The issues of Safety and Road Safety dominated discussions at the final Killaloe MD meeting of the 2025/26 Council term.   Elected representatives queried the need for parking wardens at Lough Derg, a meeting with the Clare-Tipperary Garda Divisions Superintendents and urgent traffic calming enhancements.  Clare FM's Daragh Dolan was there and began by speaking to O'Callaghan's Mills Cllr Conor Ryan on road safety issues on the R352 near Tulla GAA. Illegal e-scooters could be seized and destroyed under new plans being considered by the Government.    It follows changes announced earlier this week banning e-scooters for under 18s, with a further clampdown expected in September.    In August, higher fines will come into effect to get a seized scrambler returned.    Junior Transport Minister Sean Canney says he's looking at similar fines for e-scooter users.   The changes come amid growing concern over serious injuries involving young people and increasing reports of dangerous and antisocial use.     But how will these new rules be enforced, and will they make our roads and streets any safer?     To discuss that, Alan Morrissey was joined by Superintendent Eddie Golden, Traffic Superintendent for the Clare/Tipperary Garda Division. A major shift in Ireland's approach to drug policy could be on the horizon following the publication of a landmark report by the Oireachtas Committee on Drugs Use.   The committee is recommending that possession of drugs for personal use should be decriminalised, and that Ireland adopts a more health-led approach to tackling addiction and substance misuse.   The report contains 161 recommendations, including expanded treatment services, greater access to harm reduction measures, and increased support for people affected by addiction.   Meanwhile, the Taoiseach says the government will give serious consideration to the recommendations of the Oireachtas report.   He was responding to Social Democrats leader Holly Cairns, who said the Government was not taking a health-led approach to the issue.  Micheal Martin said a health referral scheme will be introduced shortly for those found to be in possession of illicit drugs, saying the report will be fully examined. New figures obtained under the Freedom of Information Act reveal that at least 346 third-level students in Ireland reported being homeless during the last academic year.  Student representatives say that number is likely just the “tip of the iceberg”, with many cases of hidden homelessness going unrecorded and several of the country's largest universities unable to provide data.    As Ireland's housing crisis continues to affect access to education, concerns are growing about students forced to couch-surf, sleep in cars, endure long commutes, or live in insecure accommodation while trying to complete their studies.   Alan Morrissey has been speaking about this with Molly Hickey, Vice President of Welfare and Equality at the Students Union at the University of Galway. There has been strong anger and concern in Ennistymon following Clare County Council's decision to proceed with the removal of mature, decades-old trees in the town square as part of ongoing public realm regeneration works.     The felling of the first tree last week prompted immediate reaction from local residents, who are now urging the council to pause the works and reconsider the layout to preserve the remaining trees.    Campaigners say they are not opposed to the regeneration of the square but believe the existing trees could be retained with only minor design adjustments.     The move has also drawn attention in the context of recent national and EU-level warnings on biodiversity loss, with locals questioning why established trees are now being removed despite no previous concerns about their condition.    For more on this, Alan Morrissey was joined by Maeve Stone, a concerned local. HSE Mid West has spent over €140 million on agency staff since the beginning of 2024. Figures provided to Doonbeg Fianna Fáil Councillor Rita McInerney at the latest HSE Regional Health Forum Midwest meeting have revealed the spend on agency staff came to almost €68 million last year alone. HSE Mid West says agency staff are used "to provide rapid staffing solutions during crises or unexpected surges in demand" as well as "when permanent staff are unavailable due to illness, leave, or vacancies". However, concerns have been raised about the long-term sustainability of such spending, with calls for greater investment in direct recruitment and permanent staffing solutions. The Tánaiste Simon Harris has announced plans for a major overhaul of rural housing rules, describing it as the most significant change to planning policy in over two decades.
