La Civil Service Employees Union (CSEU) tire la sonnette d'alarme concernant le paiement du Sunday Allowance. Dans une lettre adressée au Secrétaire à la Fonction publique, son secrétaire, Devendranand Maunick, déplore l'absence de recommandation spécifique à ce sujet dans le rapport 2026 du Pay Research Bureau (PRB). Selon le syndicat, cette allocation constitue une reconnaissance essentielle des sacrifices consentis par les fonctionnaires, tant sur le plan social que familial, afin d'assurer la continuité des services essentiels et la sécurité du pays, 24 heures sur 24 et 7 jours sur 7. La CSEU rappelle par ailleurs la circulaire n°25 de 2024 du Ministry of Public Service and Administrative Reforms, qui précise que, dans l'attente des recommandations du PRB, les officiers travaillant le dimanche doivent être rémunérés conformément au rapport PRB 2021. Le syndicat estime que cela est une erreur ou une omission qui doit être corrigée et qu'une recommandation appropriée soit intégrée dans le rapport PRB 2026.

Send us a textThis month Shirley Robertson's Sailing Podcast tells the dramatic story of French offshore sailor and Vendee Globe winner, Charlie Dalin.  On January fourteenth 2025 Charlie Dalin sailed across the finish line of the non stop solo round the world marathon in first place. For Charlie Dalin the offshore sailor, the win put him at the pinnacle of a very elite group.  But for Charlie Dalin the man, it was the start of a whole new challenge. Robertson sat down to talk with Charlie Dalin almost a year after that Vendee win.  It's been a year since winning the biggest title in offshore sailing, but for Charlie, it's been a complicated time, because a year before crossing the Vendee start line, Charlie Dalin was diagnosed with cancer.  He chose to keep it a secret.  He raced under the remote supervision of a cancer specialist, and he won.  The toughest solo offshore challenge in sailing.  And in doing so he set a new monohull solo circumnavigation record that took a stunning ten days of the existing record.Robertson and Dalin do discuss the cancer diagnosis, but this is not the defining part of Dalin's story.  In this, Part 1, they discuss his early life, one as a young boy, then man, obsessed with the sport of sailing.  His stories of chasing the dream are enchanting, from dusting the snow off the boats in the dinghy park, to a mis-communication with a complete stranger in the Yacht Haven in Cowes...."So I thought I was going to go for another twilight sail, so I met him late afternoon....and he started showing me all this safety gear. and  I knew British people were into their safety but I thought that was a bit much for a Friday night event.  At the end of the safety tour of the boat he picks up a sailing map, deploys it and says 'so we're here going there!'  and that's when I realised I was going to sail double handed with him to Brixham!  I thought I was going to be back in my tent two hours later but no!!..... I thought I'd be back on Firday night and I was back on Sunday in Cowes!"The duo discuss Charlie's route in to the IMOCA world, via the Figaro Solitaire circuit, and eventually discuss his two Vendee Globe campaigns.  For the sailor interested in offshore sailing, this is a must listen chat, Charlie Dalin's Vendee stories are compelling.  Of his repair in the Southern Ocean he compares the fix to that of Apollo 13's, as his team gathered around the available spares of his boat at the team base back in France to figure out a fix...:"Everyone here in Mer Concept, they gathered, It was a bit like the Apollo 13 mission you know, they had a list of everything I had on board, and they said 'right, he's got this on board, what can we do', and they sent me this repair programme with so many steps to make this replacement bearing for the foil!"Charlie's first Vendee Globe was then heavily effected by redress time given to other competitors involved in the dramatic rescue of PRB's Kevin Escoffier.  It meant Charlie took the runner's up spot by a matter of hours, despite crossing the finish line first.  It's a result he's not at all bitter about, and readily admits focusing on how he could have regained those lost hours, rather than the negative thoughts of a lost win.The duo end Part One with his thoughts post that first Vendee Globe, but also looking forward to the 2024 edition, the edition he would go on to win....This edition of the podcast is in two parts and is available to listen to via most popular podcast outlets. Cette mesure concernait les fonctionnaires opérant sur un système de shift ou de roster lorsque leur horaire tombait un dimanche. Cependant, revirement de situation avec le rapport PRB 2026. Selon ce nouveau document, les employés concernés ne bénéficieront plus du Sunday Allowance.

