Kathy Davies (pictured) and Chris Vanderstock are working with Equity Generation Lawyers to take the Victorian State Government to the High Court of Australia over its plans to tax electric cars. Kathy and Chris are aiming to cover their legal costs through a Chuffed program and Chris outlines the what and why of their case that is going before the High Court in this short YouTube clip. GUEST: Beni McKenzie, social worker in practice in the Gold Coast region of Queensland. Beni is Vice-President of the AASW (South) Qld Branch and a member of the Australian Association of Social Workers (AASW) National Advisory Panel for Climate Action. Over a number of years, Beni has been active in finding ways to embed eco-social work practice principles into his mainstream work and opportunities to spread the word on eco-social approaches to his colleagues and other social workers at local, regional, and national levels. INTRODUCTION TO THIS EPISODE An upsurge in green or eco-social work theorising can be traced back as far as the mid to late 1990s but its incorporation into mainstream practice in Australia has been a much more recent phenomenon. Academic research and social work training institution interest in eco-social work approaches started to pick up here around the mid-2000s and was given increased impetus by World Social Work Day events in 2017 themed on ‘Promoting Community and Environmental Sustainability' one of the sustainable development (SD) pillars of the international, Global Agenda for Social Work and Social Development initiative, launched in 2012. Stimulated by the increased interest in eco-social work ideas occurring at that time, a number of branches of the AASW, the peak social work organisation in Australia, started to meet, to share eco-social work ideas and practice and to network this information with colleagues. Systems mapping. Discussion about future social work assessment approaches which incorporate physical environmental factors is also occurring about health sector and hospital based social work roles. For example, it has been suggested that existing patient/client protocols for psychosocial assessment, intervention, education, and discharge planning for vulnerable groups could be modified to include immediate physical environmental threats such as heat waves or mental health vulnerabilities associated with longer term physical environmental impacts. Such impacts are already occurring in the aftermath of natural disaster events intensified by global heating. Social work skills could also contribute to community climate change adaptation planning strategies to better protect future human health and wellbeing as global heating impacts increase. Oliver Cromwell once described English land law as “an ungodly jumble”. More than 350 years later, Dag Detter has a similar view of the way cities and countries value what they own. Their property and assets represent two times global GDP – almost twice the size of equity capital markets. Grouped in public wealth funds, they could release capital equal to 3% of annual GDP – $600bn in the US – for vital infrastructure spending.The fundamental problem, according to Detter, is that the public sector globally still uses cash accounting. This is a medieval method long left behind in the private sector by the accrual accounting innovation that helped develop capital markets, limited liability companies and the industrial revolutions that catapulted The Netherlands and Britain beyond Italian city states, funding transatlantic adventures and burgeoning empires.Detter, a Swedish former investment banker at BZE, Credit Suisse and BNP Paribas, now runs an eponymous corporate advisory consultancy advising on unlocking value from public assets and is not impressed with what he finds. “The public sector has no clue what it owns,” he says. “It doesn't have a balance sheet for its infrastructure, so doesn't understand what's coming in and what's going out. If you operated like this as a company or private individual, you'd probably go to jail.”Britain is a particularly egregious example. “They can't even find their real estate a lot of the time,” groans Detter. There's no Land Registry record of London's Liverpool Street Station and countless other pre-war public buildings, because they haven't changed hands in the last 50 years. “It's very convenient. If something isn't on the balance sheet, nobody will care to manage it. No-one will make sure you're using it in the best possible way.”Detter believes this led to Britain privatising its water utilities so cheaply in 1989. With century-old pipes leaking up to half their contents, the vast state borrowings needed to finance urgent investment were politically unacceptable. “The balance sheet wasn't connected to the profit and loss account and the budget, so the Government privatised the water utilities for next to nothing,” he says. “If it had a proper balance sheet, it could have carried out maintenance and registered at market value the increase in the value of the assets, which would be higher than the