"This is a time when dealers must be nimble and adjust quickly to the industry's changing circumstances, and many of them have not."Carter Myers Automotive in Virginia, widely known for their ESOP, has found a novel way to manage escalating health care costs by adopting a self-funded insurance plan, with potential premium holidays if year-end surpluses are achieved.Employees are encouraged to make cost-effective health care choices, with any savings going back to offset future premiums.CMA experienced no premium increases for the first two years and provided two premium holidays, each lasting about 3 months, an average savings of $900/householdFocus groups and surveys helped shape the plan, ensuring buy-in from employees.Liza Borches, CEO of CMA shared, “The benefit of an ESOP is that you share the responsibility. It's Tuesday time, and we're talking about the industry's EV ongoings from Tesla's court dates, one Dealer's EV Bootcamp, and a little good natured ribbing from one automaker to another. Tesla is set to defend itself in its first trial involving an Autopilot fatality, a crucial test for CEO Elon Musk and the technology he promotes. The first of two trials, scheduled for mid-September in a California state court, will scrutinize a 2019 crash where a Tesla Model 3 veered off a highway, struck a palm tree, and burst into flames, resulting in the death of the owner and serious injuries to two passengers.Tesla denied liability for both accidents, blaming driver error and stating that Autopilot is safe when monitored by humans. Internal emails may reveal what Musk and other officials knew about Autopilot's capabilities and deficiencies. The company clearly stated "There are no self-driving cars on the road today."Another unique point of the case is that it positions Musk as the leader of the engineering team behind the Autopilot technology, challenging his reputation as an engineering leader. This highlights Musk's direct involvement and potential accountability in the development and deployment of the Autopilot system.Late last week Elon Musk's livestream of a drive using Tesla's Full Self-Driving (FSD) Beta v12 was underwhelming due to poor video quality and operational flaws, including driving in the wrong lane and trying to pass a red light. Despite Musk's previous hype and over 10 million views, the video did not successfully showcase the FSD v12's effectiveness, highlighting ongoing challenges with Tesla's self-driving technology. As the emergence of more and more EVs continues, many progressive Dealers are leaning into the trend preparing themselves, their teams, and their communities for whatever is in store. One Dealer at the forefront is Liza Borches, owner of Carter Myers Automotive, a 23+ store group headquartered in Charlottesville, VA who executed a great idea last week…an EV BootcampIn what we'll consider a nod to some great trucks, a Tesla Cybertruck was spotted with a wrap resembling a Toyota Tundra, following a previous instance of a Cybertruck wrapped to look like a Ford F-150. Is Tesla trolling competitors, testing wraps, or innocently camouflaging the vehicle before its official launch?CEO Elon Musk has previously expressed frustration with traditional pickup truck designs and justified the radical design of the Cybertruck. The Toyota Tundra is one of the bestselling pickups in the US, selling about 100,000 units per year.Although Tesla has rarely used camouflage or wraps on prototype vehicles, it has been using wraps on the Cybertruck more frequently. A wrap is the only way to get a different color on the stainless steel body of the vehicle, and it remains unclear whether Tesla will offer factory wraps or let third parties take over the market. Hosts: Paul J Daly and Kyle MountsierGet the Daily Push Back email at https://www.asotu.com/ JOIN the conversation on LinkedIn at: https://www.linkedin.com/company/asotu/ Read our most recent email at: https://www.asotu.com/media/push-back-email ASOTU Instagram: https://www.instagram.com/automotivestateoftheunion

It's a perfect Thursday to love people more than cars as we have the CEO of the CMA group, Liza Borches as our guest host to talk about the new consumer data about EV adoption sentiment. We also talk about Texas' landmark charging requirement, as well as one Service Advisor who made the Auto News 40 Under 40 list. Show Notes with links:According to new studies by J.D. Power and EY, stated consumer interest in battery-electric vehicles (BEVs) is moving forward, despite charging infrastructure challenges. The research indicates a significant shift in buying intent, with BEVs predicted to capture 27% of auto sales by 2026, emphasizing the evolving landscape of the automotive industry in the midst of persistent safety concerns. J.D. Power's study found that 21% of respondents faced issues charging their BEVs at public stations, while only 3% of Tesla owners reported such issues. Tesla leads in "charging satisfaction", but its performance is declining due to sales outpacing charger availability. The EY study highlights that 57% of respondents are concerned about the dangers of home charging, particularly fires in garages. Steve Patton of EY finds this level of fear surprising.Data from Wards Intelligence reveals that 6.9% of vehicles sold in the first half of 2023 were BEVs, with luxury vehicles making up about 75% of these sales.81% of current BEV owners are likely to buy another BEVTexas is moving forward with a groundbreaking decision to mandate Tesla's technology in EV charging stations for federal funding eligibility. This move, closely watched by other states, underscores Tesla's growing influence in shaping the U.S. charging infrastructure, despite challenges from competitors and initial resistance. The federal program requires the CCS plug at a minimum but allows states to add additional requirements before distributing funds locallyDespite opposition from some charging companies saying that the mandate would slow down the expansion of infrastructure, Texas' commission unanimously approved the plan, aiming to cover at least 97% of the state's EVs with fast charge ports.Texas, the largest beneficiary of a $5 billion program for U.S. highway electrification, is setting a precedent that other states are watching closelyCMA Valley Subaru Service Manager Carmen Hinton was featured on the homepage of today's Automotive News as one of their 2023 40 Under 40 honorees.

