Historian and journalist Sarah Chayes, argues that we can't fix our floundering democracy until we face — and fix — our current levels of corruption. In her view, we are in a “pandemic of corruption,” fostered by a network of corrupt businesses and political leaders worldwide. Before we can begin to set things right, however, we first have to grasp what modern-day corruption really is. Behind this evolving crisis, says Chayes, is a shift in the very definition of power. Where society's leaders once at least paid lip service to the concept of public service, today the only measure of social status, she contends, is money: The pursuit of power has turned into a no-holds-barred scramble for more and more wealth. Chayes, the author of On Corruption in America, explains how we got here, and how we must build a coalition of integrity that transcends ideology, one that has its roots in equity and the public interest. A logistical success, but a strategic failure.That's how top US generals described the US withdrawal from Afghanistan, in the second day of hearings on Wednesday on Capitol Hill, this time before the House Armed Services Committee.A lot of the most intense questioning dealt with intelligence failures and how the US could have missed signs pointing to the rapid collapse of the Afghan government. David Petraeus: The US has a 'moral obligation' to help those left behind in AfghanistanUS Defense Secretary Lloyd Austin tried to answer for these failures in his opening statement: "We need to consider some uncomfortable truths; that we did not fully comprehend the depth of corruption and poor leadership in their senior ranks; that we did not grasp the damaging effect of frequent and unexplained rotations by President [Ashraf] Ghani of his commanders; that we did not anticipate the snowball effect caused by the deals that the Taliban commanders struck with local leaders in the wake of the Doha agreement." Related: Afghan UN employees worry about their safetyAuthor Sarah Chayes, who served as a special adviser to the US military in Afghanistan and the chairman of the Joint Chiefs of Staff after a decade on the ground in Kandahar, has been watching the hearings closely. Her most recent book is called "On Corruption in America and What is at Stake." Chayes joined The World's host Marco Werman to share her reaction to these military testimonies and to fill in the blanks on who else may need to testify on US failures in Afghanistan. Marco Werman: What do you make of that explanation for the lack of military intelligence?Sarah Chayes: It's just stunning to me, but in a way, not surprising. So much US intelligence was focused on who we should kill instead of being focused on the degree of corruption, not just in the ranks of the Afghan military, but throughout the government, and the effect that that would have on the willingness of Afghan citizens to take mortal risks for their own government, you know? I mean, that information was being hammered on successive US administrations for years. I was one of the hammerers and not at all alone. And so, I find that very distressing. And then — this snowball effect of the local deals. I think this is another really significant failing on the intelligence and military side — is misunderstanding how Afghans wage war. Afghans rarely fight as units to the death. Fighting is much more a kind of psychological exercise. That's why it's often quite violent. So, you have the combination of the Taliban, who were making battlefield victories, a Doha agreement that essentially conferred sovereignty on them, and then they went to work on the ground, as you said. How could the United States government have missed that context?Joint Chiefs Chair Gen. Mark Milley tried to provide an answer for how the US failed to predict the Afghan government's collapse: "We can count the trucks and the guns and the units and all that. We can watch that from different techniques, but we can't measure a human heart from a machine. You've got to be there to do that. And I think that was probably one of the most significant contributing factors to missing the deterioration in the morale of the Afghan army." What do you make of Gen. Milley's comments? We were there for 20 years. We were on the ground for 20 years, and we still missed that type of psychological and social intelligence. We never got close enough to ordinary people.Related: How the Taliban might finance their new Afghan government Well, you spoke earlier about the lack of understanding of how Afghans wage war. I mean, Gen. Milley at one point questioned why the US had tried to build an Afghan army in our own image. What was he getting at? He put his finger on what you really can hang around the military's neck, is why would you create, in an environment of very difficult terrain, where wars are constantly being won by ill-armed, ill-equipped insurgents, why would you create a conventional army that looks like ours, that requires highly technical equipment that people need to maintain, that seems to require air support (although the Taliban never seem to need air support). And that, again, was going on for 20 years. And I think we really have to ask ourselves as a country, why? What was the incentive structure behind building that type of top-heavy, equipment-heavy military? And were economic interests not involved here? I mean, is this not the type of equipment and contractor support that is delivered by very high-end military contractors whose executives have been building fancy mansions around Washington, DC, for the last decade?So, the starting point for the hearings this week seems to be that the problems with the US project in Afghanistan were fundamentally military. And that's why generals were brought before lawmakers today and called to task. But weren't a lot of the fundamental problems also civilian?Well, exactly. Thank you, Marco. And I hope that civilian officials will be called soon. And first and foremost, for me, it would be Zal Khalilzad, [special envoy for Afghanistan], who is responsible for the actual terms of the Doha agreement. ... He's an Afghan American who conducted these negotiations at President [Donald] Trump's behest in Doha. Those negotiations, as far as I know, were conducted in Pashto without any member of the US government who spoke the language present — other than the ambassador — and they essentially conferred sovereignty on the Taliban. How would we expect an Afghan government not to be demoralized under those conditions?This interview has been edited and condensed for clarity.