debt incurred. The Government would have looked like the prudent owner of a commercial asset.”Detter also criticises local authorities borrowing heavily from central government as well as paying top prices for commercial real estate without possessing institutions that can manage risk with proper accounting, capacity and professional management. “Governments throughout the world don't have that,” he says, pointing to Croydon Council in South London, which is facing effective bankruptcy after a series of property deals. The result is an awkward engagement with private capital through public-private partnerships. In Britain, Detter says the Private Finance Initiative has “screwed up and transferred undue wealth to the private sector”.No change of ownership needs to take place. Assets would simply be “placed into relevant packages” in public wealth funds operating as holding companies and using private sector accounting standards and transparency and governance models. Government-owned property would constitute two-thirds of the assets, with the remainder coming from operational assets, such as water and electricity utilities and public transportation systems. A report co-authored by Detter for University College London Institute for Innovation and Public Purpose, published in November, suggested separate public wealth funds for public venture capital, climate change mitigation and environmental protection and regional and urban economies. The cost to the public sector in the UK example is put at a maximum of 0.12% of GDP – £2.7bn a year.Public wealth funds are not a new idea. In Europe, they have been utilised in various different ways in Austria, Italy, Sweden, Denmark and Greece. In Asia, they have been spectacularly successful in Singapore. In the US, Detter says they could enable a city like Boston, with reported assets in 2014 of $3.8bn, including just $1.4bn of property, to leverage hidden wealth of $55bn in its real estate alone. He says accounting for market value at current use is “the first step towards quality asset management”. The next stage involves understanding the returns that could be earned on such trapped value.Detter was drawn into the public sector in the 1990s, helping restructure his nation's public assets as president of the Swedish government holding company, Stattum,. “It helped save Sweden from bankruptcy,” he says. He went on to advise private equity group Terra Firma Capital Partners and consulting firms McKinsey and Boston Consulting Group. “Financially, this is not rocket science,” he says. “It's very simple, but politically it's incredibly hard to do, unless you have a crisis, because it's all about political will. In the private sector, the game's about holding people responsible to deliver a certain result within a defined time. Politics is about promising things that can never be quantified.”“Whole of government accounts” have not helped much. “They don't include real estate and are published nine months after the fact, which means they're completely useless,” says Detter. “It's information that's nice to know, but you can't make decisions with it. It's like publishing English Premier League scores six months after matches have been played. Who cares? But nearly all governments do their accounting this way.”Except for New Zealand. This nation of 5m people manages its public assets “brilliantly,” according to Detter, publishing monthly public finance statements plus five and ten-year forecasts before elections or major policy decisions. Any policy suggestions in the run-up to an election are matched against forecast statements on the balance sheet. “The balance sheet comprises all the assets at market value, not historical value,” says Detter. “If Britain did things New Zealand's way, the discussion around Brexit would have been completely different. Instead of using silly numbers, arguments would have been based on net worth.”COVID-19 is an even better example. “One of the reasons New Zealand could act so quickly was because it could measure accurately, taking quick and hard action in the knowledge of whether it would pay off and whether it had the money to pay for it,” says Detter. “The Western world is going to be shocked and paralysed by debt incurred to fight COVID-19. Creating public wealth funds are one way of releasing capital without raising additional taxes or returning to austerity.”The idea may be catching on. With Citigroup seeing a need for global infrastructure spending of $58.6 trillion over the next decade, its special economic adviser Willem Buiter believes public wealth funds “make economic sense”. Financial Times commentator Martin Wolf adds that they're “an idea whose time has come.” Corralling capital in this way may be particularly suitable for governments determined to ‘level up' regional inequalities and ‘build back better' after COVID-19. “I've been trying to do this for the last 20 years and you could say it's been with limited success,” says Detter. Now this man from the nation of the midnight sun may get his moment in the limelight.

