His repeal came via three executive orders, two issued on Inauguration Day. The first overturned dozens of Biden decrees, including the “Advancing Racial Equity” executive order signed in the first hours of his presidency in 2021. The second ended all initiatives, offices, contracts, and employees connected to DEI, which Trump referred to as “illegal and immoral discrimination programs.” The decisive blow came the following day. In an order called “Ending Illegal Discrimination and Restoring Merit-Based Opportunity,” Trump repealed a variety of executive orders, including 11246, and explicitly barred the OFCCP from enforcing affirmative action. And his Office of Personnel Management followed through on the previous day's business, ordering that all DEI federal employees be sent home, all DEI federal contracts be terminated, and all efforts to pursue federal DEI programs under another name be rooted out. RIP affirmative action. But that is only part of the story. A curious element of Trump's third executive order is its invocation of the president's “solemn duty” to enforce “longstanding Federal civil-rights laws,” mentioning the Civil Rights Act of 1964. This is not a concession. It's a threat. While the Civil Rights Act mentioned “affirmative action” it attached no specific meaning to the term, and the law was resolutely color-blind. Affirmative action programs, with their differing treatment of races, are in tension with it. DEI programs, many of which scapegoat white people, are even more so. It is Trump's assertion that DEI programs “violate the text and spirit of our longstanding Federal civil-rights laws.” Trump is doing more than reforming the public sector. He is signaling to the private sector that certain kinds of programs are liable to prosecution, even asking each federal agency to name up to nine large private-sector organizations that might be engaged in discrimination. On President Biden's first day in office, he signed Executive Order 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. He then signed Executive Order 14035: Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce later that year on June 25, 2021. Taken together, these orders outline what President Biden has described as an “ambitious whole-of-government equity agenda.” Executive branch agencies are now charged with creating, implementing, and assessing a large variety of DEI initiatives. As examples, agencies have been encouraged to hire a Chief Diversity Officer, workforce DEI training programs have been implemented and expanded, and federal health benefits have been augmented to include “comprehensive gender-affirming health care” for employees and their dependents. These initiatives cost time, money, and resources, and they are not without controversy. Some question the legal grounding of these initiatives and assert that they run afoul of constitutional guarantees to equal protection of the law. A separate concern is whether federal DEI priorities fail on a utilitarian calculus and drain the federal government's financial and manpower resources. Still, many Americans support the executive branch initiatives in both theory and practice. Should the executive branch maintain such a robust focus on DEI initiatives? Is the current administration's focus constitutional? Is it appropriate? So, we use a process called GARE, the Government Alliance on Race and Equity to develop our plan, and they have a tool that prompts you to ask some really important questions because the reality is there's no such thing as a racially neutral policy.14:29 - There was a sense that we should be building 1500-square foot homes because that's what's being built in the suburbs and otherwise. If you actually talked with residents, they just want a stable place to live that they can call their own. It turns out that the average home in city in Milwaukee is a thousand square feet. If we continue to develop strategies that are building houses that are too big and too expensive, we will never have an impact on racial equity. 23:22 - In the racial equity world, those terms actually mean something different because an ally is somebody that supports you and supports your ideas in theory, as long as it doesn't cost them anything. In January of 2021, Executive Order 13985 titled Advancing Racial Equity and Support for Underserved Communities Through the Federal Government was released. Today's discussion shows how agencies are responding to that mandate around identity management. It would seem there should not be a problem. The goal here is to make sure everyone has access to benefits, loans, and even FEMA support. In an ideal world, a citizen accesses a federal website, gets identified, and continues through the process. However, we have people get frustrated with the digital process of identification to the point where they abandon their requests. Today's discussion looks at the NIST's special Publication 800-63 and its fourth draft revision, which mentions advancing the equity of identity management. David Temoshok is one of the experts at NIST who drafted the document. He explains some of his thoughts about how to manage large numbers of people trying to get identified. He explains some of the challenges in digital credentials and some advances made, referencing login.gov. From a broader perspective, he thinks that a federated approach to identity management may be the solution. The 2017 NIST 800-63 included multi-factor identification, the current draft tries to take this concept to the next level. It suggests ways to make MFA phishing resistant. One of the weaknesses of making identification “frictionless” is the risk of overprovisioning. Bryan Rosensteel from Ping brings a good perspective to the challenges of digital identification, he thinks that it is an exciting time to be involved in the world of identification, especially in one new aspect like automation and identity lifecycle management. Throughout her career, Kimberly has focused her efforts to create a diverse and inclusive workforce. Today, she leads her own consultancy focusing on diversity, equity, inclusion and accessibility (DEIA).  In most cases, DEIA is rattled off in a string as if they are all the same thing. Kimberly defined each of these areas and why they are an important element to delivering services to customers. President Biden signed Executive Order 13985 on “Advancing Racial Equity and Support for Underserved Communities through the Federal Government,” on his first day in office.  In addition, DEIA and the Administration's priorities around empowering employees and delivering excellent, equitable and secure federal services are inextricably intertwined.  Kimberly shared her expertise on the importance of a maturity matrix as a way to identify gaps and provide a roadmap for agencies.  In the past, diversity and inclusion were primarily discussed in terms of employees but this Administration applies DEIA issues to the way the government delivers services.  DEIA issues were critical as the Transportation Security Administration (TSA) conducted their screenings in airports. The latest episode of On the Evidence focuses on the ways that racism and inequity within human services programs affect fathers and families, and how adopting a more inclusive father engagement strategy can benefit children, fathers, and their families. Today, federal and state governments, as well as foundations and nonprofits, are emphasizing the importance of understanding the role of racism in American institutions and policies. In partnership with the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services, Mathematica has been gathering information on what works in engaging fathers across a wide range of human services programs, with the goal of helping fathers and families thrive. On this episode, guests Alan-Michael Graves, Leonard Burton, Shaneen Moore, Jerry Tello, and Armando Yañez discuss how human services programs have historically treated fathers, particularly fathers of color, and strategies for improving the racial equity of these programs as it relates to father engagement. Graves is the senior director of teaching, capacity building, and systems change with the Good+Foundation, a national nonprofit that works to dismantle multi-generational poverty. Burton is a senior fellow at the Center for the Study of Social Policy, a national nonprofit policy organization that connects community action, public system reform, and policy change to create a fair and just society. Moore is the director of the Child Support Division within the Children and Family Services administration of the Minnesota Department of Human Services. Tello is the founder of and director of training and capacity building at the Compadres Network, a national nonprofit that provides a voice for racial equity, healing, training, technical assistance, and systems change. Kim and Derek explain how the budget process works and take a deeper dive into how the current budget proposal reflects the administration's priorities, such as new funding for “Advancing Racial Equity through… Coastal Resilience,” as well as reflects ongoing need for an agency on the frontlines of major climate impacts. The FY22 NOAA budget is a generational opportunity for increased funding for an agency working to address existential threats.

In 2020, the ALN prepared the Advancing Equity with Asset Leadership position paper to highlight the value of ISO 55001 4.2 – identifying relevant stakeholders and learning their requirements – and the other places stakeholders are mentioned. While it sounds simple, it is very complex to involve all relevant stakeholders. But President Biden started his Administration by signing the “Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government.” It calls for the White House Domestic Policy Council and the Office of Management and Budget to consider pilot programs and suggest best practices.
