The confrontation follows tensions between NDA and INDIA MPs during parliamentary proceedings.Meanwhile, an Indian Navy craft, which was undergoing trials for a newly fitted engine, experienced malfunction and crashed into a passenger ferry boat, off the Mumbai coast on Wednesday that killed 13 people. An inquiry has been initiated to determine the exact cause of the incident but it is believed that the engine malfunction led to the rider losing control of the craft, resulting in the collision. After the Mumbai ferry accident, boat operators are pointing to the lack of regulation and monitoring in one of India's busiest harbours. They said the Navy generally conducts its boat testing during non-peak hours, primarily in the mornings.On the global front, Israel has announced it will close its embassy in Ireland after Dublin supported a petition to the International Court of Justice (ICJ) accusing Israel of committing genocide. Israeli Foreign Minister Gideon Sa'ar criticized Ireland's “extreme anti-Israeli policies” for backing the case. This announcement came after Indian Foreign Secretary Vikram Misri raised concerns about the safety of minorities during talks with Bangladeshi officials, calling the incidents regrettable. The violence has drawn significant international attention and criticism.In a tragic incident in Mumbai, a BEST bus crashed into 22 vehicles, killing seven and injuring 49. All state assemblies that go to poll after the said date would have their terms expire with the Parliament.India has sent a formal notice to Pakistan seeking a review of the Indus Water Treaty, according to sources. India and Pakistan signed the IWT on September 19, 1960, after nine years of negotiations, with the World Bank being a signatory to the pact. It set out a mechanism for cooperation and information exchange between the two sides on the use of the waters of several cross-border rivers. Sources said the notice was issued to Pakistan on August 30 and the notification highlights fundamental and unforeseen changes in circumstances that require a reassessment of obligations under various articles of the treaty.Junior doctors in Kolkata today sought another meeting with the state government over their unfulfilled demands, including suspensions, security in hospitals, and the resignation of the state Health Secretary. The company behind the pagers has said that while its brand was on the devices, they were manufactured by a Budapest-based company. According to a report in the New York Times, around 1 to 2 ounces of explosive material was implanted next to the battery in each pager. According to its rules, a Hindu, Sikh, Buddhist, Jain, Parsi, or Christian from Pakistan, Bangladesh, and Afghanistan, who entered India before December 31, 2014, can now seek Indian citizenship without producing a valid passport from these countries or a valid visa from India.After PM Modi praised Manohar Lal Khattar at the inauguration of the prestigious Dwarka Expressway project on Tuesday, he was removed as the Chief Minister of Haryana by the BJP and replaced by the party's Kurukshetra MP and its state unit chief, Nayab Singh Saini. Following this development, Manohar Lal Khattar resigned from the Karnal assembly seat in the House on Wednesday, vacating it for the new CM Nayab Saini.President Droupadi Murmu approved Uttarakhand's Uniform Civil Code Bill, as announced by the government in the Himalayan state on Wednesday. NDA's presidential nominee Draupadi Murmu met Union home minister Amit Shah on Thursday. If elected, 64-year-old Murmu will become the first tribal President of the country. And the second woman president after Pratibha Patil. President Ram Nath Kovind's tenure is coming to an end on July 25. And an election to fill his post will be held before that, on July 18. And we will know the name of the new President on July 21 if an election takes place at all. So how is the President of India chosen? Unlike that of MLAs and MPs, it is not a direct election. The President is elected by an electoral college. And who all are the members of this electoral college? They are from Lok Sabha and Rajya Sabha, Legislative Assemblies of the states and Legislative Assemblies of the Union Territories of Delhi and Puducherry. Nominated members to Rajya Sabha and state legislative councils are not part of the electoral college. The votes of electoral college members have a certain larger value. For instance, each MP's vote carries a value of 700. In the case of MLAs, the value of vote is calculated based on the population of each state and the value differs from one state to another. In highly populated states like Uttar Pradesh, an MLA carries a vote value of 208, while less populated states like Arunachal Pradesh and Sikkim, the value of vote for an MLA is 8. According to the Article 55(2) of the Constitution, every elected member of the Legislative Assembly of a State shall have as many votes as there are multiples of one thousand in the quotient obtained by dividing the population of the State by the total number of the elected members of the Assembly. To win the Presidential election, the candidate has to bag over 50% of the votes. The Presidential candidate filing for the nomination has to secure signed approvals from 50 proposers and 50 seconders. The proposers and seconders could be members from the electoral college.