Liza's many accomplishments and awards speak for themselves, but she's especially proud of the vital community service that Carter Myers has been able to accomplish under her leadership, such as the Driving Lives Forward initiative, helping disadvantaged local families secure affordable vehicles. In this episode, Liza reunites with our host Derek D to talk about what has changed since her first DNT episode - and what, surprisingly, hasn't. She discusses why she initially planned for 2023 to be a year of stabilization for Carter Myers Automotive (and why that hasn't fully been the case), why many car owners are looking to sell their vehicles through nontraditional channels, and the misconception customers may currently have about incentives. Welcome to another great week in Retail Auto as we talk about the newest auto tech school on the west coast and why it's significant. We also share Liza Borches' tips and strategies for moving aged inventory, as well as the truth on a rumored Swiss EV ban.  An new, $22.3M advanced automotive tech school in a northern LA auburn is now open at Pierce college, thanks to a $3.5B California bond measure to invest in facilities that better prepare students for jobsNew requirements for being an Auto Tech are rapidly changing and now require a growing number of computer, technology, and programming skillsAlex Villalta, associate professor of automotive service technology and a graduate of the Pierce program, says “The students are coming in with laptops instead of toolboxes.”“Northridge Toyota in California hires Pierce graduates,” said shop manager Edward Lujan, who is in charge of everything from recruiting service technicians to ensuring they pass all the certification exams needed to advance. He has been in the service industry for 35 years, all of them with Toyota and Lexus. The California New Car Dealers Association awarded $413,000 over the last 5  years to 334 California students to help cover training costsWe got into the details of pricing aged inventory with CMA owner Liza Borches on Friday's All Things Used Cars room on Clubhouse with David Long. Here are key takeaways from Liza:Expect diversity. Every store, every team, and every market is going to require a nuanced strategy. However, no matter the nuances, some fundamentals exist. The right end user exists for every car. Moving inventory between your group's stores or out of your network could be vital to selling inventory while retaining more value.Repricing with wisdom. Before changing the price, call every relevant lead to gauge interest. You may be able to sell it with a smaller price drop."You were right. We have adjusted the price and wanted to give you dibs."30-day supply. Buying and selling within the same market will allow for greater control (and profits) as the market shifts.Posts about Switzerland proposing a ban on using EV's to stave off an energy shortage gained some steam on LinkedIn and elsewhere, but it's not as seismic as it seems. As it turns out, there really needs to be an emergencyThe basis for the reports is the ‘Ordinance on Restrictions and Prohibitions on the Use of Electric Energy' and notes that ‘level 3' could include limiting driving to essential travel only such as going to work, doctors, to get food etc. Get the Daily Push Back email at https://www.asotu.com/ JOIN the conversation on LinkedIn at: https://www.linkedin.com/company/asotu/ Read our most recent email at: https://www.asotu.com/media/push-back-email Share your positive dealer stories: https://www.asotu.com/positivity ASOTU Instagram: https://www.instagram.com/automotivestateoftheunion

