HRLocker Research Reveals 40% of Irish Businesses Still Unaware of Gender Pay Gap Reporting Obligations

Ahead of International Women's Day 2025, new research from HRLocker reveals that 40% of firms in Ireland with 50 - 149 employees are unaware of their upcoming legal obligation to report on gender pay disparities. While large (250+ employees) and mid-sized (150 - 249) companies have been reporting since 2022 and 2024, respectively, the findings show that smaller firms are falling dangerously behind, with many at risk of non-compliance. HRLocker surveyed 100 senior HR professionals across businesses of different sizes, revealing a clear divide in awareness and preparedness: 250+ Employees - 80% of HR leaders say they feel fully prepared for reporting requirements. 150-249 Employees - 70% claim to be prepared, yet many (33%) lack confidence in their reporting accuracy. 50-149 Employees - Only 40% are aware of the upcoming requirement, and 58% have no idea how to collect the necessary data. With companies employing 50-149 staff required to submit their first gender pay gap "snapshot" report by the end of June this year, the findings suggest that thousands of Irish businesses need to take urgent action to ensure compliance in time. "International Women's Day is about inspiring inclusion, but our research shows that many Irish businesses still don't fully grasp the scale of gender pay disparity - or their legal obligation to report it," said Crystel Rynne, CEO at HRLocker. "Larger companies have had two years to adjust, but many smaller firms are completely oblivious to the regulation. The fact that over half of the smaller companies we surveyed don't know where to start is a real concern." With the reporting deadline looming, HRLocker's research found that a staggering 65% of HR leaders in businesses with 50-149 employees have never conducted a gender pay analysis, making them the most vulnerable to compliance risks. To comply, businesses must: Identify all employees at a specified reporting date.Gather and analyse pay data, including salaries, bonuses, and overtime. Convert pay figures into hourly rates to ensure fair comparisons. Prepare a written report explaining any gender pay gap and outlining actions to address it. Unlike previous size brackets, companies with 50 - 149 employees are required to choose a date in June as their "snapshot date" for collecting pay data. Their GPG report deadline will then be due five months from that date. For example, if an employer selects 15 June as their snapshot date, their report would be due on 15 November 2025. "The expectation for smaller businesses isn't to achieve perfect equality overnight, but to demonstrate awareness of any disparities and show that they're taking concrete steps to close the gap," states Rynne. "At HRLocker, we know that one of the biggest challenges for businesses - especially smaller ones - is simply accessing and assessing the data needed for Gender Pay Gap reporting. That's why we provide tools and guidance to help companies identify pay disparities, understand the root causes, and take action. We've also made our own Gender Pay Gap report publicly available to give businesses a clear example of what's required. HRLocker, a leading provider of HR solutions based in Co. Clare, has revealed that only half of employees trust the use of AI in their workplace, illustrating the significant hurdles organisations must overcome to integrate AI effectively and responsibly. The survey of 200 SME owners and 500 employees across Ireland also highlights the need for transparency and robust AI governance to leverage AI's transformative potential without compromising trust. AI trust gap in the workplace The research indicates a notable lack of trust in the responsible development and deployment of AI among both business leaders and their workforces. Despite recognising AI's potential for business transformation, scepticism about its responsible use persists. Key findings include: Only 64% of business leaders and 50% of employees welcome AI in their organisations. 25% of employees and 20% of leaders are not confident that their organisation prioritises employee interests when implementing AI. A significant 68% of business leaders believe AI should be developed with human review and intervention, yet 40% of employees feel their companies lack clarity on which systems should be automated versus those requiring human oversight. Furthermore, 72% of employees report that their organisations are not collaborating on AI regulation, and 78% indicate a lack of shared guidelines on responsible AI use. Impact on business practices Despite the trust issues, AI is recognised for its ability to enhance various business functions, particularly in SMEs. Key statistics from HRLocker's survey include: 62% of small business employees believe AI can help increase or retain headcount, with 55% reporting a positive impact on customer experience. 