in Virginia on various counts of capital murder due to his participation in the “DC Sniper” attacks of 2002. As he was 17 years old at the time, he avoided the death penalty and was sentenced to four terms of life imprisonment without parole. In 2012, the Supreme Court held in Miller v. Alabama that sentencing a person younger than 18 to mandatory life imprisonment without parole violates the Eighth Amendment’s prohibition on cruel and unusual punishments. In 2016, the Court then held in Montgomery v. Louisiana that Miller had announced a new substantive rule applicable retroactively in cases on state collateral review.When Malvo raised these issues on collateral review, the Fourth Circuit held that his sentences of life without parole must be vacated based on Miller, and the cases remanded for resentencing to determine whether his crimes reflected a “permanent incorrigibility” that would justify reimposition of the life-without-parole sentence. On October 16, 2019, the Supreme Court heard oral argument in Mathena v. Malvo, a case which concerns the scope of a new constitutional rule when applied retroactively on collateral review.In 2004, respondent Lee Boyd Malvo was convicted in Virginia on various counts of capital murder due to his participation in the “DC Sniper” attacks of 2002. As he was 17 years old at the time, he avoided the death penalty and was sentenced to four terms of life imprisonment without parole. In 2012, the Supreme Court held in Miller v. Alabama that sentencing a person younger than 18 to mandatory life imprisonment without parole violates the Eighth Amendment’s prohibition on cruel and unusual punishments. In 2016, the Court then held in Montgomery v. Louisiana that Miller had announced a new substantive rule applicable retroactively in cases on state collateral review.When Malvo raised these issues on collateral review, the Fourth Circuit held that his sentences of life without parole must be vacated based on Miller, and the cases remanded for resentencing to determine whether his crimes reflected a “permanent incorrigibility” that would justify reimposition of the life-without-parole sentence. Retired Agent Greg Shaffer served in the FBI for twenty years. During his career, he spent six years on the FBI’s elite Hostage Rescue Team (HRT). In this episode of FBI Retired Case File Review, Shaffer reviews the multi-agency response to apprehend the D.C. Snipers, later identified as John Allen Muhammad and Lee Boyd Malvo, the men responsible for the random shootings of ten people in the Washington D.C. area during 23 days in October of 2002. He also discusses the origin and role of the HRT, and provides safety tips, especially for when confronted by an active shooter. While on the HRT, Greg trained with Department of Defense Special Mission Units and foreign counter-terrorism teams and conducted tactical operations in Iraq, Pakistan, Yemen, the Philippines, Indonesia, East Africa, and the United States. The Beltway Snipers. Washington, D.C. October, 2002. Fear grips the beltway as random people are shot dead in public by a hidden shooter. Parking lots and gas stations were no longer safe. A single gunshot would be heard and then someone would fall. Five were shot dead on October 3rd alone. The threat caused people to look around and to be on guard. Men, women, and even kids were targets for whoever was behind the attacks. For more than 20 days the attacks and even taunts from the killer continued until a call from a man alerted authorities to the location of the two responsible for the crimes. But the Beltway attacks were not the whole story. The pair had shot others before October and the reason behind the spree killings seemed to be rage. John Allen Muhammad and his teenage co-conspirator Lee Boyd Malvo wanted to terrorize the public and bring the system down. For Muhammad, losing his children in a custody battle with his ex-wife may have been the last straw.