Carter Myers Automotive has been around for 98 years, meaning they lived through the Spanish Flu of 1918.Liza Borches hasn't seen all of that, but as the 3rd generation President and CEO of CMA, she knows the stories of the company. She knows the joys and the pains. And she has led the organization through growth and culture shift, overcoming her own ideas about retail auto and even some misogyny from those in her organization. Michael Cirillo, Paul J Daly, and Kyle Mountsier ask her about an opportunity at General Mills, Honda's 3 Joys, and why groups are asking CMA to acquire them. What we talk about in this episode:0:00 Intro with Michael Cirillo, Paul J Daly and Kyle Mountsier.7:59 Coming out of college, Liza didn't want to work for the family business. She took a job with American Honda because it sounded like fun to live in Southern California. But that job showed her a whole new side of retail automotive.“I started really seeing the difference that those leaders and dealership associates were making in their communities, I saw a different side of the business than I had grown up with. I grew up just seeing my dad working 24/7 some challenging times with our business almost going under a lot of stress and to be honest, he just wasn't around. So I just needed to see a different perspective on the business. And then I got to come home and see it through the lens that my dad was able to share with me more as an adult than versus when I was a kid.”14:04 For Carter Myers Automotive, company culture is about influencing the whole person, not just that person at work.“Tom Doll shared at the Subaru meeting a couple of weeks ago, and he said, ''We don't just want to be good business people. We want to be good people in business.” And I think at CMA, that's something that we've always focused on. We don't want to just create and pour into and invest in our team to be good business people. We also want to help them be good people in business. And I think that reflects back to encouraging our team to bring their whole self to work, not just their work self, and how do we help them grow both personally and professionally, that it has to be investing in them as a human being and not just an as an a team member of CMA.”19:43 Liza's grandfather gave the company its fiscal responsibility, her father gave it an aggressive growth desire, and Liza herself brought the company its soul. She learned how to build a great culture at a single store and then began scaling it to the other stores in the group with the help of some amazing general managers.27:15 Michael Cirillo makes an observation that in some ways, the automotive industry is really one big family business. Liza adds to that by talking about the fear of failing in a family business, but how, if you aren't afraid to be yourself and bring your own ideas to the table, you can add a whole new perspective.⭐️ Love the podcast? Liza has proven experience in growing an organization exponentially through a people-focused approach. Offering employee ownership, managing partnerships, and value-based hiring, Carter Myers Automotive has grown from three dealerships to sixteen in the last fifteen years. CMA represents 6 markets and 17 franchises across Virginia. Liza is the first woman to lead CMA. She was named Top 100 Women in Automotive by Automotive News and received the Barbara Cox Woman of the Year Award from Cox Automotive. Liza upholds the core values of CMA by ensuring honesty, integrity, customer service, and community involvement. In this episode… Building a people-based company is one of the best business growth strategies a dealership can adopt. Putting people first and making them feel like part of the company is an excellent way to retain the best employees, and this will help a dealership provide better services to its customers. Liza Borches advises dealerships to understand the people-side of their businesses and not focus solely on making sales. They should focus on helping solve their customers' problems, whether servicing their cars or selling them a new vehicle that will meet their needs. She firmly believes that the automotive industry provides an excellent opportunity to influence people's lives positively. In this episode of the InsideAuto Podcast, Ilana Shabtay is joined by Liza Borches, the President and CEO of Carter Myers Automotive (CMA), to discuss how the dealership uses a people-based approach to build relationships with its employees and customers. Liza also talks about her recent keynote presentation at the Digital Dealer Conference & Expo, her company's sustainability efforts, and her advice to women leaders working in male-dominated fields.

