He held a range of full-time positions in the provincial party administration and in the provincial government, including in the provincial Department of Agriculture and Rural Development and as liaison officer for minorities in the office of the Premier, Ace Magashule. In 2012 he told News24 that he was a die-hard political supporter of Magashule.Smit died on 17 September 2022, aged 67, at a guesthouse in Bloemfontein. The Correctional Services Department has confirmed the death of Danish national, Peter Frederiksen at the Mangaung Correctional Centre in the Free State. Fredericks was serving two life terms at the facility after being found guilty of rape and conspiracy to commit murder. He was first arrested in September 2015 after 21 female genitalia were found in his home freezer. Spokesperson for the correctional services department, Singabakho Nxumalo explains. Sakina Kamwendo spoke to SABC reporter, Konelo Lekhafola.

The department of Correctional Services has brought an application asking High Court to prevent G4S, the operating sub contractor at the Mangaung Prison from seeking relief in ongoing proceedings on a matter relating to the termination of the security company's contract. G4S was contracted by Bloemfontein Correctional Contracts to operate the facility but the department of  Correctional Services terminates the services of G4S last year following the escape of Thabo Bester, a convicted murderer and rapist from the prison. The National Treasury has confirmed that the collective debt owed to Eskom by the 28 municipalities approved for participation under the Eskom Municipal Debt Relief Support Programme represents R26.69-billion of the R58.5-billion owed to the utility as of the end of March. Eskom has confirmed that the arrears debt has since climbed to above R65-billion. In response to questions posed by Engineering News, the National Treasury also confirmed that collective debt owned by non-applicants stood at R31.81-billion. However, it reiterated that the deadline for applications had been extended until October 31, from an initial deadline of the end of September to allow for further voluntary applications. It also expected to finalise assessments of a further nine applications by October 16, having indicated in a previous statement that 25 possible additional applications were currently serving before respective provincial treasuries. The programme, which was announced during the February Budget, is designed to enable Eskom to write off municipal debt, with 136 of the country's 257 municipalities having been in arrears to Eskom at the end of March. The National Treasury also provided Engineering News with a list of the names of the successful applicants, including five municipalities that owe more than R1-billion: the Emalahleni municipality (R7.4-billion), the Emfuluni local municipality (R5.9-billion), the Govan Mbeki local municipality (R3.7-billion), the City of Matlosana local municipality (R1.4-billion) and the City of Mbombela local municipality (R1.1-billion). The other municipalities named as having applied successfully for the programmes are Enoch Mgijima (R991-million), the Rand West City (839-million), Modimolle-Mookgophong (R832-million), Victor Khanye (R637-million), Nketoana (R620-million), Walter Sisulu (R537-million), Mkhondo (R431-million), Mangaung metropolitan municipality (R387-million), Msukaligwa (R333-million), Siyancuma (R228-million), Mogale City (R216-million), Nama Khoi (R210-million), Ulundi (R143-million), Emakhazeni (R142-million), Matzikama (R113-million), Renosterberg (R108-million), Beaufort West (R77-million), Endumeni (R76-million), Dawid Kruiper (R65-million), Richtersveld (R53-million), Cederberg (R45-million), Kannaland (R45-million) and Mthonjaneni (R7-million). The writedowns will be implemented over three financial years should the participating municipalities meet the scheme's 14 conditions, including minimum collections stipulations, a ringfencing of the Eskom account which should be paid first and a restriction on borrowings. There is also the potential for a revocation of a municipality's electricity distribution licence should it fail to comply with the conditions.

