Stāsta žurnālists un politiķis, savulaik – Latvijas Republikas Augstākās padomes priekšsēdētāja pirmais vietnieks Dainis Īvāns Trīs piegājienos centīšos izstāstīt, kā tapa un kā pieņemts Latvijas pēckara vēsturē svarīgākais Konstitucionālais dokuments – 1990. gada 4. maija Deklarācija par Latvijas valstiskās neatkarības atjaunošanu. Līdztekus Valsts satversmei tā joprojām uzskatāma par vienu no pašreizējās Latvijas tiesiskajiem stūrakmeņiem. Iespējams, par 4. maija Deklarācijas tiešu priekšteci uzskatāms nerealizētais Latvijas Centrālās padomes 1944. gada memorands par valsts atgūšanu. Gan tam, gan Latvijas PSR Augstākās padomes 1990. gada 4. maija Deklarācijai pamatos liktas valsts kontinuitātes idejas un starptautisko tiesību principi. Abi apliecinājuši latviešu valstsgribu par spīti realitātei – 1944. gadā – vācu, bet 1990. gadā padomju okupācijai. Taču – ja par pirmo, pagrīdē izstrādāto, plašāka sabiedrība tikpat kā neko nezināja, tad otrais Trešās atmodas laikmetā izauklēts pilnīgā atklātībā. Pirmos konkrētos impulsus tam pavisam noteikti deva dzejnieka Jāņa Petera organizētais Rakstnieku savienības paplašinātais plēnums 1988. gada 1. un 2. jūnijā. Tā rezolūcijās atzīts, ka latviešu valodu, kultūru un tautsaimniecību var glābt tikai Latvijas patstāvība un atraisīšanās no Maskavas aizbildniecības. Šai saietā arī Mākslas akadēmijas profesors Mavriks Vulfsons padomju realitāti publiski kvalificēja kā Hitlera un Staļina slepenās vienošanās izraisītu okupāciju. Tik negaidīti, ka Maskavas vietvaldis Latvijā, kompartijas centrālkomitejas pirmais sekretārs Boriss Pugo, viņam uzšņāca: "Tu nogalināji Padomju Latviju!" Un tur nu vairs neko nevarēja labot. Pirms šīs uzstāšanās Vulfsons gan bija atklājis, par ko grib runāt un jautājis, vai maz vajag, kolēģim – universites pasniedzējam Ābramam Kleckinam. "Mavrik, tu esi gudrs – gan zināsi, kā attaisnoties," uzrunātais atbildējis. Paradoksālā kārtā pēc Vulfsona eksplozīvās uzstāšanās pie Kleckina vērsies arīdzan viņa jaunības dienu paziņa Boriss Pugo, vaicādams: "Ko man tagad darīt?" Atbilde bijusi: "Boris, pats esi gudrs – gan zināsi, kā izskaidroties Maskavā." "Process", kā bieži PSRS perestroiku jeb pārbūvi daudzināja tās aizsācējs Mihails Gorbačovs, bija sācies. Latvijā – ne gluži tā, kā iecerēja Kremlis. Dažus mēnešus pēc rakstnieku plēnuma Gorbačova neatbalstīta, bet arī neaizliegta, dibinājās Latvijas Tautas fronte. Tās pirmā, bet it īpaši otrā programma bija nākamais solis tuvāk neatkarības pasludināšanai. Tautas fronte kā lielāka masu kustība Latvijas vēsturē panāca, ka vēl vecā sasaukuma Latvijas PSR Augstākā padome pieņēma veselas divas tā saucamās Latvijas PSR suverenitātes deklarācijas, reabilitēja sarkanbaltsarkano karogu, Baumaņu Kārļa lūgsnu "Dievs, svētī Latviju" un tā sagatavoja nācijas pašapziņu pirmajām puslīdz brīvajām Latvijas PSR Augstākās padomes vēlēšanām, kas noritēja divās kārtās 1990. gada martā un aprīlī. Jāatceras, ka tajās bez latviešiem piedalījās gan Latvijā dislocētā okupācijas karaspēka daļas, gan pēckara