Today's Patreon-fueled shout-out is for the Plant Northern Piedmont Natives Campaign, an initiative that wants you to grow native plants in yards, farms, public spaces and gardens in the northern Piedmont. Native plants provide habitat, food sources for wildlife, ecosystem resiliency in the face of climate change, and clean water.  Start at the Plant Northern Piedmont Natives Facebook page and tell them Lonnie Murray sent you!    On today’s installment:Charlottesville City Schools begin official consideration of names for Clark and Venable elementary schoolsThe Green Business Alliance launches on a mission to meet greenhouse gas reduction goals ahead of scheduleLegislation is signed in Christiansburg for an authority to work towards a new passenger rail to the New River Valley To begin today’s installment, U.S. 250 at Afton Mountain is still closed, three days after a rockfall began. There’s no timetable for when the roadway might reopen.“On Wednesday, rocks, soil and debris continue to slide down the steep slope into the roadway,” reads a press release. “Geologists and engineers with the Virginia Department of Transportation are continuing their assessment of the site and the extent of the slide area. Then they can determine how to safely remove debris from the road as well as unstable material still on the slope above the road. The slope must also be stabilized before the road can be reopened to traffic.”Stay tuned. Sixteen companies and nonprofits in the greater Charlottesville area have launched the creation of something called the Green Business Alliance as a way of providing leadership on the way toward meeting the community’s goals to reduce greenhouse gas emissions. Susan Kruse is the executive director of the Community Climate Collaborative, which goes by C3. “This is the decade where we must act to prevent the most catastrophic impacts of climate change,” Kruse said. “Our nation, our Commonwealth, and our community have all set ambitious goals to reduce greenhouse gas emissions. Yet we cannot reach those goals without working together in our homes, in our schools, and in our businesses.” Kruse said C3 selected these businesses based on their past commitments to energy efficiency, and a dedication to being bold. “I am pleased to announce their collective greenhouse gas emissions by 45 percent by 2025,” Kruse said. “That is five years faster than the goal set by the city of Charlottesville and Albemarle County and well ahead of the Commonwealth’s goal to hit net zero by 2045.”Kelli Palmer of the CFA Institute at the May 5, 2021 launch of the Green Business Alliance Kruse estimated that if they meet these goals, that will reduce 13,156 metric tons of carbon dioxide equivalent. The groups selected provided three years worth of energy data and have agreed to continue submitting that information to C3 to audit the data going forward. One of the groups is the CFA Institute, and Kelli Palmer was on hand to speak on their behalf. Palmer is the head of Global Inclusion & Diversity and Corporate Citizenship at CFA and she remarked at being at an in-person event.“This is the first time I’ve been in community in real life with other people in over a year so that alone is a cause for celebration,” Palmer said. Palmer said CFA’s mission is to be a worldwide leader, and participation in greenhouse gas reduction at its headquarters is consistent. “It is our mission, CFA Institute that is, to lead the investment profession globally by promoting the highest standards of ethics, education, and professional excellent for the ultimate benefit of society,” Palmer said. Another member of the Green Business Alliance is Sentara Martha Jefferson, which moved from the city of Charlottesville to Albemarle County nearly ten years ago. Catherine Hughes is the executive director.    “We almost doubled our physical plant from approximately 300,000 square feet at our downtown location which Kelli [and CFA Institute] now resides in to 600,000 square feet approximately and we were able to do so without increasing our energy consumption,” Hughes said. “That came with a lot of work. Every decision as far as building the building is part of that.” The Tiger Fuel Company may not be the one of the first that jump to mind when you think of green businesses, but President Gordon Sutton is on board to prepare his firm for the future. “Our business is in large part focused on the distribution of fossil fuels which makes me somewhat of an outsider in this setting,” Sutton said. “I’m proud to tell you however that we have for years now been working on ways to reduce our carbon footprint. One of the compelling ways we have achieved that has been through embracing solar and installing solar arrays on our facilities.”Sutton said Tiger Fuel was so satisfied with the results that decided to get into the business.