South Africa has started to mine its tax records in a bid to produce highly localised spatial economic data that will offer city and municipal policy makers far greater visibility of the geographic distribution of both industries and jobs within their boundaries, as well as key developmental disparities. The information is being analysed under the aegis of the newly launched Spatial Economic Activity Data – South Africa programme, which is spearheaded by the National Treasury, the Human Sciences Research Council and the Cities Support Programme, but is also supported by several other departments and institutions, as well as the UK Foreign, Commonwealth and Development Office and Switzerland's State Secretariat for Economic Affairs. Finance Minister Enoch Godongwana says that by scrutinising anonymised tax data – which is being provided by the South African Revenue Service but housed in a National Treasury secure data centre – it is now possible to measure the economic outcome of public sector investment in and within municipalities. Although tax data is limited in scope to the formal sector only, HSRC senior research specialist Dr Justin Visagie says the data still covers about 80% of the country's jobs and more than 90% of gross domestic product. The data source, he adds, offers an impressive array of economic indicators for jobs and firms, which can also be broken down by industry or sector, wage levels, gender, age, export status and firm size. Importantly, too, the data is current, covering the period from the 2013/14 tax year to 2021/22 and can be updated with each new tax year. The data source extends to all 213 municipalities and includes suburb-level information for the six metropolitan councils. The first report to emerge from the mining of the tax data is titled the ‘Cities Economic Outlook 2023' and shows that South Africa's six metros dominate the national economy, with almost two-thirds of all formal jobs in the country located within their boundaries. “The concentration of employment opportunities in cities explains why their population has been growing more strongly than the rest of the country,” the authors state, adding that the ratio of jobs to population is also much healthier than elsewhere. Nevertheless, it also shows that the recent trajectory of employment growth in South African cities has been weak. “The very poor performance of manufacturing and construction industries is also a major concern for the millions of less-skilled workers that live in cities.” The review of spatial tax data for metropolitan economies also highlights the unique role and profile of each city within a broader urban, regional and national system. It confirms, for instance, that Johannesburg is a financial centre, that manufacturing and logistics dominate in Ekurhuleni and eThekwini, that Tshwane's economy has a strong bias towards national government and professional services, while Cape Town is a diversified but tourism-centric economy, that Nelson Mandela Bay is an automotive centre, Buffalo city depends on provincial government and Mangaung has strong contributions from health and education. Godongwana says the data shows that, while the metros are the country's job generators, it also shows that there has been job-shedding within strategic industrial spaces within the metros, with more than half of the top 30 metro industrial spaces losing jobs since 2014. It also indicates that the collapse of one metro could result in the collapse or severe decline of specific industries and that strong urban centres are also necessary for productive rural hinterlands. “There is a strong correlation between well-governed and stable cities and increasing productive activity. A high level government delegation will depart from South Africa today for Tanzania to bring back rapist and murderer Thabo Bester, his girlfriend, Nandipha Magudumana and a Mozambican national who was assisting them. The Mozambican has been named as Zacharia Alberto. The three were arrested in Tanzania on Friday night. Bester and Magudumana have been on the run since his escape became public last month. It had been believed he had died in a fire, at the Mangaung prison in Bloemfontein, but he had escaped in May last year. Justice Minister, Ronald Lamola has confirmed that officials from security company G4S are implicated in the escape of Thabo Bester from prison. We spoke to Professor Kholofelo Rakubu, Acting Head in the Department of Safety and Security Management at the Tshwane University of Technology.

The ANC says the Dr Petrus Molemela stadium has now been cleared for its 111 year celebrations to be addressed by President Cyril Ramaphosa on Sunday. This is despite earlier reports that the just over 15 000 seater stadium was vandalized with no running water, no operational lifts, no VIP rooms with no electrical and safety certificates. Briefing the media on the preparedness to hold its annual January 8 celebrations at the stadium, the governing party said there was no sinister on the part of the municipality to raise the red flag on the safety of the stadium. Calls to ban the pit bull breed of dogs have been mounting after the fatal mauling of an eight-year-old who was playing in the yard at his home in Mangaung in Free State last weekend.   Spokesperson for the Pit Bull federation of South Africa Lins Rautenbach, said many people are misinformed about the breed, and this has consequences for society, as experienced with maulings. The National Council of SPCAs' public relations officer Keshvi Nair encouraged owners who are overwhelmed with their pit bulls to surrender them, adding the breed has limitations.

