Dr. Richard Barbrook is a senior lecturer in the Faculty of Social Sciences and Humanities at the University of Westminster. He is the author of Media Freedom (Pluto, 1995) and Imaginary Futures (Pluto, 2007). His other important writings include The Hi-Tech Gift Economy, Cyber-communism, The Regulation of Liberty and The Class of the New, and today with Jules he is discussing his prophetic 1995 essay "The Californian Ideology". In the essay, Dr. Barbrook and Andy Cameron argue that the rise of networking technologies in Silicon Valley in the 90s was linked to American neoliberalism and a paradoxical hybridization of beliefs from the political left and right in the form of hopeful technological determinism. This new amalgamated ideology combined the ideas of Marshall McLuhan with elements of radical individualism, libertarianism, and neoliberal economics, using publications like Wired Magazine to promulgate their ideas. This ideology mixed New Left and New Right beliefs together based on their shared interest in anti-statism, the counterculture of the 1960s, and techno-utopianism. The original promise of the Californian Ideology was that computers would liberate us from all the old forms of political control, and we would become Randian heroes, in control of our own destinies. Instead, today, we feel the opposite—that we are helpless components in a global system—a system that is controlled by a rigid logic that we are powerless to challenge or change. When it comes to visions of the way that technology will intersect with society in the future, Silicon Valley has a near monopoly. It's been nearly 30 years since Richard Barbrook and Andy Cameron published the essay https://www.metamute.org/editorial/articles/californian-ideology (The Californian Ideology), which they say naturalized and gave a “technological proof to a libertarian political philosophy, and therefore foreclosing on alternative futures,” a “faith” that is “made possible through a nearly universal belief in technological determinism.” Now, the economic power of Silicon Valley has left its billionaire class fairly certain it is above reproach, unchecked and unchallenged, even as some of the biggest firms spawned there are locked in a staring contest with governments in Washington, Brussels and beyond. To talk more about the ways in which Silicon Valley elites have captured so much of what people define as “progress” and the pronouncements of some individuals who make wild promises about the abundant future that technology will supposedly deliver, Tech Policy Press spoke to https://davidkarpf.com/about/ (Dave Karpf), who has been thinking about these issues for some time. He is the author of http://www.amazon.com/gp/product/0199898383/ref=s9_simh_gw_p14_d2_g14_i1?pf_rd_m=ATVPDKIKX0DER&pf_rd_s=center-2&pf_rd_r=1EJXKRXAV2PGNBGFV5H1&pf_rd_t=101&pf_rd_p=470938631&pf_rd_i=507846 (The MoveOn Effect: The Unexpected Transformation of American Political Advocacy), published in May 2012 by Oxford University Press, and https://global.oup.com/academic/product/analytic-activism-9780190266134?lang=en&cc=us (Analytic Activism: Digital Listening and the New Political Strategy) published in December 2016 by Oxford University Press.

Ana and Camila chat about the development of a Soviet nationwide information network in the 60s that was meant to run a planned economy for the USSR. Built after Sputnik's launch, it brought about Soviet cybernetics and promised a new era for Soviet sciences, mathematics economics and technology. Discussing the project's termination due to inner-bureaucratic competition, this episode also looks at ARPANET's simultaneous development; its surprisingly socialist structures of funding and collaborative mindsets that led to its success. We're on Instagram! And Twitter!Main research for the episode was done by Ana who also edited.Music by Nelson Guay (SoundCloud: fluxlinkages)References:- “How Not to Network a Nation: The Uneasy History of the Soviet Internet”, Benjamin Peters, 2016- “Creativity, Inc.: Overcoming the Unseen Forces That Stand in the Way of True Inspiration”, Ed Catmull, 2014- “The Californian Ideology”, Richard Barbrook and Andy Cameron, 1995

Dimitri and Khalid discuss the incisive and prescient 1995 essay “The Californian Ideology” by Richard Barbrook and Andy Cameron, as well as their equally misguided and delusional 1999 essay “CYBER-COMMUNISM: How the Americans are Superseding Capitalism in Cyberspace”, wherein they postulate that Silicon Valley is fulfilling the dream of “Stalinist Communism”.
