To pokazuje nierówność pomiędzy sektorem publicznym a prywatnym– zaznacza.Ekspert przypomina, że świadczenia onkologiczne są świadczeniami nielimitowanymi, co oznacza, że placówki wykonują je niezależnie od rozliczeń.Każdy pacjent onkologiczny w Polsce, w ramach Krajowej Sieci Onkologicznej, jest zabezpieczony– podkreśla.Prof. Rutkowski zwraca jednak uwagę na strukturalne problemy finansowe ochrony zdrowia.Nakłady rosną, ale nieproporcjonalnie do potrzeb. W Polsce funkcjonujemy w ramach 6,5 proc. PKB przeznaczonego na zdrowie. Tymczasem wszystkie ościenne kraje mają około 10-11 proc. My chcemy to samo wszystko, co mieć w Niemczech, czy nawet w Czechach, proszę Państwa, gdzie wydatki na służbę zdrowia są półtora do dwóch razy większe– mówi.Profilaktyka leżyKolejnym wyzwaniem jest zbyt niskie finansowanie profilaktyki.Na profilaktykę przeznaczamy około 1 proc. środków. Tymczasem każda złotówka wydana na mammografię zwraca się pięciokrotnie, a na kolonoskopię – trzydziestokrotnie– zaznacza.Jak ocenia, poprawa wymaga zarówno dołożenia środków, jak i lepszej organizacji systemu, w tym wdrożenia Krajowej Sieci Onkologicznej oraz monitorowania jakości leczenia.