58% of business owners believe that AI has the potential to streamline operations and reduce costs, but only 45% of employees share this optimistic view. 65% of employees who are supportive of AI believe it can help them with routine tasks, allowing them to focus on more strategic activities. Conversely, 30% of employees are concerned that AI could lead to job displacement, highlighting the need for clear communication and reassurances from employers. Employee concerns and recommendations The survey also highlights significant concerns among employees regarding AI's role in HR processes. Almost two-thirds (62%) of employees are uncomfortable with HR teams using AI, fearing potential biases and a lack of transparency, with 48% of employees worrying that AI could lead to unfair treatment or bias in performance evaluations. Additionally, 44% of employees believe that AI might compromise the confidentiality of their personal data and 58% feel that there is insufficient communication from management about how AI will be used and its impact on their roles. "Ensuring robust governance and clear guidelines for AI use in the workplace is not just a best practice; it's a necessity," states Adam Coleman, CEO at HRLocker. "Without prioritising transparency and responsibility, we risk alienating employees and undermining the very trust that is fundamental to successful AI integration. Highlighting success stories and addressing the ongoing challenges In recent years, Ireland has emerged as one of the world's leading technology hubs, with a reputation that continues to soar. Yet, if it is to achieve its aim of becoming Europe's STEM (Science, Technology, Engineering, and Mathematics) leader by 2026, Ireland, like many other parts of the world, has to improve the gender gap that sees women vastly underrepresented in STEM education and careers. According to recent research from the Department of Education, women only make up a quarter of those employed in STEM roles across Ireland. A figure that comes as no surprise considering just one in three EU STEM graduates is, as the European Commission reports, female. But it's not all doom and gloom - there are reasons to be optimistic. Female STEM role models in Ireland Women such as Abigail Ruth Freeman, Director of the Science Foundation Ireland, who has contributed to advancing scientific research and innovation in the country, and Fionola Cliffe, the Chief Operations Officer of Hooke Bio, are not just highly successful professionals, but they're also preeminent role models for young Irish women with aspirations of a career in STEM fields. Freeman, Cliffe and their peers epitomise the positive trend of increasing female participation in STEM in Ireland. This progress is not only encouraging but also inspiring, as it paves the way for more girls to follow in their footsteps. The visibility of Freeman and Cliffe, along with other Irish women in STEM, is crucial in empowering more women to pursue leadership roles in previously male-dominated industries. Another notable STEM role model, Sonya Geelon, the Chief Commercial Officer at Conferma Pay, champions the motto, 'If you see it, you can be it'. As a passionate advocate for nurturing young up-and-coming talent, Geelon embodies and endorses the progress that continues to be made and instilled in young girls and women. Ireland's low gender pay gap In addition to positive role models, we can be proud that, according to Eurostat, Ireland's gender pay gap is among the lowest in the European Union. Standing recently at 9.9 per cent, it is almost three percentage points below the regional average and has been falling since 2018. The gender pay gap doesn't represent illegal pay discrimination but is a measure of the difference between men's and women's average pay across an entire organisation. A high figure indicates a lower proportion of women in higher-paid leadership positions or more women at the lower end of the pay scale. A relatively low gender pay gap is definitely a positive step in the right direction. Whilst there is undoubtedly still a long way to go here to achieve full gender equality in the workplace, this is a reassuring sign for the future. Increasing levels of participation The rise of women and girls studying STEM subjects and entering STEM careers must also be acknowledged and celebrated. In their 2023 Survey of Female Students' Attitudes to STEM, I Wish, an Irish volunteer-led community committed to showcasing the power of Science, Technology, Engineering and Maths to female secondary school students, reports a rise in the percentage of females studying a STEM discipline undergraduate programme from 29 per cent in 2014 to 36 per cent in 2022. The percentage of those studying ICTs rose from 15% to 23% over the same period. This is particularly heartening, considering the statistics cover the COVID-19 pandemic, when other industries slowed and saw less uptake. The Government of Ireland has introduced domestic violence leave under the Work-Life Balance and Miscellaneous Provisions Act 2023.On Monday, 27 November 2023, it became a legal requirement for employers to offer up to five days of paid leave over 12 months to employees affected by domestic