Key leaders from across the public sector are to come together at the University of Galway's J.E. Cairnes School of Business and Economics to share insights and explore how lessons from crises can be used to deliver future reform. The event - Leading Change in the Public Sector: Using Crisis to Deliver Future Reform - is part of the School's Thinking Beyond thought leadership series. Former and current public sector leaders will take part in the event on Wednesday, November 13th from 8.30 am to 11 am, in the O'Donoghue Theatre at the University of Galway. Ireland has experienced two of the most significant crises over the past two decades. It has been 14 years since then Taoiseach Brian Cowen announced that the EU-ECB-IMF troika would oversee Ireland's economic affairs due to the financial crisis. Some 10 years later, the highest level of movement restrictions was imposed due to the novel COVID-19 virus. The Irish economy has rebounded on the back of both crises and the event will examine the lessons learned, as well as the ongoing cultural and structural transformation in process across the Defence Forces. Former Secretary General at the Department for Enterprise, Trade, and Employment, Dr. Orlaigh Quinn, who worked in Government through both the seismic events will deliver the keynote address. A panel discussion is also being hosted with Dr Quinn; Dr Ronan Glynn, the former Deputy Chief Medical Officer and current Health Sector Lead and Partner, EY; Elizabeth Canavan, Assistant Secretary General at Department of the Taoiseach; and Brian Molloy, Defence Forces Head of Transformation and President of the Camogie Association. The event will be chaired by Alma McCarthy, Professor of Public Sector Management and Dean of J.E. Cairnes School of Business and Economics, University of Galway. Professor McCarthy said: "Ireland's public services employ more than 370,000 people with an annual budget of over €90 billion in 2024. Effective leadership of our public services significantly impacts every single citizen in our state." In 1980, the synagogue in Paris was bombed, killing four and injuring 40 others. Over four decades later, French authorities settled on one suspect, despite the fact that the perpetrators could have been a neo-Nazi group, which had bombed a Jewish site on that same date years earlier. Canadian academic Dr. Hassan Diab was extradited to France to stand trial. He spent 38 months in near solitary confinement in Fleury-Merogis, Europe's biggest maximum security prison, while the French magistrates investigated his case. The two French judges–experts in cases of terrorism–dismissed the case in 2018. Canadian Prime Minister Justin Trudeau declared that Dr, Hassan should never have had to suffer.Nevertheless, French prosecutors appealed the case, and in 2023 Hassan Diab was convicted in absentia for this unsolved crime. Former Secretary General of Amnesty International Canada, Alex Neva, described the prosecution of Hassan Diab as, “surreal and disgraceful.” Diab was sentenced to life, despite all of the evidence indicating that he could not possibly have committed it. He is widely respected as a CEO in the not-for-profit world best known internationally as the former CEO of Canadian Jewish Congress. He is a published author and a newspaper columnist. He is a a recipient of numerous medals and awards for his human rights work. In his retirement he is a consultant on antisemitism and extremism to Canadian School Boards and police services, he sits as an advisor to Human Rights Watch Canada and the Mosaic Institute and Chairs the Rights and Ethics Committee of Community Living Toronto.Michelle Weinroth is a writer and teacher living in Ottawa. She taught English literature at the University of Ottawa and at Carleton University for a decade. Her area of specialization is the workings of propaganda in 19th- and 20th-century fiction and non-fiction. Over the past seven years, she has taken a special interest in the Hassan Diab Affair.