“We have decided to completely immerse ourselves in the industry by acquiring a small solar company with a national footprint but roots right here in Virginia,” Sutton said. That company is Altenergy, which Sutton said has over 16 years of experience and has installed 21 megawatts of solar generation capacity across ten different states. Sutton said he knows that reduction of greenhouse gases will require dramatic reductions in or cessation of the use of fossil fuels. The final Green Business Alliance member who spoke at the event was Liza Borches, the President and CEO of Carter Myers Automotive. “We all know that transportation is the largest contributor to greenhouse gas emissions in the United States,” Borches said. “And as a part of this industry, we have a choice. We can put our head down, keep pushing forward selling a lot of cars, and not be proud of what our industry is doing to contribute to our climate impact, or we can pull up a chair to the table, be a part of the conversation and help find the strategic solutions that we need for our future.”Borches said part of her company’s role is to educate consumers about the benefits of alternative-fuel vehicles, and this year she and her staff helped push for Virginia legislation known as the Clean Cars Act which directs the State Air Pollution Control Board to create a program for low-emissions and no-emissions vehicles. It was at about this point in the recording that the wind began to become an issue. Governor Ralph Northam was also in attendance to watch as members of the Green Business Alliance received certificates indicating their participation in the program. Northam is in his last year and said he has tried to get something done while in office. “We’ve had these climate commissions in Virginia and we’ve listened to the data and we’ve said at the meeting that we need to take action, and we really never have,” Northam said. “The past few years we have been able to work together and really understand what we’re up against in society.” It was around this point in the recording that the wind picked, and I would be curious to know how much energy that would have generated. So, we’re going to wait until later in the program to hear more from Northam on the story from Christiansburg. The Charlottesville Public School system has begun the process of evaluating the names of two elementary schools to see if they should be changed. On Monday, the Schools Naming Committee held a community forum with breakout sessions on the appropriateness of the current names of Clark Elementary School and Venable Elementary School. In all, there are ten schools for the city to review, and the process will go from oldest to newest. Beth Baptist is interim director of student services and achievement. “Clark and Venable are our older schools so those are the schools that we are starting with,” Baptist said. “We are not on a timeline for this project. We want to do it right.” One of the slides from the May 3, 2021 presentation available on the School Names Committee websiteCommittee member Phil Varner prepared information for the break-out groups to consider before they spent time in breakout areas. He said he began research two years ago after watching a presentation from filmmaker Lorenzo Dickerson about the work that went into one of his films. “So he had done some work on researching Black schools pre-desegregation in Albemarle for his documentary Albemarle’s Black Classrooms    ,” Varner said. “And sort of almost tangentially to that there was work and a bit in his presentation before the Albemarle School Board about Paul Cale, who previously had an elementary school named after him.” What is now known as Mountain View Elementary had been named after Paul Cale, who served as superintendent of Albemarle Schools from 1947 to 1967 according to a September 2019 article by Katherine Knott in the Daily Progress. Superintendent Matt Haas said at the time he wanted the school renamed because Cale did not act swiftly to fully integrate schools after the Brown v. Board of Education ruling in 1954.“And that got me thinking who are our elementary schools named for, and surprisingly it was hard to find good information,” Varner said. “Surprisingly it was hard to find good information. For many of the people they were named after, I could literally only find a sentence that described what they taught and where. Clark and Venable were famous in their own right but don’t really have a very strong connection with the actual school system.”Varner said naming schools memorializes a person in the same way that putting up a statue memorializes a person. He said philanthropist Paul McIntire, who donated Confederate statues, also played a role in naming Clark after George Rogers Clark, a Revolutionary War general who inherited several enslaved people as property. “They were always done by whoever the dominant group was in Charlottesville, whoever held the power and using these names to enforce and entrench their power and I really wanted to see this devolve into letting the people who are actually affected by this, students, teachers, parents in the buildings, make these decisions about what their school represents and who it is named for,” Varner said. To learn more about the names of the ten Charlottesville school facilities, visit the website correctingthenarrative.org to learn more. To keep up with the project, visit the page on the Charlottesville School system. You’re listening to Charlottesville Community Engagement. All of this is available for you to watch, for free, on the Historical Society’s YouTube Channel. There’s even an appearance by me, talking about my work on cvillepedia! Tune in! Three hours after being present in Albemarle at the launch of the Green Business Alliance yesterday, Governor Northam traveled southwest to Christiansburg to sign legislation authorizing the creation of a new authority to help build a new railway station to serve the New River Valley. Mike Barber is the mayor of the Town of Christiansburg. “The Town of Christiansburg is proud to have been selected for the site for the future passenger rail station,” Barber said. “We believe this station will meet many of the town’s current goals and priorities in relationship to transportation, connectivity, economic development and promotion of regional tourism, not just in Christiansburg but