She realised that they had to foster doubt around the climate science "to remove the moral imperative to act on climate change". She reveals how the carbon club mentored Australians who wanted to protect our carbon intensive economy from "so called climate alarmists", even though "these included the overwhelming majority of climate scientists" Coral Wynter briefly reports on the anguish of citizens who have been trying to protect the Great Artesian Basin water and productive farmlands of Northern NSW from a new gas project at Narrabri. It was breaking news as it had just received the green light from the "Independent" Planning Authority, despite over 90% of submissions from thousands of scientists, First Nations people and farmers who opposed this climate wrecking project.

However, community organisiing such as we saw on the Schoolstrike4climate at over 200 locations here and also globally means that a lot is happening. Quarry Vision is easy. Business as usual is comforting, Grappling with the transition of industries such as agriculture, manufacturing and transport are complex. But two film makers have gone out to find what the best solutions are and are here to discuss them. Damon Gameau says " You're watching an energy transition happen but you're also going to see one happen in other industries as well. It's a wonderful time to be alive. Keep up the hope, try to find the good stories. Our media is crowded with the negative stories . Outrage sells. Go beyond that. By contrast the energy minister of S.A speaks franakly about having to curtail the energy generated by solar roof owners. Apparently the grid cananot cope and he wants us to hasten slowly to the great consternation of Smart Energy Council industry members who see job losses ahead in this difficult time. Meanwhile in WA they are promoting battery manufacturing rather than just exporting the lithium. They have a separate grid from the eastern states and are planning to export hydrogen in great quantities. Another fork in the road. There is demand from Japan and S.Korea for Blue Hydrogen made from gas, but with emissions in mind we need to drive down the cost of renewable hydrogen so WA can export the 30 gigawatts it intends to, which is far more than the other states.There were 1000+ industry and climate action witnesses to this frank discussion of how each state is creating policies in the absence of a National Plan for Energy Transition. The chat box went wild with reminders that there is no budget left for fossil fuels and Blue Hydrogen is just "Fossil Fuel Industry Spin". It would be hard for the ministers to miss that they cannot have an energy discussion divorced from the need to decarbonise. Shane Rattenbury, ACT Energy Minister feared that the Federal Government would embed more gas in our energy system. This is another fork in the road as COVID recovery money flows to new projects. He said if we get more gas "They will fight like hell to protect their investments and they will influence government as other vested interests have done before" BREAKING NEWS came as I completed this prerecorded show. The speaker said "You meet politicians who take a photo with you and then do nothing." But make no mistake, "you are not at the white house with Donald Trump, you are not in Australia where the prime minister is " climatosceptique" You are in Europe! We are making the Green deal ."But Greta tells this huge assembly how we are deluding ourselves that we are taking climate action. How we are all pretending,pretending,pretending."We notice the house is on fire yet we go inside, go to bed and do not even call the fire brigade. Our targets for 2050 are wrong. We should have targets for 2020 and each year after that until the carbon emissions are right down."It's a humbling moment and humiliating for us to hear that everybody knows what an obstacle Australia is.There was a standing ovation. For healing we then talk to Dr Tjanara Goreng Goreng. She is a clinical psychologist and Songwoman.She has insights into endurance because Aboriginal people have already been through a holocaust. She wants transformational leaders brave enough to take bold climate action. She says " If you move beyond being ego centric, you can reach a higher level of thinking. I discovered a number of things that were unique to Aboriginal culture so that a person can navigate to that higher level." Bruce Shillingsworth spoke at the Transitions Film Festival about saving the water in the Darling Barker river. Carbon emissions are behind the drought but unfair draining of the water brings preventable suffering to wildlife and communities. He makes an impassioned appeal for us to defend the river, to supply water tanks and filters to communities that feel abandoned. He invites us to the second great Corroboree tour in September October to go to Bourke and Menindee and listen to the people. The film is " When the river runs dry" by Rory Mc Leod Rev Glenn Loughrey spoke on a panel about " Sustainable Nation". As a Wiradgeri man, minister and artist he talks about reading the land. It's had enough as the drought, fires and fish kills attest. We can notice these signs but how can we demand less and start the healing?. Vanessa Petrie CEO from BZE and Rhys Anderson water business leader from Arup talk about working in communities to build water and energy solutions that will endure and not cause future damage.

