Kongres Prawa i Sprawiedliwości w Katowicach miał być – jak wynikało z zapowiedzi – intelektualnym spotkaniem poświęconym refleksji nad kierunkiem polskiej prawicy. Reporter Radia Wnet Łukasz Jankowski, który uczestniczył w wydarzeniu, zauważył jednak, że mimo powagi i ambicji, nie było to wydarzenie przełomowe. Jak powiedział, partia przypominała raczej samą siebie sprzed dziesięciu lat niż ugrupowanie gotowe do nowego startu.Największa partia opozycyjna zrobiła kongres z deklaratywną wolą zwycięstwa i samodzielnych rządów, ale raczej bez wiary, że to możliwe. Wśród uczestników czuć było ton ostrożności, a nawet rezygnacji. To różnice nie tylko w przekazie, ale i w wizji przyszłej strategii partii.Pomysł podatkowy zamiast nowego 500+Jedyną konkretną propozycją, która zwróciła uwagę Jankowskiego, była koncepcja reformy podatkowej autorstwa Janusza Kowalskiego i Jacka Sasina.Jarosław Kaczyński wyraźnie poparł pomysł wielkiego systemu informatycznego, który miałby automatycznie rozliczać podatki w czasie rzeczywistym. To ambitna, ale ryzykowna idea – może skończyć się kolejnym „Nowym Ładem”– komentował. EU-minister Jessica Rosencrantz (M) om stödet till Ukraina, om upprustning och konkurrenskraft som ställs mot klimatpolitik och om Trumps tullar. Lyssna på alla avsnitt i Sveriges Radio Play. Under torsdagen möttes ett 30-tal regeringschefer och ledare för Nato och EU i Paris för att diskutera en fredsplan för Ukraina. En av frågorna som ”koalitionen av villiga” diskuterade var europeiska säkerhetsstyrkor på ukrainskt territorium efter ett eldupphör. EU-minister Jessica Rosencrantz (M) säger att det handlar om att på olika sätt ge stöd till Ukraina:”Jag tror att i mångt och mycket kommer historien att döma Europa efter hur väl vi nu står upp för Ukraina och vad som är rätt. Och de här mötena handlar ju just om det, hur ska vi kunna stärka Ukrainas position inför en vapenvila och inför möjliga kommande fredsförhandlingar.”, säger Jessica Rosencrantz.Frankrike och Storbritannien ska leda koalitionen, Sveriges regering har ännu inte tagit ställning till om Sverige ska delta i eventuella säkerhetsstyrkor i Ukraina eller ej. Statsminister Ulf Kristersson har tidigare sagt att man först vill ha säkerhetsgarantier från USA, något USA inte gett. Betyder det att Sverige inte kommer att vara med om USA inte ger några garantier?”Vi utesluter ingenting i detta skede, men den här är en dialog som vi för med våra nära allierade, med våra partnerländer. Det är viktigt att diskutera hur ett europeiskt engagemang kan se ut för att ge varaktig fred och Sverige deltar i de diskussionerna. Men vi behöver få bättre klarhet i förutsättningarna, helt enkelt.”, säger Jessica Rosencrantz.Försvar och konkurrenskraft vs klimat?På grund av kriget i Ukraina och osäkerheten kring USA:s roll i Nato och Europa ligger stort fokus på försvar och säkerhet just nu inom EU. Finns det en risk att upprustningen tränger undan åtgärder mot klimatförändringen, den fråga som en majoritet av svenskarna tycker att EU-parlamentet bör prioritera enligt Eurobarometers senaste mätning?”Jag ser inget motsatsförhållande här, vi måste kunna hålla flera tankar i huvudet samtidigt, se att Europa står inför flera utmaningar. Det är helt uppenbart att vi behöver rusta upp vårt eget försvar, det har varit underinvesterat under lång tid. Det är av avgörande vikt att Europa nu verkligen kliver fram. Parallellt har vi ju en klimatutmaning som vi måste möta. Vi måste hålla i våra klimatmål och grunden i det som är EU:s klimatramverk