Anomalies dans le rapport du PRB : la SEF réclame un comité indépendant et déconseille la signature de l'option form by TOPFM MAURITIUS

La State and Other Employees Federation (SEF) monte au créneau après la publication du rapport du Pay Research Bureau. Son président, Radhakrishna Sadien, a adressé une lettre au Secrétaire au Cabinet, demandant au gouvernement de revoir sa décision concernant l'application des recommandations salariales du PRB. Selon Radhakrishna Sadien, une contradiction majeure existe entre le rapport du PRB et une circulaire émise par le ministère de la Fonction publique. Dans son rapport, le PRB recommande clairement de ne pas appliquer un paiement partiel, avertissant que cela pourrait entraîner de sérieux problèmes. Le PRB préconise que les ajustements salariaux prennent effet à partir de 2026, de manière intégrale. Or, souligne le président de la SEF, la circulaire ministérielle prévoit un paiement échelonné en deux tranches, en 2026 et en 2027, ce qui va à l'encontre des recommandations du PRB. Une telle décision, estime Radhakrishna Sadien, risque d'avoir de lourdes répercussions sur les conditions de travail, les droits acquis et la stabilité du service public. Face à cette situation, la State and Other Employees Federation appelle le gouvernement à aligner sa décision sur les recommandations du PRB, afin d'éviter des tensions sociales et de préserver l'équité envers les fonctionnaires.

Depuis la publication du rapport du Pay Research Bureau (PRB) 2026, le mécontentement ne cesse de croître parmi les fonctionnaires et les syndicats. Narendranath Gopee, président de la National Trade Union Confederation (NTUC), parle d'une « déception totale ». Selon lui, le PRB, en tant qu'institution « mature », aurait dû éviter les « Errors, Omissions and Anomalies (EOA) » relevées dans le dernier rapport. « Ces erreurs sont inadmissibles », affirme Narendranath Gopee, rappelant que le PRB aurait dû corriger ses faiblesses accumulées au fil des années. Pour la NTUC, la simple correction de ces anomalies dépasse le cadre technique du PRB et ne serait pas dans l'intérêt des fonctionnaires, estime le syndicaliste. Narendranath Gopee souligne également que, contrairement au PRB de 2013, où l'expertise du défunt Financial Secretary Dev Manraj avait été sollicitée pour rectifier des divergences affectant de nombreux fonctionnaires, les rapports récents n'ont guère bénéficié de corrections efficaces, affirme le syndicaliste. Dans ce contexte, Narendranath Gopee a adressé une correspondance au Premier ministre, le Dr Navinchandra Ramgoolam, pour attirer son attention sur ces erreurs et réclamer la création d'un organisme indépendant ou d'un commissaire aux salaires. L'objectif : revoir les erreurs, anomalies et omissions du PRB 2026 et garantir un rapport plus intègre, insiste-t-il.

Réagissant à l'annonce faite par le Premier ministre, le Dr Navin Ramgoolam, selon laquelle un communiqué officiel pourrait être publié ce vendredi à l'issue du Conseil des ministres afin de préciser les modalités d'application des recommandations du rapport, le négociateur syndical Radha Krishna Sadien a estimé qu'il s'agissait d'un soulagement pour les fonctionnaires. Il a toutefois souligné l'importance de prendre également en considération le réajustement salarial dans les recommandations du PRB.