Direct होता है प्रधानमंत्री का। Direct यानी जिसे सीधा जनता चुने। देश की जनता राष्ट्रपति का चुनाव सीधे खुद नहीं करती बल्कि उसके वोट से चुने हुए प्रतिनिधि करते हैं. इसे ही अप्रत्यक्ष निर्वाचन कहते हैं। जैसा कि हमने ऊपर बताया है कि राष्ट्रपति का चुनाव जनता द्वारा वोट के आधार पर चुने प्रतिनिधि करते हैं, तो इसका साफ मतलब है कि इस प्रक्रिया में वोटिंग का अधिकार चुने हुए विधायक और सांसदों के पास होता है. राष्ट्रपति चुनाव में संसद में नामित सदस्य और विधान परिषदों के सदस्य वोट नहीं डाल सकते हैं, क्योंकि ये जनता द्वारा सीधे नहीं चुने जाते हैं. कैसे होता है राष्ट्रपति का चुनाव, यहां जानिए 1-भारत के राष्ट्रपति पद की दौड़ में हिस्सा लेने वाले प्रत्येक उम्मीदवार को अपना नामांकन दाखिल करना होता है. राष्ट्रपति चुनाव लड़ने वाले व्यक्ति को इसके लिए 15000 रुपये से अधिक जमा करने होते हैं और 50 प्रस्तावकों और 50 समर्थकों की एक हस्ताक्षर की हुई सूची जमा करनी होती है. प्रस्तावक और समर्थक राष्ट्रपति चुनाव 2022 में मतदान करने के योग्य निर्वाचकों में से कोई भी हो सकता है. यहां ये जान लेना जरूरी है कि राष्ट्रपति चुनाव में वोट देने योग्य व्यक्ति केवल एक ही उम्मीदवार के नाम का प्रस्ताव या समर्थन कर सकता है. चुनाव आयोग द्वारा 1952, 1957, 1962, 1967 और 1969 (भारत के तीसरे राष्ट्रपति जाकिर हुसैन की कार्यालय में मृत्यु के बाद एक प्रारंभिक चुनाव) के चुनावों के बाद 1974 में मतदाताओं को प्रस्तावित करने और एक व्यक्ति की उम्मीदवारी का प्रस्ताव देने का यह नियम अपनाया गया था. 2- राष्ट्रपति चुनाव में सभी निर्वाचित विधायक अपने-अपने राज्य और केंद्र शाषित प्रदेश में तो वहीं सभी निर्वाचित सांसद राज्यसभा और लोकसभा में वोट करते हैं. वोट डालने के लिए निर्वाचित सांसदों और निर्वाचित विधायकों को मतपत्र दिए जाते हैं. सांसदों को हरे रंग और विधायकों को गुलाबी रंग का मतपत्र दिया जाता है. उन्हें विशेष पेन भी दिए जाते हैं, जिसका उपयोग वे अपने वोट रिकॉर्ड करने के लिए कर सकते हैं. प्रत्येक मतपत्र में उन सभी उम्मीदवारों के नाम होते हैं जो राष्ट्रपति चुनाव लड़ रहे हैं. निर्वाचक प्रत्येक उम्मीदवार के लिए अपनी वरीयता को इंगित करता है. जिस उम्मीदवार को वे राष्ट्रपति के रूप में सबसे अधिक पसंद करते हैं, उनके लिए '1' नंबर चुनते हैं जबकि उस उम्मीदवार के लिए '2', जो उनकी दूसरी वरीयता है और इसी तरह अन्य वरियता का चुनाव भी निर्वाचक करता है. हालांकि ये बता दें कि जो भी निर्वाचक राष्ट्रपति पद के उम्मीदवारों के लिए वरीयताएं चिह्नित करता है उसके लिए यह आवश्यक नहीं है कि वो सभी उम्मीदवारों का चयन करे..वो केवल पहली वरीयता को ही चिह्नित कर सकता है. 3-वोटिंग के बाद विधायकों के मतपत्रों को राज्यवार इकट्ठा कर प्रत्येक उम्मीदवार की ट्रे में डाल दिया जाता है. उदाहरण के तौर पर पिछले राष्ट्रपति चुनाव की बात करें तो, यदि उत्तर प्रदेश के किसी विधायक ने राम नाथ कोविंद को अपनी पहली वरीयता के रूप में चिह्नित किया था, तो विधायक का मतपत्र कोविंद की ट्रे में गया होगा. फिर इसी प्रकार संसद सदस्यों के मतपत्रों का वितरण किया जाता है. उदाहरण के लिए, जिन सांसद ने पिछले चुनाव में मीरा कुमार को अपनी पहली वरीयता के रूप में चिह्नित किया होगा उन सांसदों के सभी मतपत्र कुमार की ट्रे में गए होंगे. कैसे होती है वोटों की गिनती वोट डालने वाले सांसदों और विधायकों के वोट का वेटेज अलग-अलग होता है. दो राज्यों के विधायकों के वोटों का वेटेज भी अलग-अलग होता है. विधायक के मामले में जिस राज्य का विधायक हो उसकी आबादी देखी जाती है और उस प्रदेश के विधानसभा सदस्यों की संख्या देखी जाती है. वेटेज निकालने के लिए प्रदेश की जनसंख्या को चुने हुए विधायक की संख्या से बांटा जाता है, उसे फिर एक हजार से भाग दिया जाता है. अब जो आंकड़ा आता है वही उस राज्य के वोट का वेटेज होता है. उदाहरण के लिए उत्तर प्रदेश में 402 विधानसभा सीटें हैं. यहां की जनसंख्या साल 1971 की जनगणना के मुताबिक 83849905 है. इस हिसाब से यहां एक विधायक के मतपत्र का मूल्य 208 है. किसी भी सांसद (राज्यसभा या लोकसभा से) के मतपत्र का मूल्य 708 है. कैसे तय होता है राष्ट्रपति पद का विजेता राष्ट्रपति चुनाव का विजेता वह व्यक्ति नहीं होता जिसे सबसे अधिक मत प्राप्त होते हैं, बल्कि वह व्यक्ति होता है जिसे एक निश्चित कोटे से अधिक मत प्राप्त होते हैं. प्रत्येक उम्मीदवार के लिए डाले गए वोटों को जोड़कर, योग को 2 से विभाजित divide करके और भागफल में '1' जोड़कर कोटा तय किया जाता है. जो उम्मीदवार तय कोटा से अधिक वोट प्राप्त करता है वह विजेता होता है. यदि किसी को कोटे से अधिक वोट नहीं मिलते हैं, तो सबसे कम वोट वाले उम्मीदवार को रेस से हटा दिया जाता है और हटाए गए उम्मीदवारों के मतपत्र उन मतपत्रों में दूसरी वरीयता पसंद के