In 1930s Germany, many journalists downplayed Adolf Hitler's ascension to power, with the New York Times writing “There is no warrant for immediate alarm…The more violent parts of his alleged program he has himself in recent months been softening down or abandoning.” But one young British journalist who, seeing what was happening, quit his job with The London Times and founded The Week, a newsletter that became famous for its opposition to fascism and the Western powers that were enabling it. His name was Claud Cockburn, and he's the subject of a newly-released biography by his son, Patrick Cockburn, “Believe Nothing Until It Is Officially Denied: Claud Cockburn and the Invention of Guerrilla Journalism,” out now via Verso Books. Not everyone sees Trump or Musk as an existential threat to the American federal bureaucracy. In the March cover story of Harper's, their Washington DC editor Andrew Cockburn argues that this latest war against the American state is “futile”. He expresses skepticism that DOGE's efforts to dismantle the Federal will succeed, suggesting courts will likely block them as they did during Trump's first term. He predicts Musk's influence will diminish and that Trump will eventually sideline him. Cockburn also underlines the "contractor state" where much government work is already privatized, making structural change difficult. Emma hosts Andrew Cockburn, Washington editor at Harper's Magazine, to discuss his recent book The Spoils of War: Power, Profit, and the American War Machine. Then, Emma is joined by Ken Klippenstein, investigative reporter at the Intercept, to discuss his recent piece "SAUDI-RUSSIA COLLUSION IS DRIVING UP GAS PRICES — AND WORSENING UKRAINE CRISIS". However, they begin by taking a step back to look at the developments of recent weeks, leading up to last night's Russian invasion of Ukraine, looking to how the Biden administration has signaled their response, from guessing correctly at Putin's aims yet still making every effort to ensure he followed through, to the consistent push for more and more intense sanctions, before Andrew dives into the actual conflicts at hand, in the Donbas region and elsewhere, and explores Putin's desire to pin everything to Nazis and communists. This fittingly leads them to look at the development of the foreign policy tactic of sanctions, first moving back to its emergence in the 1960s against the Cuban people, hoping to starve them into revolution, before they look at how it developed in a pseudo-technocratic manner, just as drone warfare did, with US officials presenting newer and newer sanctions as “precise” and “targeted,” despite everything about their effects suggesting the opposite. Next, they look at the long-lasting devastation that sanctions have wrought, even if eventually lifted – as we saw in Iran – and dive into their pointlessness as a completely unproductive involvement in this conflict. He and Emma then explore the evolution of the Military-Industrial Complex, which has driven up the Pentagon budget by ~5% per year since 1954 all while it is suggested that our actual “fighting strength” is dropping. Andrew Cockburn makes sense of this by re-situating how we look at the issue, exploring how the MIC and Pentagon are only understandable when viewed as moneymaking machines, as he walks through myriad examples, from the Air Force developing worse planes simply because they're costlier and employ more technological precision to Korean war tactics that centered on raiding communist trenches for clothing. They wrap up by tracking the consistent reaction to any dips in the Pentagon's budgetary growth (not budget; growth), alongside warmongering lies from the 60s “missile gap” to nuclear lies in the Middle East. Emma also walks us through the developments in Ukraine last night, tracking the invasion and what little we know about the death toll as she works her way through this tragedy. And in the Fun Half: Ken Klippenstein joins as he discusses his recent piece on the role of Saudi-Russian collusion in driving up gas prices and enflaming the crisis in Ukraine, from Saudi Arabia bolstering Russia's role in oil production (starting in 2015) to strengthen Putin's hand in advancing this conflict, to the easy decisions that the US could make in just moving away from 0il, as well as touching on Biden advancing sanctions against Yemen. Then, Emma is joined by Matt and Brandon as they take a call from Bro Flamingo and admire Laura Ingraham's Interruption Angle. On this edition of Parallax Views, Andrew Cockburn, Washington, D.C., editor of Harper's Magazine, joins us to discuss his book The Spoils of War: Power, Profit, and the American War Machine. Cockburn argues that talk of "foreign policy", "defense", and even Left criticisms concerning imperialism and Empire camouflage the true nature of the military-industrial complex: keeping the money flow going. In other word, making profits. Andrew and I discuss a number of issues including the military-industrial complex as something akin to a "living, insatiable, creature" or amoeba "dedicated only to its own defense and power", the question of ideology and idealogues as it relates to the American war machine, Bill Clinton and NATO expansion after the Cold War, threat inflation, the absence of long-term peace dividends when wars end, the rise of the neoconservatives, Russiagate, profits of war outside of U.S. actors (military-industrial complexes in other countries), the so-called missile gap of the Cold War era, hypersonic weapons, the human cost of the war machine (Cockburn discusses the Korean War in this regard), and much, much more! Then, in the second half of the program Nicolai Petro, Silvia-Chandley Professor of Peace Studies and Nonviolence and Professor of Political Science at the University of Rhode Island and the US State Department's special assistant for policy on the Soviet Union under President George HW Bush, stops by for a discussion about U.S.-Russia tensions, Ukranian nationalism, and the need for strategic empathy in foreign policy. Nicolai explains the roots of the Russia/Ukraine crisis going back to 2013 as well as telling us a little bit about the history of Ukranian nationalism, his thoughts on the Azov Battalion, and related matters. We then shift focus slightly to discuss the value of the 20th century diplomat Hans Morgenthau in these times of tension. In this regard we talk about the problem of strategic narcissism and the need for strategic empathy. Are we reading Russia right? How can we read Russia and Putin better? What are the primary problems with the discourse around Russia/Ukraine tensions, NATO, and the U.S. today? Hopefully this conversation will shed light on the answers to some of those questions.

