David Kilgore serves as the Director of the California Department of Child Support Services. At a recent Western Intergovernmental Child Support conference, David participated in a session called “the World Café”. At this session, the audience could choose various tables around the room where a discussion leader would talk to them about an innovative, or sometimes controversial topics related to the Child Support Program.    David led the table discussing something he's been working on in California for quite a while; enhancing Self Service options for people. Of course, this leads to all kinds of other issues, like public awareness of the program, how to address the needs of families in the context of what is required, and how this might lead to a more effective and more successful program overall.   So on today's show, we dig a little deeper into the subject of self service, and explore some really interesting ideas.

Tanguler Gray serves as the commissioner of the Office of Child Support Services at the Administration for Children and Families within the U.S. Department of Health and Human Services.  Prior to her appointment in the Biden Administration in December 2021, Gray was a deputy commissioner in the Georgia Department of Human Services.  She previously served as the director for the division of child support services in Georgia, with over 26 years of leadership and child support experience there.  Gray has served as a member of the board for the National Child Support Enforcement Association, including president and secretary, and is serving a second term as a board member of the Eastern Regional Interstate Child Support Association. She graduated from Valdosta State University and has a daughter and a son.

Our American States State agencies charged with ensuring that custodial parents collect child support face a daunting challenge. Census Bureau data indicates fewer than half of custodial parents receive their full support payments. Traditionally states have relied on civil contempt statutes to compel the noncustodial parent to pay up. But that process—which can result in onerous civil procedures and even jail time—often is unsuccessful and some research shows states can end up paying more to collect the payments than the custodial parent receives. On this podcast, Heather Noble, assistant director for the Arizona Division of Child Support Services, and Michael Hayes, an official with the federal Office of Child Support Enforcement, discuss a new procedural justice approach to child support that seeks to use principles such as respect, understanding and neutrality to increase the sense of fairness that parents feel in what is often a difficult process. While the project is not finished, they discussed what the data shows so far and the difference it appears to be making. Riverside County Department of Child Support Services (RivCoDCSS) has a special guest this season finale, our very own Director, Kimberly Britt. Our Director starts by giving us background on how she began working in the field of child support 21 years ago. Kimberly started her journey as a Child Support Officer in Los Angeles County (2:40). She eventually promoted to Assistant Director for Riverside County in 2016, and in 2018 she officially became Director (4:00). Child Support Services started as a very enforcement focused program close in style to law enforcement. In 2000 the department became a social service program moving away from the enforcement focus style (4:30). Regardless of the role a person plays in a child support case, our department is here to help without taking sides. Our department is here to guide parents and guardians throughout the complicated process of supporting their children. Our Director mentions that typically fathers are the non-custodial parent at 81% of our customer base (14:23). Without the parent making payments, there can be no check delivered since the program is 100% funded by the parents (15:02). The department cannot make decisions as it pleases it is highly regulated to follow the letter of the law (18:05). Although the program is mandated, our staff is open and available to answer any questions customers may have. The department understands the process is complicated, and in a dream world, Kim would make changes to help facilitate the process for our customers (27:30). When a customer has any doubts or feels overwhelmed, they are highly encouraged to reach out to our staff. Overall, the entire agency is interested in looking for creative ways to deliver service in a way that will benefit customers and their children.

Riverside County Department of Child Support Services (RivCoDCSS) provides an overview of the legal aspect of child support in their “Legal Corner”. An explanation of how the Department of Child Support Services was created is provided as well as the legal authority it has (1:05). The department is an independent agency separate from the Court and the District Attorney (2:10). It operates as a local agency under a larger state agency that oversees the department’s activity. When attending court, it is important to be aware of the role each person plays in the court hearing (2:50). Parents can make decisions on child support cases if no public assistance is involved (4:30). The child support Attorney does not represent the parents in court, they are there to represent the department. Family Law Facilitators are available for free legal advice, customers can contact them for an appointment (8:10). Customers will learn what to expect on a court day along with steps on how to prepare for their court hearing (10:30). Information on dress code and childcare are provided, parents need to be prepared ahead of time (12:30). Parents may reach an agreement before their court date, in this case, parents will come in and sign an agreement. This is referred to as a stipulation which is a signed agreement that will facilitate the process and help avoid a court hearing (14:00). Parents living out of state can contact the department (RivCoDCSS) will do everything in their power to make different arrangements.

Anita Santos is a Judge of the Superior Court, Contra Costa County. She was appointed by Governor Brown in December 2014 and is currently assigned to felony criminal trials. Prior to her appointment, Judge Santos sat as a Commissioner hearing child support matters with the Department of Child Support Services.  Judge Santos began her career as a police dispatcher with the Concord Police Department and the University of California, Berkeley, Police Department, followed by becoming a police officer with the Concord Police Department for several years. She left the Concord Police Department to become prosecutor in Contra Costa County for eleven years. Judge Santos then opened her own practice as a family law practitioner for five years, before she returned to the courts as a Commissioner and then Judge of the Superior Court. Judge Santos attended Solano Community College, then transferred to the University of California, Berkeley, obtaining her Bachelor of Arts degrees in Sociology and Ethnic Studies.
