In the second in our 'BarbieHeimer' series, we turn to the Oppenheimer movie and speak with world-renowned nuclear disarmament advocate and expert, Gareth Evans, about the opportunity the movie missed in re-energising efforts to the nuclear disarmament cause. We speak with him about the need for Australia to return to its former position of influence in arms control, to focus on a policy of 4D's: - Doctrine of no first use; - De-alerting early launch status of nuclear weapons; - reducing Deployments of nuclear weapons; and - Decreasing the number of nuclear weapons. Professor the Hon Gareth Evans AC KC FASSA FAIIA is Distinguished Honorary Professor at the Australian National University, where he was Chancellor from 2010-19. He was a Cabinet Minister in the Hawke and Keating Labor Governments from 1983-96, in the posts of Attorney General, Minister for Resources and Energy, Minister for Transport and Communications and - from 1988-96 - Foreign Minister. During his 21 years in Australian politics he was Leader of the Government in the Senate (1993-96) and Deputy Leader of the Opposition in the House of Representatives (1996-98). From 2000 to 2009 he was President and CEO of the Brussels-based International Crisis Group, the independent global conflict prevention and resolution organisation. Captain Mike Abrashoff is a graduate of the U.S. Naval Academy and a former Military Assistant to Secretary of Defense, William J. Perry. At thirty-six years old, Mike was the most junior officer in the Pacific Fleet when he took command of the near-worst performing ship, and twelve months later the USS Benfold was the best ship in the entire Navy. He established a set of management principles he calls the Leadership Roadmap. Mike is the author of three books. His first book It’s Your Ship: Management Techniques from the Best Damn Ship in the Navy, was a New York Times and Wall Street Journal Bestseller, and his other two books, showed how Mike’s leadership principles have been put into action by organizations everywhere. Mike is a highly sought after keynote speaker for audiences to ramp up organizational performances. Mike tells us about his background, and the events that led up to his command of the USS Benfold. On this episode of Lawfare's Arbiters of Truth series on disinformation, Alina Polyakova and Quinta Jurecic spoke with Janine Zacharia, the Carlos Kelly McClatchy Lecturer in Stanford’s Department of Communication, and Andrew Grotto, director of the Program on Geopolitics, Technology and Governance and the William J. Perry International Security Fellow at Stanford’s Cyber Policy Center. In 2016, a key part of the Russian influence campaign involved the hacking and leaking of emails belonging to the Democratic Party and Clinton campaign chairman John Podesta. Journalists at mainstream news outlets rushed to write up the emails without giving adequate context to how they had been obtained. So how can the press avoid a similar disaster in 2020? Zacharia and Grotto teamed up in recent months to write a playbook for reporters facing the dilemma of writing about hacked material or disinformation without participating in a disinformation campaign. (They’ve also written an article on the subject for Lawfare.) They spoke with Alina and Quinta about their recommendations for reporters, what the American press might be able to learn from colleagues abroad and how to assess the mainstream media’s response to the New York Post’s bizarre reporting on Hunter Biden.

It takes several acts of Congress to set the federal budget. Presidential appointments are subject to congressional approval. The Supreme Court can overrule executive orders. Yet the President, acting alone, can push the nuclear button. Operating within a system designed around checks and balances, the President of the United States possesses unchecked authority to order a nuclear strike – without any oversight. President Clinton’s Secretary of Defense William Perry and nuclear expert Tom Collina argue that “Presidents, like all of us, make mistakes. They are only human. So, why do we give so much power to one fallible human?” In “The Button,” the authors recommend what is needed to update U.S. nuclear policy. William Perry, a self-styled “Prophet of Doom,” served as Secretary of Defense (’94-‘97) under President Clinton. He is the founder of the William J. Perry Center for Hemispheric Defense Studies and currently serves as the Director of the Preventative Defense Project at Stanford University. Perry has been awarded the Presidential Medal of Freedom. He served in the U.S. Army of Occupation in Japan after World War II, where he witnessed the aftermath of the atomic bombs firsthand. He holds a B.S. and an M.S. in mathematics from Stanford, as well as a Ph.D. from Pennsylvania State University. Tom Collina is a nuclear policy expert. He is the Director of Policy at Ploughshares Fund, a global security foundation. He was previously the Director of the Global Security Program at the Union of Concerned Scientists and the Executive Director and Co-Founder of the Institute for Science and International Security. He holds a degree in International Relations from Cornell University.