Chris Hedges discusses with Andrew Cockburn his new book, ‘The Spoils of War – Power, Profit and the American War Machine'. Cockburn's book lays bare the naked lust for profit that is behind America's endless wars and bloated military budget. The American war machine, he writes, can only be understood in terms of the “private passions” and “interests” of those who control it – principally, a passionate interest in making money. Thus, Washington expanded NATO beyond Germany, breaking a promise to Russian leaders, to open up the lucrative arms market in Eastern Europe to defense contractors. The US Army insisted on furnishing soldiers with defective helmets from a favored contractor that magnified the trauma and traumatic brain injury caused by an explosion. The US Navy's Seventh Fleet deployments were for years dictated by a corrupt defense contractor known as “Fat Leonard” who bribed high-ranking officers with cash, drunken parties that lasted days, and prostitutes known as the “Thai SEAL team” to ensure his more than $200 million in contracts. The Air Force spent $50 billion in esoteric devices to deter insurgents' homemade $25 bombs, including the $100 million Lockheed EC-130H aircraft supposedly equipped with ground-penetrating radar that could detect buried bombs. Only after hundreds of flights was the device found to be useless. Senior Marine commanders agreed to a troop surge in Afghanistan in 2017, not because they thought it would work, but “because it will do us good at budget time.” Cockburn provides example after example that exposes the ugly reality of the largest military machine in history, at once corrupt, squalid, and terrifyingly dangerous. He joined Nathan to discuss why he thinks the ever-bloating military has become an out-of-control "virus," as well as: - The bureaucratic waste that means the US military isn't even good at defense - Why profit, rather than war, is what the military is built for - The defense companies that depend on constantly manufacturing new threats, which conveniently pop up just when it looks like the military budget might be scaled back - Why the new stories about Chinese hypersonic missiles are exactly this kind of self-interested threat inflation - The alarming situation with nuclear weapons, which are far too close to being used for anyone's comfort - Why defense spending isn't even a good way to "create jobs" - Why progressives should not just focus on critiquing "militarism" and disastrous wars but on scaling back the giant institution that channels so many of our social resources into manufacturing "weapons that don't work for threats that don't exist"

Scott interviews Andrew Cockburn about Russia’s supposed new hypersonic missiles, which are said to have the ability to elude conventional missile defense systems, potentially making the U.S. a target for a nuclear strike with little that could be done to defend ourselves. The problem? These missiles almost certainly can’t exist. Cockburn explains all the problems that American engineers have faced in trying to design hypersonic weapons, inferring that the Russians must have come up against the same problems. Instead, he says, programs like this serve two purposes. First, they are good for Putin’s domestic popularity, since he will be perceived as standing up to the Americans. Second, they are a great way to funnel money from the Russian taxpayers to Putin’s friends in the arms industry, just like American politicians do. The good news, says Cockburn, is that the world isn’t under a greater threat than before due to these weapons. The bad news is that the people of America and Russia will continue to get exploited by their governments for the benefit of special interest groups. After an unceremonious meeting with US President Donald Trump, Secretary of Homeland Security Kirstjen Nielsen was summarily dispatched to the land of the unemployed. She was fired, or as they like to say in Washington, DC, circles, asked to resign. Also, Secret Service Director Randolph "Tex" Alles will remain in his position as of now, but has been asked to leave. Trump has instructed acting White House Chief of Staff Mick Mulvaney to fire Alles, CNN reported, citing numerous administration officials. Commenting on the decision, one of the officials mentioned "a near-systematic purge" at the Department of Homeland Security. What does this signal for immigration policy?Israeli voters will elect a prime minister Tuesday, in what's expected to be the Jewish state's closest election in years. Prime Minister Benjamin Netanyahu is running for a fifth term. He also could be running to stay out of prison. Netanyahu is facing serious corruption charges, and winning another term might shield him from prosecution. He's facing a tough competitor in former military chief of staff Benny Gantz. Analysts say Gantz can match Netanyahu on