Une délégation de la Government Services Employees Association (GSEA) s'est récemment rendue à Rodrigues, aux côtés du directeur du Pay Research Bureau (PRB), dans le cadre de la préparation du nouveau rapport attendu cette année. Cette démarche vise à accompagner les quelque 400 membres rodriguais du syndicat dans l'exercice de soumission de propositions et de négociations avec le PRB. Le président de la GSEA, Prakash Baluckram, a souligné que plusieurs recommandations formulées dans les précédents rapports du PRB rencontrent des difficultés d'application sur le terrain rodriguais. Face à ces contraintes, le syndicat a suggéré la création d'un Comité consultatif d'implémentation à Rodrigues. Cette structure aurait pour mission de faciliter la compréhension des mesures et d'en assurer une mise en œuvre plus efficace.

A shakeup at the Illinois Prisoner Review Board has Republicans calling for reforms. Illinois Senate Minority Leader John Curran, R-Downers Grove, said the resignation of two people from the PRB Monday, member LeAnn Miller and Chair Donald Shelton, following a recent parolee allegedly murdering a child and stabbing their mother is “another example of [Gov. J.B. Pritzker] failing to oversee an agency under his control.” State Sen. BUFFALO, NY- February 12, 2024 – A new research paper was published in Oncotarget's Volume 15 on February 5, 2024, entitled, “Differential expression of Mad2 gene is consequential to the patterns of histone H3 post-translational modifications in its promoter region in human esophageal cancer samples.” Raw areca nut (AN) consumption increases esophageal squamous cell carcinoma (ESCC) due to overexpression of securin (pituitary tumor transforming gene1), causing chromosomal instability. Mitotic arrest deficient protein 2 (Mad2), a crucial spindle assembly checkpoint protein, is at risk of aneuploidy and tumor development when overexpressed or underexpressed. In this new study, researchers Chongtham Sovachandra Singh, Nabamita Boruah, Atanu Banerjee, Sillarine Kurkalang, Pooja Swargiary, Hughbert Dakhar, and Anupam Chatterjee from The Assam Royal Global University, University of Pennsylvania, LN Mithila University, University of Chicago Medicine, Nazareth Hospital, Laitumkhrah, and North-Eastern Hill University evaluated Mad2 status in human ESCC with AN consumption habits, revealing unclear molecular mechanisms. Human ESCC samples (n = 99) were used for loss of heterozygosity analysis at 4q25-28, while 32 samples were used for expression analysis of Mad2, E2F1 genes, and Rb-phosphorylation. Blood samples were used for metaphase preparation. The Mad2 deregulation was assessed using chromatin immunoprecipitation-qPCR assay in the core promoter region, establishing its association with the pRb-E2F1 circuit for the first time. “The study revealed overexpression and underexpression of Mad2, premature anaphase, and chromosome missegregation in all the samples.” LOH pattern identified a deletion in D4S2975 in 40% of ESCC samples. Mais pas de formation en voile légère ni par la Mini Transat : Lulu, comme beaucoup l'appellent, fait ses armes en habitable, et en particulier sur le Tour Voile, auquel il participera 11 fois. En tentant sa chance lors du Challenge Esoir Crédit Agricole, c'est la révélation : le Figaro sera sa passion. Charles Caudrelier l'appelle pour prendre la barre de son Figaro en 2007, et il finit premier bizuth. Deux ans plus tard, il remporte la Solitaire, à 25 ans, au milieu des cadors de l'époque. Sa carrière est lancée : Solitaire, TFV, Sydney-Hobart, il enchaîne et s'autorise une pause en 2014, pour participer à la Volvo Ocean Race sur Mapfre. L'expérience est de courte durée, mais elle confirme que Nicolas Lunven entre désormais dans la catégorie des équipiers recherchés puisqu'il embarque sur l'Imoca Safran. Ce 115e épisode est consacré à la Golden Globe Race 2022, en compagnie de son directeur de course, Sébastien Delasnerie, et de Damien Guillou, qui a participé à cette deuxième édition sous les couleurs de PRB mais a été contraint de jeter l'éponge au Cap. Le directeur de course commence par faire un point de situation après 225 jours de course, avec un duel pour la victoire à un peu plus de 1 000 milles de l'arrivée aux Sables d'Olonne entre la Sud-Africaine Kirsten Neuschäfer et l'Indien Abhilash Tomy. Duel perturbé, comme sur le dernier Vendée Globe, par le jeu des compensations liées aux malheurs de Tapio Lehtinen dans l'Indien (35 heures en faveur de la première, 12 heures pour le second), mais aussi par le Britannique Simon Curwen qui pourrait bien couper la ligne en tête, mais ne pas gagner la course. Il a en effet été reversé en Chichester Class pour s'être arrêté au Chili. “Ce n'est pas impossible qu'il arrive le premier, ça va peut-être brouiller le message pour le grand public, mais le règlement est très clair”, explique Sébastien Delasnerie, qui