krievvalodīgo iebraucēju mažoritāte. Neatkarības piekritējiem vajadzēja panākt šķietami neiespējamo – gūt konstitucionālo vairākumu, tas ir – vismaz 134 mandātus no 201, lai pilnīgi legāli, pat saskaņā ar Latvijas PSR Konstitūciju, atjaunotu Latviju un atjaunotu arī 1922. gada Satversmi. Mūsdienās svarīgi apzināties: to panākdami vēl pirms ukraiņu pašreizējās cīņas pret okupantiem, mēs kliedējām Kremļa arvien uzturēto mītu par krievijas režīmu neuzvaramību. Lai arī Maskava draudēja, ka gadījumā, ja Latvija "stāsies ārā" no PSRS, neapmierinātie padomju ļaudis dibinās prokrieviskus anklāvus, bet diskriminētie krievu militāristi izmisumā ķersies pie ieročiem, jaunievēlētās Tautas frontes frakcijai jau pirmās vēlēšanu kārtas rezultāts 1990. gada 18. martā pavēra vienreizēju iespēju pasludināt okupācijas ēras beigas. Jau pēcvēlēšanu rītā organizācijas mītnē Pasaules Brīvo latviešu apvienības juridiskajam konsultantam, valsts un starptautisko tiesību pārzinātājam Egilam Levitam Tautas frontes valdes vārdā lūdzu sagatavot Augstākās padomes iespējamās Neatkarības deklarācijas melnrakstu. Turpmākās dienas gaitā filozofa Elmāra Vēbera dzīvoklī kopā ar juristu un deputātu Tālavu Jundzi viņš uzrakstīja deklarācijas koncepciju. 21. martā Augstākās padomes Tautas frontes frakcijas sēdē Zinātņu akadēmijā deputāti ar to iepazinās. Levits ieskicēja divus rīcības variantus – "minimālo" un "maksimālo". "Minimālais" aprobežotos ar pārejas perioda pasludināšanu un neatkarības sarunu uzsākšanu ar Maskavu. Apmēram tādu lēmumu 30. martā pieņēma Igaunijas Augstākā padome, un tas ir iemesls, kādēļ Igaunijā 30. martu neatzīmē tā, kā mēs atzīmējam 4. maiju, bet lietuvieši – 11. martu. Tautas frontes frakcija jau no paša sākuma tomēr sliecās solidarizēties ar lietuviešiem un izšķirties par "maksimālo". Ar tādu apņēmību 22. martā, bet nu jau deputāta Rolanda Rikarda dzīvoklī sanāca frakcijas deleģētā darba grupa, kurā bez Levita un dzīvokļa saimnieka piedalījās vēl arī Vilnis Eglājs, Valdis Birkavs un Romāns Apsītis. 24. martā Levits jau plašākai juristu kompānijai prezentēja darba grupā apspriesto. Nu jau darba grupai pievienojās Ints Upmacis, Tālavs Jundzis, Edgars Meļķīsis un Aivars Endziņš. Pēdējais sagadīšanās pēc bija arī universitātes kompartijas organizācijas vadītājs. Viņš piedāvāja turpmākām apspriedēm izmantot savu partijas sekretāra kabinetu Raiņa bulvārī 19. Tālab šad tad, šur un tur dzirdētās skeptiķu baumas, ka Latvijas neatkarības projekts tapis kompartijas dzīlēs, vietas izvēles ziņā atbilst patiesībai. Tomēr arī komunistu partijas sekretāra kabinets, kam, iespējams, VDK okšķeri pievērsa mazāk uzmanības nekā LTF mītnei, nebija īsti piemērots diskrētākām sarunām. Pēdējā Neatkarības deklarācijas slīpēšana, piedaloties Tautas frontes vadībai, Egilam Levitam un Pasaules brīvo latviešu apvienības pārstāvjiem, 30. martā jau lielākā slepenībā notika Vaives dzirnavās. Šeit sagatavoto tekstu beidzot akceptēja frakcija, un tas bez lielām izmaiņām tika nodots Augstākās padomes 4. maija plenārsēdei.
