On November 23, the incumbent Bharatiya Janata Party-led Mahayuti alliance won a landslide victory in Maharashtra Assembly elections. Among several reasons cited for this victory are the implementation of the Mukhyamantri Majhi Ladki Bahin Yojana — a direct benefit transfer programme introduced by the Maharashtra government in July 2024 – four months ahead of the polls. The scheme, much like its Madhya Pradesh counterpart, which was also introduced ahead of the Assembly elections there, aims to provide monthly financial assistance of ₹1,500 to poor women between the ages of 21 and 65 whose incomes are less than ₹2.5 lakh annually. Critics say such schemes amount to bribing voters and giving the incumbent government an unfair advantage. Here we discuss the issue. Recent Center for Immigration Studies field work reveals a growing crisis in the Mexican southern state of Chiapas. Why are thousands of migrants bottled up in this area near the Guatemala-Mexico border, and why are caravans forming but only moving within Chiapas? On-the-ground reporting by Todd Bensman, the Center's national security fellow, highlights the impact of the Biden-Harris administration's December 2023 deal with Mexico and the potential consequences leading up to and following the U.S. election.Key findings:Biden-Harris Agreement: In December 2023, the U.S. and Mexico reached a secretive deal to keep migrants in southern Mexico to reduce the appearance of a border crisis in the U.S. The deal has resulted in the Mexican military setting up roadblocks in the region, particularly around the border town of Tapachula, to slow the flow of migrants.Migrants Bottled Up: Bensman visited Tapachula, where an estimated 150,000 migrants are stranded, with 500 to 1,500 more arriving daily. The city is overwhelmed, with high poverty levels and unrest.Caravans and Military Escorts: Migrant caravans are forming, but they are not headed to the U.S. Instead, the Mexican military is escorting them to other cities within Chiapas to ease pressure on Tapachula. Bribes and mafias enable wealthier migrants to escape the blockade, but poorer migrants remain trapped.CBP One App: The U.S. extended access to the CBP One app, previously only usable in northern Mexico, to allow migrants in southern Mexico to schedule appointments for processing into the U.S. However, delays and limited access make it difficult for most to advance quickly.Upcoming Election Tension: Many migrants feel an urgency to reach the U.S. before a potential change in leadership. In this interview with BizNews, Turkcell's global counsel Cedric Soule, details allegations of bribery and corruption against MTN to overturn a public tender that it lost for a multi-billion-dollar opportunity to run the Iranian GSM telecom license. “MTN, not happy with having been a runner up, decides to meddle and inserts itself in these negotiations by secretly talking to the Iranian authorities, promising all kinds of things. We say they promised weapons, sort of introductions to weapons companies. They promised to lobby the South African government so that the South African government would take a different position on Iran's nuclear program. And we also allege that MTN paid Iranian and South African authorities bribes... So the judgment of the Supreme Court of Appeal that we're expecting has pretty serious implications, we believe, because it will, we think, set the stage for how bribery and corruption are dealt with in South Africa for years to come.” Turkcell is seeking $4 billion in damages.

Michael discusses how the bribery schemes, involving government officials in Thailand, reveal significant failures in compliance oversight and corporate governance, while also highlighting the critical lessons for businesses aiming to avoid similar pitfalls.Key Insights:Deere's subsidiary, Wirtgen Thailand, secured government tenders through cash bribes, entertainment at massage parlors, and lavish trips for officials from the Royal Thai Air Force (RTAF), Department of Highways (DOH), and Department of Rural Roads (DRR).Wirtgen disguised entertainment and bribe payments in expense reports with vague descriptions and round-number amounts, which were improperly approved by regional managers.Wirtgen organized extravagant trips disguised as factory visits for Thai officials, which included sightseeing and luxury hotels in Europe. These trips were arranged to win government tenders but involved no legitimate business activities.Bribes were also funneled through a third-party consultant via sham commission agreements. This consultant acted as a middleman, facilitating bribe payments to government officials to secure high-value tenders.Deere's failure to fully integrate Wirtgen into its compliance program after acquisition allowed the bribery schemes to continue.
