Cette année encore, Taïwan a de nouveau brillé au concours Lépine dans le cadre de la 124e Foire international des inventions de Paris, avec six médailles d’or, 10 d’argent et 45 de bronze. Le président du jury René Lavergne a salué le dynamisme et la jeunesse de l’innovation taïwanaise proposée sur le stand qui comptait parmi les plus populaires de l’exposition de cette année. La foire a réuni plus de 250 inventions brevetées venues du monde entier, Taïwan étant le contingent étranger le plus fourni avec des étudiants et 35 entreprises et 61 inventions brevetées présentées. Parmi les solutions et inventions marquantes et médaillées, figurent de nombreuses inventions dans le domaine de la santé comme une protéine fluorescente extraite d’algues pour la médecine de précision, un équipement IA de rééducation et d’entrainement, mais aussi des nouveautés dans d’autres domaines du quotidien comme un kit-abri d’urgence multifonction ou un revêtement automobile imperméable inspiré des propriétés des feuilles de lotus. Samedi 22 février, à Nairobi au Kenya, les Forces de soutien rapide et 24 organisations soudanaises ont signé une charte pour jeter les bases « d'un gouvernement de paix et d'unité ». Un gouvernement « parallèle » à celui de Port-Soudan, qui fait craindre pour l'unité du pays, déchiré par la guerre. Liza Fabbian a interrogé le chercheur Marc Lavergne sur les implications de cette initiative du général Hemedti, le commandant des Forces de soutien rapide (FSR) en guerre contre l'armée soudanaise. RFI : Quels sont les acteurs signataires de cette Charte pour un « gouvernement de paix et d'unité » au Soudan ? Marc Lavergne : Alors c'est une coalition qui s'est regroupée autour des Forces de Soutien Rapide, mais qui a réussi à agréger beaucoup d'éléments de la société civile, ceux qui ont mené la révolution pacifique depuis avril 2019, c'est-à-dire le mouvement Taqaddum, le mouvement progrès qui rassemble les jeunes de la capitale, ceux qui ont fait ce printemps de Khartoum, et puis des forces régionales et locales aussi. Dans cette coalition, il y a toutes sortes de formations, de partis politiques ou de groupes qui sont eux-mêmes divisés. C'est-à-dire que les personnes qui ont signé cette charte ne sont pas forcément les figures de proue de ces mouvements. Donc il reste à savoir s'il n'y a pas des réticences à l'intérieur de chacun des mouvements signataires de cette Charte pour un nouveau gouvernement. Comment expliquer ce développement et pourquoi est-ce qu'il survient maintenant ? On peut considérer que ce timing correspond à une montée en puissance de l'armée qui gagne du terrain sur plusieurs fronts. Dans la capitale Karthoum d'abord, qui a été en grande partie reprise par l'armée, et puis dernièrement, une capitale régionale qui est El Obeid au centre du pays dans le Kordofan. L'armée se considère comme propriétaire de l'État soudanais puisqu'elle l'a dirigé pratiquement en continu depuis l'indépendance en 1956.  Mais il y a aussi des facteurs externes, puisque l'armée est soutenue par des pays comme l'Iran, la Turquie et éventuellement aussi la Russie et la Chine. Et puis sur la scène internationale, bien sûr, il faut peut-être relier cette mobilisation au fait qu'il y a un nouveau président aux États-Unis, qui a décidé de soutenir l'armée. Quel impact la création d'un gouvernement parallèle par les Forces de Soutien Rapide peut-elle avoir sur l'avenir du Soudan selon vous ? On ne voit pas très bien quel est le ciment qui peut donner de l'élan à ce mouvement. Alors, il peut y avoir un soutien extérieur, mais je crois que chacun des groupes qui constitue ce mouvement lutte d'abord pour ses objectifs propres, du côté de l'armée, il y a quand même cette solidité et cette discipline, qui lui a permis de gagner du terrain très progressivement. Alors, est-ce que ce nouveau mouvement civilo-militaire va être capable de s'équiper en armes ? Parce que c'est finalement l'armement qui va décider, c'est la capacité militaire à reprendre l'ensemble du pays. Est-ce qu'on pourrait se diriger vers un scénario à la libyenne avec la signature de cette Charte ? Je crois que la grande différence, c'est que la Libye est un pays producteur de pétrole, donc il n'y a pas de difficultés financières majeures alors que le Soudan est un pays totalement dévasté, ruiné, avec des centaines de milliers de morts, avec des gens déplacés par millions dans les pays voisins et sans aucune ressource propre actuellement. Certains parlent déjà d'une partition militaire de fait au Soudan, pour vous, il n'y a pas de risque de division territoriale à moyen terme ? Non, je ne pense pas. Le Darfour, par exemple, on a souvent pensé que la région voulait prendre son indépendance, un peu comme le Sud-Soudan. Mais il n'y a jamais eu de mouvement de revendication pour une indépendance au Darfour, ni même dans les Monts Nouba. Ce qui est demandé par toutes ces provinces périphériques, c'est d'être traités sur un pied d'égalité avec la vallée du Nil, avec ce Soudan utile qui a toujours dominé l'ensemble du pays. À quoi peut-on s'attendre quant à la création de ce futur gouvernement de paix et d'unité selon vous ? Dans cette fédération pour un nouveau gouvernement, il reste des parties qui sont assez distinctes les unes des autres. Et tout ça n'indique aucune amorce de rapprochement entre elles. Donc, il y aura un partage peut être des postes de responsabilité, des postes ministériels. Mais est-ce que ces ministres auront une administration, auront quelque chose à gérer, ou bien est-ce que c'est simplement un jeu d'annonces pour la communauté internationale, pour faire un peu comme ce qu'à fait l'armée qui s'est dotée elle-aussi d'un gouvernement civilo-militaire, qui prétend d'être le gouvernement légal du pays. Donc c'est aussi une réponse à cela ? En effet, parce que cette initiative de l'armée lui permet de développer des missions à l'étranger, des ambassades, d'être reconnue de parler aux autres États de la région et au reste du monde. Et en face, ceux qui ne sont pas organisés, apparaissent comme des rebelles. The murder trial of Robert Telles, the former Clark County public administrator accused of killing Las Vegas Review-Journal reporter Jeff German, has reached a critical juncture as testimony concluded on Friday. The case has drawn significant public attention, particularly as prosecutors allege that a series of articles written by German about Telles could have motivated the killing nearly two years ago. Retired Las Vegas Metro Police detective Clifford Mogg returned to the stand, testifying about the investigation's findings. Under questioning by Prosecutor Christopher Hamner, Mogg discussed the evidence found on Telles' and his wife's electronic devices. Notably, Hamner highlighted photos of messages on the Apple watch belonging to Telles' wife that appeared to have been deleted from Telles' phone. "Were you aware these messages were deleted on Mr. Telles' phone?" Hamner asked. Mogg confirmed, stating, "Yes, I was made aware of that fact."   