in the entire New River Valley.” Barber said rail has played an important role in history in the history of southwest Virginia, but the last passenger rail train traveled through in 1979. In recent years, efforts have been underway to bring one back, and the goal is to eventually extend the Northeast Regional Service that terminates in Roanoke to Christiansburg. The Northeast Regional Services dates back to October 2009 as part of a three-year pilot project that has been wildly successful. Governor Northam signed HB1893 into law at the event in Christiansburg (read the bill)Shannon Valentine is Virginia’s Secretary of Transportation. “And over the next 12 years, so much has changed,” Valentine said. “Virginia sponsored rail has grown from one route to four, one train to six round-trips, [and yearly] ridership from 125,000 to 971,000.” Valentine said the route is one of the most profitable in the United States. The original cost for the three-year pilot cost $17.5 million. The Northam administration has decided to try again to make an investment to give people a way to get around the state without driving. “When we started three and a half years ago we had a lot of discussions and said, you know, we really can’t pave our way out of congestion across this great Commonwealth and we’ve got to look at other means of transportation and so certainly rail and transit have been part of that.” Planning for the new train station includes the 2015 New River Valley Passenger Rail study The creation of the New River Valley Passenger Rail Authority is just one part of the infrastructure improvements that will be required to get the trains there on time. “Today we are making a commitment to invest $257 million to create this vital connection between southwest Virginia and other parts of the Commonwealth and beyond,” Northam said. “And yes while we are bringing rail to Blacksburg and Christiansburg, we’re not finished and we want to take it all the way out to Bristol to open it up to the great southwest .” When regular passenger service eventually begins between Charlottesville and Richmond, it will do so on tracks owned by the state of Virginia. Now the state is working to secure right of way in the western part of Virginia where Norfolk Southern owns the lines to make sure passenger and freight can coexist. “Through the western rail initiative, we will acquire approximately 28.5 miles of the Virginia line from the Salem crossovers west of Roanoke, to Merrimac and Christiansburg,” Northam said. “We’ll make improvements to the Roanoke yard, and invest in infrastructure upgrades along the 29-81 corridor to accommodate the new service… And up at the northern end of this line we’ll build a seven-mile siding from Nokesville to Halverton creating a continuous two-track corridor for 22 miles from Manassas to Remington.” Northam said a second daily train on the Northeast Regional Service between Roanoke and D.C.’s Union Station will begin in 2022. “When improvements are completed in 2025, both trains will be extended to the New River Valley,” Northam said. Sixth District Congressman Morgan Griffith was also present at the signing of the legislation. He said he had initially been skeptical of the idea but came around when he saw ridership numbers continue to grow. “I have to confess and anybody who studies the record would know that I missed the train in Lynchburg and I missed the train in Roanoke, so I wanted to make sure I got on in Christiansburg,” Griffith said.Delegate Chris Hurst of the 12th District was the patron of legislation that created the authority. He credited the group New River Valley Passenger Rail for their work in moving the idea from concept to an official entity that can now work to have the station in place. He’s also a member of an advisory board overseeing improvements on Interstate-81 Advisory Board. That includes some funding for the western rail initiative.“We are really addressing things up and down the entire Interstate-81 corridor with different modes of transportation,” Hurst said. “It was also mentioned in our 81 advisory committee the other week that we are going to be increasing capacity for the Virginia Breeze bus system which has been incredibly popular for us along the 81 corridor. We are doing amazing things in the New River Valley.”Later this month, Amtrak is expected to lift their restrictions on capacity on their trains. Are you planning a journey? After nearly nine months of lockdown, Virginia and rest of the United States of America face the possibility of a tragic holiday period. Virginia has set another new daily record for COVID cases with 2,718 cases reported this morning. The seven day average is now 2,495 cases a day. The seven-day average for new positive tests has increased to 7.5 percent, up from 7.4 percent yesterday. The seven-day average for new daily cases reported per 100,000 population is 29.3 today. This is known as the “incidence rate” and that figure was 18.7 on November 16. The total number of cases per 100,000 population within the last 14 days in Virginia is 349.8 today. That figure was 249.1 on November 16, and 169.5 on October 16, 2020. In Virginia, the death toll has climbed over 4,000 and stands at 4,008 today. In the Blue Ridge Health District, there have been 81 fatalities, with all deaths in people over the age of 50. Nearly sixty percent of COVID-deaths in the district are in people over the age of 80. Looking across the state, the central region has an incidence rate of 25.5 and a percent positivity of 5.9%. The eastern region has an incidence rate of 22.1 and a percent positivity