आधार पर शेष उम्मीदवारों के बीच वितरित (बांटे) किए जाते हैं. प्रत्येक उम्मीदवार के लिए कुल मतों की गिनती की प्रक्रिया फिर दोहराई जाती है ताकि यह देखा जा सके कि कोई तय कोटा से ऊपर मत पा सका है या नहीं. यह प्रक्रिया तब तक जारी रहती है जब तक किसी का वोट कोटा से अधिक तक नहीं पहुंच जाता है, या जब तक लगातार निष्कासन के बाद सिर्फ एक उम्मीदवार नहीं बच जाता है. तब उस व्यक्ति को भारत के राष्ट्रपति के विजेता के रूप में घोषित किया जाता है. भारत के राष्ट्रपति का चुनाव लड़ने के लिए उम्मीदवार द्वारा आवश्यक योग्यताएं क्या हैं? De wereldpolitiek verkeert in een stroomversnelling. Europa is nu gedwongen een eigen, zelfstandige rol te spelen. En er is onmiskenbaar een nieuwe, cruciale wereldmacht die zich aandient: India. De president van dit in bevolking inmiddels grootste land ter wereld, Ram Nath Kovind, was afgelopen week in Nederland. En dat is bepaald geen toeval, vertellen Jaap Jansen en PG Kroeger in deze aflevering van Betrouwbare Bronnen.India is een steeds belangrijker speler op het wereldtoneel. En Nederland is voor dat enorme land van 1,4 miljard mensen een wezenlijke partner. Niet alleen omdat India met de EU graag en nauw wil samenwerken, maar ook omdat ons land daar tot de grootste handelspartners en investeerders behoort. Dit maakt dat beiden belang hechten aan wederzijds begrip en intensieve dialoog. PG vertelt over zijn indringende gesprek met een vorige president van India, Abdul Kalam, die de samenwerking op het terrein van wetenschap, onderzoek, innovatie en ruimtevaart hoog op zijn agenda had staan.Jaap en PG analyseren hoe India er nu voorstaat. Het is een kernmacht met eigen ruimteraketten. Voor zowel de olie als de defensie was India al heel lang nauw verbonden met de Sovjet-Unie en daarna met Rusland. Hierbij speelden de permanente spanningen met grote buur China en de grensoorlogen met hen en met westerse bondgenoot Pakistan een grote rol. Na ‘9/11' kwam er een wending naar het westen. Union Finance Minister Nirmala Sitharam is set to present the paperless Union Budget for the financial year 2022-23 at 11am tomorrow. This will be her third Budget since taking over as India's first full-time female Finance Minister in May 2019. And today at 12pm, the Economic Survey 2022 will be tabled in Parliament. The Survey acts as an annual report card of the economy and also contains suggestions to the government on policy matters. It is traditionally prepared by the Chief Economic Adviser. This year however, in the absence of a chief economic adviser, the principal economic advisor and other officials are preparing the survey. Similarly, in 2014, the Economic Survey was prepared by senior economic advisor Ila Patnaik and not by chief economic advisor who is usually the architect of the survey. Meanwhile, the government on Saturday announced Dr V Anantha Nageswaran as the new chief economic adviser of the country. The post had fallen vacant after Krishnamurthy Subramanian returned to academia after completing his three-year term on December 6 last year. The last three Economic Survey reports prepared under the guidance of Subramanian were way off the mark in predicting growth numbers. Off late, making GDP projections has become tricky. The pandemic has further complicated it. Last year's Economic Survey projected the growth rate of 11% for the current financial year. The first advance estimates put it at 9.2%. In FY20, the economy contracted by 7.3% while the survey had projected a 6-6.5% growth. A business daily -- while citing officials -- claimed that the Economic Survey could forecast the real economic growth for fiscal 2023 to be lower than the 9.2% estimated for the current financial year. Meanwhile, the Budget session starting today with the address of President Ram Nath Kovind, will be conducted in two phases. The first part will go on till February 11. And after over a month in recess, the session will resume on March 14. It will conclude on April 8. Just-concluded Winter Session of Parliament was a complete washout when it comes to economic bills. The government didn't table key bills including the one on privatisation of two public