They talk together with Vivien on zoom about how they reduce confusion and lift confidence in making the transition.They both draw on the goodwill and expertise in their communities so that no one needs to feel that reducing emissions is just too hard. Many people have had an unhappy experience with solar power. Ian Dunlop, with his depth of experience in the fossil fuel industry, speaks of the " predatory delay and moral bankruptcy " of some business leaders,who had the best access to information and knew the risks of rising emissions. He says we must keep talking about the risks as CEOs have not accepted the urgency of emissions reduction. Paul Gilding says " If a country has a good plan, the business community will support it" Heidi Lee finds that " It's not enough to say No. We must find something to say YES to. She gives practical examples of BZE's work with four trade unions and the people of Collie W.A (Hear our broadcast of November 18th 2019). She is more sympathetic to the costs and difficulties faced by industry in transition and she received rousing applause. Her can do message was much appreciated by the well informed audience whose questions showed how the public is way ahead of the politics Simon Holmes a Court reported on the demand internationally for our Green Hydrogen. He asked "are there any transition plans apart from BZEs that see NO role for gas? " And this is highly relevant, as we ease up from the pandemic and the gas lobby is positioning us to depend on it far into the future even for making hydrogen. Paddy Manning was able to guide the panel to deeply explore the realities we face. His new book "Body Count" show how aware he is of "the hopeless failure to convey the risks of accelerating emissions leads to confusion" Climate change now has its own body count in Australia which is highly exposed and must get better prepared. The speaker said "You meet politicians who take a photo with you and then do nothing." But make no mistake, "you are not at the white house with Donald Trump, you are not in Australia where the prime minister is " climatosceptique" You are in Europe! We are making the Green deal ."But Greta tells to this huge assembly how we are deluding ourselves that we are taking climate action. How we are all pretending,pretending,pretending. We notice the house is on fire yet we go inside, go to bed and do not even call the fire brigade. Our targets for 2050 are wrong. We should have targets for 2020 and each year after that until the carbon emissions are right down.It's a humbling moment and humiliating for us that everybody knows what an obstacle Australia is.There was a standing ovation. For healing we then talk to Dr Tjanara Goreng Goreng. She is a clinical psychologist and Songwoman.She has insights into endurance because Aboriginal people have already been through a holocaust. She wants transformational leaders brave enough to take bold climate action. She says " If you move beyond being ego centric, you can reach a higher level of thinking. I discovered a number of things that were unique to Aboriginal culture so that a person can navigate to that higher level."Bruce Shillingsworth spoke at the Transitions Film Festival about saving the water in the Darling Barker river. Carbon emissions are behind the drought but unfair draining of the water brings preventable suffering to wildlife and communities. He makes an impassioned appeal for us to defend the river, to supply water tanks and filters to communities that feel abandoned. He invites us to the second great Corroboree tour in September October to go to Bourke and Menindee and listen to the people. The film is " When the river runs dry" by Rory Mc LeodRev Glenn Loughrey spoke on a panel about " Sustainable Nation". As a Wiradgeri man, minister and artist he talks about reading the land. It's had enough as the drought, fires and fish kills attest. We can notice these signs but how can we demand less and start the healing?. In this episode we chat with the delightful Imogen Jubb, Australian National Manager of Zero Carbon Communities, a Beyond Zero Emissions initiative. Imogen has had an impressive sustainability focused career, beginning in ecology, then climate change communications and now on one of the biggest and most promising solutions, transitioning communities at scale to beyond zero emissions. She has authored the Zero Carbon Communities guide and was the principal director of the Australian Local Government Climate Review 2018. She is an elected Board Member of the Australian Energy Foundation and previously worked with the Bureau of Meteorology and CSIRO where she co-authored