669. Liberalism and Discontent: Exploring Modern Democracy with Francis Fukuyama

Francis Fukuyama is the Olivier Nomellini Senior Fellow at Stanford University's Freeman Spogli Institute for International Studies (FSI), and a faculty member of FSI's Center on Democracy, Development and the Rule of Law (CDDRL). He is also Director of Stanford's Ford Dorsey Master's in International Policy, and a professor (by courtesy) of Political Science. In addition he is the author of several books. His most recent titles are Liberalism and Its Discontents, Identity: The Demand for Dignity and the Politics of Resentment, and the upcoming In the Realm of the Last Man: A Memoir. Greg and Francis talk about Frank's “End of History” thesis and later work on liberalism, identity, trust, and political order. Fukuyama argues long-run historical progress is visible in the gap between developed and developing societies, but he still sees no coherent “higher” alternative to liberal democracy and market society. He also explains that modern discontent through generational forgetting of 20th-century horrors and a deeper human desire for recognition and struggle (thymos), including megalothymia - the drive for superiority, which can turn tyrannical.  They discuss how modern prosperity arose from Europe's unique mix of innovation culture, political fragmentation, religious schism, and family changes that fostered individualism. Frank contrasts state strength with constraint, and traces democracy's path through England to parliament and common law, critiques American anti-statism in state-building, and examines China vs India. They also discuss war's effects on state capacity, the internet's role in polarization and factual disagreement, and the need for shared liberal norms. *unSILOed Podcast is produced by University FM.* Episode Quotes: The collapse of a shared factual basis  [47:23] Liberal societies need to tolerate viewpoint diversity, but what we're seeing goes way beyond this. This is kind of empirical, factual diversity where people don't accept the same factual basis of the nature of the world. So, you know, are vaccines safe? Well, we used to think there was consensus about that because you have this whole accepted scientific system for empirical testing of propositions like that, and for some reason now people don't trust that anymore, or, you know, who won the last election, sort of, issue. Very hard to have a democracy if you disagree about whether you had a free and fair election, right? And these, again, I think would not have existed in the pre-internet age, that kind of disagreement over just simple factual information. The absence of a higher alternative to liberal democracy  [05:18] A lot of people have lost faith in liberal democracy, but I still don't see anyone posing a real alternative of a higher society. Does the rule of law hold without shared norms? [54:46] One thing that the last few years have taught me is that, in a way, you know, we used to think there's law and there are norms, and the norms are basically more flighty and less weighty, but the law is really a big barrier to bad action. And I think we're realizing that's not true. Everything is normative. Why the drive for superiority can't simply be eliminated [12:42] It was Bob Iger or some big CEO who wanted to climb the seven highest mountains in the world, you know? So there's a lot of ways that you can demonstrate your superiority that are basically, if not socially constructive, they're at least peaceful; you know, they're not going to harm other people. But it turns out that for Donald Trump, at least that wasn't enough. And I think that's a basic problem. You want outlets for this, what I call "megalothumia." This is the desire to be recognized as superior, and basically you can't have a society without that. I mean, you're not going to have any great baseball players, musicians, you know, philosophers if you don't have people that want to be excellent at something. But that also unleashes a kind of tyrannical desire to simply dominate, and I think that's the problem we're dealing with right now. We sit down with the Hal Pictures team — Martin Roux, Olivier Patron, Paul Morin, and Antoine Mayette — to dig into how a group of French DOPs, a DIT, and a director built the tools they couldn't find anywhere else: Diachromie and Diaphanie.The conversation starts where the frustration did. Post houses in France lacked proper look development infrastructure, and what existed elsewhere was either inaccessible or wrong for their workflow. So they built their own, rooted in a principle that any image can be decomposed into three parts: contrast, color tone curves, and color volume. Understand those, and you can describe a look. If you can describe it, you can build it.We break down Diachromie's approach to shaping the color volume parametrically inside a color-managed pipeline, and Diaphanie's frequency separation engine for texture — MTF, halation, bloom, and grain as independent, composable layers. The team explains why they separated color from texture, why that opens up aesthetics beyond film emulation, and why algorithm-based tools and sample-based tools are different propositions — not better or worse, just different.There's also a practical conversation about the limits of OpenFX, running multiple plugin instances to work around fixed order-of-operations, and how the preset system carries look development knowledge from project to project.These are practitioners who built for their own needs, then released it. The Hoover Institution's Project on Taiwan in the Indo-Pacific Region held a public session on Resilient Realists: How Taiwan Navigates Its Future in a Turbulent World on March 2, 2026 from 1:00-2:30 PM PT. Since the emergence of the COVID-19 pandemic, geopolitical competition between the United States and the People's Republic of China (PRC) has rapidly intensified, and the global order has faced growing