med utsläppshandelssystem. Och avgörande för allt detta är att vi får den Europeiska ekonomin att växa.”, säger Jessica Rosencrantz.På senare år har Europas ekonomier halkat efter USA och Kina. Gapet mellan USA:s och EU:s BNP ökade från 17 till 30 procent mellan 2002 och 2023. Som ett svar på detta kom Dragirapporten förra året med en rad förslag som ska öka konkurrenskraften för Europas företag. Bland annat handlar det om att minska regelbördan för företagen, varav en del rör miljö och klimat och beslutades inom ramen för EU:s gröna giv under förra mandatperioden.Lättade klimatkravEn del av den gröna given är förbudet att sälja nya bensin- och dieselbilar från 2035. Redan i år skulle biltillverkarna minska bilarnas koldioxidutsläpp med en viss procent. Men i mars föreslog kommissionen att låta biltillverkarna få längre tid på sig att uppfylla det här delmålet. Det välkomnas av tyska och franska biltillverkare, men inte av Volvo Cars, som redan anpassat sig efter miljökraven. Och Jessica Rosencrantz säger att hon inte tycker att man bör mjuka upp kraven:”Vi är ju kritiska till detta, och det har vi också framfört. Vi tycker att vi ska stå fast vid målet att fasa ut fossilbilar till 2035.”, säger Jessica Rosencrantz. ”Vi vet också att företag som Volvo och andra som ställt om i god tid och gjort sin läxa skulle påverkas negativt av att man ruckar på den här typen av regelverk”Däremot är regeringen för flera av de andra uppluckringar som nu sker på klimatområdet i EU. Bland annat vill kommissionen sänka krav på bland annat hållbarhetsrapportering som beslutades under förra mandatperioden. EU-minister Jessica Rosencrantz tycker att det är rätt väg att gå. Hon utesluter inte heller att skjuta på EU:s redan beslutade koldioxidtullar, CBAM, som ska göra det dyrare att importera produkter med stora klimatavtryck. Både hennes moderata partikamrat Tomas Tobé och deras partigrupp i Europaparlamentet, EPP, vill skjuta på CBAM i två år.”Jag tycker att CBAM är ett bra verktyg, det jämnar ut spelplanen mellan europeiska företag och deras konkurrenter utanför Europa, men vi måste kunna lyssna på våra företag som skickar signaler till oss att det är väldigt betungande. Klimat- och miljöministern om att Sveriges utsläpp ökar snabbare än beräknat, samtidigt som kolinlagringen i skog och mark minskar kraftigt. Och om slopat förbud mot uranbrytning i Sverige. Under det första halvåret ökade utsläppen från svensk ekonomi med sex procent enligt SCB:s statistik från det första och andra kvartalet. Enligt Eurostat är Sverige det EU-land där utsläppen ökade mest under det andra kvartalet. Under det första kvartalet har Malta och Litauen större utsläppsökning.Att utsläppen skulle öka i år var väntat eftersom regeringen kraftigt sänkte reduktionsplikten i januari, men nu visar statistik över bränsleleveranser under årets tre första kvartal att ökningen blir ännu större än regeringen beräknat. ”Det vi märker här är att det diffar lite. Vår bedömning var att det skulle öka förra året men det minskade. Och nu märker vi att det ökar mer än vi hade bedömt. Och skälen är att den höga inflationen är dämpad, svenska hushåll har mer pengar i plånböckerna, och att reduktionsplikten har sänkts temporärt.”, säger Romina Pourmokhtari (L).Klimatministern säger att även om Sveriges utsläpp skulle öka något mer än beräknat i år så kommer Sverige klara EU-målet för utsläpp från inrikes transporter, ESR-målet, eftersom det finns marginaler i regeringens prognoser. Den slutliga klimatstatistiken från Naturvårdsverket