sector banks and Bharat Petroleum Corporation Limited. And experts believe that the government may not table them in the first half of the Budget session due to the same challenge it had faced earlier -- the elections in five states. Despite the sale of Air India, the government looks all set to miss its disinvestment target of Rs 1.75 trillion for FY22. Apart from the privatisation, the implementation of the labour codes and proposed reforms in the power sector are also lined up. Another crucial bill hanging fire is Cryptocurrency and Regulation of Official Digital Currency Bill, which experts believe is unlikely to be tabled in this session too. Meanwhile, apart from the employment-generating measures, the government's fund allotment for the country's healthcare sector will also be keenly watched. Last year, the government had allocated just 1.8% of the GDP to health. Opposition Congress on Friday said that it will work closely with like-minded parties during the Budget session and jointly raise matters of public importance, including farmers' issues and border dispute with China. Last year, the Budget session was cut short by 14 days in the wake of assembly elections in several states. This year too five states - Uttar Pradesh, Punjab, Uttarakhand, Manipur and Goa -- are going to polls between February 10 to march 7. She led a team who were challenged by the Malabar Cancer Centre to find a device that was more portable than an x-ray machine that could be used to diagnose whether a woman had breast cancer. The device they created looks like a sports bra and can be worn for a short time to gain a diagnosis. Not only is the device much easier than submitting to a mammogram, the new device does not require a radiologist to supervise the procedure. The new device also has the advantage that it can be used by women and girls as young as fifteen. Body shape is not an issue and the device is expected to cost about R$450. Seema was recognised with the Nari Shakti Puraskar, presented by Ram Nath Kovind, the President of India. She went to New Delhi as the award ceremony was held at the President's palace, Rashtrapati Bhavan, on International Women's Day in 2019. 41 women received the award and three were given to groups. 260 people from Assam who were rescued from the jungles of Meghalaya reached Guwahati on Thursday.The people had taken refuge in jungles and police station to escape the clashes in Meghalaya that had left three people dead. Most of them were residents of western Assam's Dhubri, Goalpara and Kokrajhar districts and were working in unorganized sectors in the region.BJP MLA Ashok Kumar Singhi said that the number of people who need to be rescued from violence hit areas happen to be some 1,500 people.Assam's Inspector-General of Police Deepak Kedia said, “We are in constant touch with the Meghalaya police to bring back more stranded people. Some among the rescued said there are many who have taken refuge in police stations and Border Security Force camps in the hill State.” A NDRF team consisting of Dr. Gouse-Ea- Azam T Senior Medical Officer, 1st Battalion NDRF along with Surendra Kumar, Assistant Commandant, Paramedic staff and NDRF rescuers organized an awareness program on Coronavirus at LGBI Airport Guwahati. The subjects which were covered during the awareness program were symptoms and complications, prevention, the transmission of Coronavirus and the use of personal protective equipment, face masks, etc. Officials and representatives of different airlines including Air India, cargo staff and workers attended the program. With the situation improving, authorities in the State relaxed curfew for a few hours on Wednesday even as the security forces continue to maintain a strict vigil for the past six days in different areas of the hill state following clashes over the Citizenship Amendment Act and the Inner Line Permit. However, after the relaxation, the curfew was back and would continue till Thursday. Suspended AAP councillor Tahir Hussain has been arrested. Hussain whose name was linked to the death of Ankit Sharma had