strains. Through it all, Taiwan has remained remarkably resilient. In the face of relentless diplomatic, economic, and military pressure from Beijing, Taiwan's leaders have leveraged the island's critical role in global technology supply chains, its reputation as a robust liberal democracy, and its strategic position in the Indo-Pacific to deepen engagement with key world powers. As many Americans question core assumptions of the post-Cold War global order, the PRC's military power continues to grow, and the world stands on the cusp of a technological revolution in artificial intelligence, can Taiwan continue to navigate so deftly through turbulent geopolitical waters? To address these topics, the Project on Taiwan in the Indo-Pacific Region at the Hoover Institution held a fireside chat featuring Dr. Hung-mao Tien, President of the Institute for National Policy Research (INPR) in Taipei and a former Minister of Foreign Affairs of the Republic of China (Taiwan). Dr. Tien joined in conversation by Adm. (Ret.) James O. Ellis, the Annenberg Distinguished Visiting Fellow, and Dr. Larry Diamond, the William L. Clayton Senior Fellow at the Hoover Institution.   ABOUT THE SPEAKERS Dr. Hung-mao Tien is the President and Chairman of the Institute for National Policy Research in Taipei, and board member of several foundations and business corporations in Taiwan. He also serves as a Senior Advisor to the President of the Republic of China (Taiwan). From 2000-2002, he was the Minister of Foreign Affairs. He also served as the chairman of the Straits Exchange Foundation, the semi-official body in Taiwan responsible for direct exchanges and dialogue with the People's Republic of China, Representative (ambassador) to the United Kingdom, and presidential advisor to former President Lee Teng-hui. He has also served in an advisory capacity to Harvard University's Asia Center, The Asia Society in New York, and the Brookings Institution in Washington, D.C.  Dr. Tien has taught in universities in both the US and Taiwan as professor of political science.  His numerous publications in English (author, editor and co-editor) include: Government and Politics in Kuomintang China 1927-37 (Stanford University Press); The Great Transition: Social and Political Change in the Republic of China (Stanford: Hoover Institution Press); and Democratization in Taiwan, Implications for China (St. Anthony's Series, Oxford University), Consolidating the Third Wave Democracies, Themes and Perspectives (Baltimore and London: The Johns Hopkins University Press), China Under Jiang Zemin (Rienner), and The Security Environment in the Asia-Pacific (M.E. Sharpe). He received his Ph.D. in Political Science from the University of Wisconsin-Madison. Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor by courtesy of political science and sociology at Stanford, where he lectures and teaches courses on democracy (including an online course on EdX). At Hoover, he co-leads the Project on Taiwan in the Indo-Pacific Region and participates in the Program on the US, China, and the World. At FSI, he is among the core faculty of the Center on Democracy, Development, and the Rule of Law, which he directed for six and a half years. He leads FSI's Israel Studies Program and is a member of the Program on Arab Reform and Development. He also co-leads the Global Digital Policy Incubator, based at FSI's Cyber Policy Center. He served for thirty-two years as founding coeditor of the Journal of Democracy. Diamond's research focuses on global trends affecting freedom and democracy and on US and international policies to defend and advance democracy. His book Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency (2019; paperback ed. 2020) analyzes the challenges confronting liberal democracy in the United States and around the world and offers an agenda for strengthening and defending democracy at home and abroad. His other books include In Search of Democracy (2016), The Spirit of Democracy (2008), Developing Democracy: Toward Consolidation (1999), Promoting Democracy in the 1990s (1995), and Class, Ethnicity, and Democracy in Nigeria (1989). He has edited or coedited more than fifty books, including China's Influence and American Interests (2019, with Orville Schell), Silicon Triangle: The United States, Taiwan, China, and Global Semiconductor Security (2023, with James O. Ellis Jr. and Orville Schell), and The Troubling State of India's Democracy (2024, with Šumit Ganguly and Dinsha Mistree). Admiral James O. Ellis Jr. is Annenberg Distinguished Visiting Fellow at the Hoover Institution, where he oversees both the Global Policy and Strategy Initiative and the George P. Shultz Energy Policy Working Group. He retired from a 39-year career with the US Navy in 2004. He has also served in the private and nonprofit sectors in areas of energy and nuclear security. A 1969 graduate of the US Naval Academy, Ellis was designated a naval aviator in 1971. His service as a navy fighter pilot included tours with two carrier-based fighter squadrons and assignment as commanding officer of an F/A-18 strike fighter squadron. In 1991, he assumed command of the USS Abraham Lincoln, a nuclear-powered aircraft carrier. After selection to rear admiral, in 1996, he served as a carrier battle group commander, leading contingency response operations in the Taiwan Strait. His shore assignments included numerous senior military staff tours. Senior command positions included commander in chief, US Naval Forces, Europe, and commander in chief, Allied Forces, Southern Europe, during a time of historic NATO expansion. He led US and NATO forces in combat and humanitarian operations during the 1999 Kosovo crisis. Ellis's final assignment in the navy was as commander of the US Strategic Command during a time of challenge and change. In this role, he was responsible for the global command and control of US strategic and space forces, reporting directly to the secretary of defense.