Anyone else struggle with what to wear sometimes? Staring into your closet for the “perfect outfit”? Yep, I believe that we’ve all been there! In today’s episode we dive into your closet and Holly gives you little prompts to help you pick out that outfit, like asking yourself, “How do I want to see me?”. Taking 3 minutes to see what you’re wearing and gifting yourself the answer of how you really want to see yourself that day. Holly talks about how we can honor ourselves with our wardrobes after this year that we’ve all been through with the Covid-19 pandemic (hint: pre-Covid there was not too much loungewear being worn; during Covid, lots and lots of loungewear being bought and worn). Chayes is also a former senior associate in the Democracy and Rule of Law Program at the Carnegie Endowment for International Peace. She has been a reporter for National Public Radio from Paris, covering Europe and the Balkans. Chayes is the author of The Punishment of Virtue: Inside Afghanistan After the Taliban and Thieves of State: Why Corruption Threatens Global Security, winner of the 2016 Los Angeles Times Book Prize. She recently penned a book that illustrates the daunting fact that the United States is showing signs similar to some of the most corrupt countries in the world. That book, On Corruption in America: And What Is At Stake, is the focus of this episode, and is one of the most eye-opening and critical books that you will encounter. No one doubts that there is some corruption in America, as there is in every other country. But in her latest book, Sarah Chayes contends that the United States is showing symptoms distressingly similar to those of the most corrupt countries in the world. So, she’s postponed pre-pandemic recorded episodes in favor of examining a past project through the “new normal” lens. As for publishing “on time”...what does that even mean? Talking About Clothes posts in seasons, not unlike fashion itself. There’s genuineness to her strategies, basic podcast math that can turn an idea into a listenable show: know what you’re creating + why you’re creating it. For someone who’s podcast was a scant three months old when the future suddenly arrived, Holly’s not overly concerned about how her show will work after lockdown. For two years, journalists have operated in an environment where Congress has declined to inquire into key issues surrounding President Trump’s family business: Is he profiting from his presidency? Are his friends, family, and appointees? Is Trump violating the Constitution when members of foreign governments make payments to his company by staying at his properties? Now, with Democrats taking control of the House of Representatives after this week’s midterm elections, that will change. Already, several high-ranking members are vowing to look into aspects of the relationship between Trump’s business and his administration. Among them: • Rep. Richard Neal (D-MA), currently the ranking member of Ways and Means Committee, says he’ll request Trump’s tax returns from the Treasury Department. • Rep. Elijah Cummings (D-MD) the ranking member of the House Oversight Committee, says in a statement he’ll “shine a light on...President Trump’s decisions to act in his own financial self-interest rather than the best interests of the American people.” • Rep. Jerrold Nadler (D-NY), current ranking member of the Judiciary Committee is vowing to investigate policies “that enable pervasive corruption to influence decision-making at the highest levels of government.” • Rep. Adam Schiff (D-CA), ranking member of the House Intelligence Committee says in a statement the committee will look at “areas inquiry the majority ignored or prevented us from investigating.” Democratic committee staff issued a report last spring detailing some of those areas. Among them: the Trump Organization’s business practices. What will this all mean? What do we hope to learn? And how might this change our understanding of the presidency and his business? WNYC’s Andrea Bernstein convened an all-star panel to discuss it all: Adam Davidson of the The New Yorker, McClatchy’s White House Correspondent Anita Kumar, The Washington Post’s David Fahrenthold, and Eric Umansky of ProPublica. They also helped us to create a must-read list of stories, articles, documents and court filings that take on new interest after the midterms for anyone following the administration. From Adam: The House Intelligence Committee’s Minority Views report, which lays out how a Democrat-led committee might continue to investigate possible collusion with Russia during the 2016 presidential campaign, and the deposition of Trump Organization CFO Allen Weisselberg in State of New York v. It’s a long list that spans everything from well-known issues like Trump’s tax returns to things many of us have long forgotten, such as whether classified information has been inappropriately shared at Mar-a-Lago.
