The Town Council's decision to create a new liaison to the Planning Board position is continuing to reverberate. The council last Monday discussed the position and related efforts that some members say are geared toward keeping residents informed of proposed development projects. "It's because so many other cities have liaisons to that [board]. We just wanted to keep the council apprised of what's going on but not interfere … because we've asked so much of our Planning Board," Councilor Suzanne Giorno said. Earlier this year, Town Council President Sharon Ahern told the council she had spoken with town lawyers and was told she could create the new position. She appointed Councilor Philip Overton to serve in the role. The council, for years, has appointed its members to serve as liaisons to several other boards and organizations, including the Recreation Board, Economic Development Commission and the Memorial and Library Association Board of Trustees for Westerly Library and Wilcox Park. Creation of the new position followed a Planning Board hearing on a proposed condominium development for land on East Avenue, where Ahern and Councilor Karen Cioffi each have homes. Ahern and Cioffi were both critical of the proposal during the hearing and in written remarks submitted to the board. Ahern has acknowledged the East Avenue proposal contributed to her decision to create the liaison position but said she was also concerned the council might not have received early notice of other recent projects and proposals in the town, including a medical marijuana facility in Bradford and discussions about a possible new development at the Winnapaug Country Club. In addition to establishing the new liaison to the Planning Board, Ahern also recently asked that plans for proposed projects be attached to Town Council meeting agendas. The practice started on Monday when pre-application plans for the former St Pius X School property were attached to the council's agenda. The Planning Board reviewed the plans in July and no further public activity has occurred with the plans. The pre-application review phase is intended to give developers early input to the Planning Board. Councilor Brian McCuin, who owns a local construction and real estate development company, questioned the practice. "It came as a real big surprise when I saw plans for future development in our packet. ... I wondered why are we getting that when they are not even scheduled for a hearing," McCuin said. McCuin went on to offer a developer's perspective. "I know how I would feel if it happened to my plans. I would think there's political pressure being put on the board. ... It's not the best look for the town of Westerly. Born in Acri, Cosenza Calabria, Italy Liliana made the journey to Rhode Island at the age of five. Liliana was an endlessly devoted mother to her only son, William of Westerly, treasuring the bond they shared. They embraced every moment spent together, and Liliana gave everything she possibly could to her son. She was the beloved wife of Christopher Morris. Their marriage was filled with nothing but love, laughter and joy. They were a perfect team that supported each other every day they shared together. Liliana's passion from a young age was being a hairstylist, she graduated from cosmetology school and began her career as a hairdresser. Through her continuous diligence and hard work, Liliana became the owner of Loose Ends Hair Salon in Westerly. She single handedly built a clientele list of hundreds throughout her 35-year career, most of whom became her life-long personal friends. While Liliana's chosen career was being a hairdresser and business owner, the true mark she left on the world was her willingness to always help anyone in any way she possibly could. Liliana never hesitated to help a person in need throughout her life. She enjoyed doing acts of kindness, long walks, good books and keeping a warm home, but most of all she loved to be surrounded by her family. Did you know that In the time it takes many Americans to commute to work, we Rhode Islanders can drive north to south or east to west across the entire state? Now for our feature story: What do a proposed condominium development on East Avenue, conceptual plans to add housing to a golf course in Misquamicut, an approved development on South Drive, and a medical marijuana facility in Bradford all have in common? They all took the Town Council by surprise and led to the establishment of a Planning Board liaison position. During a recent council meeting, Town Council President Sharon Ahern discussed her idea for a council liaison to the board. She then appointed Councilor Philip Overton to the position. Creation of the new liaison came not long after the Planning Board started hearings on a proposed condominium development on a 7.6-acre site at 165 East Ave. Ahern and Councilor Karen Cioffi each live on East Avenue with their respective families and both have raised questions during Planning Board hearings about the proposed development's potential effect on the neighborhood. They also submitted comments in writing. In a strongly worded email addressed to members of the Planning Board, its former Chairman James Hall IV and Town Planner Nancy Letendre, Cioffi raised questions about what she called a "flawed" process, saying proposed developments should be "announced to the public." Cioffi said in her Feb. 12 message: "The council should be notified and the public should be made aware. Waiting to hear from the rumor mill is not acceptable. Waiting for the newspaper to report [it] is not acceptable,". Though for the record, the Sun reported about it in December. During the hearing, Cioffi and many of her neighbors raised questions about the density of the project and its effect on traffic. Ahern raised similar concerns, including questions about the suitability of the site, which slopes downward toward Beach Street in the same way as the South Drive site where erosion and storm runoff were a problem. On Friday, Ahern said she suggested and created the Planning Board council liaison position after learning from the town's lawyers that other municipalities in the state have established similar positions. She said she was motivated to create the position because of the East Avenue proposal as well as a medical marijuana facility in Bradford that is locked in a cease-and-desist skirmish with the town due to allegedly failing to follow aspects of its approved plan. She also pointed to concerns about the Winnapaug Country Club's discussion of adding a hotel or housing that came up during