been absconding for a while now. A Delhi high court dismissed Hussain's plea where he wished to surrender. Soon after the police came and arrested him. Hussain maintained that he was innocent and that the charges were false. Ankit who used to work for the Intelligence Bureau was brutally killed by rioters and his body was recovered from a drain near his house. An FIR had been filed against Hussain after a complaint was filed by Ankit's father. The four convicts accused in Nirbhaya rape case will be hanged on March 20 at 5:30 am. The new death warrant has been issued a day after President Ram Nath Kovind rejected the mercy petition of Pawan Gupta. It has taken more than 7 years for parents and well-wishers of Nirbhaya to finally arrive at this conclusion. The convicts were about to be hanged on March 3 at 6 am. Israel Prime Minister Benjamin Netanyahu while giving a briefing on coronavirus preparedness in Israel said that one of the best ways to prevent the infection is to avoid a handshake at any cost. Sunil Karmakar of Ramnagar village in Murshidabad was in for a shock when he went to collect his voter ID. He was issued a voter ID card with a picture of a dog."Yesterday I was called at Dulal Smriti School and this voter ID card was given to me. I saw the photo. The officer there signed and gave it to me but he didn't see the photo. This is playing with my dignity. I will go to the BDO office and request that this should not happen again," he told media. Rajarshi Chakraborty, BDO said that the error will be corrected very soon.
Clearly upset with the extensive confusion over tax and compliance rules, from GST to income taxes, Finance Minister Nirmala Sitharaman chided government officials for not communicating concerns of industry leaders and common people to her. Nirmala Sitharaman, at a post-Budget meeting in Guwahati, asked Finance Minister Himanta Biswa Sarma and other officials to take up the regular inquiry of industrialists and common people on a daily basis. Sitharaman also held an interactive discussion with traders and industry officials where she spoke about giving greater access to credit to self help groups located in remote regions of the northeast. She also spoke MSMEs and said that MSMEs can approach public sector banks for restructuring before 31st December 2020. Bankers have been instructed to provide adequate ATMs in 17 districts of the state to cater to the tea garden areas as per mapping by State Govt., she said. Rajasthan Royals will be playing two of their home games in Guwahati at Barsapara Stadium in the forthcoming edition of the Indian Premier League (IPL). Guwahati will make its debut on the upcoming season of the T20 tournament after the IPL governing council granted permission to Rajasthan Royals to host the first two of their seven home games. Justice S Muralidhar has been transferred to the Punjab and Haryana High Court after he criticized Delhi police over the ongoing violence in the city. Saudi Arabia halted travel just months before the annual Hajj pilgrimage. They also suspended travel to Prophet Muhammad's mosque in Medina.The pronouncement specified the level of concern about the outbreak.
President Ram Nath Kovind while addressing a joint session of Parliament on January 31said that apart from the geographical distance of the Northeast with Delhi, it was the emotional disconnect that had disheartened the people of the region. Prime Minister Narendra Modi's government has changed this through intense work in the last five years, he said. Kovind also spoke about the agreement signed by Tripura, Mizoram, the Bru community and the Central government which has brought solution to the problem of displaced refugees in the area. He also said that he was happy that both Houses of Parliament passed the Citizenship (Amendment) Act to fulfill the dreams of those who built our country. Bank employees throughout the country will go on a two-day-long strike starting today after management refused to agree to the demands of bank employees' union who were asking for a 20% pay hike, a 5-day work week among others.