Mardi, à l'Assemblée nationale, le leader de l'opposition, Joe Lesjongard, a interrogé le Premier ministre lors d'une Private Notice Question (PNQ) sur le prochain rapport du Pay Research Bureau (PRB). Le leader de l'opposition souhaitait connaître la date exacte de publication du document ainsi que la capacité de l'État à financer d'éventuelles augmentations salariales. Selon le Dr Navin Ramgoolam, la situation économique actuelle est « particulièrement fragile ». Il a indiqué que le gouvernement précédent a laissé un déficit plus important que prévu, une dette publique « insoutenable » et des indicateurs économiques en mauvais état. Dans ce contexte, un budget visant à stabiliser les finances était nécessaire. Appliquer le rapport du PRB dès janvier 2025 aurait donc été « irresponsable ». Le chef du gouvernement a néanmoins indiqué que le rapport est à un stade avancé, tout en soulignant la difficulté de fixer une date précise de publication et d'évaluer le coût réel de sa mise en œuvre. Cette annonce a immédiatement suscité des critiques. Pour Ashvin Gudday, négociateur syndical, il est « inacceptable » que les fonctionnaires paient les conséquences de la mauvaise gestion économique passée. « Le gouvernement ne peut se contenter de dire que la caisse est vide, après un an au pouvoir », souligne-t-il. Pour sa part, Gheerishsing Gopaul, secrétaire général de la Government Services Employees Association (GSEA), déplore une « deuxième déception » pour les fonctionnaires qui espéraient la mise en œuvre du rapport avec effet rétroactif dès janvier 2025 et sa publication en décembre 2025. Selon le syndicaliste, l'incertitude demeure. Il appelle les autorités à clarifier la date de publication du rapport.

Today we had the very exciting and interesting opportunity to visit with Jim Grech, President and CEO of Peabody. Jim was appointed as CEO in June 2021 and brings more than 30 years of experience across the coal and natural resources space. His career includes leadership roles as CEO of Wolverine Fuels, President of Nexus Gas Transmission, EVP and CCO of CONSOL Energy, and Vice President of DTE Energy. Peabody, founded in 1883, is one of the leading coal producers in the U.S., operating 17 surface and underground mines across the U.S. and Australia. We were thrilled to hear Jim's perspective on the evolving role of coal in both the U.S. and global energy markets. In our conversation, Jim shares background on his decision to join Peabody during a period of financial and market uncertainty and outlines the company's progress in recent years, including repayment of $1.5B in secured debt, reinstatement of a dividend and stock buyback program, and reinvestment in U.S. and Australian assets. We discuss how to motivate a coal workforce amid global anti-coal sentiment, Peabody's asset footprint, the strategic importance of the Powder River Basin (PRB) and the untapped potential to export PRB coal to Asia, the advantages of U.S. coal relative to coal in other parts of the world, and the vast abundance of U.S. coal, with U.S. coal reserves containing more energy than any other nation holds in any single energy resource. It was our pleasure to host Jim and we greatly enjoyed the discussion. Mike Bradley opened the discussion by noting that bond, commodity and equity markets have largely roundtripped to their June 12th closing levels (prior to the Israeli strike on Iran). From a bond market perspective, the 10-year bond yield (~4.3%) has essentially roundtripped and traders are now focused on upcoming economic data. In crude markets, WTI spiked to a high of ~$78.50/bbl on Monday following the U.S. strike over the weekend of Iranian nuclear sites, but has since pulled back to ~$65/bbl amid reports of a “proposed” Iranian/Israeli ceasefire, which is ~$3/bbl lower than June 12th price levels and ~$5/bbl above June trading lows. From an Energy equity standpoint, Energy has also roundtripped and is now trading modestly below (~2%) June 12th levels as energy investors begin refocusing their attention on the 2H'25/1H'26 global oil surplus. From a broader market standpoint, the S&P 500 is now ~0.5% higher than June 12th levels and within 1% of all-time highs. Broader markets are now in the process of transitioning away from Mideast conflict back towards U.S. domestic policy. Mike concluded by noting that investors are beginning to refocus on the odds of Trump'