salue “la remontada” de Simon Curwen et prévoit une ETA des premiers le dernier week-end d'avril. Damien Guillou a bien l'intention d'y être, “par respect pour les concurrents”, lui qui explique que même s'il a eu une longue coupure de 55 jours puisqu'il a ramené son bateau par la mer après son abandon au Cap, il a continué à suivre la Golden Globe Race avec passion. Il revient par ailleurs sur les raisons qui l'ont poussé à jeter l'éponge après un peu plus de deux mois de course, en l'occurrence des ennuis répétés avec son régulateur d'allure. D'où une “grosse déception”, d'autant que, après avoir dû rebrousser chemin une première fois aux Sables pour repartir avec six jours de retard sur la flotte, il était revenu au contact, “prêt à l'attaque” sur un “bateau en parfait état”. Sébastien Delasnerie explique que les avaries les plus fréquentes ont été justement liées aux régulateurs d'allure, il raconte également le sauvetage récent, le lundi de Pâques, de l'Anglais Ian Herbert-Jones, secouru par un bateau de pêche taïwanais au large de l'Argentine. Un des moments chauds pour la direction de course, qui a dû également gérer la récupération dans l'Indien de Tapio Lehtinen, dont le bateau “a coulé en 5 minutes”. Damien Guillou évoque ensuite l'avenir, n'écartant pas une participation à la troisième édition de la Golden Globe Race, lui qui confie ne pas avoir souffert de la solitude. “La seule chose qui m'a dérangé, c'est de ne pas avoir du tout des nouvelles de mes enfants”. En attendant la prochaine édition, il va participer à bord de Pen Duick VI, mené par Marie Tabarly, aux deux premières étapes de l'Ocean Globe Race, “revival” de la première Whitbread, dont le départ sera donné le 10 septembre de Southampton. Et dont le directeur de course sera encore Sébastien Delasnerie, qui annonce un plateau de 15 bateaux, dont 5 ayant participé à l'une des trois premières éditions de la Whitbread. Report est consacré à The Ocean Race, dont le départ de la première étape est donné le 15 janvier d'Alicante à destination du Cap Vert, en compagnie de Kevin Escoffier, skipper de l'Imoca Holcim-PRB, et de Nicolas Lunven, navigateur à bord de Malizia-Seaexplorer, le bateau de Boris Herrmann. Les deux marins commencent par revenir sur la régate in-port disputée dimanche à Alicante dans des conditions instables qui ont souri à Malizia-Seaxplorer, vainqueur, “une belle récompense pour l'équipe technique” selon Nicolas Lunven, en référence au travail effectué par cette dernière pendant les fêtes (voir ci-dessous). On effectue ensuite un retour en arrière avec Kevin Escoffier qui raconte comment The Ocean Race, initialement non prévue, s'est rajoutée au programme de l'équipe, le nouveau propriétaire de PRB, le Suisse Holcim, y ayant vu l'opportunité de communiquer à l'international. D'où “une grosse charge de travail” pour l'équipe et “une pression technique parce qu'il ne fallait pas qu'on ait des soucis”, notamment sur la Route du Rhum-Destination Guadeloupe, dont le Malouin a pris la quatrième place. Nicolas Lunven explique quant à lui comment il a été contacté assez en amont par Boris Herrmann, qui, depuis le début, avait fait part de son intention de courir The Ocean Race. Les deux marins détaillent ensuite leurs équipages respectifs, la répartition des rôles à bord et une préparation minimale, notamment pour Kevin Escoffier qui, avant le départ de la première étape dimanche, n'aura navigué que quelques jours avec son équipage. La course contre la montre s'est intensifiée ces derniers mois du fait de la participation des deux bateaux à la Route du Rhum, avec des contrariétés dans les deux équipes : la blessure de Sam Goodchild du côté de Holcim PRB - l'Anglais devait faire le convoyage retour des Antilles -, la découverte de problèmes sur les deux foils de Malizia-Seaxplorer pour le team de Boris Herrmann, qui a réussi à en récupérer deux en fin de construction chez Avel Robotics, d'où des fêtes très chargées pour l'équipe technique qui a dû les finir, les adapter et les installer. Nous évoquons ensuite avec nos deux invités les designs respectifs des deux bateaux, Kevin Escoffier comparant son bateau à "une voiture de WRC" (rallye), celui de Boris Herrmann à "un 4x4", puis les enjeux techniques d'une course qui, avec seulement cinq bateaux au départ, ne peut pas trop se permettre d'en perdre en route. Interrogés sur le favori de The Ocean Race, ils citent tous les deux 11th Hour Racing Team, parti le premier, Nicolas Lunven voyant également Holcim-PRB “bien placé”. Nous finissons par évoquer la première étape vers le Cap Vert, avec pour enjeu principal la sortie de Méditerranée qui fait dire à Kevin Escoffier que souvent, “le premier qui passe à Gibraltar a de bonnes chances de creuser l'écart”. In the summer of 1985, the folks in the small town of Gillespie, Illinois were shaken to their core when 16-year-old Bridget