Attaining tenured status at a major university is often the culmination of an academic’s career; giving it up is unthinkable for most. But after 10 years at UCLA, Jennifer Chayes was offered a job at Microsoft. The offer, she says,“scared me to death,” but she took the job and is now managing director for Microsoft Research in New England, New York and Montreal. “There are brass rings that come along,and they always come along at the most inopportune times,and they look really scary, but I believe that we should grab them when they come along,” Chayes says during a conversation with Stanford’s Margot Gerritsen, Stanford professor and host of the Women in Data Science podcast. Chayes is a big advocate of eliminating biases in search algorithms and believes that data scientists have “the opportunity to build algorithms with fairness, accountability, transparency and ethics, or FATE.” FATE, a group that formed at one of Chayes’ labs, works to address inequity in the field. In one particular instance, the group discovered that certain searches yielded certain results. Searches looking for computer programmers, for example, typically returned results for people with male names. The change Chayes' team implemented in the search algorithm removed that built-in bias. Removing bias from hiring is not only fair, it results in better outcomes, she says. “I think that you’re more likely to ask the right questions if you have been on the wrong side of outcomes. So you’re much more likely to see a lack of fairness or bias as a problem before it happens.” Chayes believes that the fieldof data science is changing and that the increase in underrepresented voices will be critical to the future of the field moving forward.

The oil industry has long been an attractive target for corruption and corrupt actors. State owned oil companies have frequently been accused of being a conduit for syphoning off public funds into private bank accounts, despite repeated civil society efforts to fight these networks of corruption in countries like Brazil and Nigeria. Guest host Deborah Gordon is joined by Carnegie Senior Fellow Sarah Chayes, dean of Columbia University's Graduate School of Journalism and author Steve Coll, and Nigerian anticorruption activist Olarenwaju Suraju to discuss how corruption can become an inextricable part of an economy and how civil society and the U.S. government can work to prevent it. Millions of people in the developing world encounter corruption every day, in the form of bribes they have to pay to go about their daily lives. But there's an insidious form of corruption that permeates entire structures, including governments, which is often hidden in apparently legitimate activity. Carnegie Senior Fellow Sarah Chayes has been researching this form of corruption for the better part of a decade. She argues that in corrupt countries, kleptocratic networks involve not only government officials, but private industries and established criminal networks. In her recent report, When Corruption is the Operating System: The Case of Honduras, Sarah examines how the kleptocratic system functions in a case study on that country. Sarah joins Tom and Zephyr Teachout, author of Corruption in America: From Benjamin Franklin's Snuff Box to Citizens United, and a democratic candidate in the New York gubernatorial race, for a discussion on corruption and power. Sarah Chayes is internationally recognized for her innovative thinking on corruption and its implications. Her work explores how severe corruption can help prompt such crises as terrorism, revolutions and their violent aftermaths, and environmental degradation. Sarah Chayes is a Senior Fellow at the Carnegie Endowment for International Peace. A former reporter, Chayes covered the fall of the Taliban for National Public Radio. She then opted to leave journalism and remain in Afghanistan to contribute to the reconstruction of the country. During a decade living in Afghanistan, Sarah advised two commanders of the international troops in-country and the chairman of the Joint Chiefs of Staff. She is also author of ‘The Punishment of Virtue: Inside Afghanistan After the Taliban’ (2006) and a contributing writer for the Los Angeles Times. Her articles have appeared in the Washington Post and Foreign Policy, among other publications. On 10 March 2015, Sarah came to the Department of War Studies to present her new book ‘Thieves of State: Why Corruption Threatens Global Security’ (Norton), which argues that corruption is the common thread that ties together the world’s contemporary international security crises. The event was chaired by Dr Christine Cheng and hosted by the Conflict, Security and Development Research Group. Sarah Chayes, a former National Public Radio reporter, delivered the E. N. Thompson Forum lecture "Notes from Afghanistan," at the University of Nebraska-Lincoln. Chayes has lived and worked in Kandahar, Afghanistan, since 2001, when she covered the fall of the Taliban for NPR. In 2002, she left journalism to help rebuild the shattered country whose fate will help determine the shape of the 21st century, working first with Afghans for Civil Society, and currently with Arghand, a cooperative producing skin-care products from local fruits, nuts and botanicals.