In a dramatic turn, Telles took the stand to address the jury directly, reiterating his claim of innocence and suggesting he was being framed. "I am innocent," Telles asserted firmly. "I'm not the kind of person who could brutally murder another man."  His testimony, however, was met with scrutiny from the prosecution. Hamner pressed Telles on inconsistencies in his account, especially concerning his whereabouts on the day of German's murder. "Isn't there a slide from August 1st to August 31st talking about location data on your phone?" Hamner asked. "It was a blank slate, right?" Telles had previously told the jury that on the day German was killed, he was at home, making chicken fried rice for his daughter using a Google recipe. He explained the presence of a deep cut on his finger at the time of his arrest as the result of a kitchen accident. However, Metro Forensic Lab Supervisor Matthew Hovanec testified that there were no search results on Telles' phone for terms like "recipe" or "fried rice" on the day of the murder. When questioned by Telles' attorney, Robert Draskovich, about whether these terms could have been searched on other devices, Hovanec confirmed that no such searches were found. The decision by Telles to testify has been a point of considerable debate. Channel 13 in Las Vegas reported numerous inquiries from viewers regarding Telles' choice to take the stand. Criminal defense attorney Malcolm LaVergne weighed in on this strategy, noting the potential risks. "There has been no bigger witness for the prosecution's case than Mr. Telles choosing to get up and testify on his own behalf," said LaVergne. "This is the problem with testifying when you're a defendant. A lot of things can come in that wouldn't have if it wasn't for Mr. Telles testifying." Throughout his testimony, Telles repeatedly insisted on his innocence, stating he "did not kill Mr. German." However, his demeanor seemed to shift on the final day of testimony, appearing discouraged and despondent as jurors took their final notes. The trial proceedings concluded with a closed-door meeting between the judge and attorneys, setting the stage for the next phase. The jury is expected to begin deliberations soon, possibly as early as Monday afternoon. As the trial moves toward its conclusion, the focus remains on the conflicting narratives presented by both sides and the evidence — or lack thereof — supporting each. However, Metro Forensic Lab Supervisor Matthew Hovanec testified that there were no search results on Telles' phone for terms like "recipe" or "fried rice" on the day of the murder. When questioned by Telles' attorney, Robert Draskovich, about whether these terms could have been searched on other devices, Hovanec confirmed that no such searches were found. The decision by Telles to testify has been a point of considerable debate. Channel 13 in Las Vegas reported numerous inquiries from viewers regarding Telles' choice to take the stand. In January last year, rabble's parliamentary reporter Karl Nerenberg shared a piece calling on Prime Minister Justin Trudeau and federal NDP leader Jagmeet Singh to revive the idea of electoral reform for Canada – and on the podcast, he joined Réal Lavergne, former president of Fair Vote Canada, to dissect Canada's current voting system and discuss how a fairer way to vote might be accomplished in the future.   Today, we're revisiting the topic of proportional representation and electoral reform in Canada.  Next year is an election year in Canada, and with a decline in popularity for current Liberal Prime Minister Justin Trudeau, and with far-right extremism on the rise (and apparently influencing certain Conservative leaders across the country), many Canadians are already wondering how they might cast their vote.  Joining us on rabble radio this week is Ted Cragg, a spokesperson for Fair Vote Canada.  Ted Cragg has been involved with Fair Vote Canada since 2009, during the British Columbia referendum on electoral reform of that year. He previously served as president of the organization's national capital region chapter. He currently lives in Saint-Léonard-d'Aston, Québec, a province showing promising signs of being the first to adopt proportional representation in Canada. On the morning of August 1, 1966, twenty-five-year-old Charles Whitman arrived at the University of Texas Austin campus a little before noon, carrying with him several rifles, pistols, and a shotgun contained within a military footlocker. After talking his way past a guard, Whitman climbed to the twenty eighth floor of the campus clocktower and walked out onto the observation deck, then began firing at the people on the ground below. In the span of a just over an hour and half, Charles Whitman killed fifteen people and wounded thirty-one others before finally being shot and killed by a police officer who'd managed to make his way to the top of the tower. Investigators later learned that, prior to arriving on the UT campus, Whitman had also murdered his mother and his wife.In 1966, mass shootings were virtually unheard of in the United States and Whitman's spree killing shocked the nation. By most accounts, Charles Whitman was the picture of an all-American man, which made his actions all the more confusing. He was well-liked, had a successful military career, a beautiful wife, and once out of the military, he began pursuing a college degree in preparation for the next phase of his life.