of 7.4%. For the far southwest region, the incidence rate is 46.3 and percent positivity is at 16.7%. The near southwest region has a high incidence rate of 44.7 but the percent positivity is lower at 8.6%. Northern Virginia has a incidence rate of 29.2 and a percent positivity of 8%. The northwest region has an incidence rate of 25.5 and a percent positivity of 5.9 percent. This is a reminder that figure is likely skewed downward due to a high amount of prevalence testing in the Blue Ridge Health District due to the University of Virginia. In our immediate region, Culpeper County continues to have a high count with an incidence rate of 81 and a total number of new cases per 100,000 population of 923.7. They reported 64 new cases today and had a high of 175 new cases on Sunday. *The Albemarle Planning Commission last night recommended denial of a rezoning on land within the designated Village of Rivanna growth area. This was the second time the seven-member appointed body saw the proposal for the Breezy Hill neighborhood, which required a rezoning on about 84 acres just to the east of the Glenmore community. Commissioners received over 200 emails from neighbors who requested denial because of the impacts on U.S. 250. Many cited a line in the executive summary of the Village of Rivanna Master Plan which reads “Future residential development should only be approved if and when transportation improvements to US 250 have been made and sufficient sewer capacity is in place to support that development.”However, deputy county attorney Andy Herrick told the commission that is a non-binding statement. “A local government body does not have the authority to enact an ordinance that would establish an outright moratorium on all zoning changes in a portion of a locality until highway improvement is made,” Herrick said. “However, current and projected traffic can be a consideration in individual applications.” Southern Development had reduced the size of the proposed neighborhood from 160 units to 130 units. They also proffered funding to coordinate traffic signals along the corridor to improve the flow of traffic.  (proffer statement)“The signal improvements that we’re proposing are a complete reconfiguration of the existing signals at Milton Road’s intersection with U.S. 250 and Louisa Road’s intersection with U.S. 250,” said Charlie Armstrong with Southern Development. “By doing that is actually provides additional capacity for those intersections.”Within the last decade, the Virginia Department of Transportation piloted new signal technology on U.S. 250 on Pantops. This was initially credited with increasing traffic throughout the Pantops growth area. The idea did not impress Rick Randolph, the planning commissioner for the Scottsville District who previously represented that area on the Board of Supervisors from 2016 to 2019 before opting not to run for a second elected term. “Those of us that have some experience in the congestion on this corridor and living with it on a daily basis well understand that past technological fixes don’t begin to address the fact that the volume of automotive traffic has been increasing significantly year by year by year,” Randolph said. In 2019, VDOT estimated that 9,500 vehicles a day went through the intersection of U.S. 250 and Louisa Road. The estimate in 2010 was 7,300 vehicles a day. Commissioners were unanimous in their recommendation to the Board of Supervisors to deny the rezoning. The matter will go to the Board of Supervisors in December.  The Commission will next meet on December 8 when they will discuss the county’s draft affordable housing plan in a joint session with the Board of Supervisors. That document identifies a need for 11,750 new housing units by 2040 to meet forecasts for population growth. That includes 8,134 units that are approved not yet built and a need for rezonings or special use permits to allow the remaining 3,600 units projected united to be constructed. The draft plan will be discussed by the Albemarle Planning Commission and Board of Supervisors at their meeting on December 8. (review it here)*There’s only a week left until the Charlottesville Regional Chamber of Commerce holds its annual celebration the only way to do so in 2020 - virtually. The Rebound Ball will feature the handing out of 14 local business awards as well as a keynote speech from author and podcaster Priya Parker, whose latest work is called The Art of Gathering: How We Meet and Why it Matters. Parker is to have a “fireside chat” with Chamber CEO Elizabeth Cromwell about meaningful gatherings in the age of COVID. Each event attendee will receive a free e-book copy of The Art of Gathering. One of the award winners is Liza Borches who will receive the 2020 Chamber Business Leader of the Year award. Borches is the head of Carter Myers Automotive, which has sixteen dealerships throughout six communities in Virginia. The award dinner is called the Rebound Ball after the name of the Chamber’s collaboration for local economic recovery - Project Rebound. The awards this year reflect the innovation and determination shown by many during this challenging year.  (ticket information) *Today in meetings, the Albemarle Broadband Authority will meet virtually at 5 p.m. One of the items will be a report on the Board of Supervisors’ recent discussion on the strategic plan and capital budget work session. One of the county’s strategic goals is to expand broadband throughout the county. I’m pleased because this means I’ll have at least one fresh soundbite in Thursday’s newscast!  (meeting info) This is a public episode.