A shakeup at the Illinois Prisoner Review Board has Republicans calling for reforms. Illinois Senate Minority Leader John Curran, R-Downers Grove, said the resignation of two people from the PRB Monday, member LeAnn Miller and Chair Donald Shelton, following a recent parolee allegedly murdering a child and stabbing their mother is “another example of [Gov. J.B. Pritzker] failing to oversee an agency under his control.” State Sen. BUFFALO, NY- February 12, 2024 – A new research paper was published in Oncotarget's Volume 15 on February 5, 2024, entitled, “Differential expression of Mad2 gene is consequential to the patterns of histone H3 post-translational modifications in its promoter region in human esophageal cancer samples.” Raw areca nut (AN) consumption increases esophageal squamous cell carcinoma (ESCC) due to overexpression of securin (pituitary tumor transforming gene1), causing chromosomal instability. Mitotic arrest deficient protein 2 (Mad2), a crucial spindle assembly checkpoint protein, is at risk of aneuploidy and tumor development when overexpressed or underexpressed. In this new study, researchers Chongtham Sovachandra Singh, Nabamita Boruah, Atanu Banerjee, Sillarine Kurkalang, Pooja Swargiary, Hughbert Dakhar, and Anupam Chatterjee from The Assam Royal Global University, University of Pennsylvania, LN Mithila University, University of Chicago Medicine, Nazareth Hospital, Laitumkhrah, and North-Eastern Hill University evaluated Mad2 status in human ESCC with AN consumption habits, revealing unclear molecular mechanisms. Human ESCC samples (n = 99) were used for loss of heterozygosity analysis at 4q25-28, while 32 samples were used for expression analysis of Mad2, E2F1 genes, and Rb-phosphorylation. Blood samples were used for metaphase preparation. The Mad2 deregulation was assessed using chromatin immunoprecipitation-qPCR assay in the core promoter region, establishing its association with the pRb-E2F1 circuit for the first time. “The study revealed overexpression and underexpression of Mad2, premature anaphase, and chromosome missegregation in all the samples.” LOH pattern identified a deletion in D4S2975 in 40% of ESCC samples. Sur le papier, la voie de Nicolas Lunven était toute tracée : avec un père participant à plusieurs reprises de la Course de l'Aurore, la filiation semblait évidente. Sauf que non : les exploits paternels datent d'avant sa naissance, en 1982, et il commence par des croisières familiales. Mais bon sang ne saurait mentir, et il embarque en course dès l'adolescence. Mais pas de formation en voile légère ni par la Mini Transat : Lulu, comme beaucoup l'appellent, fait ses armes en habitable, et en particulier sur le Tour Voile, auquel il participera 11 fois. En tentant sa chance lors du Challenge Esoir Crédit Agricole, c'est la révélation : le Figaro sera sa passion. Charles Caudrelier l'appelle pour prendre la barre de son Figaro en 2007, et il finit premier bizuth. Deux ans plus tard, il remporte la Solitaire, à 25 ans, au milieu des cadors de l'époque. Sa carrière est lancée : Solitaire, TFV, Sydney-Hobart, il enchaîne et s'autorise une pause en 2014, pour participer à la Volvo Ocean Race sur Mapfre. L'expérience est de courte durée, mais elle confirme que Nicolas Lunven entre désormais dans la catégorie des équipiers recherchés puisqu'il embarque sur l'Imoca Safran. Et s'il retourne en Figaro ensuite, c'est pour survoler la saison 2017 et entrer dans le club fermé des doubles vainqueurs de l'épreuve. Sa carrière s'accélère et le téléphone sonne : nouvelle Volvo Ocean Race sur Turn The Tide On Plastic, nouvelle saison en Imoca, avec PRB puis Initiatives-Coeur, pige chez Banque Pop pour remplacer Clarisse Crémer pendant sa grossesse, retour à The Ocean Race avec Malizia et, finalement, en septembre de cette année, il remplace Kevin Escoffier à la barre d'Holcim-PRB. Voilà comment, à 40 ans, on devient un candidat plus que sérieux au départ du prochain Vendée Globe. Avec rigueur, sérieux et discrétion.