Drobney was found brutally murdered.Three men were arrested and one, Robert Turner was sentenced to death. In January of 2003, Governor Ryan commuted all 167 of Illinois' death row inmates to life sentences. One of those was obviously, Robert Turner. Years later, In March of 2011, Governor Pat Quinn would abolish the death penalty in the state of Illinois altogether. In June of 2022, Turner was able to get a clemency hearing with the help of the Illinois Prison Project. The Illinois Prison Project fights for people serving “unjust, unnecessary and excessive” sentences in Illinois. Il est des noms pas comme les autres ; des noms qui vous rappellent que la voile de course s'écrit parfois à coups de légende ; des noms qui parlent à bien d'autres publics qu'aux seuls voileux ; des noms qui vous incitent à bien relire une dernière fois la petite fiche que vous avez préparée avant de lancer l'enregistrement... Le nom d'Isabelle Autissier est de ceux-là. A 65 ans, celle qui reste "la-première-femme-à-avoir-fait-le-tour-du-monde-à-la-voile" - et qui s'amuse de cette étiquette - parle toujours aussi directement de ses multiples vies. Née dans une famille de la bourgeoisie moyenne de la banlieue parisienne, elle découvre la voile grâce à un père qui achète ses bateaux... au BHV. Bercée par les livres de Moitessier et de la saga des Damien, elle acquiert vite la conviction que sa vie sera liée à la mer. Diplômée de l'Agro Rennes, elle s'installe à La Rochelle et travaille pour l'Ifremer. Elle retape un bateau, boucle un tour de l'Atlantique qu'elle termine en solo. Elle a 30 ans, n'a jamais fait de compétition, mais le solitaire l'attire : elle s'engage dans la Mini Transat en 1987, qu'elle termine 3e. Elle adore ; sa liberté à elle sera de courir la mer en course. Une Solitaire du Figaro deux ans plus tard pour apprendre, et une évidence : la terre est ronde et boucler le tour du monde - en solitaire, toujours - est la prochaine étape. A l'issue du BOC Challenge 1991, elle devient donc la première femme à réaliser la giration planétaire. Cette fois, il s'agit d'arrêter de bricoler et devenir pro, et profiter de cette liberté à plein temps : Isabelle Autissier se lance dans la construction d'un Imoca (association qu'elle fonde en 1991 avec Christophe Auguin), le premier à quille pendulaire. Elle s'aligne dans le BOC Challenge suivant, et vit une odyssée : démâtage dans le Sud, remâtage aux Kerguélen, chavirage dans le Sud de l'Australie sous gréement de fortune puis hélitreuillage entre Noël et le jour de l'An... Quelques mois plus tard, elle signe avec PRB pour un bateau neuf et s'aligne dans le Vendée Globe 1996-1997. Une édition épique et tragique : elle perd un safran et doit s'arrêter au Cap, mais repart - "évidemment, j'étais venue faire le tour du monde". Dans le Grand Sud, elle est prise dans une tempête homérique et part à la recherche de Gerry Roufs qui ne répond plus. Elle ne retrouvera pas et doit reprendre sa route, livrant quelques jours plus tard un texte pour Libération qui restera dans les mémoires. Elle termine 24 heurs après le vainqueur, Christophe Auguin ; qu'elle le veuille ou non, la légende Autissier est née. Un dernier BOC Challenge - devenu Around Alone - en 1999, où elle chavire, secourue par Giovanni Soldini, une dernière AG2R, en 2000, avec Sidney Gavignet, et Isabelle Autissier se retire de la compétition. Place, désormais, à l'écriture, au voyage et à l'engagement. Un premier ouvrage chez Grasset en 2006 (Kerguelen, le voyageur au pays de l'ombre) et le marin entame sa mue pour devenir écrivain ; un peu moins d'une décennie plus tard, elle se retrouve sur la première liste du Goncourt avec Soudain, seuls. En parallèle, elle décide de mettre sa "petite part de notoriété" au service de la cause environnementale, présidant le WWF France pendant une dizaine d'années, sillonnant la France et les conférences internationales pour alerter, avec la franchise habituelle qui est la sienne, sur l'urgence de la situation. "Au Pakistan, il a fait 50 degrés ; à 55 degrés l'homme cuit", rappelle-t-elle. Elle continue bien sûr à prendre la mer, chaque été, pendant deux mois. Après l'Antarctique, elle sillonne l'Arctique depuis l'Islande où est basé son bateau. Inutile de chercher à la joindre, le téléphone satellite ne sert que pour recevoir les fichiers météo. Justin Chisholm's guest on the latest episode of The Yacht Racing Podcast is the French solo offshore racing skipper Charlie Dalin.Dalin hit the headlines earlier this year after he claimed the line honours victory in the Vendee Globe 2020-21 singlehanded non-stop around-the-world race.Despite being first home Charlie was not the overall winner.The time allowance awarded to fellow Frenchman Yannick Bestaven for his part in the search and rescue operation to save PRB skipper Kevin Escoffier put Dalin down to second place in the overall rankings.