Mary Fusillo is a registered nurse and founder of Family Solutions International, with decades of experience in infertility care, egg donation, surrogacy, and third-party reproduction. Her work focuses on ethical fertility practices, patient advocacy, and helping families navigate complex reproductive decisions with clarity and care. Mary M. Fusillo, RN, BSN, MS is the founder and CEO of Family Solutions International. Mary was introduced to the area of Reproductive Endocrinology and Infertility while facing her own challenge of having children. As the Clinical Nursing Director of an Infertility clinic in Houston, she was instrumental in starting the Donor Egg program and recruiting their first donors. This program went from one donor in the Fall of 1999 to over 120 in 2004. Moving to the greater Washington, D.C. area, Mary becomes the Clinical Infertility Nursing Director at one of the oldest and most prestigious infertility clinics in the United States. With over 200 cycles of donor egg per year, managing donors and recipients while introducing new recruitment methods was a challenge. Recruited by one of the largest Pharmacy Benefit Management companies to run their Donor Egg pharmacy program, she traveled all over the country, consulting large and small clinics on issues that affect egg donation nationwide. She is a member of the Nurses Professional Group of the American Society of Reproductive Medicine, a former National Board Member of RESOLVE, Inc., as well as a member of ASRM and ESHRE. Her volunteer work in the field of infertility led her to found “Donor Moms, a network of support for mothers via egg donation”. In 2007 Mary started The Donor Solution. On August 14, 2007, the website went live, and she started recruiting donors, and the company had its first match in October 2007. She started with only 19 donors but a short time later she had recruited 100's of screened donors to meet a burgeoning need for alternatives to the small donor pools found in IVF clinics.  After feeling like The Donor Solution was doing well, Mary launched 3 Sisters Surrogacy in 2012, because she saw a need for people who needed both donor eggs and surrogacy. In 2018,Mary put The Donor Solution and 3 Sisters Surrogacy under the Family Solutions International umbrella as a bridge to the domestic and international community. In 2020, she started The Fertility Consultants with the mission to assist intended parents in navigating the challenges of 3rd Party reproduction and finally merged all the companies together under the FSI umbrella. In the fall of 2019, Mary started a Ph.D. program in bioethics, over her 25+ years of infertility and 35 years in healthcare, she was constantly confronted with moral and ethical issues. Even now, a single embryo transfer is fraught with issues of people wanting twins. She decided to get her Ph.D. in bioethics because she wanted to understand the ethical aspects of this biological field deeper and felt there needed to be an ethicist who had a very deep background in infertility. Amb. (ret) Karl Hofmann is CEO of the recently launched Health X Partners (HXP), a parent company under which Population Services International (PSI) and the Elizabeth Glazer Pediatric AID Foundation (EGPAF) now operate. He explains his personal story—from a successful diplomatic path centered in Africa to a pivot and second career as President and CEO of PSI starting in 2007. And he explains the logic by which PSI and EGPAF agreed in 2024 to form HXP to achieve greater efficiencies and prepare prudently for the end of the 25-year era, begun around 2000, that has generated an “amazing chapter of human progress” in health but which, it had become increasingly obvious, would not last indefinitely. As the unforeseen tsunami of Trump 2.0 hit in early 2025, it was both fortuitous and doubly-risky for HXP, as it stood itself up. The new leadership at FSI and EGPAF suddenly had to come to terms with 50% reductions in staff, budgets, and programs, while consolidating and integrating audit, HR, and IT teams. Change had been expected, but it “turned out there was a lot more change” than anticipated. How to view 2026? Profound uncertainty. Yet there is also one clear message to NGO implementers: focus even more on cost effectiveness; and get much closer to needs on the ground, networked and connected to leverage scale and innovation.