violence. Business owners across Ireland are deeply concerned over the swathe of upcoming legislative changes in 2024. That's according to HRLocker, a leading provider of global HR compliance solutions for mid-sized, scaling and international businesses, which surveyed 500 Small and Medium Enterprises (SMEs) in December. The survey highlights growing concern over the financial strain and administrative challenges posed by the new laws. Red tape and rising costs According to the survey, Irish SMEs are facing a challenging environment, with half (50%) reporting that the impending legislative changes will negatively impact their growth and recruitment plans. Additionally, 40% of businesses anticipate a significant rise in administrative costs due to the introduction of new compliance requirements. The survey also reveals that 62% of SMEs expect their operational efficiency to be compromised, as resources are increasingly diverted towards managing regulatory demands, while 46% anticipate it will lead to a substantial increase in operational costs. This shift in focus from core business activities to compliance and administration is a major concern for 33% of surveyed businesses, who believe it will hinder their ability to innovate and adapt in a competitive market. With such a landscape, SMEs are bracing for an environment where navigating legislative complexities could become as critical as managing their day-to-day operations, potentially impacting their long-term growth and competitiveness. This surge in red tape is particularly burdensome for smaller enterprises, where efficient resource allocation is crucial. Of those employing less than 20 people, one in eight (12.2%) expressed that the new legislation threatened the viability of their business. The necessity to navigate a complex web of new regulations and compliance measures is looming large, threatening to divert critical resources from core business activities to procedural adherence. This shift poses a substantial risk to the sector's agility and growth, leading many SMEs to adopt a more cautious stance on expansion and recruitment, potentially slowing down the overall momentum of business development in the Irish market. When asked about an increase in the Cost of Business Grant, 64% of respondents stated they do not believe it will offset their rising operational costs. Exposed industries The legislative changes slated for 2024 are poised to impact various industries differently, with some facing more acute challenges. In the Hospitality Sector, 68% of respondents expressed some sense of apprehension regarding the Minimum Wage Increase and the upcoming Living Wage Implementation. This concern stems from the sector's heavy reliance on minimum wage workers. Meanwhile, 54% of those in the Retail Industry expressed significant concern over the increased administrative load, particularly in managing enhanced leave benefits and adapting to changes in wage structures. In contrast, 28% of SMEs in the IT Sector are anticipating substantial challenges associated with the Auto-Enrollment Pension Scheme. "While we welcome these legislative updates and the improvements they will bring to employee welfare, it's crucial to address the considerable pressure they place on SMEs, the backbone of our economy," says Crystel Rynne, COO at HRLocker. Despite strong economic growth, employees across Ireland are feeling the pinch as the cost of living crisis continues to drive prices higher. That's according to people management platform HRLocker, which surveyed 960 full-time employees across Ireland. Assessing the impact of the cost of living crisis on employees, the survey found that over half of all Irish employees (55%) have been moderately or significantly affected, with one in four (24%) respondents revealing they had taken on a side hustle to earn more money. Meanwhile, further 27% of employees have started actively looking for new roles in the hope of securing a bigger salary package. Those most likely to have a side hustle work in technology (30%), media and design (22%) and fitness (11%) and are under 30 and are male. The research also shows the significant impact this financial pressure is having on workers. With one 36% of respondents claiming it was their number one cause of stress, followed by work (26%) and family commitments (13%). Overall, 70% of Irish professionals are experiencing moderate to high levels of stress. This stress is directly impacting employee performance. One in 10 (11%) of employees report that financial stress is affecting their ability to do their job. While 46% and 39% report feelings of fatigue and anxiety. “Irish businesses are between a rock and a hard place,” says Adam Coleman, CEO at HRLocker. “Margins are being squeezed by rising inflation, but they need to ensure the wellbeing of their employees, keeping them motivated and engaged. This is a tricky act that requires careful consideration. At a time when businesses are, understandably, seeking to drive greater efficiencies, they cannot forget about their people.” See more stories here.