Celina Realuyo is Professor of Practice at the William J. Perry Center for Hemispheric Defense Studies at the National Defense University where she focuses on U.S. national security, illicit networks, transnational organized crime, counterterrorism and threat finance issues. From 2002-2006, Professor Realuyo served as the State Department Director of Counterterrorism Finance Programs in the U.S. Secretary of State’s Office of the Coordinator for Counterterrorism in Washington, D.C. She managed a multi-million dollar foreign assistance program aimed at safeguarding financial systems against terrorist financing. Under her stewardship, the U.S. delivered training and technical assistance to over 20 countries across four continents (including Afghanistan, Indonesia, Iraq, Pakistan, and Saudi Arabia.) Professor Realuyo holds an MBA from Harvard Business School, MA from Johns Hopkins University School of Advanced International Studies (SAIS), BS from Georgetown University School of Foreign Service, and Certificate from l’Institut d’Etudes Politiques (Sciences Po) in Paris, France. Professor Realuyo has taught at Georgetown, George Washington, and Joint Special Operations Universities. She has traveled to over 70 countries and speaks English, French, and Spanish fluently, and is conversant in Italian, German, Filipino, and Arabic. North Korea is once again in the headlines, thanks to a sequence of aggressive, yet carefully calculated actions: another missile test; a nuclear weapons test in January of last year followed by a declaration that Pyongyang was exiting the 60-year-old Korean armistice; the sudden execution of the leader's uncle; and a constant, continuing stream of vituperative denunciations of South Korea and the United States. What does the North hope to accomplish with these acts? And how should the United States and its allies respond? Also, as North Korea's lifeline, how should China respond? Philip Yun, executive director and COO of the Ploughshares Fund, is well-equipped to answer these questions. Yun is a former high-level diplomat who has worked extensively in academia, business, nonprofits and government. Prior to joining Ploughshares Fund, he was a Pantech Scholar in Korean Studies at Stanford University. As the United States takes the lead on international efforts toward a world free of nuclear weapons, Charles Ferguson, Director of the Council on Foreign Relations-sponsored Independent Task Force, and Task Force member Scott Sagan will discuss key recommendations on ways to reduce the world’s nuclear arsenal. The Task Force, co-chaired by former Secretary of Defense William J. Perry and former National Security Adviser Brent Scowcroft, states that while “the geopolitical conditions that would permit the global elimination of nuclear weapons do not currently exist,” steps can be taken now to diminish the danger of nuclear proliferation and nuclear use. The report also evaluates the best way to contain the threat of proliferation posed by Iran, North Korea and other potential nuclear threats.

Aired 04/14/09 Joseph Cirincione joined Ploughshares Fund as president in March 2008. He is author of Bomb Scare: The History and Future of Nuclear Weapons and served previously as senior vice president for national security and international policy at the Center for American Progress and as director for nonproliferation at the Carnegie Endowment for International Peace for eight years. He worked for nine years in the U.S. House of Representatives as a professional staff member of the Committee on Armed Services and the Committee on Government Operations, and served as staff director of the bipartisan Military Reform Caucus. He teaches at the Georgetown University Graduate School of Foreign Service and is a member of the Council on Foreign Relations. His previous books include two editions of Deadly Arsenals: Nuclear, Biological and Chemical Threats, (2005 and 2002), and previous reports include Universal Compliance: A Strategy for Nuclear Security (co-author, March 2005) and WMD in Iraq (co-author, January 2004). He is the author of over 200 articles on defense issues, the producer of two DVDs on proliferation, the former publisher of the comprehensive proliferation website, Proliferation News, and is a frequent commentator in the media. In the past two years has delivered over 150 speeches around the world and appeared in the 2006 award-winning documentary, Why We Fight. Cirincione is an expert adviser to the Congressional Commission on the Strategic Posture of the United States, chaired by former Secretary of Defense William J.