The number of failed former ministers who have in the past been redeployed to the African National Congress's (ANC's) Luthuli House head office is set to be significantly reduced should the party adopt proposed constitutional amendments. A move to reduce to three the number of members deployed to permanent positions at Luthuli House is among the proposed constitutional amendments put forward by ANC structures. The proposals will be published on Tuesday. The proposed amendment limits the positions to secretary-general and two deputies. During a media briefing on Monday following the national executive committee (NEC) meeting over the weekend, Ronald Lamola confirmed that party structures had proposed various changes to the party's constitution. Lamola, the head of the party's constitutional development committee, said one of the most significant proposed changes was the introduction of a second deputy secretary-general. The party has had to redeploy more than five NEC members to the secretary-general's office since Ace Magashule's suspension and the death of his deputy, Jessie Duarte. As such, the proposal to have two deputy secretaries-general has found resonance among the party's structures. Lamola said that "with regards to the deputy secretary, the rationale is that we will need to have a second deputy secretary who will be able to be assigned specific responsibilities by the NEC". Should the proposed new resolution be adopted at the ANC's conference next month, the headcount of permanent staff deployed by the NEC will drop significantly. Several former ministers and NEC members, including Malusi Gigaba, Nomvula Mokonyane, Jeff Radebe, and NEC members Nkenke Kekana, Dakota Legoete, and Sibongile Besani, are employed at Luthuli House. It's been reported that these members are paid the equivalent of a deputy minister's salary, placing further strain on the party's already bloated salary bill. Over the last two years, the ANC has struggled to pay its administrative staff, with disgruntled employees speaking out over the late payment of their salaries. They have also had to make ends meet after only portions of their salaries were paid. Delegates attending the elective conference in Nasrec, Johannesburg, next month will vote on the proposal on the first day of the event, ANC treasurer-general Paul Mashatile said last week. Mashatile, who is also the acting secretary-general, said deliberations on the proposed change would also take place on the first day. Lamola said for the proposed change to take effect, at least three-quarters of voting delegates would have to support the constitutional amendment. Just more than 4 500 voting delegates will be attending the conference. Attempts to increase the number of positions for deputy secretaries-general and deputy presidents have failed in the past. The party's contentious step-aside rule is also expected to be put to a vote at the conference. The step-aside rule stems from the party's 2012 Mangaung conference, where delegates deliberated on what should happen when someone tarnished the organisation's image and integrity, usually after being linked to criminal charges. Given that no mechanisms were in place to ensure that members could be held accountable, the ANC's national elective conference in Nasrec in 2017 resolved to put specific guidelines in place and will now seek to strengthen the resolution by constitutionalising it. "Once the amendment is made, it can be applied in a manner that is transparent and is also consistent because when it's in the constitution, the NEC and any structures will be obliged to follow the constitution," Lamola said. He explained that all the proposed changes to the party's constitution were being advanced to "enhance the work of the ANC on renewal". "They should give the impetus to guide what was started at the 2017 elective conference in terms of restoring the image of the party," said Lamola.