“The world is still feeling the full brunt of the COVID-19 pandemic which most likely had its origins in a wild animal,” says John Scanlon AO, Former Secretary-General of CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora) and Chair of the Global Initiative to End Wildlife Crime, in this week’s Friday Podcast. Scanlon spoke at a recent Wilson Center event on the connections between wildlife crime, human health, and security.  “We need to recalibrate our relationship with nature for many compelling interrelated reasons, including to protect biodiversity, combat climate change, and to prevent future pandemics,” says Scanlon. “This is going to require profound changes in how we regulate the taking, trade, and consumption of wildlife, how we combat wildlife crime, and how we manage and finance the protection of wildlife at its source.”  Currently, there is no global agreement for combatting wildlife crime. CITES, a 50-year-old global agreement that exists to regulate international trade in wildlife only considers biological risks to a species’ survival and does not take into account the risks to human or animal health. We need to adopt a One Health approach to regulating wildlife trade that considers the biological impacts on human and animal health, says Scanlon. However, CITES member states remain wary of expanding the treaty’s mandate to include human and animal health criteria. Another approach, proposed by the global health community, is to include legally binding commitments in an international pandemics treaty to prevent the spillover of viruses and other pathogens from wild animals to people.  Not only does wildlife crime endanger health, but it also comes at a financial cost. The World Bank estimates that illicit wildlife trafficking and the impacts of these crimes on ecosystems cost the global economy a staggering $1-2 trillion a year. Scanlon says that a new international agreement is needed to criminalize wildlife trafficking. “It would apply to any species of wild fauna and flora, including fish and timber species, that is protected under any international or importantly, any national law.” Such an agreement would perform needed functions including, “setting out the conduct that should be criminalized, committing states to make it a criminal offence to import any wildlife it is being acquired in contravention of the national laws at the source country, and on the exchange of critically important information.”  An international agreement on wildlife trafficking has been publicly endorsed by the presidents of Costa Rica and Gabon and, if adopted, would be the first time that a crime significantly impacting the environment is embedded into the international criminal law framework, says Scanlon. “If we get it right, the local communities living amongst wildlife and the governments of source countries, as well as our global biodiversity, climate health and security will all be beneficiaries.”   “We’re struggling to combat climate change and staring down the loss of a million species. Given the scale of the risk to people and planet, we must ratchet up both our national and global response,” says Scanlon. By promoting changes to the existing international legal framework, we can change how states commit to working with each other to help avoid future pandemics and to end wildlife crime in a manner that delivers multiple local and global benefits.

Globalization and rapid technological change have created opportunities but also intensified risks and insecurity. This event featured the presentation of the recently published World Bank report “Towards a New Social Contract: Taking on Distributional Tensions in Europe and Central Asia”, which shows that societies need a welfare state now more than ever. Insecurity and risks are not shared equally: distributional tensions between groups (generations, workers, regions) are rising, and inequality of opportunity remains persistently high. The report shows that the current tax and transfer and markets regulation systems – the existing social contract – are not very effective in coping with these distributional tensions. Dissatisfaction with the status quo and the trust deficit towards the current social and political arrangements have resulted in voting polarization and rise of populism. How would a renewed social contract look like? The report highlights three policy principles which, considered jointly, should inform a renewed social contract: 1) encourage universal provision of social assistance, social insurance, and basic quality services; 2) promote equal protection of all workers, regardless of their type of employment; and 3) improve the fairness of the tax system by supporting progressivity of a broad tax base that complements labor income taxation with the taxation of capital. Author and journalist Ingrid Carlberg discusses her award-winning biography about Wallenberg, a Swedish businessman whose heroism in Budapest during the Holocaust saved countless Jewish lives. Presented in partnership with the Consulate General of Sweden. Ingrid Carlberg is a Swedish author and journalist who worked at Sweden’s most renowned daily newspaper Dagens Nyheter from 1990 to 2010, specializing in investigative and narrative journalism. Her biography of Raoul Wallenberg was first published under the title There Is a Room Here Waiting for You... (Norstedts, 2012) and was awarded the August Prize for the best Swedish work of non-fiction in 2012 as well as the Swedish Academy's Axel Hirsch Prize in 2013 for "a biography of considerable artistic and cultural history merit." Former Secretary General of the United Nations Kofi A. Annan wrote a special introduction for the Quercus edition, the first to be published in English. In January 2008, her book Pillret (The Pill, Norstedts, 2008) was awarded the Guldspaden, a prize for the best work of investigative journalism.