publiceras först i slutet av nästa år. I veckan publicerades 2023 års statistik som visar att utsläppen då minskade med knappt två procent. Förväntningarna var att utsläppen skulle öka något i fjol, men den ekonomiska lågkonjunkturen drog ner utsläppen, framför allt från industrin.Kraftigt minskad kolsänkaVäxande skog fungerar som en kolsänka som lagrar koldioxid som motverkar klimatförändringar. Enligt EU:s LULUCF-förordning behöver inlagringen av kol i svensk skog och mark öka med fyra miljoner ton till 2030 för att vi ska klara det klimatmålet. Men just nu går utvecklingen snabbt i motsatt riktning, mellan 2022 och 2023 minskade kolinlagringen i svensk skog och mark med hela sju procent.”Det är väldigt allvarligt. Vi har ju gjort upp en plan under många år i EU. Där utgår man ju från en viss nivå av tillväxt i skogen, en viss nivå av lagring i marken, och nu upptäcker vi att planeten och skogarna inte lagrar så mycket som vi bedömde.”, säger Romina Pourmokhtari (L).Slopat uranförbudI februari tillsatte regeringen en snabbutredning om att tillåta uranbrytning i Sverige. Nu är utredningen klar och regeringen går vidare med förslaget att ta bort det förbud mot uranbrytning som den förra regeringen införde 2018.Men klimat- och miljöministern kan inte ge besked om ifall det kommunala vetot ska vara kvar eller ej, hon säger att regeringen nu tittar på flera olika lagändringar och att det exempelvis är oklart hur man ska klassa uran som utvinns som biprodukt i gruvor där huvudsakligen andra metaller och mineraler utvinns.”Om man nu hittar uran när man har annan gruvnäring, då måste man idag hantera det som avfall och de är ju ett enormt resursslöseri, att om vi har gruvor i Sverige som bryter uran, då måste de hantera de som avfall och jag tycker inte att vi ska gör avfall av resurser som vi kan använda och det är därför också vi plockar bort den här lagen”, säger Romina Pourmokhtari.Gäst: Romina Pourmokhtari (L), klimat- och miljöminister Programledare: Katarina von ArndtKommentar: Daniel VärjöTekniker: Susanne MartinssonProducent: Maja LagercrantzIntervjun spelades in torsdagen den 19 december.

Jest dążenie do zabetonowania rynku medialnego, zarówno jeżeli chodzi o media publiczne, jak i prywatne - mówił ekspert OSW. - Po drugiej stronie jest bardzo podzielony obóz liberalno-centroprawicowy. To jest przekleństwem przeciwników Ficy, bo jeśli popatrzymy na dwa ostatnie okresy, kiedy centroprawica rządziła Słowacją, to za każdym razem dochodziło tutaj do przedterminowych wyborów. Ten obóz był bardziej rozsadzany od środka niż przez Ficę. Oczywiście Fico robił swoje, podkreślał spory w obozie rządowym, ale oni absolutnie wystarczali sami sobie, żeby swoją wiarygodność niszczyć - dodał. A jak wygląda sytuacja w Czechach? - Mamy Andreja Babisza i rządzącą centroprawicę, która w kontekście czeskiego pragmatyzmu jest dość nietypowo silnie ideologiczna. Centroprawica bardzo mocno akcentuje kwestie związane z moralnością w polityce międzynarodowej. To nie jest przypadek, że premier Słowacji się wahał i nie pojechał na Ukrainę, kiedy Kijów był oblężony, a premier Czech pojechał, bo uważał, że tak było trzeba. To nie jest przypadek, że pod przywództwem Czech jest inicjatywa amunicyjna, która stara się zidentyfikować źródła dostaw amunicji artyleryjskiej na rzecz walczącej Ukrainy - powiedział dr Dębiec. - Rząd Czech zrobił ogromnie dużo, żeby się uniezależnić od dostaw od rosyjskich surowców, ale zaniedbał swoje społeczeństwo, które w bezprecedensowy sposób zbiedniało - dodał.