After months of bickering, the African National Congress (ANC) in the Free State reached consensus on tentative dates in September for the regional and the crucial provincial elective conferences. In a video that News24 has seen, Free State ANC interim provincial committee (IPC) coordinator Paseka Nompondo said the IPC's mandate had been extended to 30 September and that 31 July had been set as the deadline for provincial ANC members to renew their membership. Nompondo added that regional conferences would be held between 15 and 30 September and that the provincial conference would take place towards the end of September. "The IPC is preparing a conference of the province and conferences of the regions. We have set up a cut-off date for membership renewal for the 31st of July to allow all ANC members to renew their membership. "Once a member has renewed their membership of the ANC and becomes a member in good standing and becomes a paid-up member, they then have the right as a member of the ANC to participate in the ANC branch general meeting. They may also participate in the preparation of a branch to participate in the regional and provincial conferences," Nompondo could be heard saying. She added that new branch executive committees would be elected in August and September. In addition, branches will elect their delegates for regional conferences and the provincial conference. Speaking to News24 on Wednesday, IPC spokesperson Oupa Khoabane said discussions on the exact dates for the regional and provincial conferences were ongoing. Khoabane confirmed that the tentative agreement was that the membership renewal process would be wrapped up at the end of July and that the regional and provincial conferences would be concluded by the end of September. "We want branches to reach the 70% threshold of having convened branch general meetings and selecting delegates to participate at the conferences. We have that roadmap as the IPC, that says as of the 30th September, we must go to the provincial conference. "Even if all regional conferences have not convened, but branches have met the threshold to hold the provincial conference, we will then go ahead with the provincial elective conference. As you know, conferences are for branches, and 90% of the delegates in the provincial conference are branch delegates, and the rest are league structures and the IPC members," Khoabane said. Furthermore, he said the delay in the convening of regions and provinces was to avoid "unnecessary litigation". In 2012, the ANC's national executive committee (NEC), led by then secretary-general Gwede Mantashe, decided to bar the 20-member Free State provincial executive committee. The move came after the Constitutional Court found it to be invalid, following a legal challenge by some branches over the processes leading up to the conference. This excluded the Free State PEC from voting at the 2012 ANC Mangaung conference, apart from members like then Free State chairperson Ace Magashule who voted in his capacity as an NEC member. In 2017, a similar fate befell the province's PEC after the NEC decided that the PECs of KwaZulu-Natal and the Free State would not be allowed to vote on any matter at the party's hotly contested 54th elective conference in Nasrec. Nompondo said: "In the past, we were not able to work together for a number of years, but now I do have a sense that all members in the IPC are working towards what we were brought together to achieve." He reiterated that "by the time the national conference sits in December, we would have had a provincial conference of the ANC in the Free State". Last month, disgruntled ANC members from the Mangaung region approached the Free State High Court over what it termed the "slow pace of conference preparations." Some clinics in Mangaung were forced to close as severe water shortages continued to wreak havoc on primary health centres. The Free State Department of Health "is alarmed by the rapid rise" of Covid-19 cases in the province. It says cases have increased in the Mangaung, Lejweleputswa, Fezile Dabi, Thabo Mofutsanyana and Xhariep municipalities. "The rapid rise in numbers precedes the projected fourth wave of infections, with Omicron emerging as a new variant of concern that is understood to be spreading faster than the previous variants," department spokesperson Mondli Mvambi said. The province has recorded 173 348 cases, according to the National Institute for Communicable Diseases (NICD). On Monday, the province recorded 647 new cases - 5% of all the cases in the country. The provincial health department previously raised its concern about travellers transmitting the new variant in the province. The Free State is connected to five national key roads and borders six other provinces. "All users of these roads pass through the Free State and may bring infections to the Free State or acquire infections from the Free State to their provinces," Mondli Mvambi previously told News24. To date, 1 564 126 vaccines have been administered in the Free State, with 993 025 people having received at least one dose of the vaccine. "Healthcare workers, the working population, professionals and every member of the community have been warned by provincial health authorities to take all the necessary precautions to prevent the spread of Covid-19 through adherence to established non-pharmaceutical interventions and taking the vaccine," Mvambi said.

Suspended African National Congress (ANC) secretary-general Ace Magashule has asked the State for a list of witnesses who implicated him in the R255-million Free State asbestos corruption case he faces. Magashule, controversial businessman Edwin Sodi, former Mangaung mayor Olly Mlamleli, former human settlements head of department Nthimotse Mokhesi and others appeared in the Free State High Court in Bloemfontein on Tuesday. The court heard that the defence was still dealing with notices the State submitted in terms of Section 212(B) of the Criminal Procedure Act, which usually contain facts that are not in dispute. The defence lawyers said they would respond to the notices before the accused's next court appearance. Magashule's advocate, Laurence Hodes, SC, told the court that they requested a list of State witnesses who implicated Magashule and were referred back to the docket. "We can revisit [the request] closer to the trial," State advocate Johan de Nysschen said. "It's quite logic[al] that they will have to read the whole docket, and I don't want to bind myself by five or 10 witnesses." The case was postponed to 3 November for pre-trial proceedings. News24 previously reported that Sodi also intended to lodge two applications - one relating to the admissibility of evidence the Zondo Commission heard about the asbestos case, and another on whether Magashule's former personal assistant, Moroadi Cholota, is a State witness. Hodes, who also represents Sodi, explained that Sodi gave testimony before the commission. The defence's argument relates to the admissibility of the testimony because Sodi was compelled to testify, which eviscerated his right to silence. It was made clear that the testimony could not be used against him in a criminal trial, the court heard. Hodes said the second application related to the State's so-called star witness, Cholota, who was Magashule's assistant when he was the premier of the Free State at the time when the crimes were allegedly committed. Hodes argued that, while the State placed on record that Cholota was a witness, she had not yet signed a statement that was drafted for her. He said the absence of a signed statement meant that the State had not secured her assistance. The defence had Cholota as a defence witness, Hodes said. Asbestos tender The accused have been charged with fraud, corruption, theft and money laundering, among other charges, related to the R255-million contract for the assessment and removal of asbestos from roofs and/or housing. It is alleged that, in 2014, two companies were appointed – including Gauteng-based Blackhead Consulting – as service providers to the Department of Human Settlements in the Free State. The two companies allegedly subcontracted two other companies, one of which did the work for R21-million.

The Mangaung Metro is expected to make an announcement over the fate of executive mayor Olly Mlamleli. The metro will hold a special council meeting this afternoon. Mlamleli was voted out last week Friday during a motion of no confidence. Some ANC Councillors voted with opposition parties to oust Mlamleli through a secret vote. The ANC in Mangaung region in the Free State has come out in defence of party secretary general, Ace Magashule. This follows reports that Magashule`s sons clinched COVID-19-related contracts in the province worth two-point-seven million Rand. Magashule`s sons are listed as directors of two companies, Motheko Projects and Marvel Deeds, which are among the companies that secured contracts with Free State treasury.

The Home Affairs office in Mangaung in Bloemfontein has been reopened following a cash in transit heist and a bomb scare. An undisclosed amount of cash was stolen at the Mangaung Municipality Metro in Bloemfontein. The police's bomb squad unit and forensic investigators are still on the scene to gather evidence. It is believed the robbery took place in the early hours of the morning. It was earlier reported that the robbers took security guards hostage. Our reporter following this story, Ishmael Modiba.

Thirty defaulting municipalities, including Emfuleni in Gauteng and Mangaung in the Free State will have their bulk water supply restricted unless they settle outstanding debts to the Department of Water and Sanitation. The department will also be writing to treasury to ask that money due to these municipalities be withheld until they make some sort of payment arrangement. Mangaung Municipality officials say it was unnecesary for striking workers to set the Bloemfontein City Hall on fire, as negotiations are underway. The historical City Hall was gutted by flames last night when striking Mangaung Metro workers, affiliated to trade union SAMWU, set furniture alight. They reportedly became angry when the Mayor, Olly Mlamleli, failed to meet them on their demands for salary increases. The municipal strike has lasted more than a month. One of the residents, an SAfm listener Thulani Mbaza, says his friend was attacked outside his home in Phase six by about 100 young boys NOT older than 16, when he returned from work. Mbaza says there is a long-standing rivalry between two gangs, the Romas and Born To Kill. Mangaung has seen frequent incidents of gang violence in recent years.