hearings on revisions to the Comprehensive Plan. Overton, on Friday, said he was happy to become the council's first liaison to the Planning Board. He said: "I've been pretty vocal about how I don't want to see Westerly urbanized." She was the loving wife of the late John Rice. Sylvia met John, her best friend and love of her life, while attending Boston University. They married after her graduation and started their family. On a trip to Block Island in 1968, they discovered and fell in love with the town of Westerly, where they decided to raise their children settling in Shelter Harbor. Sylvia loved her neighborhood and the many lifelong friends she met there. She had a long and distinguished career, as Supervisor of Home Health Services of Rhode Island, coordinating home health care and companion visits throughout southern Rhode Island and Eastern Connecticut. She went the extra mile to ensure that all of her clients had the care that they needed. Her compassion and sense of community led her to her beloved church, Dunns Corners Community Church Presbyterian, where she was active for many years. She served as an Elder and a Deacon while contributing her time and talents to many committees. Even more importantly, Sylvia had an intuition for the needs of those around her, and she often reached out with fellowship and friendship to fellow congregants, many times when they needed it most. She was active on several Boards of Directors, including the Westerly Adult Day Care Center, where she later taught art classes, and Habitat for Humanity, where she was a partner for many first time home owners, guiding them through the process. Sylvia was a talented watercolor artist, and was a member of the Artists' Cooperative Gallery of Westerly for many years. She cherished the many friends that she met there. In her travels, she had the opportunity to paint in Monet's Garden in Giverny, France, an experience she was particularly proud of. Sylvia and John were skilled sailors, and they treated their children to many sailing adventures throughout the coast of New England. She loved her daily swims in Quonnie Pond, and her walks throughout the neighborhood. Mostly, she loved being with her family on the pond, at the beach and for so many happy family dinners. However, later, in 1905 formerly enslaved African persons Thomas J. White and his wife, Maddie B. Haywood, founded the Travis County Emancipation Celebration Association and, two years later, they pooled enough community resources to purchase five acres of land on Rosewood Avenue and Chicon and named it Emancipation Park. They believed that Black people should celebrate Juneteenth on Black-owned land. It was their own piece of freedom. It was their own piece of property. Emancipation Park lasted for over 20 years until the City of Austin seized the privately-held land through a process called ‘eminent domain' and constructed the first federally-funded housing projects named Rosewood Courts, which still occupy the space today. To comply with the city-enacted mandate, enforced by the ‘Separate but Equal' doctrine of U.S. law, the Negro District was created in East Austin, east of East Avenue, which is present-day I-35. The Negro District would house all of the segregated facilities within the city, including a park—a park that we now know as Rosewood Park. From that point on, the limited resources that the city would invest and put into Black recreation, leisure, and services went into Rosewood Park. But despite all of the violence that created Rosewood Park for the Black population, Black people in Austin still made it their own.
Clarksville was named for Charles Clark, the man who decided Clarksville would be a place where Black men, women, and children could reunite with their families and friends, torn apart during slavery. As more Black families arrived in the area, Clark's visions guided them. He wanted them to direct their own lives and freely practice their religion away from the gaze of the establishment. It was theirs.They were united by a shared history of being reduced to a condition, being ‘enslaved' and never ‘a slave,' and they were determined to be someone—to become citizens of the United States of America on their own terms. And that's what they did. When the City of Austin made the decision to become what is renowned for today—a place of pristine green natural spaces, the center of knowledge production and innovative technology—they faced a problem. Black people and their communities dispersed in various parts of the city, stood as a challenge to them achieving their goals. The city's solution to this challenge was the creation of the 1928 Master Plan, which designated the area east of East Avenue, or present day I-35, to become the ‘Negro District,' where all services for Black people were to be located. It was a deliberate and strategic decision to force Black people to move into East Austin. Those residents and community members that decided to remain in place were denied services and public investment.

PANAMA CITY — The Bay County Sheriff’s Office is investigating the death of man shot in Panama City on Sunday. According to a Monday press release, Jesus Ivan Barreiro-Cruz, 33, was found dead of a single gunshot wound in a van outside a trailer at 1836 N. East Avenue in Panama City. The sheriff’s office responded to a call at about 8:15 a.m. on Sunday about an unresponsive man in a vehicle.

In the episode of The Pizza Podcast Lorenzo Collela Join's us to talk about growing up in the Pizza Industry in Connecticut working class neighborhood In 1967, at a time when Richard Nixon was still the president, Joe's Pizza became the first pizzeria to open in the town of New Canaan. Originally located on East Avenue, the pizzeria was opened by Neapolitan Joe Colella alongside his wife Annunziata “Nunzia” Colella. Joe and Nunzia made special lasagnas, manicotti, pizza dough, the sauce, and eggplant parm from scratch. The meatball recipe still made each day at Joe's Pizza is the very one Nunzia brought with her from Italy. Over the years Joe's Pizza moved twice. Joe's was moved to Forest Street, which today shares a rear entrance area with Joe's Pizza's current location on Locust Avenue, where Joe's moved and has been since 1995. More than fifty years later Joe's is now run by Lorenzo Collela and continues the tradition of serving up homemade pizzas, pastas, grinders, salads and entrees to hungry New Canaanites. Through Superbowls, Halloween nights and providing homemade beef stew to first responders during blizzard, Joe's Pizza is the best pizza in town!