security while promising cleaner Israeli politics. Public opinion polls show Netanyahu and Gantz running very close. How close is this race? Can Gantz win this, or is the talk of a close race more hype than reality? What's been the impact of Netanyahu's pledge to extend Israeli sovereignty over parts of the West Bank?There's a great piece in MintPress News, entitled "The Syrian American Council's Pressure Campaign to Censor One of Its Major Critics," by Alexander Rubinstein. It's about a book entitled "The Management of Savagery," by Max Blumenthal. The Syrian American Council and a collection of pro-war lobbyists have led an intimidation campaign aimed at bullying a major Washington-based bookstore, Politics and Prose, into canceling the book's launch event. The store had already made onerous demands of Blumenthal, including requiring him to have an “interlocutor” on stage, specifically, one who would appease the Syrian American Council. Blumenthal selected Andrew Cockburn, one of the premier journalists covering US and Middle East politics and a longtime correspondent for Harper's Magazine. But Blumenthal told MintPress that Cockburn was denied; Politics and Prose management insisted that Cockburn was “too sympathetic” to Blumenthal's views. Almost a year after the 2012 election, Florida congressman Alan Grayson decided to hold a hearing. The number of drone attacks were going up not down; sparse news reports from mostly military sources weren't making much of an impact on the American public. In October 2013, Grayson decided to invite a Pakistani family who'd experienced an attack themselves, to Capitol Hill to address congress directly. On October 29, they came to Washington, including thirteen year old Zubair who was gravely hurt in a U.S. drone attack on his home community. Zubair had been reluctant to make the journey to the States, for fear he wouldn't be welcomed here, but the strike that maimed Zubair also killed his beloved grandmother, so welcomed or not, he decided it was important to tell the story. "My grandmother and I used to share a love of bright blue skies," he began. The sky in their village of Ghundi was particularly blue on Oct. 24, 2012, the day before Eid, the biggest festival of the year, he explained. He and his grandmother were finishing their work in the fields before celebrating. They could see and hear a drone hovering over their heads but they didn't worry, said Zubair. Quote "Why would I worry? Neither my grandmother nor I were militants." When the drone fired the first time the whole ground shook and black smoke rose up. "We ran but several minutes later, the drone fired again." testified Zubair. He spent Eid as it turned in agony in the hospital. It would take his family months to save for the specialist care that was able to remove the shrapnel from his leg. The drone killed his grandmother in front of him. As Zubair told the legislators: "I no longer love blue skies. In fact, I now prefer gray skies. The drones do not fly when the skies are gray, and for a short period of time, the mental tension and fear eases… I know that Americans think that drones are the answer,” continued Zubair. "I wish they could understand how I and other children in my community see drones. We used to play outside all the time....now people are afraid to even leave their houses....children have stopped going to the few schools that exist....education isn't possible as long as the drones circle overhead."... "I hope by telling you about my village and my grandmother, I can convince you that drones are not the answer, concluded Zubair.... And then he added, " I hope I can return home with a message... that Americans listened, that America's not just drones that terrorize us from above but a country that listens and maybe – just maybe – America may soon stop the drones.".... Technological change and creative destruction are everywhere. They have changed the way we work, the way we interact with each other, the foundation of education and now, the nature of warfare. We've all seen the media images of drones supplying us with perfect images; the perfect eye in the sky for perfectly targeted air strikes.  At least that's how it's looks on Homeland, and 24 and the images from Abbottabad. The reality, however, is somewhat different. Less-than-clear images; imperfect targeting that kills civilians; increasingly complex and overpriced equipment and--on the other hand--lower barriers to entry with respect to deploying certain drones which will soon make them available to nations, groups or individuals everywhere. Before long, surveillance--and even death from above--will be on a par with package delivery.   It's a scary future, one that Washington keeps well hidden... and one that Andrew Cockburn, Washington editor for Harper's, talks to me about in our latest RadioWHO podcast on WhoWhatWhy:
