Online streaming services operating in Canada will have to contribute five per cent of their Canadian revenues to support domestic media. That's about $200 million each year. Some of the money will go to local and Indigenous media. And: You may not know that when you file a complaint with the Canadian Transportation Agency and win your case, you could still wind up in court. Changes to the law make it easier for airlines to challenge rulings – potentially dragging passengers into legal battles. Plus: Even though he has declared victory, Indian Prime Minister Modi didn't get the absolute majority he wanted. Some analysts are suggesting that he needs to step away from identity-driven politics.

The CRTC has delayed implementation of its Online Streaming Act – the law that allows the government to control what you see on platforms such as YouTube, Netflix, and podcast databases – until “late 2025,” a postponement that more than likely kicks it to after the next federal election. True North's Andrew Lawton says this might be a bit of a reprieve for Canadians who want the governments hands off their content. Also, while healthcare is in the provincial domain, it's federal gatekeepers who are preventing Canadians (except those living in Quebec) from accessing healthcare choice. SecondStreet.org president Colin Craig says this is an opportunity for federal Conservative Leader Pierre Poilievre. He joins the show to discuss. Plus, Saskatchewan's court of appeal has upheld the government's former restriction on outdoor gatherings. This comes the same week as British Columbia's Supreme Court upheld B.C.'s vaccine mandate for healthcare workers. Charter Advocates Canada litigation director Marty Moore returns to weigh in. Bill C-11, commonly known as the Online Streaming Act, has been riddled with controversy since its introduction in June of last year, through to its adoption as law in April 2023. Canada's first major reform of the Broadcasting Act since 1991, the Act aims to promote Canadian content on online streaming services, in part by extending the regulatory powers of the Canadian Radio-television and Telecommunications Commission (CRTC). In this episode, we hear from Michael Geist, Canada Research Chair in Internet and E-commerce Law, on why the Act falls flat, and how it misunderstands the nature of on-demand streaming services. This conversation was recorded in January 2023, while Bill C-11 was in its third reading before the Senate.

Current CanCon regulations have been in places since the early 1970s and force Canadian content quotas and an arts funding system on traditional Canadian broadcasters. Though the broad goals of Bill C-11 are made clear (which include significant monetary contributions from DSPs into Canadian arts funding bodies like FACTOR and greater promotion of Canadian artists on the platforms), significant parts of how this will be implemented is still widely unknown. And so, this week Mike brings back beloved broadcaster and music industry expert Alan Cross to chat about all this and what it could mean for both streaming companies and the music industry in Canada.