reports with some of Australia's leading climate-change scientists. Interviews by Vivien Langford Collie at the Crossroads is about a town 200 Kms from Perth where coal is on the way out.What will give new life and new jobs to this town whose identity is based on coal.Beyond Zero Emissions has researched a plan for the future beyond coal. James Kahn – A Noongar elder tells us about Collie in its heyday and his vision for Collie’s future. Jaime Yallop Farrant - Climate Justice Union. She has worked with the Collie locals to see what community led projects would fly. Retrofitting homes for energy efficiency is one. Implementing projects an.d building trust would be another.She tells us about English coal towns where the last coal was mined decades ago but the town retains its identity and the miners are honoured.If government genuinely listens to what the community is offering, BZE has many options that fit their skills. Lachlan Rule - who was the lead author on the report gives us his policy recommendations for the WA goivernment.One of these is legislate 100% Renewable energy Target for WA by 2030 and maximise local industry participation. He sees potential in the mountains of fly ash at Collie and the red mud that can be used in low carbon concrete. He sees a growing ship BREAKING industry on the coast recycling the steel at Collie.Government contracts for recycled steel would help. The report will be launched in Collie and available at - BZE.org.au Steven Mc Cartny - State Secretary of the AMWU talks about recyled steel, recycled lithium batteries and solar panels. These are all manufacturing opportunities for Collie. It could also be a hub for sustainble building materials like engineered timber. He is keen on training and laying the groundwork for Governments to take action based on a skilled workforce and a keen community. Collie needs a skills audit to start with. Greg Busson – Secretary of the WA division of CFMEU. How would a national Just Transition Authority help Collie’s 1200 coal industry workers? Who can do the mine rehabilitation as ground water is contaminated by WA’s 1137 “shut” mines? What part will this union play in negotiating workers to decent secure jobs in the decarbonised future? Greg Busson is positive about the future but wants to see legislation like Victoria' s to guide the transition. It must not be a chance to drive down wages and conditions.

STRIKING FOR CLIMATE JUSTICE: Episode 2/ Trade UnionsPresenter: Vivien Langford Producer: Andy Britt Trade Unions are responding to the global call for action on September 20th. Will you join them?This will be 3 days before the UN Emergency Climate Summit in N.Y. Greta Thunberg will arrive by sailboat bringing with her the hopes of many children unable to vote.Naomi Klein starts the show with a question "What are climate jobs?".Dr Colin Long answers. He is the Just Transition Officer for the Victorian Trades Hall Council. STRIKING in Australia involves harsher penalties than in any other OECD country. But workers from many unions are up for the task of a transition whose scale and cost is unprecedented. They want jobs they can be proud of but do not want to be abandoned as in previous restructuring. Dr Janet Roden takes us to the coal and gas communities she visits for the NSW Nurses and Midwives Association. You will be horrified to learn of the impact on babies even born 200km away from the climate changing pollution. She finds community members confused because there is no clear transition plan. "It's just steam" they say. This is highlighted in her research report for the NSWNMA, "Muswellbrook: between eight coal mines and two power stations". We cannot see the climate impact of the emissions from coal stations and gas wells but the effect on babies and children is witnessed by midwives and nurses every day. She explains why the NSW NMA wants to stand with the children on September 20th. Erima Dall was inspired by the Green Bans and AYCC when she was at university. Now a member of the MUA she drives a crane and is well aware of the tragedies caused by our emissions overseas. She is an eloquent speaker and tells us why MUA members will join the strike on September 20th. Chris Breen is a teacher and member of the AEU. His article "Lessons we can learn from the last Climate Movement" takes us beyond the vague slogans of " Climate action" and "Just transitions". He wants the climate movement to be on the front foot as BZE is, to find where jobs can be created by a nimble government e.g. building the first solar thermal plant at Port Augusta or kickstarting the export of renewable energy from the Northern Territory.
