Dr. Charles Clark earned his bachelor's degree from Fordham University in economics, and his master's and Ph.D. from the New School in the History of Economic Thought and Industrial Organization. He is currently a Senior Fellow at the Vincentian Center and previously served as President of the Association for Evolutionary Economics and the Association for Institutionalist Thought. Dr. Clark has authored over 150 different journal publications and two books: "Rich and Poor" and "Rediscovering Abundance"; both examine the role of inequality and how it impacts policy. Dr. Clark is currently a professor at St. John's University, the University College of Cork, and the Pontifical University of St. Thomas Aquinas in Rome. When he is not teaching, Dr. Clark works on fiscal policy consulting, tax, and welfare reform, and serves as Advisor to the Holy See Permanent Mission to the United Nations. Together we discussed Universal Basic Income (UBI). Most conversations around UBI focus on costs or how they will impact individuals' incentives. However, our talk was a little different. We instead chose to talk about UBI through an ethics and human-flourishing lens. In late July, the IRS provided additional guidance on changes to single-employer defined benefit pension plan cash contribution rules under the American Rescue Plan. By the age of 22, Charles Clark was a 3 time National Champion, 10 times All American, and placed as the 6th fastest man in the world at IAAF World Championships in Berlin, Germany. He was living his dream and was one year away from inking his first shoe deal as a track and field superstar. On the outside, he was thriving, but his inner champion was barely pounding the surface. He could not find the joy, the gratefulness, within the work he was doing because he felt like he was not good enough. The measure of your character is the true measure of your success. Charles wants people to overcome adversity. Adversity is a horrible thing to waste. Hardship might set you back but it's the very thing that will catapult you forward. It’s all about the process. If you don't go through the hard times, you can’t get built by it. Clarksville was named for Charles Clark, the man who decided Clarksville would be a place where Black men, women, and children could reunite with their families and friends, torn apart during slavery. As more Black families arrived in the area, Clark's visions guided them. He wanted them to direct their own lives and freely practice their religion away from the gaze of the establishment. It was theirs.They were united by a shared history of being reduced to a condition, being ‘enslaved' and never ‘a slave,' and they were determined to be someone—to become citizens of the United States of America on their own terms. And that's what they did. When the City of Austin made the decision to become what is renowned for today—a place of pristine green natural spaces, the center of knowledge production and innovative technology—they faced a problem. Black people and their communities dispersed in various parts of the city, stood as a challenge to them achieving their goals. The city's solution to this challenge was the creation of the 1928 Master Plan, which designated the area east of East Avenue, or present day I-35, to become the ‘Negro District,' where all services for Black people were to be located. It was a deliberate and strategic decision to force Black people to move into East Austin. Those residents and community members that decided to remain in place were denied services and public investment.

Charley Clark is a professor of economics and finance from St. John's University who joined us at the recent Catholic Social Tradition Conference hosted by the Center for Social Concerns here at Notre Dame. We sat down to discuss what CST can bring to economics and poverty research and how it's important to look at Catholic social thought not as a replacement for the social sciences but rather as an aspect of moral theology that can guide our thinking in this area. Charley shares how humans thrive living in communion with others and that this isn't just linked to individual fulfillment but that it's also the key to a prosperous economy. He also shares that he's optimistic about the efforts in the 21st century towards eradicating poverty and that the Catholic Church has been a leader in this by demanding that the poor in developing countries have a seat at the table.
